On 28 June 2016, just a few days after the historic Brexit vote, High Representative of the Union for Foreign Affairs and Security Policy Federica Mogherini presented the paper on the new European Union Global Strategy (EUGS) at the European Council, outlining the strategic coordinates for the EU’s foreign and security policy. In this Discussion Paper, Giovanni Grevi takes a closer look at the EUGS and assesses its main rationale, features, added value and prospects against the backdrop of an ever more complex world. Not only is the EU dealing with increasingly contested and polarised politics at home, but the global theatre itself has become hugely disorienting, more integrated and yet more fragmented at the same time. The paper recalibrates the overall foreign policy posture of the EU and sketches out a more modest and concrete approach compared to earlier aspirations, and a more joined-up one compared to current practice. By doing so, the strategy seeks to square the circle between the need for Europe to be cohesive and purposeful in a harder strategic environment and the fact that domestic politics within the Union constrain its external action and drain its attractiveness. The EUGS calls on the EU and member states to fully take on their responsibility to underpin unity, prosperity and security at home by taking more effective and joined-up action abroad. The question is, of course, whether this call will be heeded.

Este estudo pretende identificar as mudanças relevantes no mercado e qual o valor percebido pelos clientes e taxistas, considerando-se a inserção das empresas prestadoras de serviços de táxis da cidade de São Paulo no mundo virtual, através do uso de aplicativos. Para tanto, explanamos o conceito de cadeia de valor, incluindo cadeia de valor virtual e rede de valor, a fim de um melhor entendimento da estrutura em que se embasam as empresas desse novo ambiente, bem como explicamos os conceitos de modelo de negócio e Business Model Canvas. Com esse embasamento teórico propomos um framework com a finalidade de auxiliar o processo de extração e análise das informações que permitiram identificar as mudanças relevantes que ocorreram nesse mercado e o valor percebido pelos clientes e taxistas, fazendo uso de um estudo de caso. O tema é relevante, por se tratar de uma mudança significativa na forma como as empresas se relacionam com seus clientes e prestadores; e por permitir observar que valor agregado esse modelo tem propiciado, que fez com que cerca de 30 mil taxistas, dos 35 mil da cidade de São Paulo, optassem pelo uso de aplicativos, fazendo com que uma das empresas estudadas nessa dissertação atingisse mais de 2.5 milhões de downloads em todo o Brasil. Espera-se, com este estudo, identificar as mudanças relevantes que a inserção dos aplicativos trouxeram aos usuários e taxistas e apresentar um framework que pode ser utilizado como um facilitador na análise da cadeia de valor e cadeia de valor virtual do mercado de prestação de serviços de taxis, esclarecendo que esse modelo não é apenas um modismo ao qual se pode atribuir uma série de benefícios, mas, sim, uma tendência que está redefinindo o formato das empresas desse mercado.

The Indian Ocean covers approximately 73.5 * 10**6 km**3 from 25°N to 67°S and from 20° to 120°E. Several legs of the Deep Sea Drilling Project (DSDP) and the Ocean Drilling Program (ODP) have operated in its waters, many penetrating the Cretaceous. Most of the scientific drill sites are DSDP related and thus pre-dated modern biostratigraphic conventions. Foraminifers and calcareous nannoplankton were by far the dominant fossil groups studied in the earlier work, supplemented occasionally by studies of other fossil groups, The results of the Ocean Drilling Project phase are yet too young to be fully integrated but have been based on a broader range of techniques and fossil groups. During most of the Cretaceous, the proto-Indian Ocean basin lay in middle to high latitudes. Thus, it is unrealistic to expect successful routine application of low-latitude zonations. No planktonic foraminifer zonal scheme has been developed for the Indian Ocean basin for several reasons. There are no sections with complete or even significant partial sections to allow development of such a zonation. Carbonate compensation depth (CCD) effects have been marked in most sections, and significant intervals are devoid of planktonic foraminifers. The Indian Ocean now covers a great latitudinal range from tropics to polar regions and, at first glance, no scheme can be expected to be applicable over that entire range. In the Cretaceous the area was much smaller, though expanding progressively, and the paleolatitude range was quite small. Calcareous nannoplankton have proved valuable in dating Indian Ocean Cretaceous sediments and have, perhaps in contrast with the foraminifers, been consistently a more reliable means of applying zonal schemes developed elsewhere. For the Albian-Aptian, zonations based on well-known benthic foraminifer lineages (Scheibnerova, 1974) have been useful when nothing else was available or effective. Palynology has been used little, but where used, has proved excellent. It has the added value of providing valuable information on nearby terrestrial vegetation as the fossils were resistant to dissolution. Normally, when different fossil groups have been applied to a section, the results have been compatible or compatible to an acceptable degree. There are a few instances where incompatibility is noteworthy, and Site 263 is a classic example, as even two calcareous nannoplankton studies show irreconcilable differences here. All groups gave different results, but one benthic foraminifer analysis agreed with one calcareous nannoplankton study.

The aim of this report is to describe the use of WinBUGS for two datasets that arise from typical population pharmacokinetic studies. The first dataset relates to gentamicin concentration-time data that arose as part of routine clinical care of 55 neonates. The second dataset incorporated data from 96 patients receiving enoxaparin. Both datasets were originally analyzed by using NONMEM. In the first instance, although NONMEM provided reasonable estimates of the fixed effects parameters it was unable to provide satisfactory estimates of the between-subject variance. In the second instance, the use of NONMEM resulted in the development of a successful model, albeit with limited available information on the between-subject variability of the pharmacokinetic parameters. WinBUGS was used to develop a model for both of these datasets. Model comparison for the enoxaparin dataset was performed by using the posterior distribution of the log-likelihood and a posterior predictive check. The use of WinBUGS supported the same structural models tried in NONMEM. For the gentamicin dataset a one-compartment model with intravenous infusion was developed, and the population parameters including the full between-subject variance-covariance matrix were available. Analysis of the enoxaparin dataset supported a two compartment model as superior to the one-compartment model, based on the posterior predictive check. Again, the full between-subject variance-covariance matrix parameters were available. Fully Bayesian approaches using MCMC methods, via WinBUGS, can offer added value for analysis of population pharmacokinetic data.

O relacionamento de longo prazo é atualmente o elemento-chave para o sucesso das organizações. Com um mercado tão competitivo, as empresas estão desenvolvendo estratégias que melhor possam satisfazer e criar valor para seus clientes. As empresas precisam definir muito bem as suas estratégias com foco na percepção de seus clientes e do mercado. Porém a criação de valor não advém apenas da qualidade de um produto, da tecnologia e da infraestrutura. Ela também tem base em valores intrínsecos como, por exemplo, as competências. Sendo assim, as empresas precisam investir nos profissionais de linha de frente para que eles desenvolvam competências e atendam às necessidades e desejos dos clientes. Este trabalho tem o intuito de demonstrar se as competências coletivas, desenvolvidas a partir da interação social de um grupo podem trazer algum(s) benefício(s) ou não para o atendimento ao cliente em termos de satisfação e criação de valor, promovendo o marketing de relacionamento. Em seu desenvolvimento, foram utilizadas como base as teorias de competência, competências coletivas, gestão do conhecimento, satisfação e criação de valor para o cliente e marketing de relacionamento. Porém, não foi possível encontrar na literatura qualquer relação entre os temas competências coletivas e marketing de relacionamento. Neste contexto, o presente trabalho teve como objetivo geral analisar como o desenvolvimento das competências coletivas de uma equipe de vendas pode influenciar a satisfação do cliente. Especificamente buscou-se a) levantar quais os principais fatores ligados à equipe de vendas que geram satisfação nos clientes; b) analisar como as competências coletivas da equipe de vendas influenciam a satisfação do cliente; c) identificar como se formam competências coletivas em uma equipe de vendas. A partir destes objetivos, o procedimento metodológico de abordagem qualitativa foi orientado pelo método de estudo de caso, com procedimentos de análise de dados de entrevistas, observação direta e levantamento de registros. Foram entrevistadas duas equipes de vendas de uma empresa multinacional no segmento de serviços para análise e proteção de crédito, envolvendo o gerente, três vendedores e um cliente de cada equipe, atendidos por estes vendedores. As observações foram realizadas em duas reuniões de vendas envolvendo vendedores e clientes, e os registros analisados referem-se a metas e número de clientes atendidos no mês. Os resultados evidenciam que as competências coletivas podem influenciar na satisfação do cliente, embora estes só percebam as competências individuais e organizacionais. Mas ficou evidente, por parte de vendedores e gerentes de equipe, que as competências coletivas, além de promover a satisfação do cliente, auxiliam no desenvolvimento e na formação de competências individuais das pessoas na área comercial.

The point of departure for this study was a recognition of the differences in suppliers' and acquirers' judgements of the value of technology when transferred between the two, and the significant impacts of technology valuation on the establishment of technology partnerships and effectiveness of technology collaborations. The perceptions, transfer strategies and objectives, perceived benefits and assessed technology contributions as well as associated costs and risks of both suppliers and acquirers were seen to be the core to these differences. This study hypothesised that the capability embodied in technology to yield future returns makes technology valuation distinct from the process of valuing manufacturing products. The study hence has gone beyond the dimensions of cost calculation and price determination that have been discussed in the existing literature, by taking a broader view of how to achieve and share future added value from transferred technology. The core of technology valuation was argued as the evaluation of the 'quality' of the capability (technology) in generating future value and the effectiveness of the transfer arrangement for best use of such a capability. A dynamic approach comprising future value generation and realisation within the context of specific forms of collaboration was therefore adopted. The research investigations focused on the UK and China machine tool industries, where there are many technology transfer activities and the value issue has already been recognised in practice. Data were gathered from three groups: machine tool manufacturing technology suppliers in the UK and acquirers in China, and machine tool users in China. Data collecting methods included questionnaire surveys and case studies within all the three groups. The study has focused on identifying and examining the major factors affecting value as well as their interactive effects on technology valuation from both the supplier's and acquirer's point of view. The survey results showed the perceptions and the assessments of the owner's value and transfer value from the supplier's and acquirer's point of view respectively. Benefits, costs and risks related to the technology transfer were the major factors affecting the value of technology. The impacts of transfer payment on the value of technology by the sharing of financial benefits, costs and risks between partners were assessed. The close relationship between technology valuation and transfer arrangements was established by which technical requirements and strategic implications were considered. The case studies reflected the research propositions and revealed that benefits, costs and risks in the financial, technical and strategic dimensions interacted in the process of technology valuation within the context of technology collaboration. Further to the assessment of factors affecting value, a technology valuation framework was developed which suggests that technology attributes for the enhancement of contributory factors and their contributions to the realisation of transfer objectives need to be measured and compared with the associated costs and risks. The study concluded that technology valuation is a dynamic process including the generation and sharing of future value and the interactions between financial, technical and strategic achievements.

The state of the art in productivity measurement and analysis shows a gap between simple methods having little relevance in practice and sophisticated mathematical theory which is unwieldy for strategic and tactical planning purposes, -particularly at company level. An extension is made in this thesis to the method of productivity measurement and analysis based on the concept of added value, appropriate to those companies in which the materials, bought-in parts and services change substantially and a number of plants and inter-related units are involved in providing components for final assembly. Reviews and comparisons of productivity measurement dealing with alternative indices and their problems have been made and appropriate solutions put forward to productivity analysis in general and the added value method in particular. Based on this concept and method, three kinds of computerised models two of them deterministic, called sensitivity analysis and deterministic appraisal, and the third one, stochastic, called risk simulation, have been developed to cope with the planning of productivity and productivity growth with reference to the changes in their component variables, ranging from a single value 'to• a class interval of values of a productivity distribution. The models are designed to be flexible and can be adjusted according to the available computer capacity expected accuracy and 'presentation of the output. The stochastic model is based on the assumption of statistical independence between individual variables and the existence of normality in their probability distributions. The component variables have been forecasted using polynomials of degree four. This model is tested by comparisons of its behaviour with that of mathematical model using real historical data from British Leyland, and the results were satisfactory within acceptable levels of accuracy. Modifications to the model and its statistical treatment have been made as required. The results of applying these measurements and planning models to the British motor vehicle manufacturing companies are presented and discussed.

This article seeks to examine and assess the role of Poland in the early stages of the making of the Eastern Partnership of the European Union. First, it briefly reviews Poland's aims and ambitions with regard to the European Union's policy towards its eastern neighbours, both before and since it joined the European Union in 2004. Second, it describes and analyses the Eastern Partnership, including its added value for the European Neighbourhood Policy. Third, it draws on a range of interviews carried out by the authors in Brussels and Warsaw on Poland's role in the initial formation of the Eastern Partnership, as seen by its partners in the other member states and European institutions. In addition, it seeks to unpack some of the early stage lessons learnt by the Polish government about how best to achieve its ambitions in the European Union, and notes the remaining weaknesses of the Polish administration, particularly in the area of administrative capacity. © 2013 University of Glasgow.

With business incubators deemed as a potent infrastructural element for entrepreneurship development, business incubation management practice and performance have received widespread attention. However, despite this surge of interest, scholars have questioned the extent to which business incubation delivers added value. Thus, there is a growing awareness among researchers, practitioners and policy makers of the need for more rigorous evaluation of the business incubation output performance. Aligned to this is an increasing demand for benchmarking business incubation input/process performance and highlighting best practice. This paper offers a business incubation assessment framework, which considers input/process and output performance domains with relevant indicators. This tool adds value on different levels. It has been developed in collaboration with practitioners and industry experts and therefore it would be relevant and useful to business incubation managers. Once a large enough database of completed questionnaires has been populated on an online platform managed by a coordinating mechanism, such as a business incubation membership association, business incubator managers can reflect on their practices by using this assessment framework to learn their relative position vis-à-vis their peers against each domain. This will enable them to align with best practice in this field. Beyond implications for business incubation management practice, this performance assessment framework would also be useful to researchers and policy makers concerned with business incubation management practice and impact. Future large-scale research could test for construct validity and reliability. Also, discriminant analysis could help link input and process indicators with output measures.

This project is focused on exchanging knowledge between ABS, UKBI and managers of business incubators in the UK. The project relates to exploitation of extant knowledge-base on assessing and improving business incubation management practice and performance and builds on two earlier studies. It addresses a pressing need for assessing and benchmarking business incubation input, process and outcome performance and highlighting best practice. The overarching aim of this project was to obtain proof-of-concept for a business incubation performance assessment and benchmarking online tool, fine-tune it and put it in use by nurturing a community of business incubation management practice, aligned by the resultant tool. The purpose was to offer an appropriate set of measures, in areas identified by relevant research on business incubation performance management and impact as critical, against which: 1.The input and process performance of business incubation management practice can be assessed and benchmarked within the auspices of a community of incubator managers concerned with best practice 2.The outcome performance and impact of business incubators can be assessed longitudinally. As such, the developed online assessment framework is geared towards the needs of researchers, policy makers and practitioners concerned with business incubation performance, added value and impact.

Contemporary software systems are becoming increasingly large, heterogeneous, and decentralised. They operate in dynamic environments and their architectures exhibit complex trade-offs across dimensions of goals, time, and interaction, which emerges internally from the systems and externally from their environment. This gives rise to the vision of self-aware architecture, where design decisions and execution strategies for these concerns are dynamically analysed and seamlessly managed at run-time. Drawing on the concept of self-awareness from psychology, this paper extends the foundation of software architecture styles for self-adaptive systems to arrive at a new principled approach for architecting self-aware systems. We demonstrate the added value and applicability of the approach in the context of service provisioning to cloud-reliant service-based applications.

Grounded in the findings of a three year exploratory student whereby teachers' and policy makers' perceptions of elementary level engineering education were analysed, this paper focuses upon three strands of engineering education activity: Pedagogy: Practice, and: Policy. Taking into account the challenges associated with introducing engineering education at an elementary level across the UK, the paper critiques the role played by the 'competition model' in promoting engineering to children and 4 to 11 years. In considering the 'added value' that appropriately developed engineering education activities can offer in the classroom the discussion argues that elementary level engineering has the potential to reach across the curriculum, offering context and depth in many different areas. The paper concludes by arguing that by introducing the discipline to children at a foundational level, switching on their 'Engineering Imaginations' and getting them to experience the value and excitement of engineering, maths and applied science a new "Educational Frontier" will be forged. © American Society for Engineering Education, 2014.

A dolgozat címében feltett kérdés részletesebben kifejtve úgy szól, hogy van-e olyan részterülete a diákhitelezésnek, amit célszerűbb európai szinten, közösen megoldani mintsem hagyni, hogy az egyes tagállamok önálló hatáskörben birkózzanak meg vele. Képződhet-e ezen a területen, és ha igen, akkor miért ún. közösségi hozzáadott érték (community added value)? A szakirodalomban nincs egyértelmű útmutatás arra nézve, hogy egy adott tevékenység esetén hogyan kell meghatározni a közösségi hozzáadott értéket. Mindig figyelembe kell venni a feladat jellegéből adódó specialitásokat. Mindenesetre útmutatásként van néhány általános kérdés, amelyeken érdemes végigmenni: - Hogyan járulna hozzá egy új intézmény létrehozása a magasabb szintű Uniós politikák megvalósulásához? - Mi a legmegfelelőbb szintje az egyes feladatok ellátásának? - Milyen hatása lenne ennek az új intézménynek a meglévő intézményekre és rendszerekre? Ebben a tanulmányban ezeket a kérdéseket veszem sorra a diákhitelezéssel összefüggésben.

The commercialization of inventions is very complex and challenging therefore it requires the collaboration of several actors in an economy. Even when an invention possesses significant added value, its successful commercialization could only be executed in a stable macroeconomic and innovation environment and also if proper innovation management expertise is provided. ValDeal Innovations Zrt. was established to foster the commercialization of Hungarian, high business potential inventions by providing its business expertise. The company used an – already in various markets and countries probed – US innovation management method consisting of the tasks of technology evaluation as well as the commercialization of inventions. There were major changes necessary while probing the US method residing in the different macroeconomic circumstances and the attitudes for innovation in Hungary. The article details the above mentioned issues together with the conclusions the members of ValDeal have drawn during the innovation management process.
