The federal Health Care and Education Reconciliation Act of 2010 ended the Federal Family Education Loan Program, or FFELP, and no new FFELP loans will be issued after June 30, 2010. The Iowa College Student Aid Commission received approximately 14 million dollars of its 14.7 million dollar fiscal year 2010 administrative budget from the various fees associated with the FFELP program and services. With the cessation of FFELP loans, the commission project's revenues will decline, as the currently existing FFELP loans are paid off, beginning with a 2.7 million dollar decline in fiscal year 2011. This issue review examines the prison system fiscal year 2010 budget, including receipts and expenditures, average annual costs, personnel and inmate assaults.

Iowa law allows taxpayers to deduct federal income taxes from income prior to calculating state income tax liability. Due to the federal tax deduction, changes to federal income taxes enacted by Congress directly and automatically impact Iowa's revenue stream. While this issue is present every year, the impact on the budget process has been more pronounced over the past three years as federal tax reductions enacted during the early 2000s were set to expire, were extended, and are now set to expire again. This issue review examines federal deductability and the related issue of federal conformity.

The Federal Highway Administration published the final rule updating 23 CFR 630 Subpart J in September 2004. The revised rule requires agencies using federal funding to address both safety and mobility in planning and construction of roadway improvements. The Iowa Department of Transportation (Iowa DOT) requested the assistance of the Center for Transportation and Research in developing guidance for a policy and procedures to comply with the final rule. This report describes an in-depth examination of current Iowa DOT project development processes for all types of improvements, including maintenance, as well as a detailed characterization of work zone impact considerations throughout project completion. To comply with both the letter and perceived intent of the final rule on safety and mobility, the report features a suggested work zone policy statement and suggested revisions in the Iowa DOT project development processes, including a definition of the key element: significant projects.

The Swiss Federal Office of Public Health's (FOPH) updated its recommendations on fat consumption in 2013. The report recommends that maximum 10% of the daily caloric intake should come from saturated fatty acids, and the total fat intake should account for 20-35%. There is no limitation to dietary cholesterol consumption. Recent studies have shown that replacing consumption of saturated fatty acids by unsaturated fatty acids is more beneficial in terms of cardiovascular prevention than a low fat diet. The purpose of this article is to review the FOPH recommendations on dietary fat as well as the current evidence about their cardiovascular benefit, and to provide a translation of these scientific recommendations into clinical advice.

O objetivo deste trabalho foi determinar a influência de características físico-hídricas dos solos em atributos diagnóstico de Latossolos. Realizou-se o levantamento de atributos morfológicos, químicos, físicos, mineralógicos e físico-hídricos de cinco perfis de Latossolos Vermelhos (LV) e cinco perfis de Latossolos Vermelho-Amarelos (LVA) petroplínticos, considerados representativos dessa classe de solos no Distrito Federal. Além da caracterização dos atributos diagnóstico, a oscilação do nível freático dos solos foi monitorada por meio de poços de observação de 2,5 m de profundidade, durante um ano. Os Latossolos estudados foram considerados semelhantes química e fisicamente. Contudo, diferiram quanto às caracterizações morfológica e mineralógica, com a presença de horizontes concrecionários e goethita nos LVA. A estabilidade da goethita nesses solos foi influenciada pela oscilação do lençol freático. Constatou-se menor condutividade hidráulica saturada e menor variação da profundidade freática nos LVA, em razão da deficiência de drenagem interna causada pela presença dos horizontes concrecionários. Os LVA apresentam, portanto, menor potencial agrícola que os LV, no Distrito Federal. As características físico-hídricas de Latossolos têm pouca influência sobre atributos diagnóstico, com exceção da mineralogia dos óxidos de ferro, que apresentam os teores de goethita aumentados em condições de baixa drenagem interna.

O objetivo deste trabalho foi realizar a estratificação ambiental nos Estado de Goiás e no Distrito Federal para a avaliação da produtividade de grãos de genótipos de feijoeiro-comum tipo Carioca, e comparar a eficiência de diferentes métodos de estratificação ambiental. Foram realizados 25 ensaios em blocos ao acaso, com três repetições, nas épocas de semeadura das águas e do inverno, nos anos de 2003 e 2004. Os ensaios foram compostos por 16 genótipos de grãos tipo Carioca. A estratificação ambiental foi realizada por meio de quatro metodologias: tradicional de Lin; percentagem simples da interação de genótipos com os locais dois a dois, de Cruz e Castoldi; correlação de Pearson para os pares de locais; e método da ecovalência de Wricke. Os locais identificados como similares em pelo menos três metodologias foram considerados pouco informativos, e eles foram os seguintes municípios do Estado de Goias: Anápolis, Santo Antônio de Goiás, Goiatuba e Urutaí, nas safras das águas/2003 e águas/2004, inverno/2003 e inverno/2004, respectivamente. Nenhum dos locais foi identificado como pouco informativo em pelo menos duas safras e, portanto, nenhum deles foi eliminado da rede de avaliação de genótipos de feijoeiro-comum tipo Carioca. Os locais utilizados em todas as safras (Rio Verde, GO, e Planaltina, DF) não foram identificados como pouco informativos em nenhuma delas e, portanto, são indicados para a avaliação de genótipos de feijoeiro-comum. Os métodos de Lin e da ecovalência foram os mais indicados para identificação de locais pouco informativos

This article sets out to study the profile of Swiss administrative elites at federal level by showing how their profile has evolved in the light of what has come to be known as the wave of New Public Management (NPM), which has benefited from a very fertile ground in Switzerland. These elites correspond to a specific institutional order, in relation to specific organizational structures and workings, and have specific characteristics in terms of career paths and academic background. However, the administrative reforms that have been rolled out since the 1980s have transformed the institutional order within which executives of the federal administration evolve. This article analyses the extent to which these transformations have had an impact on the characteristics of these elites, through indicators such as academic capital, social capital, and career path within and outside the administration. The results show a slow but significant transformation in the profiles of these elites towards an increasing managerialization, reflecting that of the context in which they evolve.Points for practitioners The relationship between politics and the administration is naturally shaped by individuals but is closely dependent on the profiles of the players. They are currently undergoing a transformation in the wake of administrative reforms, and also of the changing profiles of both the political and administrative players. Gaining an insight into the slow transformation of the profiles of administrative elites therefore sheds light on the political-administrative nexus. The gradual managerialization of the administrative elite highlighted in this article also allows for a better understanding of which professional experiences, qualifications and skills are valued today within the senior civil service in Switzerland.

A evolução das quantidades e preços médios mensais e anuais da banana-'Prata' comercializada nos entrepostos das CEASAS do Distrito Federal, São Paulo, Belo Horizonte e Rio de Janeiro foi analisada no período de janeiro de 1995 a dezembro de 1999. Os dados foram analisados pelo teste de Tukey, a nível de 5%. A média da quantidade anual comercializada nas CEASAS do DF, SP, BH e RJ foram, respectivamente, de 831; 1.012; 3.101 e 5.597 t no período analisado. A quantidade média anual comercializada variou significativamente em todas as CEASAS. Os preços médios anuais diferiram significativamente, sendo que em todas as CEASAS estes foram maiores em 1995 e menores em 1997. Não houve diferença significativa na quantidade média mensal comercializada apenas na CEAGESP, já o preço médio mensal diferiu significativamente nas CEASAS do DF, SP e BH. O preço médio anual foi maior na CEASA/RJ (R$ 1,01/Kg), que foi 18,8%; 32,9% e 80,4% superior quando comparado ao preço praticado na CEASA/ DF, CEAGESP e CEASA/BH, respectivamente.

The global economic and financial crisis is a challenge for all governments, but particularly for federal states because divided and/or shared territorial powers make federations susceptible to coordination problems in fiscal policy making. This article explores the effects of the ongoing crisis on federal relations. Three kinds of problems that may become the cause of federal tensions and conflicts are evoked: opportunism of subgovernments, centralisation and erosion of solidarity among members of the federation. Our analysis of fiscal policies and federal conflicts of 11 federations between 2007 and the present reveals three kinds of coordination problems: shirking in the use of federal government grants, rent-seeking in equalisation payments, and over-borrowing and over-spending. Our results show that shirking remained limited to few cases and occurred only in the first part of the crisis. However, rent-seeking and over-borrowing and over-spending led to a reduction of solidarity among subgovernments and to increased regulation of the fiscal discretion of the members of the federation. Subsequently, tensions in federal relations increased - although only in one case did this challenged the federal order.
