There is increasing interest in the early years as a focus for reducing health inequalities as well as one that is important for the children themselves. This paper describes the introduction in England of Sure Start Local Programmes, which included home visiting within a community development approach, and an intensive home visiting programme, the Nurse-Family partnership, for disadvantaged teenage mothers. It reflects on changes and challenges in service provision to mothers and their pre-school children in England, explaining that a long tradition of home visiting was, paradoxically, reduced as attention focused on the newer initiatives. This is now being addressed, with attention to a range of evidence based programmes and a specific focus on heath visitor provision.

Following is the 2007 Annual Report of the Iowa Values Fund (IVF 2005) and Business Assistance Programs covering activity during Fiscal Year 2007 (FY ‘07) and cumulative for the first four years of the Iowa Values Fund Programs. The IVF (2005) is the primary funding source for a menu of financial assistance programs the Iowa Department of Economic Development (IDED) offers as incentives to Iowa companies to expand here, to recruit new companies into Iowa and assist new entrepreneurial ventures. In addition to IDED the law appropriates IVF (2005) funds for economic development activities to the Board of Regents, the Departments of Cultural Affairs and Natural Resources and to Community Colleges for certain workforce training programs. In addition to the IVF (2005), IDED allocates a portion of Community Development Block Grant and Federal Emergency Stimulus funds and several tax credit programs, all of which are included in this report.

Vision 100, the Century of Aviation Reauthorization Act, reauthorizes federal aviation programs through fiscal year 2007 and sets spending levels for the Airport Improvement Program (AIP), Essential Air Service, Small Community Development Grants, and other programs that develop and maintain facilities at airports around the country. A major component of the bill is the Airport Improvement Plan (AIP) program, which provides funding for airport rehabilitation and development projects.

Incongruous management techniques have been associated with some significant loss of agricultural land to degradation in many parts of the world. Land degradation results in the alteration of physical, chemical and biological properties of the soil, thereby posing a serious threat to sustainable agricultural development. In this study, our objective is to evaluate the changes in a Cambisol structure under six land use systems using the load bearing capacity model. Sampling was conducted in Amazonas Region, Brazil, in the following land use: a) young secondary forest; b) old secondary forest; c) forest; d) pasture; e) cropping, and f) agroforestry. To obtain the load bearing capacity models the undisturbed soil samples were collected in those land use systems and subjected to the uniaxial compression test. These models were used to evaluate which land use system preserved or degraded the Cambisol structure. The results of the bulk density and total porosity of the soil samples were not adequate to quantify structural degradation in Cambisol. Using the forest topsoil level (0-0.03 m) as a reference, it was observed that pasture land use system was most severe in the degradation of the soil structure while the structure were most preserved under old secondary forest, cropping system and forest. At the subsoil level (0.10-0.13 m depth), the soil structure was most degraded in the cropping land use system while it was most preserved in young secondary forest and pasture. At the 0.20-0.23 m depth, soil structure degradation was most severe in the old secondary forest system and well preserved in young secondary forest, cropping and agroforestry.

Since the introduction of expanded levels of intrastate service on October 30, 2006, Amtrak trains in Illinois have produced impressive gains in both ridership and ticket revenue. This success and continuing stakeholder support has given rise to a formal request from the Illinois Department of Transportation (“Ill. DOT”) to Amtrak to develop a feasibility study regarding possible service consisting of a morning and an evening train in each direction between Chicago and the Quad Cities. The area between Chicago and the Quad Cities includes many rapidly growing communities. From Chicago toward the West and South, many towns and cities have experienced double digit growth increases in population since the year 2000. Southern DuPage, Cook and Will counties have seen especially strong growth, pressuring highway infrastructure, utilities, and schools. Community development and highway congestion are readily apparent when traveling the nearly 3 hour, 175 mile route between Chicago and the Quad Cities. As information, there are only three weekday round trip bus frequencies available between Chicago and the Quad Cities. The Quad City International Airport offers a total of 10 daily scheduled round trip flights to Chicago's O'Hare International Airport via two separate carriers flying regional jets. The Quad Cities (Davenport, Moline, Rock Island, and Bettendorf) are located along the Mississippi River. Nearly 60% of its visitors are from the Chicago area. With dozens of miles of scenic riverfront, river boating, casinos, and thousands of acres of expansive public spaces, the Quad Cities area is a major draw from both Iowa and Illinois. The huge Rock Island Arsenal, one of the largest military arsenals in the country and located along the river, is transitioning to become the headquarters of the United States First Army. As will be discussed later in the report, there is only one logical rail route through the Quad Cities themselves. The Iowa Interstate Railroad operates through the Quad Cities along the river and heads west through Iowa. The Quad Cities are considering at least three potential locations for an Amtrak station. A study now underway supported by several local stakeholders will recommend a site which will then be considered, given available local and other financial support. If Amtrak service were to terminate in the Quad Cities, an overnight storage track of sufficient length along with ample parking and certain other requirements covered elsewhere in the report would be required.

Ten years after the corruption scandal that shook the International Olympic Committee (IOC) in 1999, this article presents the current situation regarding accountability for this non-governmental organization based in Switzerland. The IOC is responsible for ensuring that the Olympic Games are held regularly, and since its foundation has endeavoured to promote sport without discrimination in service of sustainable human development and a better world. Olympic accountability is examined by means of four facets within a theoretical framework. The analysis of each of them shows that although considerable progress has been made by the IOC since 1999, improvements regarding accountability remain both possible and desirable. A mechanism for making improvements is proposed in the Conclusion.

- Today more than ever, economic development can't go ahead without consideration for our natural environment. This lays us with the question of how to maintain the competitiveness of an economy, and at the same time to manage the impact of it on the natural frame. This research aims to investigate this question through public policies fostering economy, more specifically through the regional policy. Must one trust the neo-classical way, as the actual situation let's think about it, reinforce the position of an economy within a socio- environmental frame or moreover reinvent our economical modus regarding development? In this case, an assessment of the Swiss regional policy is lead through three strategies of economic development. First, there is the knowledge economy. It is the core concept of the actual philosophy regarding regional policy. Second, there is the industrial ecology which aims to promote an eco-compatible economic development. Last, there is the functional economy, which proposes to maximize the efficiency of every used unit of natural resources by limiting in particular the notion of propriety. Through an analytic frame built on the model of geographies of greatness (géographies de la grandeuή, the three strategies are confronted to the objectives of the Swiss new regional policy (NRP) as well as its implementation. It turns out that actually, the strategy laying on the knowledge economy happens to be the best solution in order to promote a sustainable economic development. Nevertheless, with few adaptations, the other strategies could be pregnant as well. What we can see is that key- elements are here the innovation, as well as the spatial and temporal dimensions of these strategies. We recommend therefore to adopt a territorialised approach of economic development, with a project-based logic as meant by Boltanski & Chiapello. We are convinced that only propositions which are able to unit actors, and with an integrated point of view, have a chance to promote economic development in harmony with our environmental frame.
