This article intends to study the evolution of the European Union foreign policy in the Southern Caucasus and Central Area throughout the Post-Cold War era. The aim is to analyze Brussels’ fundamental interests and limitations in the area, the strategies it has implemented in the last few years, and the extent to which the EU has been able to undermine the regional hegemons’ traditional supremacy. As will be highlighted, the Community’s chronic weaknesses, the local determination to preserve sovereignty and an increasing international geopolitical competition undermine any European aspiration to become a pre-eminent actor at the heart of the Eurasian continent in the near future.

The present article reviews the relations between the EU and Russia in the past decade and shows the deterioration of the bilateral relations. The Putin´s Russia has become a very active geostrategic player, with a worrying behaviour, breaking balances in the international scene established since the end of the Cold War. Russia is a priority in the Foreign and Security Policy of the European Global Security Strategy, but has become also a clear competitor. This last aspect is not sufficiently underlined in the Strategy and thus the strategic framework is not clear. In parallel, it is not clear in the Strategy which are the tools the EU has to defend its neighbourhood when their independence, sovereignty or territorial defence may be put in question. This question goes beyond the support to the resilience of those neighbours.

Energy efficiency improvement has been a key objective of China’s long-term energy policy. In this paper, we derive single-factor technical energy efficiency (abbreviated as energy efficiency) in China from multi-factor efficiency estimated by means of a translog production function and a stochastic frontier model on the basis of panel data on 29 Chinese provinces over the period 2003–2011. We find that average energy efficiency has been increasing over the research period and that the provinces with the highest energy efficiency are at the east coast and the ones with the lowest in the west, with an intermediate corridor in between. In the analysis of the determinants of energy efficiency by means of a spatial Durbin error model both factors in the own province and in first-order neighboring provinces are considered. Per capita income in the own province has a positive effect. Furthermore, foreign direct investment and population density in the own province and in neighboring provinces have positive effects, whereas the share of state-owned enterprises in Gross Provincial Product in the own province and in neighboring provinces has negative effects. From the analysis it follows that inflow of foreign direct investment and reform of state-owned enterprises are important policy handles.

The present study seeks to describe the features and peculiarities of the relationship between organizational culture and the quality of tourism services, specifically in the restaurant sector, attempting to contribute toward maintaining the tourism sector of the city of Natal/RN. Thus, a descriptive and correlational study, with qualitative and quantitative approaches, of thirty-seven restaurants that are located in areas that compose the tourism corridor of Natal was undertaken. To collect the quantitative dada, the Organizational Culture Evaluation instrument of Cameron and Quinn (2006) was applied and the SERVPERF instrument of Cronin and Taylor (1992) was used to measure the quality of the services. The results suggest that the Clan and Innovation Cultures are associated with better levels of quality of services than those of the Market and Hierarchy Cultures. The relationships that were identified in this study are consistent with results found in other studies and the information reported here can serve as a basis for managers of the restaurant sector to reach excellence in their services, satisfying their customers and contributing to maintaining the tourism sector

Located in Coralville in the heart of Iowa’s Creative Corridor, the center for the Advancement of Laboratory Science (CALS) is a public venue intended for use by environmental and public health stakeholders, educational groups, and community businesses and organizations with needs for meeting space. This conference and training facility was established in recognition of a need for a space that unites working professionals, students, educators, community business partners and other community members in a cultivating environment dedicated to environmental and public health stewardship. The CALS is located within the State Hygienic Laboratory at the University of Iowa (SHL) and is comprised of a conference center and training laboratory. The Hygienic Laboratory has a rich history as a national leader in public health education and training and through the CALS. The SHL aims to provide training to the current workforce, recruit the workforce of tomorrow and strengthen community engagement

An Euler-Lagrange particle tracking model, developed for simulating fire atmosphere/sprinkler spray interactions, is described. Full details of the model along with the approximations made and restrictions applying are presented. Errors commonly found in previous formulations of the source terms used in this two-phase approach are described and corrected. In order to demonstrate the capabilities of the model it is applied to the simulation of a fire in a long corridor containing a sprinkler. The simulation presented is three-dimensional and transient and considers mass, momentum and energy transfer between the gaseous atmosphere and injected liquid droplets.

Emerging infectious diseases are a growing concern in wildlife conservation. Documenting outbreak patterns and determining the ecological drivers of transmission risk are fundamental to predicting disease spread and assessing potential impacts on population viability. However, evaluating disease in wildlife populations requires expansive surveillance networks that often do not exist in remote and developing areas. Here, we describe the results of a community-based research initiative conducted in collaboration with indigenous harvesters, the Inuit, in response to a new series of Avian Cholera outbreaks affecting Common Eiders (Somateria mollissima) and other comingling species in the Canadian Arctic. Avian Cholera is a virulent disease of birds caused by the bacterium Pasteurella multocida. Common Eiders are a valuable subsistence resource for Inuit, who hunt the birds for meat and visit breeding colonies during the summer to collect eggs and feather down for use in clothing and blankets. We compiled the observations of harvesters about the growing epidemic and with their assistance undertook field investigation of 131 colonies distributed over >1200 km of coastline in the affected region. Thirteen locations were identified where Avian Cholera outbreaks have occurred since 2004. Mortality rates ranged from 1% to 43% of the local breeding population at these locations. Using a species-habitat model (Maxent), we determined that the distribution of outbreak events has not been random within the study area and that colony size, vegetation cover, and a measure of host crowding in shared wetlands were significantly correlated to outbreak risk. In addition, outbreak locations have been spatially structured with respect to hypothesized introduction foci and clustered along the migration corridor linking Arctic breeding areas with wintering areas in Atlantic Canada. At present, Avian Cholera remains a localized threat to Common Eider populations in the Arctic; however expanded, community-based surveillance will be required to track disease spread.

L’augmentation des chaleurs estivales jumelée à l’augmentation des fréquences de smog affectera la santé publique. Le phénomène des îlots de chaleur urbain apporte son lot d’impacts environnementaux, sociaux et économiques partout à travers le monde. La perte de biodiversité, les maladies pulmonaires, la pauvreté et contamination des sols, les dépenses astronomiques liées aux traitements des eaux pluviales obligent les acteurs du territoire à trouver des mesures d’atténuation plus durable et impactant. Dans la foulée, le verdissement sous l’approche de l’arbre apparait comme une des stratégies les plus douces et simples à mettre en œuvre. Les bénéfices encourus par ces grands êtres vivants que sont les arbres peuvent aussi jouer à la fois sur l’économie, l’environnement et la santé. D’où l’engouement des métropoles à verdir leur espace urbain : parc, corridor forestier, îlot de verdure, etc. Alors que certaines villes visent à augmenter leur indice de canopée, d’autres espèrent seulement procurer de meilleures conditions de vie à leur masse citoyenne. Dans les grandes villes et les régions occidentales, dont au Québec et à Montréal, le verdissement demeure un terme récent et méconnu. L’objectif du document est de recommander des méthodes d’actions de verdissement à l’échelle des parcs industriels montréalais. Celui de l’arrondissement d’Anjou a été choisi comme étude de cas. Les conclusions de l’analyse permettent de réaliser qu’un projet de plantation d’arbres en milieu industriel se déroule en 2 phases et 10 étapes. En tenant compte du diagnostic territorial réalisé en amont, les acteurs du territoire ciblent des enjeux afin d’établir des situations gagnantes aux projets de verdissement. Cette démarche vise à insuffler un nouveau visage aux parcs industriels montréalais. Les territoires industriels ont trop longtemps été des lieux ingrats, sous-utilisés et dépourvus d’arbres, toutefois ils témoignent d’un immense potentiel de verdissement. D’où la raison d’y accorder une importance. Pour faire face à ce changement de vision, les élus, les énarques et les acteurs du territoire montréalais doivent miser : sur le développement d’une cohérence des politiques sectorielles, sur le renforcement des règlements d’urbanismes, sur une réelle lutte aux ICU et à l’atteinte des objectifs du Plan d’action canopée, sur la création d’incitatifs économiques favorables, sur le développement des capacités et enfin sur le réseautage des citoyens ainsi que sur le réseautage des adeptes de l’aménagement durable.

The search for a sustainable urban mobility, has recast the public policy of transport and movement for all, in order to contribute to the welfare economic, social and environmental. Within this context, has as its main objective review here in the city of Natal in the state of Rio Grande Norte, the deployment of the new road infrastructure of the transport corridor of Bernardo Vieira Avenue and checking at least with regard to urban areas and environmental chosen here, as will indicators to assess sustainable urban mobility, that the theory has been well constructed, but in practice little way to apply the proposed guidelines for sustainability. To achieve this result, is initially a literature review with the principal investigators of the matter, since the concepts of indicators of sustainable urban mobility. And a second time, participating in to the case study, using the methodology of environmental awareness, through analysis photographs, notes and testimony in the study area ace to reach conclusions

En el presente trabajo se evidencia la estrategia de Revista VistalSUR para promocionar el Corredor Turístico Santa Bárbara, en la Región Sur y en las principales ciudades del Ecuador. Desde septiembre del 2010 hasta julio del 2013 se han elaborado seis reportajes: Las toquilleras crean arte con sus manos, en los cantones azuayos de Chordeleg y Sígsig. Desfiles y Disfraces por San Chavita, Sígsíg. Carnaval: explosión de música y color, en el Corredor turísticos Santa Bárbara. Macanas, un ancestral arte textil en Gualaceo. Tres Lagunas: el corazón verde de Chordeleg. Paja toquilla, con las raíces de una mágica tradición, en Gualaceo, Chordeleg y Sígsig. Entre todos los reportajes suman 28,5 páginas de contenido. Estos trabajos se han impreso en 52.000 ejemplares que han sido distribuidos en la Región Sur, en las zonas turísticas de Guayaquil y Quito, y en las principales ferias de turismo del Ecuador y de los países vecinos de Colombia y Perú.
