O texto analisa sinteticamente o processo de transição à democracia no Chile e observa de que forma os elementos centrais desse processo apareceram no recente processo eleitoral vivido por aquele país. Por meio desse enfoque, analisa as condições que estiveram presentes na primeira eleição presidencial em dois turnos que se realizou no Chile, bem como as características e limites das duas principais candidaturas: Ricardo Lagos e Joaquín Lavín.

Apesar da variação observada na votação partidária (entre um município e outro, e mesmo entre regiões) e independentemente de variáveis específicas (como características demográficas, socioeconômicas ou a existência de mandonismo ou de políticas públicas que afetem particularmente uma região), as eleições municipais de 2008 apontam para a vigência de partidos políticos estruturados nacionalmente, os quais devem transformar suas vitórias eleitorais em negociações políticas na disputa presidencial de 2010.

This article aims to analyze the significant social and political aspects of the transition from the Parliamentary Constitutional Monarchy to Federal and Presidential Republic, according to the literary work of the writer from Rio de Janeiro Joaquim Maria Machado de Assis (1839-1908). Some of these aspects appeared in Machadian chronicles entitled Balas de Estalo, published in the daily newspaper Gazeta News between 1883 and 1887. These chronicles were signed by Lelio, one of the nicknames of Machado de Assis.

The incipient but quickly expansion action on the Information and Communications Technologies (ICT) in Africa it is now just having different impact on these societies. One of these relates bear on how users are identified with these tools. Just like that we find individuals identify as bloggers, twitter followers or cyber activist. This contribution analyzes the Senegal’s fact where a successful use of social nets and web 2.0 tools experience (at least in repercussion) as social and political involvement while presidential elections in 2012 is tied to come back an identity: Cyber activist. Senegalese circumstance shows us how this identity has a personal and assertiveness dimension as well collective aspects of belonging to a community. One as much as the other, show us personal traits in contrast to previous beliefs, basically because it fuse and confuse virtual and reality. Due to dynamics from expanding technology, this identity is youthful and urban, but not only. This situation creates new dynamics at least in this affected group. For this reason, besides knowing emergence and evolution of this fact, it raises some of the involvement in social and political involvement from groups traditionally “invisible”. Beyond the new social behavior there are new changes in the rules of the game in order to start new social revolution.

This research focused on identifying a series of successful practices relating to administrative talent management within the higher education setting. The field study included a thorough examination of seven small to mid-size private colleges and universities that have incorporated employee development strategies. These strategies were aimed at growing future leaders from within the organization in order to achieve continuity and support institutional priorities. Specifically, several focus areas were investigated including presidential vision, leadership commitment, talent management’s place among institutional priorities, program characteristics, and program evaluation. Among the commonalities that were gathered included support at the senior officer level who serve as advocates, mentors, and program facilitators, a strong connection between talent management and the institutions’ strategic plans, and a holistic approach to developing talent at all levels of the organizations. In addition, both coaching and opportunities for growth in the work environment were evident within several of the institutions. Also, academic leadership development was considered to be a part of the talent management strategy within three of the colleges and universities. The key differentiators included the incorporation of organizational and leadership competencies to provide focus toward the performance development process at two institutions, the implementation of a succession planning model at another institution, and the location of human resource generalists in departments across two of the institutions to identify learning opportunities for both individuals and work teams. Based on both the findings from the field study and the literature review, a comprehensive procedural model is introduced that serves to support human resource departments and higher education professionals, in general, who are looking to either begin or broaden their own talent management approach. However, despite the progress that has been made across several institutions noted throughout the research study, much more must be learned in terms of how the time and resources invested in talent management translates to institutional success. This register lists the largest trees of over 80 species identified in Nebraska. The name of the owner and nominator, size and location of each tree follow each listing. Many people across Nebraska have worked hard to make this register as comprehensive and accurate as possible, but the quest to find the largest trees in Nebraska is never over. Champion trees are by nature old, and old trees diminish and die. Larger trees are newly discovered. Thus, this list continually changes as new nominations are submitted.

O objetivo deste artigo é apresentar os resultados de uma pesquisa eleitoral realizada nos Campi da USP-Capital pelo Centro de Estudos das Negociações Internacionais (CAENI) e pelo Instituto Júnior de Pesquisas Sociais (IJPS) durante o período de campanha do segundo turno da eleição presidencial de 2010. Discutimos o processo de amostragem e a implicação de pesquisar sobre um universo de pessoas mais escolarizadas e jovens do que a população total. Mostraremos que é mais fácil isolar um comportamento prospectivo nessas condições do que em uma amostra onde o universo é a população de eleitores inteira do país.

Being able to positively interact and build relationships with playmates in preschool years is crucial to achieve positive adjustment. An update review and two studies on such topics were provided. Study 1 is observational; it investigates the type of social experience in groups (N = 443) of children (N = 120) at preschool age in child-led vs. teacher-led contexts. The results revealed that in child-led contexts children were more likely to be alone, in dyads, and in small peer groups; groups were mostly characterized by same-gender playmates who engaged in joint interactions, with few social interactions with teachers. In teacher-led contexts, on the other hand, children were more likely to be involved in small, medium and large groups; groups were mostly characterized by other-gender playmates, involved in parallel interactions, with teachers playing a more active role. The purpose of Study 2 was to describe the development of socio-emotional competence, temperamental traits and linguistic skill. It examined the role of children’s reciprocated nominations (=RNs) with peers, assessed via sociometric interview, in relation to socio-emotional competence, temperamental traits and linguistic skill. Finally, the similarity-homophily tendency was investigated. Socio-emotional competence and temperamental traits were assessed via teacher ratings, linguistic skill via test administration. Eighty-four preschool children (M age = 62.53) were recruited within 4 preschool settings. Those children were quite representative of preschool population. The results revealed that children with higher RNs showed higher social competence (tendency), social orientation, positive emotionality, motor activity and linguistic skill. They exhibited lower anxiety-withdrawal. The results also showed that children prefer playmates with similar features: social competence, anger-aggression (tendency), social orientation, positive emotionality, inhibition to innovation, attention, motor activity (tendency) and linguistic skill. Implications for future research were suggested.

I tre capitoli in cui è suddiviso il lavoro cercano di offrire una ricognizione delle questioni che ruotano intorno alla sussistenza o meno di prerogative presidenziali riguardo l’attività legislativa, e in generale sulle eventuali trasformazioni avvenute, soprattutto negli ultimi anni, nel ruolo del Presidente della Repubblica all’interno del sistema costituzionale italiano. Il lavoro esordisce con una premessa metodologica con cui si tenta di valorizzare la questione relativa ai diversi approcci metodologici che si possono seguire nello studio delle tematiche presidenziali: ossia, tenere nettamente distinti il piano delle norme da quello delle prassi oppure analizzarli e valutarli congiuntamente. Il primo capitolo è dedicato all’analisi della figura presidenziale così come delineata dalla Costituzione e arricchita dagli oltre sessant’anni di letteratura costituzionale. Vengono quindi analizzate le disposizioni costituzionali di riferimento e viene dato conto delle principali teorie costituzionali espresse dalla letteratura giuridica. Il secondo capitolo è dedicato a quella che viene offerta come una delle possibili cause da cui traggono origine le evoluzioni registrate in questi ultimi anni dalla figura presidenziale: ossia, il mutamento del sistema costituzionale di rappresentanza politica. Tale elemento è analizzato soprattutto nel suo ambito istituzionale, vale a dire il modello di forma di governo rappresentato dal circuito parlamento-governo. Il terzo capitolo entra direttamente nelle due questioni di fondo della ricerca: da un lato lo studio della generale attività presidenziale di intervento nelle questioni politiche, attraverso comunicati o esternazioni; dall’altro lato l’analisi di alcuni specifici casi paradigmatici di intervento presidenziale in sede di emanazione o promulgazione (o, comunque, discussione) degli atti legislativi del governo e del parlamento, accaduti tra il 2006 e il 2013. Inoltre, il lavoro è arricchito da una importante sezione (allegata) di “case studies” contenente il risultato di una ricerca effettuata su oltre tremila documenti presidenziali, dal 2006 al 2013, resi pubblici dagli uffici del Quirinale.

Zarycki studied the political map of Central Europe today on the basis of results of recent parliamentary and/or presidential elections in the Czech Republic, Hungary, L8ithuania, Poland, Slovakia and Ukraine. He identified first the structure of regional political cleavages, then the spatial patterns emerging in different countries. He also considered the significance and eventual regional differentiation of various possible influences on these patterns, including urbanisation, historical heritage, ethnic factors, population movements, economic differentiation, the effects of the transformation, demographic factors, education and religion. Virtually all the countries showed a cleavage between more traditional, anti (or non-) communist regions and secular areas with higher post-communist support. Except in Ukraine and the Czech Republic, the post-communist party is dominated by the direct heirs of the former communist parties transformed into moderate left parties. The second major class of cleavages was typical of the Visegrad countries, i.e. the conflict between liberal, mostly metropolitan, regions and a different periphery, usually with a strong populist or anti-liberal appeal. This usually depends on the existence of a sizeable well-educated class, usually pro-market and pro-Western, and on the resolution of the conflict between post and anti-Communists. The third type of cleavage is based on ethnic factors and is clearest in Lithuania and Slovakia, where there are large ethnic minorities. Of factors influencing political behaviour, the two major ones identified were the historical heritage and urbanisation.
