This is the report of the “GVT/NACA-STREAM/FAO International Workshop on Livelihoods Approaches and Analysis” that was conducted in Ranchi, India from 2-6 February 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Ranchi was a joint India-Nepal event, with colleagues coming to participate from Kathmandu and other areas of Nepal. The workshop in Ranchi was the second in a series, the first of which was held in Iloilo City, Philippines, in November 2003. Subsequent workshops will take place in other countries in the region, including Lao PDR, Myanmar and Yunnan, China. (Pdf contains 48 pages).

The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Vientiane was the first STREAM event in Lao PDR, with colleagues coming to participate from Vientiane and many provinces throughout the country. The workshop in Vientiane was the third in a series, the first of which was held in Iloilo City, Philippines, in November 2003 and the second in Ranchi, India, in February, 2004. The workshop in Yunnan was the first STREAM event in China, with colleagues coming to participate from throughout the province. It was the fifth workshop in a series, the first of which was held in Iloilo City, Philippines, in November 2003, the second in Ranchi, India, in February 2004, third in Vientiane, Lao PDR, in March 2004 and the fourth in Yangon, Myanmar, in May 2004. This report presents the findings from a thorough literature review, workshops, and group and individual interviews conducted by STREAM in the Philippines in November and December 2003. The ambitious scope of the report combined with the limited time frame and funding available to compile it necessitated the extensive use of secondary data, including both published and unpublished material written by staff of the agencies / organisations involved, with very limited editing of material used. All possible efforts were made to generate information in participation with the government institutions responsible for managing the fisheries, and all contributors (as well as many other stakeholders) were provided with multiple opportunities to comment on the report content. Sixty delegates from Indonesia, the Philippines, Thailand, Malaysia and India met at Lombok, Nusa Tenggara Barat (NTB, West Nusa Tenggara) province, Indonesia, during 2-5 August 2009, for the workshop on “Customary Institutions in Indonesia: Do They Have a Role in Fisheries and Coastal Area Management?”. The workshop was organized by the International Collective in Support of Fishworkers (ICSF), in co-operation with Indonesia’s Ministry of Marine Affairs and Fisheries (MMAF) and the Provincial Department of Fisheries and Oceans (DKP) of the Government of NTB. The Quedan and Rural Credit Guarantee Corporation (Quedancor) of the Philippine Department of Agriculture has the critical responsibility of providing and improving credit assistance to fishers, it also has the task of helping its beneficiaries meet the repayment obligations of their loans. One reason for defaults can be attributed to the devastating impact of natural calamities. Schemes in place are still insufficient to help safeguard lending programs and operations from non-repayment of loans due to production losses and damages to personal properties.(PDF contains 5 pages) Natural calamities include the uncertainties and vagaries of weather and climate that bring about typhoons, floods, and drought; earthquakes; volcanic eruption as well as pests and diseases that affect the productivity of fisheries. When natural calamities occur, small fishers are unable to pay their loans from Quedancor, moreover they have difficulty renewing their loan applications from Quedancor or accessing credit from other sources. Failure to access credit could disable them to continue venture on fishing activities and could eventually jeopardize the welfare of their entire household. The inability of creditors to pay their loans and meet their obligations also impair, to a large extent, the financial operation and viability of the lending institutions. Risk management schemes currently employed include price stabilization measures, targeted relief` to typhoons and drought victims, and crop insurance systems, to name a few. Some of these schemes are becoming very expensive to implement. Moreover, they fail to enable fishers regain sufficient resources so that they may continue production.

A common explanation for African current underdevelopment is the extractive character of institutions established during the colonial period. Yet, since colonial extraction is hard to quantify and its exact mechanisms are not well understood, we still do not know precisely how colonial institutions affect economic growth today. In this project, I study this issue by focusing on the peculiar structure of trade and labor policies employed by the French colonizers.

First, I analyze how trade monopsonies and coercive labor institutions reduced African gains from trade during the colonial period. By using new data on prices to agricultural producers and labor institutions in French Africa, I show that (1) the monopsonistic character of colonial trade implied a reduction in prices to producers far below world market prices; (2) coercive labor institutions allowed the colonizers to reduce prices even further; (3) as a consequence, colonial extraction cut African gains from trade by over 60%.

Given the importance of labor institutions, I then focus on their origin by analyzing the colonial governments' incentives to choose between coerced and free labor. I argue that the choice of institutions was affected more by the properties of exported commodities, such as prices and economies of scale, than by the characteristics of colonies, such indigenous population density and ease of settlement for the colonizers.

Finally, I study the long-term effects of colonial trade monopsonies and coercive labor institutions. By combining archival data on prices in the French colonies with maps of crop suitability, I show that the extent to which prices to agricultural producers were reduced with respect to world market prices is strongly negatively correlated with current regional development, as proxied by luminosity data from satellite images. The evidence suggests that colonial extraction affected subsequent growth by reducing development in rural areas in favor of a urban elite. The differential impact in rural and urban areas can be the reason why trade monopsonies and extractive institutions persisted long after independence.

A temática deste estudo está centrada na participação da enfermeira obstétrica no modelo humanizado de atenção ao parto e teve como objetivos: identificar as práticas de enfermeiras obstétricas atuantes no trabalho de parto e parto em uma maternidade municipal do Rio de Janeiro; avaliar a consonância das práticas desenvolvidas por enfermeiras obstétricas durante o trabalho de parto e parto com as recomendações do MS/OMS; analisar a implementação das práticas das enfermeiras obstétricas na assistência ao trabalho de parto e parto entre 2004 e 2008. Trata-se de um estudo descritivo, quantitativo, transversal. O período pesquisado foi de setembro de 2004 a setembro de 2008. A coleta dos dados foi através do livro de registro de partos onde foram registrados 4.510 partos assistidos por enfermeiras. Para a análise foram calculadas a média, mediana e proporção de cada variável estudada, conforme a indicação. As análises foram realizadas utilizando os programas Epi info versão 3.5.1 e Microsoft Word Excel 2007. Verificou-se que a maioria das parturientes assistidas foram jovens, sendo a mediana de idade de 23 anos, que já tinham engravidado duas vezes ou mais e que já tinham parido anteriormente pelo menos uma vez. Com relação à assistência pré-natal 92,8% realizaram o mesmo, contudo apenas 68,2% destas mulheres realizaram seis consultas ou mais. Identificou-se que o acompanhante esteve presente em 60,6% dos partos, porém esta presença foi maior nos partos das adolescentes (77,4%). A posição do parto predominante durante todo o período do estudo foi a vertical (77,6%). As lacerações perineais ocorreram em 52,3% dos partos e a mais incidente foi a laceração de primeiro grau (34,2%). As parturientes que não sofreram qualquer injúria perineal, seja esta espontânea ou cirúrgica, representaram 30,2% dos casos. As práticas obstétricas que não interferem na fisiologia do parto foram realizadas por 85,3% das parturientes, sendo que as mais utilizadas foram os exercícios respiratórios (73,6%), os movimentos pélvicos (42,1%) e a deambulação (29,8%). 67,9% das mulheres assistidas pelas enfermeiras receberam as práticas intervencionistas à fisiologia do parto, destas as mais registradas foram: a realização da amniotomia (25,1%), a administração endovenosa de ocitocina (54%), a realização da episiotomia (22,9%). A episiotomia foi mais utilizada entre as adolescentes (34,8%), nulíparas (44%) e naquelas que pariram na posição horizontal (28,8%). 40,2% das mulheres que não realizaram episiotomia não tiveram laceração perineal e a posição de parto com a menor incidência de laceração perineal foi a quatro apoios (25%), sendo esta classificada como primeiro grau. As adolescentes (55,1%) e as multíparas (71,8%) foram as que menos apresentaram lacerações de períneo. Conclui-se que tanto a prática apoiada no modelo tecnocrático, quanto àquela baseada no modelo humanizado de atenção ao parto, foram registradas na unidade pesquisada. Considera-se que tal fato pode ser investigado em outros estudos, com o objetivo de identificar os fatores que levam à realização de práticas que interferem na fisiologia do parto durante a assistência das enfermeiras obstétricas.
