During the Cold War the foreign policy of the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), was heavily criticized by scholars and activists for following the lead of the U.S. state in its overseas operations. In a wide range of states, the AFL-CIO worked to destabilize governments selected by the U.S. state for regime change, while in others the Federation helped stabilize client regimes of the U.S. state. In 1997 the four regional organizations that previously carried out AFL-CIO foreign policy were consolidated into the American Center for International Labor Solidarity (Solidarity Center). My dissertation is an attempt to analyze whether the foreign policy of the AFL-CIO in the Solidarity Center era is marked by continuity or change with past practices. At the same time, this study will attempt to add to the debate over the role of non-governmental organizations (NGOs) in the post-Cold War era, and its implications for future study. Using the qualitative “process-tracing” detailed by of Alexander George and Andrew Bennett (2005) my study examines a wide array of primary and secondary sources, including documents from the NED and AFL-CIO, in order to analyze the relationship between the Solidarity Center and the U.S. state from 2002-2009. Furthermore, after analyzing broad trends of NED grants to the Solidarity Center, this study examines three dissimilar case studies including Venezuela, Haiti, and Iraq and the Middle East and North African (MENA) region to further explore the connections between U.S. foreign policy goals and the Solidarity Center operations. The study concludes that the evidence indicates continuity with past AFL-CIO foreign policy practices whereby the Solidarity Center follows the lead of the U.S. state. It has been found that the patterns of NED funding indicate that the Solidarity Center closely tailors its operations abroad in areas of importance to the U.S. state, that it is heavily reliant on state funding via the NED for its operations, and that the Solidarity Center works closely with U.S. allies and coalitions in these regions. Finally, this study argues for the relevance of “top-down” NGO creation and direction in the post-Cold War era.

Teresita Levy is an associate professor of Latin American and Puerto Rican studies at Lehman College, City University of New York, and the associate director of the Center for Latin American, Caribbean and Latino Studies at the Graduate Center. Introduction: The experience built in the process of living with chronic ulcer is marked by changes such as the inability to work, to relate socially and causes the need to adapt to a routine care. Understanding this network of meanings is important to develop techniques of individual or collective care. Objective: To understand impregnated subjectivities in the everyday experiences of Brazilian and Portuguese patients with chronic ulcers, in the light of the Oral History of life. Method: Comparative study with a qualitative approach, using Oral History as method and technique. The network of collaborators, formed by males and females, aged 39-82 years, was structured into two groups, one consisting of 06 people in Natal/RN, Brazil and another composed of 10 people in Évora/Portugal. In both groups, the narratives were collected through open questions, which were recorded, transcribed and analyzed by the technique of thematic content analysis. Results: Through the analysis, three themes were revealed: Social repercussion in Brazil and in Portugal; Trajectory of theinjured person; and Coping mechanisms. Conclusion: Changes were observed in social life, leading contributors to isolation, in addition to confronting the stigma experienced. There were also identified points as the reinterpretation of chronic wound carrier about their disease and coping strategies of their chroniccondition.

The objective of this work was to apply fuzzy majority multicriteria group decision?making to determine risk areas for foot?and?mouth disease (FMD) introduction along the border between Brazil and Paraguay. The study was conducted in three municipalities in the state of Mato Grosso do Sul, Brazil, located along the border with Paraguay. Four scenarios were built, applying the following linguistic quantifiers to describe risk factors: few, half, many, and most. The three criteria considered to be most likely to affect the vulnerability to introduction of FMD, according to experts? opinions, were: the introduction of animals in the farm, the distance from the border, and the type of property settlements. The resulting maps show a strong spatial heterogeneity in the risk of FMD introduction. The used methodology brings out a new approach that can be helpful to policy makers in the combat and eradication of FMD.

This PhD thesis discusses antitrust enforcement of anti-competitive vertical agreements in Europe and in Brazil from an institutional perspective. It considers both the evolution of the legal framework and the application of the existing policies, with the analysis of case studies. The research highlights the main challenges of the current approaches adopted by the competition authorities in these jurisdictions and formulates specific proposals for future improvements. Because the Brazilian competition rules were originally inspired by the European legal framework, this thesis also summarizes the contemporary discussions regarding comparative law and the efficiency of transplanting laws and good practices. In a Law & Economics perspective, vertical agreements have always been a paradoxical topic and constitute one of the most dynamic disputes for antitrust enforcement. The reason for that concern is the fact that those contracts among companies are complex in nature. Taking into account this background, the thesis provides an original analysis of the pro- and anti-competitive effects of vertical agreements, based on the classical literature of Law & Economics. One of the novelties of the research is the extension of the economic analysis of vertical agreements to also consider new forms of contractual abuses in the context of digital markets, such as the contractual restrictions that are being put I practice in e-commerce platforms. The international comparative approach focuses on the Brazilian and European experiences, and opens up a reflection about the policy recommendations applied to several countries with similar economic and institutional realities.

The discovery of the neutrino mass is a direct evidence of new physics. Several questions arise from this observation, regarding the mechanism originating the neutrino masses and their hierarchy, the violation of lepton number conservation and the generation of the baryon asymmetry. These questions can be addressed by the experimental search for neutrinoless double beta (0\nu\beta\beta) decay, a nuclear decay consisting of two simultaneous beta emissions without the emission of two antineutrinos. 0\nu\beta\beta decay is possible only if neutrinos are identical to antineutrinos, namely if they are Majorana particles. Several experiments are searching for 0\nu\beta\beta decay. Among these, CUORE is employing 130Te embedded in TeO_2 bolometric crystals. It needs to have an accurate understanding of the background contribution in the energy region around the Q-value of 130Te. One of the main contributions is given by particles from the decay chains of contaminating nuclei (232Th, 235-238U) present in the active crystals or in the support structure. This thesis uses the 1 ton yr CUORE data to study these contamination by looking for events belonging to sub-chains of the Th and U decay chains and reconstructing their energy and time difference distributions in a delayed coincidence analysis. These results in combination with studies on the simulated data are then used to evaluate the contaminations. This is the first time this analysis is applied to the CUORE data and this thesis highlights the feasibility of it while providing a starting point for further studies. A part of the obtained results agrees with ones from previous analysis, demonstrating that delayed coincidence searches might improve the understanding of the CUORE experiment background. This kind of delayed coincidence analysis can also be reused in the future once the, CUORE upgrade, CUPID data will be ready to be analyzed, with the aim of improving the sensitivity to the 0\nu\beta\beta decay of 100Mo.

Este Trabalho tem o objetivo de analisar os reflexos da política desenvolvimentista de Juscelino Kubitschek, que por meio de dispositivos legais implantou a indústria de construção naval no Brasil e os desdobramentos dessa política na construção naval militar, tendo o Arsenal de Marinha do Rio de Janeiro (AMRJ) como representante deste processo. O Brasil é levado a uma mobilização de desenvolvimento baseado na industrialização e nesse sentido vale enfatizar três aspectos importantes.As medidas do governo JK na indústria naval e como refletiram no Arsenal de Marinha do Rio de Janeiro. Outro aspecto é o momento histórico dos anos 1950 vivenciando o palco da guerra fria entre as potências Estadas Unidos (EUA) e União Soviética (URSS) e que traz desdobramentos como a partir acordos militares entre os EUA e seus aliados, estando o acordo Brasil e EUA inserido nesse contexto. A implantação da indústria de construção naval militar no país na segunda metade da década de cinquenta no Brasil trouxe repercussões significativas na área militar naval, sobretudo nos anos 1970, quando a Marinha brasileira recuperou sua capacidade de projetar e construir navios de guerra modernos.

Apesar dos esforços de pesquisa nos últimos anos, muitos dos aspectos das migrações dos charadrídeos e escolopacídeos no Brasil permanecem desconhecidos. A maioria dos estudos em escala local ou regional revela a necessidade de uma síntese das informações em escala espacial adequada para facilitar a detecção dos grandes padrões de movimento destas espécies no país. Desta forma, esta tese teve como objetivo geral identificar os padrões de distribuição e migrações das espécies de aves das famílias Charadriidae e Scolopacidae que se reproduzem no hemisfério norte e usam o território brasileiro durante as suas migrações, visando desenvolver estratégias para a conservação do grupo. Como objetivos específicos, caracterizar as principais rotas migratórias para estas espécies; identificar as áreas críticas para a conservação utilizando os critérios propostos pela metodologia das AIAs e ACBs; avaliar o estado de conservação atual das áreas críticas para a conservação destas espécies de acordo ao Sistema Nacional de Unidades de Conservação; avaliar se as áreas críticas são parte das áreas prioritárias para a conservação da biodiversidade brasileira; aplicar os critérios da Convenção de Ramsar e da WHSRN para identificar áreas críticas para conservação destas espécies. A base de dados foi estabelecida a partir de levantamento bibliográfico; consultas às coleções científicas de museus brasileiros e estrangeiros; utilização de bases de dados de recuperações de anilhas brasileiras e norte-americanas; dados cedidos por pesquisadores do Brasil, Argentina e Estados Unidos; dados de campo coletados pessoalmente no Pantanal (MS), litoral dos estados do Maranhão e Rio Grande do Sul. Entre os principais resultados, 19 das 24 espécies possuem um conjunto importante de dados, com as demais sendo ocasionais ou com poucas informações. Há uma maior concentração de dados na região costeira do país, com menor cobertura de áreas do interior. A Amazônia Ocidental mostrou-se a menos conhecida nos aspectos abordados, embora seja a via de passagem para algumas das espécies analisadas. O litoral entre a foz do Amazonas e São Luiz, no Maranhão foi a principal área de concentração em termos numéricos. A costa do Rio Grande do Sul foi o segundo local com maior destaque nas análises. Quinze espécies foram registradas em todos os meses do ano, demonstrando que nem todos os indivíduos migram anualmente para o hemisfério norte. Considerando as rotas globais, 8 espécies utilizam a rota do Atlântico e 10 a rota do Mississipi ou do centro da América do Norte. As outras 6 possivelmente utilizam-se das duas rotas. O conhecimento na utilização das 5 rotas propostas por Antas (1983) durante a migração sul-norte indicou que algumas espécies têm registros no interior da Amazônia, período em que possivelmente seus habitats estariam inundados. O padrão de chegada na migração norte-sul no Brasil é entre agosto e outubro, com incremento a partir de setembro. A migração sul-norte ocorre entre meados de março e abril na maioria das espécies. Durante o período não reprodutivo existe um padrão de distribuição ao longo da costa utilizado por 9 espécies, outro continental para 7 espécies no interior e ainda um terceiro, difuso, encontrado em 5 espécies que se distribuem tanto na costa quanto no interior do país. Foram identificadas 260 áreas críticas importantes para as espécies avaliadas. Observou-se que 72% das ACBs identificadas estão fora do SNUC. A sobreposição das ACBs com as Áreas Prioritárias para a Conservação revelou que 46% das primeiras estão sem indicação de importância neste programa. São elegíveis para os critérios da Convenção Ramsar 69 ACBs, enquanto 65 podem ser inseridas no programa da WHSRN. Entre as principais conclusões, o conhecimento de processos biológicos fundamentais à manutenção do ciclo de vida e o curso de suas migrações anuais, de parâmetros relacionados à mudas de penas, ganho de massa corporal, razão sexual e etária das populações migrantes são aspectos ainda insuficientemente detalhados para estas espécies no Brasil, e mesmo na América do Sul, assim como a necessidade de pesquisas que possam gerar estimativas e tendências populacionais, uma vez que em escala global várias destas espécies apresentam declínio populacional.

The study of the size and composition of the rural household in tradicional societies in transition to modern ones is very useful as a tool in order to understand forms and organizations of the domestic groups and their possibilities of survival, social mobility e developing strategies of material accumulation. The aim of this article is to compare the size and composition of the rural households in the frontier regions of the Americas: the northwest and southwest of U.S.A with the southwest of São Paulo province in Brazil. The findings are surprising in comparative perspective, as the mean size of the American households were very high in relation to the brazilian ones. The sources used in this research are the manuscript census of the U.S.A and Brazil.

Activity concentrations of dissolved U-234, U-238, Ra-226 and Ra-228 were determined in ground waters fromtwo deep wells drilled in Morungaba Granitoids (Southern Brazil). Sampling was done monthly for little longer than 1 year. Significant disequilibrium between U-238, U-234 and Ra-226 were observed in all samples. The variation of U-238 and U-234 activity concentrations and U-234/U-238 activity ratios is related to seasonal changes. Although the distance between the two wells is short (about 900m), systematic differences of activity concentrations of U isotopes, as well as of U-234/U-238, Ra-226/U-234 and Ra-228/Ra-226 activity ratios were noticed, indicating distinct host rock-water interactions. Slightly acidic ground water percolation through heterogeneous host rock, associated with different recharge processes, may explain uranium and radium isotope behavior. (c) 2008 Elsevier Ltd. U-238 and its radiogenic daughter U-234 have been utilized for dating soil formation and groundwater residence time during the last 1.5 million years, in this case based on the U-clissolution/precipitation occurring during modifications of the oxidation-reduction conditions. In this paper, we report a 400-600 kyr proxy of wet periods from sediments occurring in a soil profile developed over rocks outcropping at the Parana sedimentary basin in Brazil, and from groundwater exploited of Guarani aquifer at the same basin. The approaches indicated successful use of the U-modeled ages for suggesting wet periods exceeding the past 116-210 kyr from previous studies. (C) 2007 Elsevier Ltd. All rights reserved.

On the basis of geologic, petrologic, and U-Pb geochronologic data the basement rocks in the east-central part of the Rondonia Tin Province (RTP, southwestern Amazonian craton) are grouped into five lithologic associations: (1) tonalitic gneiss (1.75 Ga); (2) enderbitic granulite (1.73 Ga); (3) paragneiss; (4) granitic and charnockitic augen gneisses (1.57-1.53 Ga); and (5) fine-grained granitic gneiss and charnockitic granulite (1.43-1.42 Ga). The first three are related to development of the Paleoproterozoic Rio Negro-Juruena Province and represent the oldest crust in the region. The tonalitic gneisses and enderbitic granulites show calc-alkaline affinities and Nd isotopic compositions (initial epsilon(Nd) = +0-1 to -1.5; T-DM of 2.2-2.1 Ga) that suggest a continental arc margin setting for the original magmas. The paragneisses yield T-DM values of 2.2-2.1 Ga suggesting that source material was primarily derived from the Ventuari-Tapajos and Rio Negro-Juruena crusts, but detrital zircon ages and an intrusive granitoid bracket deposition between 1.67 and 1.57 Ga. The granitic and charnockitic augen gneisses show predominantly A-type and within-plate granite affinities, but also some volcanic arc granite characteristics. The initial epsilon(Nd) values (+0.6 to +2.0) indicate mixing of magmas derived from depleted mantle and older crustal sources. These rocks are correlated to the 1.60-1.53 Ga Serra da Providencia intrusive suite that reflects inboard magmatism coeval with the Cachoeirinha orogen located to the southeast. The fine-grained granitic gneiss and charnockitic granulites represent the first record of widespread magmatism at 1.43-1.42 Ga in northern Rondonia. Their geochemical signatures and the slightly positive initial epsilon(Nd) values (+0.7 to +1.2) are very similar to those of the most evolved granites of the calc-alkaline Santa Helena batholith farther southeast. U-Pb monazite and Sm-Nd whole-rock-garnet ages demonstrate that a high-grade tectonometa-morphic episode occurred in this region at 1.33-1.30 Ga. This episode attained upper-amphibolite conditions and is interpreted as the peak of the Rondonian-San Ignacio orogeny. The U-Pb and Sm-Nd data presented here and data published on rapakivi granites elsewhere indicate that the east-central part of the RTP is a poly-orogenic region characterized by successive episodes of magmatism, metamorphism, and deformation between 1.75 and 0.97 Ga. The Borborema Province of NE Brasil comprises the central part of a wide Pan-African-Brasiliano orogenetic belt that formed as a consequence of late Neoproterozoic convergence and collision of the São Luis-West Africa craton and the São Francisco-Congo-Kasai cratons. New Sm Nd and U Pb results from the eastern part of this province help to define the basic internal architecture and pre-collisional history of this province, with particular emphasis on delineating older cratonic terranes, their fragmentation during the Mesoproterozoic, and their assembly into West Gondwana during the Pan African-Brasiliano orogeny at ca. 600 Ma. The region can be divided into three major geotectonic domains: a) Rio Piranhas-Caldas Brandão massif, with overlying Paleoproterozoic to Neoproterozoic supracrustal rocks, north of the Patos Lineament; b) the Archean to Paleoproterozoic São Francisco craton (SFC) to the south; and c) a complex domain of Paleoproterozoic to Archean basement blocks with several intervening Mesoproterozoic to Neoproterozoic fold belts in the center (south of Patos Lineament and north of SFC). The northern and central domains comprise the Borborema Province. Archean basement gneiss and Transamazonian granulite of northern SFC are exposed in the southern part of the central domain, underlying southern parts of the Sergipano fold belt. Basement in the Rio Piranhas massif appears to consist mostly of Transamazonian (2.1 to 2.2 Ga) gneissic rocks; Nd model ages (TDM) of ca. 2.6 Ga for 2.15 Ga gneisses indicate a substantial Archean component in the protoliths to these gneisses. The Caldas Brandão massif to the east yields both Transamazonian and Archean U Pb zircon and Nd (TDM) ages, indicating a complex architecture. Metasedimentary rocks of the Jucurutu Formation yield detrital zircons with original crystallization ages as young as 1.8 Ga, indicating that these rocks may be late Paleoproterozoic and correlate with other ca. 1.8 Ga cratonic supracrustal rocks in Brazil such as the Roraima Group and Espinhaço Group. Most metavolcanic and pre-Brasiliano granitic units of the Sergipano (SDS), Pajeú-Paraíba (SPP), Riacho Pontal (SRP), and Piancó-Alto Brígida (SPAB) fold belts in the central domain formed ~ 1.0 ± 0.1 Ga, based on U Pb ages of zircons. Nd model ages (TDM) for these same rocks, as well as Brasiliano granites intruded into them and large parts of the Pernambuco-Alagoas massif, are commonly 1.3-1.7 Ga, indicating that rocks of the fold belts were not wholly derived from either older (> 2.1 Ga) or juvenile (ca. 1.0 Ga) crust, but include mixtures of both components. A simple interpretation of Brasiliano granite genesis and the Nd data implies that there is no Transamazonian or Archean basement underlying large parts of these fold belts or of the Pernambuco-Alagoas massif. An exception is a belt of syenitic Brasiliano plutons (Syenitoid Line) and host gneisses between SPAB and SPP that clearly has a Transamazonian (or older) source. In addition, there are several smaller blocks of Archean to Transamazonian gneiss that can be defined within and among these fold belts. These blocks do not appear to constitute a continuous basement complex, but appear to be isolated older crustal fragments. Our data support a model in which ca. 1.0 Ga rifting was an important tectonic and crust-forming event along the northern edge of the São Francisco craton. Our data also show that significant parts of the Borborema Province are not remobilized Transamazonian to Archean crust, but that Mesoproterozoic crust is a major feature of the Province. There are several small remnants of older crust within the area dominated by Mesoproterozoic crust, suggesting that the rifting event created several small continental fragments that were later incorporated into the Brasiliano collisional orogen. We cannot at present determine if the Rio Piranhas-Caldas Brandão massifs and the older crustal blocks of the central domain were originally part of the São Francisco craton or whether some (or all) of them came from more exotic parts of the Proterozoic Earth. Finally, our data have not yet revealed any juvenile terranes of either Transamazonian or Brasiliano age. © 1995.
