Iowa’s Statewide Transportation Improvement Program (STIP) has been developed in conformance with the guidelines prescribed by 23 USC. The STIP is generated to provide the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) a listing of all projects that are candidates for federal aid from the FHWA and FTA for four federal fiscal years (FFY). Preceding the listings of federal-aid candidates are general comments concerning Iowa’s public participation process for selection of federal-aid projects and the basis for funding the proposed projects. Documents evidencing the Iowa Department of Transportation’s (Iowa DOT) authority to act concerning matters related to transportation, federal-aid expenditures and approvals of Metropolitan Planning Organizations’ (MPOs) Transportation Improvements Programs (TIPs) have been provided in past STIP’s and can be provided again upon request. The projects identified within the 2010-2013 STIP are divided into two groups. Projects proposed for funding from FHWA programs are shown first. FTA programs follow. Maps are included that identify locations of Iowa DOT District Planners, Metropolitan Planning Organizations (MPOs), Regional Planning affiliations (RPAs), and transit systems.

S'analitzen les funcions de la biblioteca pública previstes en les darreres pautes internacionals sobre la biblioteca pública de l'IFLA/UNESCO. Es destaca que, per poder fer front als nous reptes, la biblioteca pública necessita treballar en una doble perspectiva: el treball en xarxa i el treball de cooperació en el territori. Es consideren els plans municipals de biblioteques com una eina que ha de vetllar per l'adequació del servei bibliotecari a l'entorn on desenvolupa els serveis i per garantir aquest treball necessari de cooperació en el territori i s'analitza la situació a Catalunya pel que fa a l'elaboració de plans municipals de biblioteques. El treball es clou amb una bibliografia temàtica.

Se analizan las funciones de la biblioteca pública previstas en las últimas pautas internacionales IFLA/UNESCO para bibliotecas públicas. Se destaca que, para poder hacer frente a los nuevos retos, la biblioteca pública necesita trabajar en una doble perspectiva: el trabajo en red y el trabajo de cooperación en el territorio. Se consideran los planes municipales de bibliotecas como una herramienta que ha de velar por la adecuación del servicio bibliotecario al entorno en el que se desarrollan los servicios y que deben asimismo garantizar el trabajo de cooperación de la biblioteca pública en el territorio. Se analiza la situación en Cataluña en lo que se refiere a la elaboración de planes municipales de bibliotecas. El trabajo concluye con una bibliografía temática.

Els canvis que s'estan produint a les universitats provocats per l'adaptació dels estudis a l'anomenat Espai Europeu d'Educació Superior (EEES), que ha de fer-se realitat l'any 2010, representen també un gran repte per a les biblioteques universitàries, que estan treballant per adaptar els seus recursos i serveis a les noves exigències de l'educació superior. Les biblioteques han establert models organitzatius i de col·laboració que, en un entorn marcat per l'ús intensiu de les tecnologies de la informació i pel fenomen de l'èxit de cercadors com Google, han de permetre superar amb èxit reptes com ara el suport al desenvolupament dels nous plans d'estudi dissenyats per competències tot potenciant i introduint la formació dels usuaris en l'adquisició d'habilitats informacionals; el disseny de sistemes d'informació robustos que donin suport a la producció científica i acadèmica dels investigadors i dels professors i li aportin valor, mitjançant dipòsits oberts d'informació i de documentació; la personalització dels serveis o l'adaptació dels espais a un model educatiu centrat en l'aprenentatge actiu de l'estudiant. Aquest article resumeix les principals actuacions i reptes de futur que recull amb detall l'informe encarregat per l'Associació Catalana d'Universitats Públiques (ACUP) als directors de les biblioteques, en el marc de l'elaboració del futur llibre blanc de les universitats.

Most studies analysing the infrastructure impact on regional growth show a positive relationship between both variables. However, the public capital elasticity estimated in a Cobb-Douglas function, which is the most common specification in these works, is sometimes too big to be credible, so that the results have been partially desestimated. In the present paper, we give some new advances on the real link between public capital and productivity for the Spanish regions in the period 1964-1991. Firstly, we find out that the association for both variables is smaller when controlling for regional effects, being industry the sector which reaps the most benefits from an increase in the infrastructural dotation. Secondly, concerning to the rigidity of the Cobb-Douglas function, it is surpassed by using the variable expansion method. The expanded functional form reveals both the absence of a direct effect of infrastructure and the fact that the link between infrastructure and growth depends on the level of the existing stock (threshold level) and the way infrastructure is articulated in its location relative to other factors. Finally, we analyse the importance of the spatial dimension in infrastructure impact, due to spillover effects. In this sense, the paper provides evidence of the existence of spatial autocorrelation processes that may invalidate previous results.

This paper is aimed at describing the impact of infrastructure on the economic evolution of Central Pyrenees (i.e., Huesca and the Catalan"Alt Pirineu"). The text analyses if investment in railways, roads and dams favoured economic development or, on the contrary, was just an instrument to extract domestic resources. The paper distinguishes among three different periods. Firstly, during the second half of the nineteenth century and the first few years of the twentieth century, the lack of railway connections prevented the economic development of the area. Secondly, between the first decades of the twentieth century and 1975, a road network was set up that reinforced the economic decadence of the most depressed valleys, and the construction of large dams was a powerful factor of depopulation all over the region. Finally, from 1975 onwards, some trends may be observed towards the correction of the previous policies.

Develop, in conjunction with the regional planning affiliations and metropolitan planning organizations and other stakeholder groups, a process to exchange STP federal funds for Primary Highway System funds for the purpose of reducing the number of small projects that have to meet onerous federal requirements. In order to implement this recommendation, legislative action is required to eliminate the restriction on using Primary Road Fund revenue on local jurisdiction roadways in exchange for a portion of their federal STP funding. This past session, Iowa DOT worked with legislators to introduce a bill in both the House and the Senate to eliminate this Code restriction. Bills were discussed at the subcommittee level in both the House and Senate but did not proceed because of the need to have further discussions with impacted parties. Prior to next session, discussions will occur amongst all impacted parties to reach consensus on how this recommendation could be implemented. With that consensus in place prior to next session, it is anticipated that the bills can be reintroduced next session.

Els estudis sobre territoris iberics -no sobre arees territorials més o menys coherents, com l'estudi classic de Llobregat (1972) sobre la Contestania o el de Lillo (1981) sobre l'area murciana, que són una altra COsa- compten ja amb una tradició relativament llarga, des deis primers treballs de F. Burillo (1982) sobre la val! mitjana de l'Ebre i els d' A. Ruiz i M. Molinos (1984) al' Alt Guadalquivir, posteriorment els de J. Bernabeu, H. Bonet, P. Guerin i C. Mata a l'Edetania (en particular, Bonet, 1995) i els que diferents autors han realitzat a les arees costaneres de Catalunya (Martín i Plana, 2001). El trebal! d'Ignacio Grau Mira s'insereix plenament dins d'aquesta tradició i, com és lógic, se'n beneficia en gran mesura.

The field of mobility studies examines social phenomena through the lens of movement. In this perspective, societies are regarded as being constantly reconfigured as they are shaped by a series of mobile entities (capital, people, information). This book engages critically with many of the claims and challenges of mobility studies by providing empirically rich reports of mobilities and their limitations. Instead of assuming a seamless world of flows, the volume foregrounds questions of power, inequality, and moorings as integral to the movement of capital, goods, images, practices, or people. It brings together the work of several internationally renowned scholars, who engage with these movements at critical sites. This is the first book to provide a critical and interdisciplinary view of mobilities covering a broad range of issues rather than a single domain. The chapters deal with current and important issues, such as organ transplants, illegal migrations, urban globalization, international policies of higher education institutions, and scientific diasporas. As a whole, the book provides new insights into how power relations shape mobilities and societies.

This article proposes a synthetic examination of the modifications that can be found in the official City of Barcelona publications regarding urban transformations in the city in the last 20 years. The main objective is to understand the relationship between urban planning projects and the books published by the city’s various administrations, as well as correspondent urban and social policies. An attempt is made to analyse what has been the programmatic development in light of similar parameters of comparison based on a hypothesis in which the publications, like the projects, have a double role of synthesis with respect to the past and the construction of a collective imaginary on the city regarding the future
