A memória tem sido vinculada à lembrança de um passado original, no entanto, ela pode ser compreendida a partir da reconstrução contínua de significados simbólicos atribuídos a objetos desvinculados de seu contexto de origem. Neste processo de reconstrução, indivíduos, grupos sociais ou mesmo nações disputam significados e procuram generalizá-los. Este artigo investiga o processo de construção da memória nos primeiros museus criados no Brasil, ressaltando a relação entre eles e discursos científicos e nacionalistas.

In the present text we intend to analyse 5 basic documents that translate the Museological Thinking in our century and that, chiefly, have led professionals of the area to apply this “science” in a less hermetic way and to understand its practice. The option to study and analyse the documents results from the fact that they influence present day museological practice and thinking. It is impossible to speak of museology nowadays without referring to one of these documents, not to mention a few nations that have even modified and/or created specific laws for the management of their preservationist cultural policy. Anyway, we are aware that this text intends only to carry out a preliminary approach to the documents, in the sense that the wealth of its content would allow us to slowx over an infinity of issues that they raise. I specifically refer to the documents produced at UNESCO Regional Seminar on the Role of Museums in Education, which took place in Rio de Janeiro in 1958; at the Santiago Round Table in 1972, in Chile; at the 1rst New Museology International Workshop, in Quebec, Canada, 1984; at the Oaxtepec Meeting, in Mexico 1984; and at the Caracas Meeting in 1992. These are documents elaborated within the ICOM –International Council of Museums. These documents are the result of a joint reflection by professionals who seek the evolution of ideas within their areas of action, recognising that in order to do so it is necessary to leave the cocoon of the museological institutions and try to discuss their conceptual advances with professionals of related areas. It is important to be capacitated to reuse these advances in their areas of action. This is the recognition of the importance of interdisciplinarity for the museological context.

Hablar de la situación italiana dentro del campo de los eco museos, no es seguramente una cosa simple y esto no es por que Italia sea un país problematico, si no por la naturaleza de la imagen de estos. Los eco museos , de hecho no siguiendo la naturaleza del mismo desarrollo de crecimiento y no respondiendo a un único modo de competición a afrontar, no ofrecen fácilmente un cuadro de síntesis. Teniendo que informar aquí, o sea dar noticias al resguardo de mi país, he escogido de contar algunas sensaciones y reflexiones recogidas de los convenios4 a los cuales recientemente he participado. Inmediatamente, debiendo simplificar, las tres palabras claves que se me han ocurrido son: Patrimonio - Gobierno - Complejidad. Patrimonio porqué hablamos de los eco museos, y sobre todo de el conjunto de bienes materiales e inmateriales que forman nuestra memoria. Gobierno porqué nos referimos a los eco museos como instrumentos para dirigir, guiar, organizar la Complejidad, con la cual aquí, entiendo el conjunto de de varios aspectos que vienen de un territorio y que juntamente lo cualifican.

Following earlier work looking at overall career difficulties and low economic rewards faced by graduates in creative disciplines, the paper takes a closer look into the different career patterns and economic performance of “Bohemian” graduates across different creative disciplines. While it is widely acknowledged in the literature that careers in the creative field tend to be unstructured, often relying on part-time work and low wages, our knowledge of how these characteristics differ across the creative industries and occupational sectors is very limited. The paper explores the different trajectory and career patterns experienced by graduates in different creative disciplinary fields and their ability to enter creative occupations. Data from the Higher Education Statistical Agency (HESA) are presented, articulating a complex picture of the reality of finding a creative occupation for creative graduates. While students of some disciplines struggle to find full-time work in the creative economy, for others full-time occupation is the norm. Geography plays a crucial role also in offering graduates opportunities in creative occupations and higher salaries. The findings are contextualised in the New Labour cultural policy framework and conclusions are drawn on whether the creative industries policy construct has hidden a very problematic reality of winners and losers in the creative economy.

“La questione di Trieste”, ovvero la questione del confine italo-yugoslavo all’indomani della seconda guerra mondiale costituisce da lungo tempo oggetto di attenzione e di esame da parte della storiografia italiana e straniera. Con alcune importanti eccezioni, la ricostruzione complessiva di quelle vicende ha visto il più delle volte il prevalere di un approccio storico-diplomatico che ha reso difficile comprendere con chiarezza i rapporti e le interdipendenze fra contesto locale, contesto nazionale e contesto internazionale. Attraverso la lettura incrociata dell’ampia documentazione proveniente dai fondi dei National Archives Records Administration (NARA) questo studio tenta una rilettura delle varie fasi di sviluppo della questione nel periodo compreso tra il giugno del 1945 e l’ottobre del 1954 secondo una duplice prospettiva: nella prima parte si concentra sulla politica americana a Trieste, guardando nello specifico a due aspetti interni tra loro strettamente correlati, la gestione dell’ordine pubblico e la “strategia” del consenso da realizzarsi mediante il controllo dell’informazione da un lato e la promozione di una politica culturale dall’altro. Sono aspetti entrambi riconducibili al modello del direct rule, che conferiva al governo militare alleato (GMA) piena ed esclusiva autorità di governo sulla zona A della Venezia Giulia, e che ci appaiono centrali anche per cogliere l’interazione fra istituzioni e soggetti sociali. Nella seconda parte, invece, il modificarsi della fonte d’archivio indica un cambiamento di priorità nella politica estera americana relativa a Trieste: a margine dei negoziati internazionali, i documenti del fondo Clare Boothe Luce nelle carte dell’Ambasciata mostrano soprattutto come la questione di Trieste venne proiettata verso l’esterno, verso l’Italia in particolare, e sfruttata – principalmente dall’ambasciatrice – nell’ottica bipolare della guerra fredda per rinforzare il sostegno interno alla politica atlantica. Il saggio, dunque, si sviluppa lungo due linee: dentro e fuori Trieste, dentro 1945-1952, fuori 1953-1954, perché dalle fonti consultate sono queste ad emergere come aree di priorità nei due periodi. Abstract - English The “Trieste question”, or the question regarding the Italian - Yugoslav border after the Second World War, has been the object of careful examination in both Italian and foreign historiography for a long time. With a few important exceptions, the overall reconstruction of these events has been based for the most part on historic and diplomatic approaches, which have sometimes made it rather difficult to understand clearly the relationships and interdependences at play between local, national and international contexts. Through a comparative analysis of a large body of documents from the National Archives and Records Administration (NARA), College Park MD, this essay attempts a second reading of the various phases in which the question developed between June 1945 and October 1954, following a twofold perspective: the first part focuses on American policy for Trieste, specifically looking at two internal and closely linked aspects, on the one hand, the management of ‘law and order’, as well as a ‘strategy’ of consent, to be achieved through the control of all the means of information , and, on the other, the promotion of a cultural policy. Both aspects can be traced back to the ‘direct rule’ model, which gave the Allied Military Government (AMG) full and exclusive governing authority over Venezia Giulia’s Zone A. These issues are also fundamental to a better understanding of the relationships between institutions and social subjects. In the second part of the essay , the change in archival sources clearly indicates a new set of priorities in American foreign policy regarding Trieste: outside any international negotiations for the settlement of the question, the Clare Boothe Luce papers held in the Embassy’s archives, show how the Trieste question was focused on external concerns, Italy in particular, and exploited – above all by the ambassador – within the bi-polar optic of the Cold War, in order to strengthen internal support for Atlantic policies. The essay therefore follows two main lines of inquiry: within and outside Trieste, within in 1945-1952, and outside 1953-1954, since, from the archival sources used, these emerge as priority areas in the two periods.

Through a range of case- studies, including studies from the UK, North America and Australia, this book moves away from the idea that museums are always "conservative" to suggest they have a long history of engaging with popular culture and addressing a variety of audiences. Andrea Whitcomb argues that museums are key mediators between high and popular culture and between government, media practitioners, cultural policy-makers and museums professionals. The book also analyses links between museums and the media, looks at the role of museums in cities and discusses the effects on museums of cultural policies.

Much of the research that has been carried out into outsourcing is based on relatively successful case studies. Yet drawing inferences from case studies when those with largely negative outcomes rarely see the light of day represents a significant problem. When negative cases are systematically unrepresented, there is less opportunity to subject theory to scrutiny. This chapter goes some way towards redressing this trend, by reporting on a large scale “selective” outsourcing arrangement that has been publicly described as a failure — the Australian Federal Government’s “whole of government” IT infrastructure outsourcing initiative. This initiative, originally promoted as likely to lead to a billion dollar saving, was abandoned early in 2001, after a damning public report by the Australian Auditor General. However, a detailed study of the initiative suggests that the “failure” occurred despite the project adhering to many of the recommended guidelines for successful outsourcing that had been derived from earlier case analysis. The findings have important implications for decision makers confronted with outsourcing choices. The study suggests that the risks of outsourcing are often downplayed, or ignored in the rush to reap the expected benefits. The study also suggests that expectations of savings from outsourcing IT are often substantially higher than those that have been empirically confirmed in the field. Decision makers are advised that key assumptions about costs, savings, managerial effort, and the effects of outsourcing on operational performance might be incorrect, and to plan for their outsourcing activity accordingly. They should pay particular attention to coordination and transaction costs, as these tend to be overlooked in the business case. These costs will be magnified if “best in breed” multiple-vendor outsourcing is chosen, and if contracts are kept short. Decision-makers are also warned of the difficulties they are likely to have at the end of an outsourcing contract if there is not a large and robust pool of alternative vendors willing to bid against the incumbent.

In Australia from 1992 to 1999 Jeff Kennett led the Liberal state government in Victoria. Under his leadership an important vision statement for the arts was produced, and ambitious redevelopments of Victoria’s major cultural institutions were undertaken. Kennett’s ‘vision’ included reforms to Arts Victoria (the state-based arts funding agency) and a radical revision of how the arts were to be subsidised. This represented a wholesale adoption of a new policy approach which saw the arts and culture as an industry which could benefit, in particular, the development of cultural tourism for the state of Victoria. This paper argues that while the arts could be seen to have benefited from the Kennett government’s largesse, some parts of the arts sector were excluded and subjected to censorship. Based on both primary and secondary sources, we argue that in this period, the work of artists which expressed a politically dissenting view was actively discouraged.

Jean Battersby, the founding executive officer of the Australia Council of the Arts from 1968, delivered a lecture in May 2005 which bemoaned a situation in which the focus and funding of the arts appears to have more to do with managers than with artists. Cultural policy and cultural economics have become the staple of the day, so much so that the thought of an economist actually proposing an Arts Council protected from political manipulation and scrutiny—‘with antennae sensitive to public opinion or political advantage’ and ever ready to apply the ‘child of three’ test (Battersby, 2005: 2)—seems an absurdity. Yet, in July 1945, Maynard Keynes proposed that Britain have an Arts Council without government and its bureaucracy intervening in the relationship between artists and their public. The task, as Battersby records it, ‘is not to teach or to censor, but to give courage, confidence and opportunity’ without prescription (2005: 6).

Discussions about ‘quality’ and ‘quality assurance’ abound in contemporary Australian universities. Since 1992, the Australian federal government has ‘promoted’ and/or mandated the use of particular quality assurance mechanisms within higher education and in 2001 The Australian University Quality Agency began to conduct the first of a series of ‘audits’ aimed at determining how well particular institutions meet standards and achieve
outcomes overseen, at least indirectly, by government agencies.

‘The Melbourne Model’ is a new approach to university curriculum that has been adopted recently by the University of Melbourne, Australia. It incorporates elements of the 3+2+3 or three cycle structure identified in the Bologna Process, and of the objectives of ‘liberal education’ evident in undergraduate education in North America. The Melbourne curriculum model is internationally aligned, while simultaneously responsive to the particular context of Australian higher education policy. The new curriculum also incorporates interdisciplinarity of several variants in order that all students are exposed to and learn about alternative knowledge domains, methods of investigation and enquiry, and different ways of knowing. Interdisciplinary study in the Melbourne Model is ensured through a requirement that students study one quarter of their subjects outside their core curriculum, a requirement known as ‘breadth’. This paper examines two aspects of the Melbourne Model curriculum: its international nature and interdisciplinary character.

An Australian federal government committee recently proposed, as a cost-saving measure, the introduction of sealed-bid competitive tendering to exclusively supply the Pharmaceutical Benefits Scheme with specific generic medicines. A similar plan involved an open tender to supply generic products below a government set price, also linked with a reduced patient co-payment as an incentive. These proposals represented an opportunity to encourage the price of generic pharmaceuticals to move closer to the marginal cost of production—a process that could be subsequently applied to innovative (or brand-name) patented medicines in a therapeutic class with many competitors. This article examines these tendering proposals, particularly in relation to the potential for increased involvement of generic pharmaceutical manufacturers in the Australian market.

The first (and most specific) postcolonial intersection to which this paper refers was constituted initially by an Australian-South African institutional links project (funded by the Australian federal government) and subsequent collaborations and partnerships between Australian and South African academics arising (directly or indirectly) from this project. In this paper I will focus on activities that were intended to enhance research capacity in educational leadership and in environmental education, with particular reference to appropriate methodologies and supervision practices. Other postcolonial intersections to which this paper will refer include those that have been formed as a result of international students from various locations in Africa and Asia studying at Deakin (either on-campus or by distance modes). My purposes in the paper are (i) to examine, through cases and examples, some ways in which difference (with particular reference to race, ethnicity, language and location) might be linked to individual and/or community dispositions to take up (or to reject) specific research methodologies and epistemologies, and (ii) to consider the implications of such differences and dispositions for academic practices directed towards developing 'communities of understanding' at postcolonial intersections.

This paper presents the qualitative findings of a larger mixed method study aimed to articulate factors that clients and staff of the Disability Employment Network (DEN) identify in relation to re-engagement into the workforce. The DEN is a supported job training and employment program funded by the Australian Federal Government, established to assist clients with health disabilities, including mental health diagnoses, to seek and retain employment. Two DEN sites participated in the study (one regional and one metropolitan). Semi structured interviews and focus groups were undertaken with seven employment counsellors and 16 clients until data saturation occurred. Analysis of the narrative data identified two overarching emergent concepts articulated by clients and employment counsellors: employment enablers and employment barriers. The notion of recovery and re-engagement in the workforce in the context of mental illness is complex. The qualitative results of this study highlight the essential nature of supporting clients’ mental health and vocational needs concurrently through such means as service collaboration, vocational peer support and, importantly, provision of employment support congruent with phase of recovery.
