Purpose – The paper aims to explore the gap between theory and practice in foresight and to give some suggestions on how to reduce it. Design/methodology/approach – Analysis of practical foresight activities and suggestions are based on a literature review, the author's own research and practice in the field of foresight and futures studies, and her participation in the work of a European project (COST A22). Findings – Two different types of practical foresight activities have developed. One of them, the practice of foresight of critical futures studies (FCFS) is an application of a theory of futures studies. The other, termed here as praxis foresight (PF), has no theoretical basis and responds directly to practical needs. At present a gap can be perceived between theory and practice. PF distinguishes itself from the practice and theory of FCFS and narrows the construction space of futures. Neither FCFS nor PF deals with content issues of the outer world. Reducing the gap depends on renewal of joint discourses and research about experience of different practical foresight activities and manageability of complex dynamics in foresight. Production and feedback of self-reflective and reflective foresight knowledge could improve theory and practice. Originality/value – Contemporary practical foresight activities are analysed and suggestions to reduce the gap are developed in the context of the linkage between theory and practice. This paper is thought provoking for futurists, foresight managers and university researchers.

During our Herschel Lensing Survey (HLS) of massive galaxy clusters, we have discovered an exceptionally bright source behind the z = 0.22 cluster Abell 773, which appears to be a strongly lensed submillimeter galaxy (SMG) at z = 5.2429. This source is unusual compared to most other lensed sources discovered by Herschel so far, because of its higher submm flux (∼200 mJy at 500 μm) and its high redshift. The dominant lens is a foreground z = 0.63 galaxy, not the cluster itself. The source has a far-infrared (FIR) luminosity of L_FIR = 1.1 × 10^14/μ L_⨀, where μ is the magnification factor, likely ∼11. We report here the redshift identification through CO lines with the IRAM-30 m, and the analysis of the gas excitation, based on CO(7–6), CO(6–5), CO(5–4) detected at IRAM and the CO(2–1) at the EVLA. All lines decompose into a wide and strong red component, and a narrower and weaker blue component, 540 km s^−1 apart. Assuming the ultraluminous galaxy (ULIRG) CO-to-H_2 conversion ratio, the H_2 mass is 5.8×10^11/μ M_⨀, of which one third is in a cool component. From the CI(^3P_2−^3 P_1) line we derive a C_I/H_2 number abundance of 6 × 10^−5 similar to that in other ULIRGs. The H_2O_p(2, 0, 2−1, 1, 1) line is strong only in the red velocity component, with an intensity ratio I(H_2O)/I(CO) ∼ 0.5, suggesting a strong local FIR radiation field, possibly from an active nucleus (AGN) component. We detect the [NII]205 μm line for the first time at high-z. It shows comparable blue and red components, with a strikingly broad blue one, suggesting strong ionized gas flows.

This dissertation is comprised of three essays in the economics of education. In the first essay, I examine how college students' major choice and major switching behavior responds to major-specific labor market shocks. The second essay explores the incidence and persistence of overeducation for workers in the United States. The final essay examines the role that students' cognitive and non-cognitive skills play in their transition from secondary to postsecondary education, and how the effect of these skills are moderated by race, gender, and socioeconomic status.

The purpose of this study was to test Lotka’s law of scientific publication productivity using the methodology outlined by Pao (1985), in the field of Library and Information Studies (LIS). Lotka’s law has been sporadically tested in the field over the past 30+ years, but the results of these studies are inconclusive due to the varying methods employed by the researchers. A data set of 1,856 citations that were found using the ISI Web of Knowledge databases were studied. The values of n and c were calculated to be 2.1 and 0.6418 (64.18%) respectively. The Kolmogorov-Smirnov (K-S) one sample goodness-of-fit test was conducted at the 0.10 level of significance. The Dmax value is 0.022758 and the calculated critical value is 0.026562. It was determined that the null hypothesis stating that there is no difference in the observed distribution of publications and the distribution obtained using Lotka’s and Pao’s procedure could not be rejected. This study finds that literature in the field of library and Information Studies does conform to Lotka’s law with reliable results. As result, Lotka’s law can be used in LIS as a standardized means of measuring author publication productivity which will lead to findings that are comparable on many levels (e.g., department, institution, national). Lotka’s law can be employed as an empirically proven analytical tool to establish publication productivity benchmarks for faculty and faculty librarians. Recommendations for further study include (a) exploring the characteristics of the high and low producers; (b) finding a way to successfully account for collaborative contributions in the formula; and, (c) a detailed study of institutional policies concerning publication productivity and its impact on the appointment, tenure and promotion process of academic librarians.

There are many learning strategies some, more successful than others when they are applied in a correct way. “Strategies are most successful when they are implemented in a system that encourages collaboration among staff and students, and in which each is a part of a well-planned whole system” (Johns Hopkins, 2000). Additionally, Learning strategies have become an effective instrument in the field of education because students can make use of several strategies in order to enhance their English level in terms of communication. To communicate in a meaningful way, it is important to express ideas inside and outside the classroom; it is part of the development and improvement of speaking.

Over the last 30 years, nanoparticle-based medicine has received tremendous attention due to its advances with smart therapeutics and less toxicity. Few nanomedicine products have been approved for commercial use in the clinic (such as Doxil®, Ambraxane®…). Nanomedicine research is still at its early stage and the preparation of nanoparticles must be carefully considered. Systems involving further increased supersaturation, either via solvent evaporation, temperature reduction or anti-solvent mixture, were suggested to be capable of inducing nanoprecipitation (NPT). Since this technique is straight-forward, fast and easy to duplicate in practice, it is highly preferred and recommended. In this review, the process of NTP was described and discussed in detail. Factors that affect the encapsulation efficiency, the nanoparticle size, the morphology and the stability of nanoparticles prepared by NTP were described. This process is one of the most preferable processes for preparing solid nano-protein due to their elegant techniques that preserve the bioactivity of proteins. Although the production of nanoparticles by this process has not been applied in the pharmaceutical industry due to the organic solvent issue, the production equipment for large-scale has been marketed.

Open educational resources (OER) have become new buzzwords in the glocalization of education. While OER are often espoused as enabling educational equity, the reality is not always the case. Looking only at the positives of new educational methods can mask perpetuating challenges, which makes the open aspect of OER a misnomer. Taking an alternative stance, this article critically evaluates the broader notion of OER through the lens of equity. It contends that while equity reasons often underpin the provision of OER, challenges continue to be experienced by some in accessing open digital materials for learning. This article explores some of these issues and argues that equity considerations are fundamental in OER design.

The objective of the paper is to critically review the positioning of teachers in the World Bank's Education Sector Strategy 2020. The review is framed through the lens of Habermas' communicative action theory (CAT) to show how teachers' truth, rightfulness and truthfulness are obfuscated in the new policy. Habermas centres notions of democratization and participation as key requirements for representative systems. However, as the new strategy takes shapes, what is more apparent is the further marginalization of educators and education scholars from education reforms. The review suggests that education and teachers' work is becoming further embedded in broader social and economic systems. This is despite extensive consultations that are a feature of the new strategy and its development. The paper raises questions about the work of teachers and their place within education systems whose development is influenced by agencies such as the World Bank. The nature and value of ‘professionalism’ has long been contested by both producers and consumers of policy. Most recently, governments have rewritten and redefined professionalism as compliance with externally imposed ‘standards’. This has been achieved by silencing the voices of those who inhabit the professional field of education. This paper uses Foucauldian archaeology to excavate the enunciative field of professionalism by digging through the academic and institutional (political) archive, and in doing so identifies two key policy documents for further analysis. The excavation shows that while the voices of (academic) authority speak of competing discourses emerging, with professional standards promulgated as the mechanism to enhance professionalism, an alternative regime of truth identifies the privileged use of (managerial) voices from outside the field of education to create a discourse of compliance. There has long been a mismatch between the voices of authority on discourses around professionalism from the academic archive and those that count in contemporary and emerging Australian educational policy. In this paper, we counter this mismatch and argue that reflexive educators’ regimes of truth are worthy of attention and should be heard and amplified.

In the literature on voluntary childlessness there is a lack of research on the types of occupations held by women who choose not to mother and how their fertility choice influences their occupational experiences. At the same time, the experience ofwomen with regard to the childfree choice has not been adequately addressed in contemporary feminist literature. In the field of education, much has been written about the association between mothering and teaching. Thus, childfree teachers become particularly interesting since they made seemingly paradoxical choices in that they chose not to bear and rear children yet they chose an occupation in which they are surrounded by and responsible for the daily care of many children. To gain an understanding of the work-related experiences of childfree women, in-depth interviews were conducted with 7 voluntarily childless female elementary school teachers from Southern Ontario. In addition, a focus group interview in which 3 of the 7 childfree teachers participated was conducted. Findings revealed that these women's "choice" to be childless was the result of complex circumstances and multiple motivations. Also, despite their decision to forgo the traditional female role of mother, these women held surprisingly conventional beliefs with regard to family and gender roles. In addition, these childfree women at times identified themselves as mother-like when teaching, yet at other times distanced themselves as teachers from mothers. Finally, results showed that these women experienced both direct and indirect pronatalist pressures outside as well as inside the workplace as a result of their childfree status.

En un país pequeño como Austria es necesario recibir estímulo del exterior a nivel europeo respectivamente internacional para que los responsables vean lo útil que son las iniciativas nacionales en el campo de documentación educativa. Trabajar de manera comparativa en un contexto europeo ayuda a comprender mejor su propia posición y sirve de base para tomar decisiones y para desarrollar nuevos proyectos en el futuro. Ha crecido el interés en utilizar la información y documentación educativa durante las últimas décadas. Actualmente los ministros de educación ya no pueden seguir su trabajo sin recurrir a todos aquellos datos que han sido recopilados en los respectivos países y presentados a través de las redes europeas como EURYDICE, la red europea de información en educación (htttp://www.eurydice.org).
