La siguiente tesis nace a partir de la implementación de la actividad de buceo deportivo en el año 2002 en la Caleta de pescadores artesanales de Maitencillo, quinta región, Chile. Los pescadores administran, para su explotación, un tipo de área marina protegida llamada área de manejo y explotación de recursos bentónicos (AMERB), por lo que se hizo indispensable implementar un Plan de Gestión para el buceo deportivo con la finalidad de regular y controlar la actividad para proteger los recursos existentes en el área, sus ecosistemas y su biodiversidad. Para ello, se construyó un Sendero Submarino con 3 circuitos para el buceo. La tesis contextualiza el desarrollo y ejecución del proyecto y evalúa el Plan de Gestión y la utilización del Sendero Submarino y, para ello, se desarrolla una metodología para el cálculo de la capacidad de carga del Sendero y para la evaluación del Plan de Gestión, a través de indicadores biofísicos, socioeconómicos y de gobernabilidad. Esta tesis plantea un modelo de desarrollo a partir del principio del Ecodesarrollo, destacando, principalmente, que es la comunidad local de pescadores artesanales quien ejecuta y administra el proyecto, sin necesidad de recurrir a operadores privados de buceo y, por tanto, logrando para si los beneficios y el control de la actividad; por otro lado, destaca también que es una actividad a baja escala, con bajos impactos ambientales y por tanto sustentable y replicable para otras organizaciones de pescadores. Los resultados indican que con la información biofísica obtenida se pueden tomar medidas de gestión para la actividad de buceo de acuerdo al estado de los recursos bentónicos principales explotados por los pescadores, ya sea restringiendo la actividad, o suspendiéndola por algún período. Los resultados muestran que la cantidad de buceadores que utilizan el Sendero Submarino está muy por debajo de la capacidad de carga calculada, lo que hace que la presión de esta actividad sobre los recursos y el ecosistema marino sea muy baja. Los resultados socioeconómicos y de gobernabilidad indican que esta actividad ha generado ingresos adicionales para los pescadores que trabajan en esta actividad y también ha generado nuevos puestos de trabajo; además, la organización sindical se ha ido fortaleciendo al crear la comisión de ecoturismo y dar responsabilidades a otros pescadores en la gestión de la actividad. La tesis confirma la hipótesis de que “Los Senderos Submarinos pueden ser una forma de turismo sostenible en áreas marinas protegidas”. The present thesis is based on the implementation of scuba diving activities in the year 2002, in the local fishing cove of Maitencillo, Fifth region, Chile. The local fishermen manage the exploitation process of a type of protected marine area called benthic resource management and exploitation area (BRMEA); for this reason, the implementation of a Management programme for scuba diving to regulate and control this activity to protect the resources in the area, their ecosystems and biodiversity, became a priority. In 2002, an Underwater Path was built, with three tracks for scuba diving practice. This thesis contextualises the development and implementation of the Management programme and the use of the Underwater Path. It also develops a methodology to calculate the payload for the Underwater Path, and to assess the Management project through biophysical, economic and governance indicators. This thesis also proposes a development model by the principle of Sustainable development, with the local community of fishermen implementing and handling the project, without the intervention of private diving agencies, generating economic and social benefits, keeping environmental impact to a minimum level, and making it sustainable and worth emulating for other fishermen organisations. The results indicate, through the biophysical data obtained, that it is possible to take managerial measures regarding the scuba diving activity, according to the state of the most exploited benthic resources, by either restricting the activity or plainly suspending it for some time. The results show that the amount of divers using the Underwater path are way below the calculated payload, which keeps the strain that scuba diving causes on these resources and marine ecosystem to the minimum. The results of the socioeconomic and governance issues indicate that this activity has generated additional profits for the fishermen working in this activity, and also new jobs. Furthermore, the syndicate has strengthened thanks to the creation of an ecotourism commission and by assigning other local fishermen with responsibilities in the organisation of the activity. The thesis confirms the hypothesis that states, “Underwater Paths can become a form of sustainable tourism in protected marine areas”

The preservation of tangible cultural heritage does not guarantee effective revitalisation of urban historic areas as a whole. The legacy of our history consists not only of paintings, sculptures, architectural monuments and public spaces, but also the safeguarding of immaterial aspects of social life, such as oral traditions, rituals, practices, knowledge and craft skills. From 1999 to 2013, 26 Brazilian cities benefited from the Monumenta Programme - a national cultural policy that involved institutions, the private sector and the local community. The purpose of the programme was to stimulate economic growth and increase cultural and social development of the historic centres. Moreover, it sought to increase the number of residents in the benefited areas as defined in its agenda (IDB, 1999; MinC & Programa Monumenta, 2006). Using the Historic Centre of Porto Alegre as a case study, this paper examines how this cultural programme enables demographic change through the promotion of intangible cultural heritage, e.g. by supporting educational projects. The demographic flow was analysed using the microdata of the Populations Censuses (years 2000 and 2010) available from the Brazilian Institute of Geography and Statistics. The results showed an increase in low-income residents the areas that participated in the programme. This increase may have been motivated by a set of cultural-educational projects under the auspices of the Monumenta Programme. The retraining of artisans of Alfândega Square, the training of low-income youth for restoration work and the implementation of the "Black Route Museum in Porto Alegre" (Bicca, 2010) are just some examples of what was done to improve the local community's economy, to encourage social cohesion and to enhance the awareness of cultural diversity as a positive and essential value in society.

Com um quinto da água doce do planeta, o sistema fluvial da Amazônia apresenta um enorme potencial para piscicultura. De acordo com a FAO, em função das suas condições geográficas, o Brasil é um dos poucos países que tem condições de atender à crescente demanda mundial, podendo tornar-se um dos maiores produtores de peixes do mundo. A observação desse potencial amazônico motivou o desenvolvimento desta pesquisa que se debruça sobre a questão da competitividade da cadeia produtiva de Arapaima gigas, o pirarucu da Amazônia brasileira. As pesquisas de campo levaram ao mapeamento de duas cadeias: a cadeia extrativista e a piscicultura. A abordagem sistêmica permitiu a verificação das características dos atores e as bases sob as quais as transações se estabelecem. À luz da teoria das restrições foram identificados os gargalos que impedem a competitividade do sistema, inclusive alertando para os recursos com restrição de capacidade. Comprovou-se que a falta de uma cadeia produtiva devidamente organizada pode provocar graves prejuízos a determinados elos, enquanto outros membros aproveitam-se de ações oportunistas para ampliar suas margens de lucro. Da mesma forma, a ausência de uma cadeia produtiva completa impede a fixação do valor gerado na região de origem das matérias-primas. No entanto, também foi possível comprovar que há possibilidade de desenvolver o extrativismo atribuindo valor econômico aos recursos naturais e gerando renda para a comunidade local. Além de apresentar o panorama do setor na região delimitada, este estudo culminou em reflexões capazes de orientar políticas públicas para o desenvolvimento de cadeias produtivas completas na região da Amazônia brasileira.

O gerenciamento de resíduos sólidos municipais não vem contemplando adequadamente a multidimensionalidade da realidade urbana num mundo globalizado e pouco tem auxiliado na necessária transformação dos padrões de consumo nas comunidades locais. Face a incerteza inerente dos sistemas sociais, a complexidade vem sendo, progressivamente, reconhecida como a expressão paradigmática dessa realidade. Neste trabalho, desenvolve-se o conceito de sistema de resíduos sólidos sob a perspectiva de um sistema complexo, assim como caracteriza-se a dinâmica das suas interações. A partir dessa concepção teórica, discute-se a busca da sustentabilidade por meio do gerenciamento de resíduos e as formas de complexificar a sua metodologia de atuação, na qual a cobrança da coleta de resíduos domiciliares é identificada como um importante instrumento neste processo. Propõe-se um modelo de cobrança desses serviços cuja viabilidade é verificada na simulação feita para o município de Santo André-SP. Levanta-se, ainda, dados sobre as formas de cobrança existentes em diversos municípios e a situação dos serviços de limpeza urbana no Brasil. Conclui-se que o gerenciamento de resíduos sólidos deve ser executado no âmbito de uma política pública local para o setor e que o modelo de cobrança proposto tem maior aplicabilidade em cidades de médio a grande porte.

Bio-fuels such as ethanol provide an extraordinary opportunity to address our dependency on foreign oil. This case study examines the economic and environmental impacts associated with constructing and operating a dry mill ethanol manufacturing facility in a Southwest Georgia town and surrounding communities. The case study found that the plant had little impact on air quality, water quality, and habitat fragmentation. However, economic results showed the plant produced $1.5 million in tax revenues, and 86 jobs. Ethanol producers and communities must consider both the economic and environmental impacts on a local community when searching or attracting a bio-fuels plant. Likewise, communities should be aware of these challenges when attracting ethanol production plants.

Background. Both self-help print materials and telephone-assisted counseling have generally proved useful strategies to increase physical activity. This study examined their effectiveness in an intervention aimed specifically at promoting walking for specific purposes. Methods. Participants (n = 399) were randomly allocated to one of two 3-week intervention programs. The Print program comprised multiple mailing of brochures that emphasized walking within the local community environments. The Print plus Telephone program received the same brochures plus three telephone calls. Data collected via mailed self-completed surveys were analyzed by exploring outcomes related to walking for specific purposes. Results. There were no significant differences between the two programs in any of the walking measures. Both groups significantly increased time reported walking for exercise per week [Print: t(1,277) = -3.50, P < 0.001; Print plus telephone: t(1,106) = -2.44, P < 0.016]. Significantly, more participants in the Print plus Telephone group reported receiving and reading the materials (chi(2) = 20.11, P < 0.0001). Conclusions. The intervention programs were more successful at increasing walking for exercise than for any other purpose. The addition of brief telephone support was successful in focusing participants' attention on the print materials, but did not result in any additional increase in walking. Until now, suicide prevention efforts have been limited in developing countries, although there are pockets of excellent achievement. Various universal, selective, and indicated interventions have been implemented, many of which target a different pattern of risk factors to those in developed countries. In the absence of sufficient mental health services, developing countries rely heavily on nongovemment organizations (NGOs) to provide crisis interventions for suicidal individuals, as well as proactive interventions aimed at raising community awareness and building resilience. Often these NGOs work within a social and public health framework, collaborating with others to provide nested suicide prevention programs that are responsive to local community needs. There is a clear need to develop appropriate, relevant and effective national suicide prevention plans in developing countries, since, to date, only Sri Lanka has done so. These plans should focus on a range of priority areas, specify the actions necessary to achieve positive change in these priority areas, consider the range of collaborators required to implement these actions, and structure their efforts at national, regional, and local levels. The plans should also promote the collection of accurate data on completed and attempted suicide, and should foster evaluation efforts.
