The necessity of the insertion of the capital of Rio Grande do Norte in the world-wide commercial scene and its claim as the seat of political power, in ends of nineteenth and beginning of twentieth century, determined the direction of urban interventions undertaken by government to restructure the city. In that matter, there were several actions of improvements and embellishment in Natal, which had, as a starting point, the adequacy works of the port, located in the Ribeira quarter, with the aim of ending the physical isolation that reinforced its economic stagnation. Besides the problems faced in the opening bar of the Potengi River, and would complement the required improvements, other barriers demonstrate the tension established between the physic-geographic field and the man: the flooded and slope which connected Cidade Alta and Ribeira the first two quarters of the city.The execution of these works demanded knowledge whose domain and application it was for engineering. But, how the actions done for the engineers, in sense to transform natural areas into constructed spaces made possible the intentional conformation of the quarter of the Ribeira in a commercial and politician-administrative center, in the middle of the XIX century and beginning of the XX? Understand, therefore, the employment effects of technology on the physical-geographical Ribeira, is the objective of this work that uses theoretical and methodological procedures of Urban Environmental History, by analyzing the relationship between the environment and the man, mediated by knowledge and use of technologies. The documental research was used, as primary sources, the Messages of the Provincial Assembly Government that later became the Legislative Assembly of Rio Grande do Norte reports and articles on specialized publications, in addition to local newspapers. The work is structured in five chapters. First, some comments about Urban Environmental History (Chapter 1) supplemented with analysis of the conceptual construction of nature in the Contemporary Era and its application in the city (chapter 02), the following chapters (03 and 04) deal with the rise of engineers as a active group in the Brazilian government frameworks and their vision about the nature inside the urban environment and it is studied how the professional technicians dealt with the improvement work of the harbor and in the shock with the natural forces. Other works that would complement this "project" of modernization and had had natural obstacles to be removed the Ribeira flood and slope constitute the subject of the fifth chapter. Finally, some final considerations retake the initial discussions aiming an association between the technique and the nature as junction elements inside the process of constitution of a Modern Natal

The career of civil engineer Henrique de Novaes, a remarkable figure in the academic, technical and political fields, demonstrates its extensive and relevant work across Brazil in the first half of the twentieth century. It covered from the design of water supply and sewage works, road and rail transport networks, works against drought in the Northeast, hydroelectric and harbor facilities to the urbanization planning and architectural projects, which displays a systematic and multiple production. City and territory conformed to his fields of verification, practical and above all, transformation. The search for understanding of the inclusion of a social actor in this process thus contributes to the specific analysis of the doings of Henrique de Novaes, who graduated at Polytechnic School of Rio de Janeiro in 1906. From a polymorphic activity in different scales, one tries to figure how, through academic education or professional practice, urban history in Brazil can be told or built. The introduction of technological innovations matched the purposes of planning and urban sprawl, as well as met the specifications of regulation and institutionalization of public infrastructure services at the time. The overall plans proposed by the engineer thought of the city as a whole, interconnected to the structural networks. At the same time, the knowledge of a larger physical scale the territory bounces back in the urban in a relationship of reciprocity and completeness. The objective research, therefore, tries to understand the roles played by Henrique de Novaes s works and academic education in the accomplishment of systematic modernization of Brazilian urban space and territory, recovering a little known historical figure by current historiography. It is proposed, as methodological axis, that the study of this professional career configures itself as an essential element for understanding the idea of progress embodied in the technical studies and proposals for improvements and sanitation nationwide in the first half of the twentieth century . The primary sources for the construction of this analysis were technical articles in journals of the period ( Clube de Engenharia , Viação e Revista Brasileira de Engenharia ), and technical reports, government messages, newspaper articles published at the time, autobiographical reports and the engineer s verbal communications with relatives. The work is structured in three chapters: "Biographical traces, academic education and 'technical and political' activities" illustrates the initiation into the technical, public and political environment; Chapter 2, "Technique and territory" outlines his network understanding through sanitation and transport services; Chapter 3 "Technique and City" describes the influence of polytechnics knowledge on the propositions of modernization of cities; Finally, "Final Thoughts: An Evaluation," presents an overview of the affiliations and practice of an engineer in the different scales, and its contribution to the modernization of Brazilian urban and territorial space

When it comes to oil and gas in Brazil is almost certain that we are referring to activities in deep waters off the coast of Campos, Rio de Janeiro, the main field of action of PETROBRAS and a small number of multinational oil companies . Since the Law 9.478/97 allows, by means of concessions, that other companies other than Petrobras, to explore and produce oil and gas domestically. Soon it moved, then the private companies that want small and medium-sized businesses to invest in such activities, forming a segment of independent producers, as occurs in other countries. In this context, this work aims at making an economic feasibility study, is currently analyzing how this thread and focus on the factors that contribute to its development as well as those that constitute barriers. To this end, we conducted a survey examining some mature fields that are in production in order to capture cost information in the phases of project, operation and abandonment. The work also presents an analysis of the results obtained in the survey, identifying the costs higher. With the results obtained through the study used economic engineering tools such as NPV and IRR, using a variety of design scenarios, to study the economic viability of these fields. In scenario 4 was set a production of 4.0 m³ / d of oil, which is an expected average production for several of these fields, whose minimum value of a barrel of oil, to enable this field, was $ 55.00, this value well below what was being practiced in the market today.

Este estudo objetiva verificar como as Parcerias Público-Privadas – PPP’s podem contribuir no processo de descentralização administrativa do Estado em complemento aos modelos tradicionais de concessões e privatizações e apresentar uma análise empírica sobre a experiência da concessão patrocinada da Linha 4 – do Metrô de São Paulo. Para tanto foram realizadas, além do resgate do processo de descentralização da administração pública no Brasil, a análise de documentos oficiais referentes a PPP da Linha 4 – do Metrô de São Paulo e entrevistas com gestores públicos envolvidos com as PPP’s no Estado de São Paulo. O resultado dos estudos demonstrou que as PPP’s proporcionam novas possibilidades de parcerias entre o público e o privado e é um importante instrumento de política pública para viabilizar investimentos em infraestrutura e aumentar a eficiência do Estado brasileiro.

No Brasil, a Lei nº.8630 de 1993, conhecida como Lei de Modernização dos Portos, se constituiu como um importante marco institucional no setor o qual resultou, nos anos que se seguiram, dentre outros, na ampliação do número de terminais portuários destinados a atender as demandas do comércio internacional de mercadorias. Novos arranjos institucionais criaram condições para a adequação dos portos brasileiros ao seu novo papel como nó central de uma rede logística que articula as escalas internacional, nacional, regional e local. Contudo, como destaca Dieter Goebel (2002), o foco principal da atividade portuária no Brasil ainda permanece na recepção e no despacho de cargas. Nos principais portos do mundo, os portos, particularmente os de terceira geração, passaram a se constituir como nós da complexa rede de distribuição/produção internacional, centros de serviços de valor agregado e de logística de abrangência internacional, podendo ser transformados em vetores para a redinamização de economias locais. A região norte do estado Rio de Janeiro, conhecida como norte fluminense, a reboque das transformações portuárias no país, recebeu, nos últimos anos, enormes investimentos destinados a instalação de terminais portuários. Destacam-se o Complexo Logístico e Industrial do Açu e o Complexo Logístico e Naval Farol-Barra do Furado. Chama a atenção o fato desta região ser marcada historicamente pelo desenvolvimento de atividades tradicionais de baixa produtividade, como o cultivo da cana-de-açúcar e a pecuária, tendo recebido nos últimos anos recursos provenientes da exploração do petróleo na Bacia de Campos. Neste artigo apresentamos uma análise das transformações ocorridas na estrutura portuária na região, avaliando os motivos para a atração exercida sobre investimentos deste tipo, dadas as características históricas da região.

A hiperglicemia crônica do diabetes causa um grupo de alterações metabólicas associadas com doença prolongada, disfunção e falência de vários órgãos. O impacto emocional e social causado pelo cuidado e a demanda por terapia especializada podem causar desgaste psicossocial no paciente e seus familiares. Por outro lado, a atenção à saúde a cerca de 70% da população brasileira atendida pelo SUS e interage consigo mesma e com outras entidades numa rede dinâmica de interdependências, interações e influências mútuas. É no contexto cultural que se articulam os conflitos e as concessões, as tradições e as mudanças que também permeiam o cuidado com a saúde. O objetivo deste trabalho foi conhecer as relações sociais dos diabéticos, seus familiares e o apoio social que recebem dentro de seu contexto de vida cotidiana. Foi realizada revisão bibliográfica narrativa, utilizando descritores. Dentre os diabéticos, a maior parte das representações de saúde são relacionadas com a capacidade de trabalhar. A intervenção da família pode ser benéfica ou maléfica e estabelecer fatores de risco ou de proteção. O medo e o sofrimento em decorrência de indicativos da gravidade da doença e do risco de morte entre os familiares foram significativos. As famílias sabem pouco sobre como se adequar a esta realidade de doença crônica. Os familiares relataram conhecer só parcialmente quais eram as causas do diabetes Considera-se que o conhecimento científico específico e sempre atualizado deve considerar a multicausalidade das diversas seqüelas, comorbidades e complicações do diabetes mellitus. Na atenção primária à saúde não se pode separar a doença da saúde nem da pessoa do ambiente em que vive ou do seu território devido à forte ligação entre saúde, doença e personalidade, entre estilo de vida, ambiente físico e relações humanas. A família é o local mais importante nestes desenlaces.
