Esta dissertação de mestrado teve como objetivo analisar a produtividade do trabalho dos Magistrados do Poder Judiciário Brasileiro. O objetivo específico foi tentar compreender as contribuições da Tecnologia da Informação e da Inovação para a produtividade do trabalho dos Magistrados. A tecnologia da informação e a inovação têm sido responsáveis pela otimização de tarefas nas mais diversas áreas, proporcionando muitos benefícios, que vão desde a economia de tempo na realização das atividades até a redução de custos. Para verificar as contribuições da tecnologia da informação e da inovação na produtividade do trabalho dos magistrados foi adotado a estudo de caso, o qual teve como foco o Superior Tribunal de Justiça (STJ). Nesse sentido, a pesquisa foi conduzida por meio de levantamento e análise de dados provenientes de documentos, da Internet e de entrevistas. Justamente, procurando reconhecer quais são as ferramentas de TI e quais são as inovações colocadas à disposição dos magistrados do STJ para o desempenho de sua função, como se dá o alinhamento com o planejamento estratégico e em que medida a TI e a inovação tem possibilitado o aumento da produtividade do trabalho dos magistrados do STJ. As conclusões depreendidas deste estudo revelam que de fato há um aumento da produtividade do trabalho dos magistrados do STJ com o uso da TI e da Inovação.

O mercado brasileiro de Telecomunicações e Tecnologia da Informação (TIC) tem importância significativa para o desenvolvimento do Brasil, haja vista a evolução do mercado de telefonia móvel, que cresceu 600% nos últimos dez anos. A indústria de telecomunicações, que representa 4,7 % do PIB brasileiro (TELEBRASIL, 2013), passou a ter uma nova dinâmica a partir da elaboração da Lei Geral de Telecomunicações em 1997 e, posteriormente, com a privatização do setor. Esta rápida transformação da cadeia de valor do setor foi também impulsionada pela evolução das tecnologias e de novas arquiteturas de redes. Ademais, a utilização de tecnologias digitais, como aplicativos/APPs e a própria internet, tornou a cadeia de telecomunicações mais complexa, possibilitando o surgimento de novos atores e o desenvolvimento de novos serviços, modelos de negócios e precificação (SCHAPIRO e VARIAN, 2003). Este estudo tem como objetivo analisar os direcionadores e barreiras na adoção de novos modelos de precificação de serviços no mercado brasileiro de telecomunicações, considerando a transformação e evolução do setor. O estudo foi elaborado por meio de uma estratégia de pesquisa qualitativo-exploratória e construtivista baseando-se na abordagem Multinível (POZZEBON e DINIZ, 2012), que trabalha o contexto, o processo e as interações entre os grupos sociais relevantes. A partir desta análise, foi possível compreender os critérios, direcionadores e barreiras no processo de adoção de novos modelos de precificação, as quais destacam-se as demandas dos usuários, a alta concorrência e a necessidade de aumento do retorno do investimento como os direcionadores mais relevantes, enquanto que a qualidade das redes, a falta de sistemas, a situação financeira das operadoras, a complexidade da regulamentação e o surgimento de grupos sociais distintos dentro da empresa são apontados como as barreiras mais críticas neste processo. Dentro deste contexto, os modelos de precificação emergentes abrangem o empacotamento de serviços, ofertas por tempo limitado, modelos de patrocínio/gratuidade, em conjunto com exploração de novas áreas de negócios. Este estudo proporciona uma contribuição prática e acadêmica na medida em que permite uma melhor compreensão do dinamismo do mercado e suporte para as áreas de marketing estratégico e tático das operadoras, bem como na formulação de políticas e regulamentação do setor.

A pesquisa tem como objetivo investigar os fatores-chave de sucesso na adoção de aplicativos móveis de táxi (AMTs) por taxistas. Baseando-se nos modelos de Aceitação Tecnológica (DAVIS; BAGOZZI; WARSHAW, 1989), Difusão da Inovação (ROGERS, 1995) e de Confiança (CARTER; BÉLANGER, 2005), o trabalho propõe também uma revisão da literatura de Aplicações Móveis aplicada ao contexto dos AMTs (VAN BILJON; KOTZÉ, 2007). Para o propósito dessa pesquisa, os AMTs são definidos como aplicativos de serviço móvel avançado que viabilizam, por meio de Internet e geolocalização, a solicitação de transporte de táxi em dispositivos móveis, mediante sistemas de informação e chamadas telefônicas, e o acompanhamento da prestação do serviço e seu pagamento. A partir de entrevistas semiestruturadas em profundidade e aplicações de questionários em pesquisa de campo, o estudo propõe uma triangulação de métodos de Análise Lexical (BOTTA,2010; GEERAERTS,2010), Conteúdo (BARDIN,2006) e Ranking Médio (OLIVEIRA,2005) para a investigação dos fatores identificados na literatura. Os resultados apontam que os fatores influenciadores do sucesso dos AMTs, na perspectiva de uso pelos motoristas de táxi, são Simplicidade e Utilidade Percebida, enquanto os moderadores são Segurança e Ganhos Financeiros. Acredita-se que a pesquisa poderá contribuir para a discussão de um tema ainda pouco explorado na literatura no Brasil, os Aplicativos Móveis, além de proporcionar implicações gerenciais no âmbito da inovação em empresas desenvolvedoras.

Este trabalho tem como objetivo explorar como o governo do Estado de São Paulo pode utilizar a tecnologia para fortalecer a participação dos cidadãos no processo orçamentário público por meio de aplicativos móveis. Nos últimos anos, o advento e a difusão de novas tecnologias tem impactado significativamente o relacionamento do Estado com os cidadãos em todo o mundo. Uma destas mudanças é a difusão e popularização de smartphones e tablets, que impõe desafios e oportunidades em termos de prestação de serviços e participação do cidadão no processo de elaboração, implementação e avaliação de políticas públicas. Para o alcance dos objetivos deste trabalho, como método de pesquisa, foi realizada, inicialmente, uma revisão da literatura sobre m-government, e-democracia e sistema orçamentário brasileiro. Em um segundo momento foi realizada a observação de experiências internacionais e nacionais, posteriormente aplicada ao estudo do caso do governo do Estado de São Paulo, explorando as possibilidades de utilização do m-government no processo orçamentário paulista. A partir de 2010, as leis anuais de diretrizes orçamentárias do Estado de São Paulo, passaram a conter dispositivos com relação à realização de audiências públicas ao Orçamento Estadual, de forma regionalizada. O uso das TICs no processo orçamentário pode contribuir para facilitar o entendimento dos complexos conceitos de finanças públicas e orçamento público. A utilização do m-government para elaboração de um futuro aplicativo no Estado de São Paulo deve possuir uma área explicativa, com textos e vídeos educativos, possibilitando aos cidadãos uma participação mais qualificada e efetiva. Conclui-se que os temas de e-democracia e m-government ainda são incipientes no Brasil, porém representam uma oportunidade para que governos se aproximem dos cidadãos, tendo em vista que ainda não está sendo explorado o potencial de interação e comunicação através da internet e aplicativos móveis. Esta perspectiva ainda não está inserida na agenda governamental, mas a sociedade civil está cobrando participação efetiva no ciclo de políticas públicas. Sugere-se que seja ampliada a adoção do uso de ferramentas tecnológicas de m-government e e-government, porque tendem a contribuir na interação entre cidadãos e o governo na elaboração, implementação e avaliação de políticas públicas com o aperfeiçoamento da alocação dos escassos recursos orçamentários disponíveis.

As stated by Hoffmann and Coste-Manière (2012) “The web is a mass medium that contrast completely with the traditional codes of exclusivity associated with the luxury industry, and has long been simply rejected by the luxury industry for being an illegitimate distribution channel.” Meanwhile this market presents an incomparable pace of growth and is gradually changing the existing retailing business model and companies must be aware of this change and capable to adapt to it. The internet and cross-border sales already changed the competition throughout retailing and it will increase even more, so companies must be ready to face it. Internet has shown its great opportunity for all markets, although luxury/premium market is not yet taking the proper advantage of its potential, but the necessity to be an omnichannel business strategy is growing. This paper presents an exploratory research based on a case study of how premium fashion Brazilian brands are using Farfetch, e-commerce, as an entry market strategy and how this affects them. The research question of this study is: How is Farfetch helping on the internationalization of Brazilian premium fashion brands?, and in order to answer it was conducted an in-depth interview with the Brazilian head of business development of Farfetch, apart an extensive secondary data research. As expected the study found a list of trade-offs of using an e-commerce, luxury specialized, with a marketplace approach to the brands willing to internationalize. As stated by Altagamma and McKinsey (2015) study “[...] luxury brands have no choice but to embrace the digital era and become truly omnichannel. This will require them a radical rethinking of both their customer experience of their consumer engagement strategy.” Looking either from the Farfetch point of view, trying to understand why they offer this opportunity to the brands, or also from the brand side if this is a manageable approach. This study presents a contribution for both sides, trying to give tools to the brands on understanding the internationalization reasons and approach, as well as explaining Farfetch business model, and the advantages it can bring to them, at the same time of a general market trend analysis for Farfecth.

This study aims to determine the influence of Digital Inclusion in school performance of students from public high school in the metropolitan area of Natal, through the use of computers in a pedagogical and Internet use.Throughout the paper we try to answer the question: The pedagogical use of computers connected to the Internet contributes to improving the academic performance of students in public schools in the RMNatal? To answer the research question, we focus on the database INEP on the infrastructure of schools and the bank rates of school performance. For both technical procedures performed to obtain the relationship between Internet and School Performance. Then the School Settings have been configured for Digital Inclusion and made crosses with the approval rates, distortion and failure. The survey results indicate that according to the classification established in: Included in School Settings, School Settings deficit, Adverse Environments School and School Settings Deleted, which has prevailed in the metropolitan area of Natal are the schools that are provided outside.

The internet is a transbordering and potentializing environment for the information, since it makes possible the sheering, distribution and interaction of the contents available in it. However, this information system may generate an opposing move when it produces an avalanche of superficial information which difficult the absorption criticism by the user. This modern-liquid society, which is characterized by short living fashionisms, creates a fluid subject on which its habits do not become concrete, since they are so temporary that they don t shape up. The information also reproduces the same scenario, since the user is inserted into a logic based on supplying information and so it is conditioned to consume, not absorb or transform them into knowledge, since the flow of content production does not allow it. It is in his context that the publishing of cultural expressions come to be questioned, since they follow a liquid society trend. This discussion will take on topics that approach diverse cultural expressions in Sergipe, such as cinema, theater, craftsmanship, events, memory spaces(museums, art galleries, memorials, files, libraries, history institutes, science academies), amongst others and will analyze the content production of the Infonet Portal, from the reports published during April, May and June of 2008, period considered to be of cultural turbulence in the state, due to the June Festivals (Saint john, Saint Joseph and Saint Peter). To do so, Zigmunt Bauman s, Pierre Levy s, Edgar Morin s and Dominique Wolton s ideas were discussed. Besides, were analyzed the characteristics of the internet and its applicability within the portal hereby discussed in order to perceive the way the information is produced in the cyber culture, a movement that allows memorization, potentialization, interaction , besides other criteria inherent to the cyberspace

This research is an interpretative analysis of the type participatory research, developed in a qualitative and quantitative use of the blog as a support to a specific discipline, in order to identify the potential evident from its use. The report discusses the changes that have occurred in contemporary society, relating to the development of information technologies and communication (ITC s), presents a brief review of the historical background of the Internet and its use as an aid to education, emphasizing some environments inserted media the Internet, focusing on the main blog - its concept, origin and categorization, and analyzes the concepts of using the blog from the dialogues with teachers and students of pedagogy course at the Federal University of Rio Grande do Norte. Started from the assumption that the use of technological resources, such as blogging, with strictly educational purposes, can extend the knowledge beyond the walls of the classroom, thus creating a dialogic and interactive environment. Using data collected through interviews, questionnaires and observation, we seek to understand the object of study as a supportive environment for the teaching of a subject, raising some theoretical and methodological questions about its application to educational practice, and possible contributions to the construction of knowledge. The results indicate that there are several capabilities that make the blog a space conducive to teaching and learning process, and relates the concepts of the study participants about their use, highlighting the most important places to be solved, so that teachers and students to take ownership of knowledge necessary for capacity building required by the contemporary social context, due to the advancement of science and technology.

The progresses of the Internet and telecommunications have been changing the concepts of Information Technology IT, especially with regard to outsourcing services, where organizations seek cost-cutting and a better focus on the business. Along with the development of that outsourcing, a new model named Cloud Computing (CC) evolved. It proposes to migrate to the Internet both data processing and information storing. Among the key points of Cloud Computing are included cost-cutting, benefits, risks and the IT paradigms changes. Nonetheless, the adoption of that model brings forth some difficulties to decision-making, by IT managers, mainly with regard to which solutions may go to the cloud, and which service providers are more appropriate to the Organization s reality. The research has as its overall aim to apply the AHP Method (Analytic Hierarchic Process) to decision-making in Cloud Computing. There to, the utilized methodology was the exploratory kind and a study of case applied to a nationwide organization (Federation of Industries of RN). The data collection was performed through two structured questionnaires answered electronically by IT technicians, and the company s Board of Directors. The analysis of the data was carried out in a qualitative and comparative way, and we utilized the software to AHP method called Web-Hipre. The results we obtained found the importance of applying the AHP method in decision-making towards the adoption of Cloud Computing, mainly because on the occasion the research was carried out the studied company already showed interest and necessity in adopting CC, considering the internal problems with infrastructure and availability of information that the company faces nowadays. The organization sought to adopt CC, however, it had doubt regarding the cloud model and which service provider would better meet their real necessities. The application of the AHP, then, worked as a guiding tool to the choice of the best alternative, which points out the Hybrid Cloud as the ideal choice to start off in Cloud Computing. Considering the following aspects: the layer of Infrastructure as a Service IaaS (Processing and Storage) must stay partly on the Public Cloud and partly in the Private Cloud; the layer of Platform as a Service PaaS (Software Developing and Testing) had preference for the Private Cloud, and the layer of Software as a Service - SaaS (Emails/Applications) divided into emails to the Public Cloud and applications to the Private Cloud. The incorporation of computing in class instigate the use of the Internet and websites as a content support in the teaching/leaning process. This kind of practice had challenged the students to read through eletronic hypertextual means. In that way, we re trying to undestand which strategies of reading and navigation the students of the second and third grade of highschool levels are using when reading electronic hypertexts from the www.ambientebrasil.com.br website. The research took place in the Escola Estadual Jerônimo Rosado in Mossoró RN. Our theoretical base was estructured on the digital Technology (electronic hypertext estructure and it s navigation modes), in applied linguistics (act of reading) and in cognition (interaction of the reader with the text and the use of reading strategies in the virtual computing enviroment). The applied methodology was the case analysis which was developed with the reunion of collected data through qualitative reseach questionaries, direct observations and video recording sessions. The research demonstrates that reader s ability in the act of navigating on virtual sites activates his/her reading strategies. Also shows how the semantic architecture of the hyperlinks can interfere directly over the strategies of reading and navigation in specific websites. Our research also intend to demonstrate that the student use his strategies of linear text reading when are not accustomed to use the reading through websites in a regular basis. The investigation concludes observing that the amount of hypertexts per pages and the inappropriate use of the multimedia elements were harmful to the reading fluency

This thesis studies the use of argumentation as a discursive element in digital media, particularly blogs. We analyzed the Blog "Fatos e Dados" [Facts and Data], created by Petrobras in the context of allegations of corruption that culminated in the installation of a Parliamentary Commission of Inquiry to investigate the company within the Congress. We intend to understand the influence that the discursive elements triggered by argumentation exercise in blogs and about themes scheduling. To this end, we work with notions of argumentation in dialogue with questions of language and discourse from the work of Charaudeau (2006), Citelli (2007), Perelman & Olbrechts-Tyteca (2005), Foucault (2007, 2008a), Bakhtin (2006) and Breton (2003). We also observe our subject from the perspective of social representations, where we seek to clarify concepts such as public image and the use of representations as argumentative elements, considering the work of Moscovici (2007). We also consider reflections about hypertext and the context of cyberculture, with authors such as Levy (1993, 1999, 2003), Castells (2003) and Chartier (1999 and 2002), and issues of discourse analysis, especially in Orlandi (1988, 1989, 1996 and 2001), as well as Foucault (2008b). We analyzed 118 posts published in the first 30 days of existence of the blog "Fatos e Dados" (between 2 June and 1 July 2009), and analyzed in detail the top ten. A corporate blog aims to defend the points of view and public image of the organization, and, therefore, uses elements of social representations to build their arguments. It goes beyond the blog, as the main news criteria, including the posts we reviewed, the credibility of Petrobras as the source of information. In the posts analyzed, the news values of innovation and relevance also arise. The controversy between the Blog and the press resulted from an inadequacy and lack of preparation of media to deal with a corporate blog that was able to explore the characteristics of liberation of the emission pole in cyberculture. The Blog is a discursive manifestation in a concrete historical situation, whose understanding and attribution of meaning takes place from the social relations between subjects that, most of the time, place themselves in discursive and ideological dispute between each other - this dispute also affects the movements of reading and reading production. We conclude that intersubjective relationships that occur in blogs change, in the form of argumentative techniques used, the notions of news criteria, interfering with scheduling of news and organization of information in digital media outlets. It is also clear the influence that the discursive elements triggered by argumentation exercise in digital media, trying to resize and reframe frames of reality conveyed by it in relation to the subject-readers. Blogs have become part of the scenario information with the emergence of the Internet and are able to interfere in a more effective way to organize the scheduling of media from the conscious utilization of argumentative elements in their posts

The radio is just not seen as conveying information, but a media able to establish ways that generate certain direction. We see an inclusion of the listener in the construction of programs, is exposing their life stories, commenting on facts, answering questions, choosing subjects and participating in some form of radio programming. This insertion of the listener in radio programs is generally thought of as a constituent element of the message. This study aims to analyze the participation of the listener and the forms of interaction in the " Debates of the People" that thirty- past two years is the schedule for CBN Fortaleza. The investigation was conducted through observation in studio, interview, transcription, content analysis and association analysis. This is a qualitative and quantitative research while. We found that the listeners of the program had no acceptance of interactive tools such as the Internet and social networks to make their holdings. In clipping analyzed, we noted that the participation of the listener was selected according to their relationship and proximity to the topic discussed. Also detected that the opinion is superior to the listener questions on the topic. The presenter has the function to put the questions in the listener program. Among the public comments are questions and opinions on the subject and speaks of the debaters. The development of information and communication technologies, in particular, Internet, and its Web 2.0 information environment has led to significant changes in contemporary society as to the ways of producing informational content. Collaboration and remix, favored by the new services and applications resulting from the development of the Web, are practices which contribute for the exponential growth of information producers. An important part of humanity ceases to be a mere consumer of symbolic goods and becomes a member in a society that sees in the collaboration and remix a new form of creation, use and dissemination of intellectual content. However, as such practices involve the production and use of information intelectual content, and are ruled by a legisltion which determine determines under what conditions the author and the user must produce and use the intellectual work. This legislation established for a context prior to the develompment of the Web has created an imbalance in the context of Web 2.0 which needs to be solved in some way so as to provide the required rebalance for the flow of information. This study explores the collaborative Web environment, the scope of copyright law in Web enviroment and the Creative Commons licenses as an alternative for producers and users of information to create, recreate, share, use, reuse and disseminate legally the intellectual production for the benefit of the construction of knowledge.

Diante do impacto negativo que a ansiedade exerce sobre o atendimento odontológico, buscou-se conhecer sua prevalência e seus fatores predictores frente esse tratamento em brasileiros. Foi realizado um estudo de corte transversal, utilizando-se a escala de ansiedade de Corah para avaliar 3000 pacientes. Os resultados demonstram que 2 em cada 8 brasileiros avaliados apresentaram moderada ou severa ansiedade frente ao atendimento odontológico, verificando-se que a probabilidade de um paciente da população da qual a amostra foi extraída apresentar ansiedade é mais elevada se: for mulher (p = 0,007), da faixa etária superior a 20 anos (p = 0,006), se não possuir acesso a internet e/ou jornais (p = 0,016), se tiver baixa frequência de higiene oral (p = 0,001), se a visita dental for motivada por busca de tratamento curativo, por dor ou outro problema, ao invés de um check-up (p = 0,047), e experiência de odontalgia (p<0,001). O medo e a ansiedade a fatores odontológicos existem de fato na população brasileira e as conclusões do estudo sugerem que, além da falta de recursos econômicos, o descaso com a saúde bucal, o gênero e a idade podem aumentar o grau de ansiedade.

Despite the abundant availability,of protocols and application for peer-to-peer file sharing, several drawbacks are still present in the field. Among most notable drawbacks is the lack of a simple and interoperable way to share information among independent peer-to-peer networks. Another drawback is the requirement that the shared content can be accessed only by a limited number of compatible applications, making impossible their access to others applications and system. In this work we present a new approach for peer-to-peer data indexing, focused on organization and retrieval of metadata which describes the shared content. This approach results in a common and interoperable infrastructure, which provides a transparent access to data shared on multiple data sharing networks via a simple API. The proposed approach is evaluated using a case study, implemented as a cross-platform extension to Mozilla Fir fox browser; and demonstrates the advantages of such interoperability over conventional distributed data access strategies.
