Blame avoidance behavior (BAB) encompasses all kinds of integrity-protecting activities by officeholders in the face of potentially blame-attracting events. Although considered essential for a realistic understanding of politics and policymaking, a general understanding of this multi-faceted behavioral phenomenon and its implications has been lacking to date. We argue that this is due to the lack of careful conceptualization of various forms of BAB. Crucially, the difference between anticipatory and reactive forms of BAB is largely neglected in the literature. This paper links anticipatory and reactive forms of BAB as two consecutive decision situations. It exposes dependence relationships between the situations that trigger BAB, the rationalities at work, the resources and strategies applied by blame-avoiding actors, and the various consequences thereof. The paper concludes that anticipatory and reactive BAB are distinct phenomena that require specific research approaches to assess their relevance for the workings of polities.

The hydroxylation of N- and O-methyl drugs and a polycyclic hydrocarbon has been demonstrated in microsomes prepared from two transplantable Morris hepatomas (i.e., 7288C. t.c. and 5123 t.c.(H). The hydroxylation rates of the drug benzphetamine and the polycyclic hydrocarbon benzo {(alpha)} pyrene by tumor microsomes were inducible 2 to 3-fold and 2-fold, respectively by pretreatment of rats with phenobarbital/hydrocortisone. Hepatoma 5123t.c.(h) microsomal hydroxylation activities were more inducible after these pretreatments than hepatoma 7288C.t.c. Two chemotherapeutic drugs (cyclophosphamide and isophosphamide) were shown to be mutagenic after activation by the tumor hemogenate with the TA100 strain of Salmonella typhimurium bacteria. NADPH-cytochrome P-450 was purified from phenobarbital/hydrocortisone treated rat hepatoma 5123t.c.(H) microsomes 353-fold with a specific activity 63.6 nmol of cytochrome c reduced per min per mg of protein. The purified enzyme, has an apparent molecular weight of 79,500 daltons, and contained an equal molar ratio of FMN and FAD, with a total flavin content of 16.4 nmol per mg of protein. The purified enzyme also catalyzed electron transfer to artificial electron acceptors with the K(,m) values of the hepatoma reductase similar to those of purified liver reductase. The K(,m) value of the hepatoma reductase (13 uM) for NADPH was similar to that of purified liver reductase (5.0 uM). In addition the purified hepatoma reductase was immunochemically similar to the liver reductase.^ Hepatoma cytochrome P-450, the hemeprotein component of the hepatoma microsomes of rats pretreated with phenobarbital/hydrocortisone. The resolution of the six forms was achieved by the DE-53 ion-exchange chromatography, and further purified by hydroxyapatite. The six different fractions that contained P-450 activity, had specific contents from 0.47 to 1.75 nmol of cytochrome P-450 per mg of protein, and indicated a 2 to 9-fold purification as compared to the original microsomes. In addition, difference spectra, molecular weights and immunological results suggest there are at least six different forms of cytochrome P-450 in hepatoma 5123 t.c.(H). ^

Paleontological and petrological studies of clay beds in the Basilika Formation (Tertiary age) are the subject of this paper. The petrology of the beds indicates that their main constituents were derived from volcanic activity and represent bentonites. Differing composition of the beds may suggest several spatially separated eruptions. The volcanic source area probably lay towards the north of the present Tertiary outcrops of Svalbard. Two foraminiferal assemblages are found in the bentonites: the lower is dominated by arenaceous forms while the upper consists of calcareous species.

Hydrothermal circulation at oceanic spreading ridges causes sea water to penetrate to depths of 2 to 3 km in the oceanic crust where it is heated to ~400 °C before venting at spectacular 'black smokers'. These hydrothermal systems exert a strong influence on ocean chemistry (Edmond et al., 1979, doi:10.1016/0012-821X(79)90061-X), yet their structure, longevity and magnitude remain largely unresolved (Elderfield and Schultz., 1996, doi:10.1146/annurev.earth.24.1.191). The active Transatlantic Geotraverse (TAG) deposit, at 26° N on the Mid-Atlantic Ridge, is one of the largest, oldest and most intensively studied of the massive sulphide mounds that accumulate beneath black-smoker fields. Here we report ages of sulphides and anhydrites from the recently drilled (Humphris et al., 1995, doi:10.1038/377713a0) TAG substrate structures -determined from 234U-230Th systematics analysed by thermal ionization mass spectrometry. The new precise ages combined with existing data (Lalou et al., 1993, doi:10.1029/92JB01898; 1998, doi:10.2973/odp.proc.sr.158.214.1998) show that the oldest material (11,000 to 37,000 years old) forms a layer across the centre of the deposit with younger material (2,300-7,800 years old) both above and below. This stratigraphy confirms that much of the sulphide and anhydrite are precipitated within the mound by mixing of entrained sea water with hydrothermal fluid (James and Elderfield, 1996, doi:10.1130/0091-7613(1996)024<1147:COOFFA>2.3.CO;2). The age distribution is consistent with episodic activity of the hydrothermal system recurring at intervals of up to 2,000 years.

A belt of small but numerous mercury deposits extends for about 500 km in the Kuskokwim River region of southwestern Alaska. The southwestern Alaska mercury belt is part of widespread mercury deposits of the circum Pacific region that are similar to other mercury deposits throughout the world because they are epithermal with formation temperatures of about 200 °C, the ore is dominantly cinnabar with Hg-Sb-As±Au geochemistry, and mineralized forms include vein, vein breccias, stockworks, replacements, and disseminations. The southwestern Alaska mercury belt has produced about 1400 t of mercury, which is small on an international scale. However, additional mercury deposits are likely to be discovered because the terrain is topographically low with significant vegetation cover. Anomalous concentrations of gold in cinnabar ore suggest that gold deposits are possible in higher temperature environments below some of the Alaska mercury deposits. We correlate mineralization of the southwestern Alaska mercury deposits with Late Cretaceous and early Tertiary igneous activity. Our 40Ar/39Ar ages of 70 ±3 Ma from hydrothermal sericites in the mercury deposits indicate a temporal association of igneous activity and mineralization. Furthermore, we suggest that our geological ancl geochemical data from the mercury deposits indicate that ore fluids were generated primarily in surrounding sedimentary wall rocks when they were cut by Late Cretaceous and early Tertiary intrusions. In our ore genesis model, igneous activity provided the heat to initiate dehydration reactions and expel fluids from hydrous minerals and formational waters in the surrounding sedimentary wall rocks, causing thermal convection and hydrothermal fluid flow through permeable rocks and along fractures and faults. Our isotopic data from sulfide and alteration minerals of the mercury deposits indicate that ore fluids were derived from multiple sources, with most ore fluids originating from the sedimentary wall rocks.

Nannofossil assemblages enriched in Braarudosphaera occur in lower Oligocene to lower Miocene sediments at Ocean Drilling Program Sites 762 and 763 on the central Exmouth Plateau. Braarudosphaerids appear here rather abruptly in the lower Oligocene (in Zone NP21). They reach their greatest numbers in the lower Oligocene (in Zones NP22 and NP23), where they comprise up to 10% of some samples. Braarudosphaera bigelowii is the overwhelmingly dominant species, occurring together with rare specimens of B. discula and Micrantholithus pinguis. The holococcoliths Peritrachelina joidesa and Lantemithus minutus are also associated with the Braarudosphaera enrichment. There are two populations of B. bigelowii: one of normal size (10-14 µm) and one of large specimens (20-22 µm). The larger braarudosphaerids are more common than the smaller forms. Braarudosphaera-rich sediments are absent at Wombat Plateau sites during the same time interval. We attribute this to latitudinal control, because the Wombat sites are about 4° north of the central Exmouth Plateau sites. We believe that the occurrence of braarudosphaerids is related to an Oligocene to early Miocene oceanographic event on the Exmouth Plateau. We suspect that mid-ocean up welling of cool, low-salinity, nutrient-rich water along a divergent zone created the Braarudosphaera-nch sediments in the South Atlantic and Indian oceans.

TEM (transmission electron microscopy) observations and microanalyses on smectite microparticles in the sediments of the CRP-2A core were carried out to determine their origin (authigenic or detrital) and the source rocks. Smectites are dioctahedral and are Fe-rich members of the nontronite-beidellite series. They generally display both flaky and hairy shapes, but no large compositional difference between the two forms was observed. Flaky smectites are detrital while hairy smectites probably formed in situ through the reorganisation of previous flaky particles. The source rocks for smectites are probably represented by the McMurdo Volcanic Group to the south, but also by the Ferrar Dolerites and Kirkpatrick Basalts in the Transantarctic Mountains. CRP-2A smectites are Fe and Mg richer than those of the coeval or not coeval levels of the CIROS-I, DSDP 270 and 274 cores. The average compositions of smectite in CRP-1 and CRP-2A cores show a downcore trend toward more alluminiferous terms, which might reflect the increase of the chemical weathering processes on the continent.

The genus Hinia is divided in 4 subgenera; other subgenera are not represented in the area studied. It was possible to find criteria for a better discrimination of the highly variable species H. (Hinia) schlotheimi and H. (Hinia) turbinella. The species "fuchsi" has been placed in the synonymy of H. (Hinia) turbinella. The species H. (Hinia) schlotheimi (BEYRICH) and H. (Telasco) schroederi (KAUTSKY) have been united under the name H. (Hinia) schlotheimi. The easily distinguishable species H. (Tritonella) tenuistriata and H. (Hinia) sulcata belong to two different genera. H. (Tritonella) cimbrica andersoni of the Viol- and Katzheide-Beds (Reinbek-stage) is separable from the population found in the Hemmoor-stage, it turned out to be a valuable guide subspecies for the Reinbek-stage. The species H. (Tritonella) serraticosta, H. (Tritonella) catulli, H. (Hinia) holsatica, and H. (Telasco) syltensis are all similar in respect to shape and ornamentation. Criteria have been found for a better discrimination of these species. The species contabulata, effusa and seminodifera described by SPEYER (1864), turned out to be contogenetic stages of H. (Tritonella) pygmaea. H. (Tritonella) cavata, previously described from the Tertiary of the North sea area, was proven to be absent from the area investigated. The forms described under that name, belong to H. (Tritonella) woodwardi.

Barite crusts were formed by an intermittent hydrothermal vent with output temperature from 85 to 465°C. Principal sources of supply of sulfate sulfur are sea water, evaporites, and tholeiitic basalts of the Red Sea rift. Sulfides and sulfates were formed in conditions of isotope disequilibrium with respect to sulfur because rate of precipitation of sulfur compounds from hydrothermal solution was high compared with rate of isotope exchange.

Biostratigraphic and isotopic studies of planktic foraminifera suggest that early to middle Pliocene closure of the Central American Seaway caused vicariant speciation among previously cosmopolitan menardellid foraminifera. New morphospecies were restricted to the tropical Atlantic. Isotopic data suggest that newly evolved Atlantic menardellids were adapted to more oligotrophic conditions, living higher in the water column than ancestral forms and perhaps harboring photosymbionts. In the late Pliocene, all but one menardellid morphospecies became extinct. These extinctions coincided with a progressive increase in the amplitude of periodic climatic change and the end of isolated tropical Atlantic surface circulation as Northern Hemisphere glaciation intensified.

The first data on content of inorganic reduced sulfur compounds [H2S, S°, S2O3(2-), SO3(2-)] were obtained at two stations in the northeastern Levant Sea (Mediterranean Basin). With lower detection limit for the mentioned sulfur forms of 30 nM, sulfide forms were not found, while thiosulfate concentration varied from 178 to 890 nM (from 24 to 78 % of total reduced S), and S° varied from 156 to 1090 nM. Vertical distribution of these compounds showed irregular character; correlation between total reduced S maxima, fluorescence, and increase of nutrient element content near the lower pycnocline boundary was observed. The maximum total sulfur concentration in the surface layer was likely due an anthropogenic influence. The ''starting'' mechanism that controls appearance and distribution of sulfur compounds in oxygen-containing water is the process of bacterial sulfate reduction in micropatches of fresh organic detritus. Reduced sulfur forms participate further in a series of chemical and biochemical processes. Contribution of hydrolysis of organic sulfur-containing compounds is insignificant for the region in study.
