La tesi si propone come obiettivo di dimostrare nel quadro di un’indagine comparatistica l’importanza della tematica del finanziamento della politica, del rapporto tra denaro e politica, nelle democrazie contemporanee. In questo senso ci si propone di sviluppare i nessi esistenti nell’ambito del tema del finanziamento fra disciplina dei partiti, disciplina delle campagne elettorali e, più in generale, disciplina del sistema elettorale in senso stretto e della forma di governo; di descrivere il complesso quadro giuridico in materia di diritto della finanza politica, oggetto di frequenti aggiornamenti e in continua evoluzione, in alcuni casi anche in via giurisprudenziale, quale risulta emergere dallo studio di ciascun ordinamento considerato; e di definire in conclusione i precisi contorni dei due distinti modelli di «finanziamento della politica» ricostruiti dalla ricerca politologica come modello statalista o pubblico, da una parte, e modello liberale o volontario, dall’altra, pur nelle specificità di ogni contesto istituzionale

L’elaborato ha avuto ad oggetto l’analisi delle sofisticate soluzioni normative proposte dall’ordinamento nazionale in relazione all’evoluzione della finanza di progetto. In particolare, è stata condotto un dettagliato studio delle fasi che compongono il project financing, nonché dei soggetti che, a diverso titolo e ragione, vi partecipano. L’elaborato contiene, poi, recenti esempi concreti di project financing nelle infrastrutture primarie (autostrade) tra cui il progetto di costruzione e la successiva gestione dell’autostrada regionale Medio Padana veneta, dell’autostrada regionale Cispadana, e dell’autostrada “Nogara-mare”. L’ultimo parte della tesi è stata infine incentrata sull’analisi delle più recenti pronunce giurisprudenziali in materia di project financing. In particolare, si ha avuto modo di analizzare il fenomeno dello jus poenitendi dell’amministrazione aggiudicatrice, nonché, più in generale gli eventi che possono negativamente incidere sulla finanza di progetto (mancata aggiudicazione, risoluzione del contratto di gestione, ecc.).

This research work focuses on the factors which lead investors to finance university spin-outs. The achieved results related to spin-out companies in the United Kingdom are based on empirical evidence from Imperial College London. The characteristics of a sample of 557 university spin-outs have been examined in order to understand the investors’ attitude towards financing this typology of companies. The outputs of this study demonstrate that official spin-out companies supported by Imperial College are more likely to receive an investment. Furthermore, it is also shown that investors are not inclined to finance academic spin-outs in which the board of directors includes academics who are mainly involved in researching and teaching activities.

Zarycki studied the political map of Central Europe today on the basis of results of recent parliamentary and/or presidential elections in the Czech Republic, Hungary, L8ithuania, Poland, Slovakia and Ukraine. He identified first the structure of regional political cleavages, then the spatial patterns emerging in different countries. He also considered the significance and eventual regional differentiation of various possible influences on these patterns, including urbanisation, historical heritage, ethnic factors, population movements, economic differentiation, the effects of the transformation, demographic factors, education and religion. Virtually all the countries showed a cleavage between more traditional, anti (or non-) communist regions and secular areas with higher post-communist support. Except in Ukraine and the Czech Republic, the post-communist party is dominated by the direct heirs of the former communist parties transformed into moderate left parties. The second major class of cleavages was typical of the Visegrad countries, i.e. the conflict between liberal, mostly metropolitan, regions and a different periphery, usually with a strong populist or anti-liberal appeal. This usually depends on the existence of a sizeable well-educated class, usually pro-market and pro-Western, and on the resolution of the conflict between post and anti-Communists. The third type of cleavage is based on ethnic factors and is clearest in Lithuania and Slovakia, where there are large ethnic minorities. Of factors influencing political behaviour, the two major ones identified were the historical heritage and urbanisation.

In this paper we evaluate an indivisible investment project that is carried out in a corporation under very simple premises. In particular, we discuss a one-period model with certainty, the pure domestic case and proportional tax rates. Surprisingly, the decision problem turns out to be rather complex if one has to make allowance for different taxation of the corporation and its owner. Altogether there are more than 10 cases that have to be distinguished if the firm's managers want to make a correct decision, depending on the relation of personal and corporate tax rates.

Female gender and low income are two markers for groups that have been historically disadvantaged within most societies. The study explores two research questions related to their political representation: (1) ‘Are parties biased towards the ideological preferences of male and rich citizens?’; and (2) ‘Does the proportionality of the electoral system moderate the degree of under-representation of women and poor citizens in the party system?’ A multilevel analysis of survey data from 24 parliamentary democracies indicates that there is some bias against those with low income and, at a much smaller rate, women. This has systemic consequences for the quality of representation, as the preferences of the complementary groups differ. The proportionality of the electoral system influences the degree of under-representation: specifically, larger district magnitudes help in closing the considerable gap between rich and poor.
