This edition of the FAL Bulletin aims to present and encourage the use of the economic infrastructure investment database for Latin America and the Caribbean (EII-LAC-DB), built by the Infrastructure Services Unit of the Economic Commission for Latin America and the Caribbean (ECLAC). The information contained refers to the period 1980-2012, in keeping with measurements undertaken by the World Bank, ECLAC and under the cooperation agreement between ECLAC and the Development Bank of Latin America (CAF).

This document, which is partly based on by the study Impacto de la Infraestructura de la Calidad en América Latina, is a second joint effort by the Economic Commission for Latin America and the Caribbean (ECLAC) and the German National Metrology Institute (PTB) to move towards a more detailed understanding of the role played by the Quality Infrastructure in opening up possibilities for the countries in the region to innovate and compete. Through methodological analysis and the realization of case studies at the national level in certain countries in the region, the document seeks to offer a more comprehensive picture of the impact of the Quality Infrastructure and its importance for the economic and social development of countries. The document analyzes various QI related aspects, with particular emphasis on a review of conceptual elements, the role of the QI in the innovation systems of countries and a brief analysis of a set of case studies in Latin American countries. It also identifies a series of challenges and limitations for carrying out impact studies. These elements are taken up again in the final conclusions of the book, where a number of policy recommendations are outlined.

El presente Boletín FAL corresponde a una serie de boletines sobre puertos y comercio marítimo en la región. Este se encuentra estrechamente relacionado con el Boletín 337, No 1 de 2015 que plantea la necesidad de una nueva gobernanza en los puertos regionales para hacer frente a las nuevas condiciones interpuestas por el mercado marítimo. Para ello, se hace necesario contextualizar la situación tanto del comercio marítimo como la industria del shipping. Es por esto que el Boletín se encuentra dividido en dos partes, la primera dedicada al contexto del comercio marítimo mundial en la actualidad, especialmente enfocado en los contenedores, y la segunda dedicada a detallar la situación de la industria del shipping.

This FAL Bulletin is part of a series on ports and maritime trade in the region. It is closely related to Issue No. 337 - Number 1 / 2015, which sets out the need for a new port governance in the region to address the new circumstances that have arisen in the maritime market. As such, and given the need for contextual information, this Bulletin is divided into two sections, the first devoted to the current status of world maritime trade (with special focus on container trade), and the second detailing the situation of the shipping industry.

Dicho cambio permitirá fortalecer el desarrollo y la integración productiva mediante la generación de cadenas de valor que profundicen los mercados nacionales y regionales, una mejor inserción en la economía global, la generación de una conectividad eficiente entre los eslabones de la cadena así como también la articulación de proyectos regionales en ciencia, tecnología e innovación para consolidar un cambio estructural con igualdad.

This FAL Bulletin analyses the development of logistics observatories and the construction of regional integration indicators in Latin America and the Caribbean. To this end, it examines experiences, in the region and worldwide, in relation to the construction of indicators and presents a set of policy recommendations for proper implementation. The Mesoamerica Project is used as a case study to construct a set of indicators for logistics infrastructures.

Efficient implementation of recycling networks requires appropriate logistical structures for managing the reverse flow of materials from users to producers. The steel sheet distributor studied had established a protocol for scrap recovery with the steel plant and its customers. The company invested in producing containers, hiring a specialized labor force and in purchasing trucks for container transportation to implement the logistics network for recycling. That network interconnected the company with two kinds of customers: the ones returning scrap and the ones who preferred to continue business-as-usual. The logistical network was analyzed using emergy synthesis, and the data obtained were used to evaluate and compare the system's environmental costs and benefits from the perspective of the distributor and the steel plant operator. The use of emergy ternary diagrams provided a way to assess recycle strategies to compare the relative economic and environmental benefits of the logistical network implemented. The minimum quantity of scrap that the distributor must recover to improve environmental benefits was determined allowing decision on whether it is worth keeping the system running. The new assessment method proposed also may help policy-makers to create strategies to reward or incentive users of reverse logistics, and help to establish regulations, by decreasing taxes or stimulating innovation, for effectively implement the National Policy on Solid Waste. The present work is to analyze the importance of exchanging knowledge and technological innovation in Business Condominium Square Capital installed in the Metropolitan Region of Campinas (SP). The condominium corporate Capital Square is the new result of the productive rearrangements that allow the reproduction of capital. This new production space, endowed with infrastructure and sophisticated logistics is able to enable the development of companies installed there in addition to promoting the advancement of technological innovation in the region because of its relations with laboratories, universities and research centers. The research aims to contribute to the understanding of this new form of organization of space activities corresponding to the logic of exchange of knowledge and technological innovation. The logical location of innovation services have similar aspects to economic activities in general, which is distinguished due to the intangible nature of services of high added value through the strategic role of information, the nature of services and because there are services whose logic operation is beyond the economic, but also scientific. The project includes the study in an integrated environment, which allows to evaluate, under various aspects, the importance of established companies and infrastructure available that enable the advancement of skills and knowledge exchange in Capital Square Condo

Outsourcing logistics has established itself in the area of the LSP (Logistics Service Provider), which offers a range of services to its customers. In this line, transportation is characterized as one of the most important services, and therefore efficient fleet management is essential for establishing a high level of customer service. With advances in technology and vehicle tracking systems, this approach of management has gained new possibilities for the improvement of logistics services. By studying the specific case of an LSP, this paper investigates the use of these technologies in the management of their business and services. The results indicate that the LSP seeks to increase its services and to streamline information in order to respond to customer needs in real time. It is also evident in this case under study that the combination of the technology available together with the fleet management system has become a distinguishing feature for this LSP, one which increases their skills and important information for both customers and business.
