Purpose/objectives: This paper seeks to investigate whether performance management (PM) framework adopted in Portuguese local government (PLG) fit the Otley’s PM framework (1999). In particularly, the research questions are (1) whether PM framework adopted in PLG (SIADAP) fit the Otley´s framework, and (2) how local politicians (aldermen) see the operation of performance management systems (PMS) in PLG (focusing on the goal-setting process and incentive and reward structures). Theoretical positioning/contributions: With this paper we intend to contribute to literature on how the Otley’s PM framework can guide empirical research about the operation of PMS. In particular, the paper contributes to understand the fit between PMS implemented in PLG and the Otley´s PM framework. The analysis of this fit can be a good contribution to understand if PMS are used in PLG as a management tool or as a strategic response to external pressures (based on interviews conducted to aldermen). We believe that the Otley’s PM framework, as well as the extended PM framework presented by Ferreira and Otley (2009), can provide a useful research tool to understand the operation of PMS in PLG. Research method: The first research question is the central issue in this paper and is analyzed based on the main reforms introduced by Portuguese government on PM of public organizations (like municipalities). On the other hand, interviews conducted on three larger Portuguese municipalities (Oporto, Braga, and Matosinhos) show how aldermen see the operation of PMS in PLG, highlighting the goals setting process with targets associated and the existing of incentive and reward structures linked with performance. Findings: Generally we find that formal and regulated PM frameworks in PLG fit the main issues of the Otley’s PM framework. However, regarding the aldermen perceptions about PMS in practice we find a gap between theory and practice, especially regarding difficulties associated with the lack of a culture of goals and targets setting and the lack of incentive and reward structures linked with performance.
Initial performance of corn in response to treatment of seeds with humic acids isolated from bokashi

ABSTRACT The humified organic matter presents bioactivity similar to the auxinic effect. As bokashi is produced by a special process of humification, information is needed about the bioactive potential of its humic acids. The objective of this work was studying the initial performance of corn-indicator plants in response to the application of different concentrations of humic acids isolated from bokashi. The corn seeds were treated for 16 hours with solutions containing 0, 10, 20, 30, 40 and 80 mmol L-1 of C in the form of humic acids. Then, the seeds were planted in pots of 1 dm3 containing corrected and fertilized soil, in greenhouse. Growth characteristics of shoot and root systems were evaluated. The results showed that the humic acids extracted from bokashi had positive effects on the initial performance of corn.

This paper studies the use of results oriented performance information (outputs and outcomes) by local elected politicians (aldermen) in top managers’ performance evaluation. The main goal is to understand the top managers’ performance evaluation process conducted by Portuguese aldermen and to identify the dominant evaluation style. In line with Bogt (2001), an exploratory field research was developed in three large municipalities: Porto, Braga and Matosinhos. We intend to answer the following research questions: to what extent are local politicians (aldermen) 1 using results information (about outputs and outcomes) to evaluate top managers’ performance? Do aldermen give any importance to quantitative output information and report them on current planning and control documents? Will the output performance information be used on performance evaluation in a different way concerning policy field (task orientation)? Based on the Hopwood evaluation styles (adapted from the private to the public sector by Bogt, 2001), we have found that the performance evaluation process of top managers is more featured by the ‘operations-conscious styles’ (or ‘implicit style’). Portuguese aldermen recognize the importance to quantify outputs and outcomes, but these days they focus on the information about activities and the realized operations when they evaluate performance. We haven´t found significant differences between different tasks (some exceptions for culture and environment areas). However, the municipality of Matosinhos paid more attention on quantitative performance information. This finding is reinforced by the quality of quantitative data on outputs reported on its management report. Generally speaking, aldermen are aware that more attention should be paid to quantitative information about results and performance, taking into account recent reforms introduced in Portuguese municipalities (PLG) on this field, but the ‘implicit’ style is dominant.

Introduction and Objectives. Laparoscopic surgery has undeniable advantages, such as reduced postoperative pain, smaller incisions, and faster recovery. However, to improve surgeons’ performance, ergonomic adaptations of the laparoscopic instruments and introduction of robotic technology are needed. The aim of this study was to ascertain the influence of a new hand-held robotic device for laparoscopy (HHRDL) and 3D vision on laparoscopic skills performance of 2 different groups, naïve and expert. Materials and Methods. Each participant performed 3 laparoscopic tasks—Peg transfer, Wire chaser, Knot—in 4 different ways. With random sequencing we assigned the execution order of the tasks based on the first type of visualization and laparoscopic instrument. Time to complete each laparoscopic task was recorded and analyzed with one-way analysis of variance. Results. Eleven experts and 15 naïve participants were included. Three-dimensional video helps the naïve group to get better performance in Peg transfer, Wire chaser 2 hands, and Knot; the new device improved the execution of all laparoscopic tasks (P < .05). For expert group, the 3D video system benefited them in Peg transfer and Wire chaser 1 hand, and the robotic device in Peg transfer, Wire chaser 1 hand, and Wire chaser 2 hands (P < .05). Conclusion. The HHRDL helps the execution of difficult laparoscopic tasks, such as Knot, in the naïve group. Three-dimensional vision makes the laparoscopic performance of the participants without laparoscopic experience easier, unlike those with experience in laparoscopic procedures.

No âmbito deste trabalho proponho-me elaborar um estudo sobre o conceito da Responsabilidade Social Empresarial no setor das telecomunicações, e ilustrar algumas das vantagens inerentes à adoção de um comportamento empresarial socialmente responsável, que contribui por sua vez para o entendimento, comunicação, divulgação e crescimento da estratégia empresarial neste setor. Procurarei expor, que a estratégia de RSE, sendo acolhida voluntariamente e recebendo o apoio de todos stakeholders poderá gerar um reforço da imagem, reputação, distinção da concorrência (devido à criação do produto social com valor) e confiança do consumidor sendo algumas das vantagens identificadas e peças fundamentais para o sucesso de uma empresa. Propus-me analisar o caso de estudo das empresas PT, TIM, Telefónica, América Móvil e China Mobile. O principal objetivo deste estudo consiste em compreender a performance das empresas anteriores, relativamente às ações de responsabilidade social, na dimensão social.

Existing studies on global sourcing strategy have implicitly adopted a cJosed-systems perspective in which sourcing activities are managed within a multinational company across national boundaries. Produd and process innovations and components procurement that are jointly managed by a consortium of cooperating firms have not been examined. In this paper, we empiricallyexamine the issues concerning sourcing partnerships in an open-systems perspective. Findings suggest that even in a sourcing partnership arrangement with a foreign supplier, the principal firm's ability to procure and control the supply of major components has a positive bearing on its market performance.

Este artigo tem como objetivo avaliar a influência do perfil estratégico e do nível de percepção ambiental de gestores sobre a efetividade organizacional de suas empresas. O modelo proposto pela pesquisaé analisado e são discutidos os resultados obtidos com sua aplicação em empresas industriais de médio porte e hospitais da rede privada, localizados em Belo Horizonte. Foram aplicados questionários ao nível gerencial, e os dados, tratados com o uso de estatística multivariada. Os resultados obtidos indicam a existência de causalidade entre capacidade de percepção ambiental e o uso de estratégias prospectivas com a variável efetividade organizacional. Os gestores das organizações pesquisadas revelaram-se apenas medianamente seguros para analisar e oferecer respostas ao ambiente. O perfil estratégico das empresas privilegiou o uso de estratégias prospectivas para enfrentar a concorrência, e, paradoxalmente, houve maior preferência por posturas defensivas para gerir a estrutura e os processos internos.

A abordagem VBR, visão baseada em recursos da empresa (resource-based view of the fi rm), para desenvolver e explorar os benefícios que os recursos internos podem oferecer às empresas, tem sido um tema de impacto na literatura da área de Administração Estratégica. Tem havido grande interesse no papel que os recursos internos da empresa podem assumir na criação de vantagem competitiva, em especial no seu impacto na performance de inovação. Visando um aprofundamento desse tema, este artigo teve como objetivo principal a avaliação da relação de recursos da empresa com a performance de inovação, com ênfase em recursos como a orientação para o mercado, as capacidades gerenciais, a capacidade de conexão com os clientes, os ativos de recursos humanos e a capacidade de inovação. Para tanto, um modelo teórico foi desenvolvido e testado pela aplicação da técnica de modelagem de equações estruturais, em um estudo que envolveu empresas de diversos setores econômicos do Brasil. Os resultados do estudo expõem alguns caminhos pelos quais os recursos, ativos e habilidades empresariais infl uenciam a performance da inovação nas organizações.

O relacionamento entre empresas constitui importante questão na gestão de cadeias de suprimentos. Vários aspectos relacionados ao fluxo e à troca de informações ao longo da cadeia são considerados como tendo influência decisiva no sucesso desse relacionamento. O objetivo central deste trabalho foi estruturar e testar alguns modelos de vínculos entre aspectos dessa natureza com o desempenho e com o relacionamento comprador-fornecedor na cadeia de suprimentos. Foram investigados aspectos pertinentes à comunicação e ao uso de tecnologia da informação no relacionamento entre as empresas. A relação do desempenho com o relacionamento também foi investigada. A pesquisa realizada foi calcada em dados empíricos apurados por meio da modelagem de equações estruturais. Os resultados mostram que alguns aspectos contribuem de forma significativa para o sucesso do relacionamento, enquanto outros, que a priori seriam considerados importantes, não evidenciam contribuição.
