Esta investigación presenta un modelo de gestión para el ámbito público local enmarcado en la Nueva Gestión Pública que aboga por una gestión más eficaz, eficiente y transparente, y que pone el acento en la consideración del administrado como cliente y en las capacidades gerenciales y de liderazgo de los directivos públicos por encima de la función burocrática clásica. Asumiendo el concepto de comunidad política, en el que los ciudadanos y los gobernantes son corresponsables de la concertación política y social, y se pone en valor el conocimiento de la sociedad civil para la toma de decisiones, este modelo se expresa a través de un plan de acción para el desarrollo local que incorpora la estrategia empresarial “gestión por proyectos”, entendidos éstos como todos los proyectos que recogen las necesidades e ideas de los afectados, y que de alguna manera contribuyen al cambio o ayudan a transformar la realidad para la mejora de la calidad de vida. La realidad objeto de estudio que inspira este modelo es el primer plan de inversiones llevado a cabo en los distritos madrileños de Villaverde y Usera. Las características propias de este plan fueron la voluntad y la habilidad de los poderes públicos para transformar una movilización social reivindicativa en un proceso de planificación como aprendizaje social, integrando a los ciudadanos en un innovador sistema de gestión de responsabilidad compartida. El resultado fue considerado un éxito, ya que se cumplió el objetivo de reequilibrio social y económico de ambos distritos con el conjunto de la ciudad de Madrid, gracias a las infraestructuras y equipamientos construidos, y a los programas sociales implementados. De hecho, al concluir el plan, los problemas que originaron la movilización social apenas tenían relevancia: droga (5%), falta de equipamientos (3%) y baja calidad de vida (5%). A raíz del aprendizaje de esta experiencia desarrollada durante el período 1998‐ 2003, se construyó una metodología de actuación que se ha materializado en los actuales Planes especiales de actuación en distritos y Planes de Barrio de la ciudad de Madrid. Las evaluaciones realizadas hasta ahora determinan que se está logrando una homogeneización territorial en la oferta municipal de bienes, servicios y equipamientos públicos, lo que contribuye a una mayor equidad económica y social, en definitiva, a una mejor calidad de vida. ABSTRACT This research presents a management model for the public sector local framed in the New Public Management that advocates a public management more effective, efficient and transparent, and that puts the accent on the consideration of the citizen as client and in managerial and leadership skills of public managers over the classic bureaucratic function. Embracing the concept of political community, in which citizens and governments are jointly responsible for the political and social dialogue, and highlights the knowledge of the civil society to the decision‐making, this model is expressed through an action plan for local development that incorporates the business strategy "management by projects', understood these as all the projects that reflected the needs and ideas of those affected, and that in some way contribute to the change or help to transform the reality for the improvement of the quality of life. The reality which is subject of study and inspires this model is the first investment plan carried out in the districts of Madrid Villaverde and Usera. The characteristics of this plan were the will and the ability of the public authorities to transform a social mobilization in a planning process as social learning, integrating to citizens in an innovative system of management of shared responsibility. The result was considered a success, since the target was met for social and economic balance of the two districts with the whole of the city of Madrid, thanks to the built infrastructure and equipment, and the social programs implemented. In fact, at the end of the plan, the problems that led to the social mobilization had little relevance: drugs (5 %), lack of equipment (3 %) and low quality of life (5 %). As a result of learning from this experience developed during the period 1998‐ 2003, was built a methodology of performance which has been materialized in the current plans for special action in districts and plans of neighborhood of the city of Madrid. The evaluations conducted until now determine that the plans are achieving a territorial homogenization in the municipal supply of goods, services and public facilities, which contributes to a better economic and social equity, ultimately, to a better quality of life.

Information and Communication Technologies can support Active Aging strategies in a scenario like the Smart Home. This paper details a person centered distributed framework, called TALISMAN+, whose aim is to promote personal autonomy by taking advantage of knowledge based technologies, sensors networks, mobile devices and internet. The proposed solution can support an elderly person to keep living alone at his house without being obliged to move to a residential center. The framework is composed by five subsystems: a reasoning module that is able to take local decisions at home in order to support active aging, a biomedical variables telemonitorisation platform running on a mobile device, a hybrid reasoning middleware aimed to assess cardiovascular risk in a remote way, a private vision based sensor subsystem, and a secure telematics solution that guarantees confidentiality for personal information. TALISMAN+ framework deployment is being evaluated at a real environment like the Accessible Digital Home.

In the last decades, neuropsychological theories tend to consider cognitive functions as a result of the whole brainwork and not as individual local areas of its cortex. Studies based on neuroimaging techniques have increased in the last years, promoting an exponential growth of the body of knowledge about relations between cognitive functions and brain structures [1]. However, so fast evolution make complicated to integrate them in verifiable theories and, even more, translated in to cognitive rehabilitation. The aim of this research work is to develop a cognitive process-modeling tool. The purpose of this system is, in the first term, to represent multidimensional data, from structural and functional connectivity, neuroimaging, data from lesion studies and derived data from clinical intervention [2][3]. This will allow to identify consolidated knowledge, hypothesis, experimental designs, new data from ongoing studies and emerging results from clinical interventions. In the second term, we pursuit to use Artificial Intelligence to assist in decision making allowing to advance towards evidence based and personalized treatments in cognitive rehabilitation. This work presents the knowledge base design of the knowledge representation tool. It is compound of two different taxonomies (structure and function) and a set of tags linking both taxonomies at different levels of structural and functional organization. The remainder of the abstract is organized as follows: Section 2 presents the web application used for gathering necessary information for generating the knowledge base, Section 3 describes knowledge base structure and finally Section 4 expounds reached conclusions.

This paper presents the knowledge model of a distributed decision support system, that has been designed for the management of a national network in Ukraine. It shows how advanced Artificial Intelligence techniques (multiagent systems and knowledge modelling) have been applied to solve this real-world decision support problem: on the one hand its distributed nature, implied by different loci of decision-making at the network nodes, suggested to apply a multiagent solution; on the other, due to the complexity of problem-solving for local network administration, it was useful to apply knowledge modelling techniques, in order to structure the different knowledge types and reasoning processes involved. The paper sets out from a description of our particular management problem. Subsequently, our agent model is described, pointing out the local problem-solving and coordination knowledge models. Finally, the dynamics of the approach is illustrated by an example.

El presente estudio se fundamenta en la investigación-acción-participativa (IAP), para buscar alternativas que tiendan al desarrollo local de un territorio. Se centra en la cuenca hidrográfica del rio Manglaralto-Santa Elena-Ecuador, aplicando un sistema metodológico participativo que considera las características peculiares del territorio, que se analizan geoespacialmente reconociendo la influencia de la dinámica de sus cambios y observando los móviles que la propiciaban. A través de mecanismos participativos, se conectan los aspectos técnicos para el conocimiento y el aprovechamiento racional del acuífero costero, con los valores de los habitantes del territorio, para mejorar su abastecimiento de agua y crear nuevas condiciones y oportunidades en el camino del desarrollo local, vislumbrando la sostenibilidad. Cabe indicar que el ente administrativo y propulsor es la Junta de Agua Potable Regional Manglaralto (JAPRM). La hipótesis del estudio considera, que los métodos participativos generan en la comunidad una respuesta basada en su identidad y sus deseos de mejorar, que propiciará una gestión del acuífero costero que conlleve al desarrollo local. Otra hipótesis complementaria estipula que las estrategias del gobierno respecto al turismo propicia un crecimiento en la demanda del agua del acuífero. En Manglaralto-Ecuador, una parroquia de 30.000 habitantes aproximadamente, donde la JAPRM, administra y suministra agua a 23.586 habitantes que cuenta en su organización, llevada por 6 representantes de las comunidades rurales que la conforman, empezaron hace 7 años a buscar una forma de lograr un cambio, de tener agua para el desarrollo de la comunidad. Buscaron ayuda por diferentes medios, políticos, económicas, sociales y encontraron como base fundamental a la cooperación con el Organismo Internacional de Energía Atómica (OIEA) y la Escuela Superior Politécnica del Litoral (ESPOL) para entrelazar aspectos técnicos, ambientales, sociales y culturales. La gestión del acuífero costero, desde la perspectiva del IAP repercute en el desarrollo de Manglaralto. También se realiza un análisis geoespacial-geoestadístico, para vislumbrar aspectos de cambios en el territorio ligados al crecimiento turístico, que afectan a la demanda del recurso agua proveniente del acuífero costero bajo la administración de la JAPRM. La tesis presenta el modelo integral y propio de la comunidad de Manglaralto, que refleja una evolución que alcanzó un apogeo en 2011 y parte del 2012, con 9 pozos de agua que daban servicio los 365 días del año, 24 horas al día ininterrumpidamente. Las condiciones externas (promociones turísticas de la ruta del Spondylus) han repercutido en nuevas problemáticas (crecimiento elevado de la demanda del agua). El acuífero costero se convierte en el emblema y móvil de solución, gracias a la gestión integral y a la interacción IAP que se amolda a la evolución de las condiciones, buscando soluciones para la comunidad y su entorno. El modelo integral del territorio con la participación de sus pobladores, considera el aspecto turístico, como un agente que propicia la mayor demanda del agua. Situación a la que hay que dar respuesta mediante la observación-reflexión en el ciclo del IAP para generar nuevas directrices estratégicas y gestionar el desarrollo local. ABSTRACT The present study is based on the participatory action research (PAR) methodology in order to look for alternatives which tend to the local development of a territory. It focuses on the Manglaralto hydrographic river basin located in Santa Elena-Ecuador through the application of the participatory methodology which considers the peculiar characteristics of the territory. These are geospatially analyzed recognizing the influence of its dynamic of changes and observing the causes that originated them. Through the use of participatory mechanisms, technical aspects are connected for stimulating knowledge and rational use of the coastal aquifer with the values of inhabitants of the territory to improve the water supply and create new conditions of sustainability. It is important to point out that the administrative organism and promoter is the Manglaralto Regional Fresh Water Board (JAPRM). In Manglaralto-Ecuador, a parish of approximately 30,000 inhabitants, the MRFWB manages and supplies water to 23.586 inhabitants. This organization is composed by 6 representatives of rural communities. It started 7 years ago looking for a way to achieve a change, from obtaining water to developing the community. They seeked for help in different fields such as: political, economic and social and they found International Atomic Energy Agency (IAEA) and Escuela Superior Politécnica del Litoral (ESPOL) as a fundamental basis for cooperation to bond technical, environmental, social and cultural aspects. Management of coastal aquifer, from the PAR perspective affects the development of Manglaralto. Also, a geospatial and geostatistical analysis is carried out to distinguish change aspects in territories related to touristy growth which affects the demand of water obtained from the coastal aquifer under the management of the MRFWB. The thesis presents a comprehensive model that belongs to the Manglaralto community and reveals an evolution that reached a peak in 2011 and part of 2012, with 9 water wells that operated the 365 days of the year 24 hours a day without interruption. The external conditions (touristic packages of Spondylus route) have created new problems (higher demand of water). The coastal aquifer is a symbol and solution, thanks to the comprehensive management and PAR interaction which fits the evolution of conditions, looking for solutions for the community and its surroundings. The comprehensive model of territory with the participation of inhabitants considers the touristic aspect as an agent which brings about a higher demand of water. This situation requests a response through the observation-reflection in the PAR cycle to generate new strategic guidelines and promote the local development.

Una de las características de la cartografía y SIG Participativos (SIGP) es incluir en sus métodos a la sociedad civil para aportar contenidos cualitativos a la información de sus territorios. Sin embargo no sólo se trata de datos, sino de los efectos que pueden tener estas prácticas sobre el territorio y su sociedad. El acceso a esa información se ve reducida en contraste con el incremento de información difundida a través de servicios de visualización, geoinformación y cartografía on-line. Todo esto hace que sea necesario el análisis del alcance real de las metodologías participativas en el uso de Información Geográfica (IG) y la comparación desde distintos contextos geográficos. También es importante conocer los beneficios e inconvenientes del acceso a la información para el planeamiento; desde la visibilidad de muchos pueblos desapercibidos en zonas rurales y periféricas, hasta la influencia en programas de gobierno sobre la gestión del territorio pasando por el conocimiento local espacial. El análisis se centró en los niveles de participación de la sociedad civil y sus grados de accesibilidad a la información (acceso y uso), dentro del estudio de los SIGP, Participatory Mapping, además se estudió de los TIG (Tecnologías de Información Geográfica), cartografías on-line (geoweb) y plataformas de geovisualización espacial, como recursos de Neocartografía. En este sentido, se realizó un trabajo de campo de cartografía participativa en Bolivia, se evaluaron distintos proyectos SIGP en países del norte y sur (comparativa de contextos en países en desarrollo) y se analizaron los resultados del cruce de las distintas variables.(validación, accesibilidad, verificación de datos, valor en la planificación e identidad) La tesis considera que ambos factores (niveles de participación y grado de accesibilidad) afectan a la (i) validación, verificación y calidad de los datos, la (ii) valor analítico en la planificación, y al (iii) modelo de identidad de un lugar, y que al ser tratados de forma integral, constituyen el valor añadido que los SIGP pueden aportar para lograr una planificación efectiva. Asimismo se comprueba, que la dimensión participativa en los SIGP varía según el contexto, la centralización de sus actores e intereses sectoriales. La información resultante de las prácticas SIGP tiende a estar restringida por la falta de legislaciones y por la ausencia de formatos estándar, que limitan la difusión e intercambio de la información. Todo esto repercute en la efectividad de una planificación estratégica y en la viabilidad de la implementación de cualquier proyecto sobre el territorio, y en consecuencia sobre los niveles de desarrollo de un país. Se confirma la hipótesis de que todos los elementos citados en los SIGP y mapeo participativo actuarán como herramientas válidas para el fortalecimiento y la eficacia en la planificación sólo si están interconectadas y vinculadas entre sí. Se plantea una propuesta metodológica ante las formas convencionales de planificación (nueva ruta del planeamiento; que incluye el intercambio de recursos y determinación participativa local antes de establecer la implementación), con ello, se logra incorporar los beneficios de las metodologías participativas en el manejo de la IG y los SIG (Sistemas de Información Geográfica) como instrumentos estratégicos para el desarrollo de la identidad local y la optimización en los procesos de planeamiento y estudios del territorio. Por último, se fomenta que en futuras líneas de trabajo los mapas de los SIGP y la cartografía participativa puedan llegar a ser instrumentos visuales representativos que transfieran valores identitarios del territorio y de su sociedad, y de esta manera, ayudar a alcanzar un mayor conocimiento, reconocimiento y valoración de los territorios para sus habitantes y sus planificadores. ABSTRACT A feature of participatory mapping and PGIS is to include the participation of the civil society, to provide qualitative information of their territories. However, focus is not only data, but also the effects that such practices themselves may have on the territory and their society. Access to this information is reduced in contrast to the increase of information disseminated through visualization services, geoinformation, and online cartography. Thus, the analysis of the real scope of participatory methodologies in the use of Geographic Information (GI) is necessary, including the comparison of different geographical contexts. It is also important to know the benefits and disadvantages of access to information needed for planning in different contexts, ranging from unnoticed rural areas and suburbs to influence on government programs on land management through local spatial knowledge. The analysis focused on the participation levels of civil society and the degrees of accessibility of the information (access and use) within the study of Participatory GIS (PGIS). In addition, this work studies GIT (Geographic Information Technologies), online cartographies (Geoweb) and platforms of spatial geovisualization, as resources of Neocartography. A participatory cartographic fieldwork was carried out in Bolivia. Several PGIS projects were evaluated in Northern and Southern countries (comparatively with the context of developing countries), and the results were analyzed for each these different variables. (validation, accessibility, verification,value, identity). The thesis considers that both factors (participation levels and degree of accessibility) affect the (i) validation, verification and quality of the data, (ii) analytical value for planning, and (iii) the identity of a place. The integrated management of all the above cited criteria constitutes an added value that PGISs can contribute to reach an effective planning. Also, it confirms the participatory dimension of PGISs varies according to the context, the centralization of its actors, and to sectorial interests. The resulting information from PGIS practices tends to be restricted by the lack of legislation and by the absence of standard formats, which limits in turn the diffusion and exchange of the information. All of this has repercussions in the effectiveness of a strategic planning and in the viability of the implementation of projects about the territory, and consequentially in the land development levels. The hypothesis is confirmed since all the described elements in PGISs and participatory mapping will act as valid tools in strengthening and improving the effectivity in planning only if they are interconnected and linked amongst themselves. This work, therefore, suggests a methodological proposal when faced with the conventional ways of planning: a new planning route which includes the resources exchange and local participatory determination before any plan is established -. With this, the benefits of participatory methodologies in the management of GI and GIS (Geographic Information Systems) is incorporated as a strategic instrument for development of local identity and optimization in planning processes and territory studies. Finally, the study outlines future work on PGIS maps and Participatory Mapping, such that these could eventually evolve into visual representative instruments that transfer identity values of the territory and its society. In this way, they would contribute to attain a better knowledge, recognition, and appraisement of the territories for their inhabitants and planners.

Trata-se de um estudo sobre as rádios e televisões comunitárias em Moçambique. São investigadas as ações implementadas tanto pelo governo como pela sociedade civil, bem como o significado que essas emissoras têm para as populações locais. O objetivo é analisar a importância e a contribuição das rádios e televisões comunitárias para a conscientização das populações moçambicanas e para a realização com vistas ao desenvolvimento local. A metodologia privilegiou a pesquisa bibliográfica e documental, além de entrevistas semi-estruturadas junto a coordenadores das emissoras, entre outros. Foram estudadas 8 emissoras sediadas nas províncias de Zambézia, Sofala, Inhambane, Maputo e Maputo Cidade, de 2004 a 2005, além de ter sido feito um breve resgate do percurso histórico da comunicação em Moçambique nos últimos 15 anos, desde a promulgação da primeira Lei de Imprensa aprovada pela Assembléia da República. Conclui-se que as rádios e a televisões comunitárias são instrumentos de educação e conscientização das pessoas das comunidades investigadas. Elas desempenham um papel importante na vida dos cidadãos, mobilizando-os a se envolverem nas ações de combate à pobreza absoluta que se vive no seu país. São bens comunitários contribuindo para o desenvolvimento sustentável das próprias comunidades

The present study aims to inventory and analyse the ethnobotanical knowledge about medicinal plants in the Serra de Mariola Natural Park. In respect to traditional uses, 93 species reported by local informants were therapeutic, 27 food, 4 natural dyes and 13 handcrafts. We developed a methodology that allowed the location of individuals or vegetation communities with a specific popular use. We prepared a geographic information system (GIS) that included gender, family, scientific nomenclature and common names in Spanish and Catalan for each species. We also made a classification of 39 medicinal uses from ATC (Anatomical, Therapeutic, Chemical classification system). Labiatae (n=19), Compositae (n=9) and Leguminosae (n=6) were the families most represented among the plants used to different purposes in humans. Species with the most elevated cultural importance index (CI) values were Thymus vulgaris (CI=1.431), Rosmarinus officinalis (CI=1.415), Eryngium campestre (CI=1.325), Verbascum sinuatum (CI=1.106) and Sideritis angustifolia (CI=1.041). Thus, the collected plants with more therapeutic uses were: Lippia triphylla (12), Thymus vulgaris and Allium roseum (9) and Erygium campestre (8). The most repeated ATC uses were: G04 (urological use), D03 (treatment of wounds and ulcers) and R02 (throat diseases). These results were in a geographic map where each point represented an individual of any species. A database was created with the corresponding therapeutic uses. This application is useful for the identification of individuals and the selection of species for specific medicinal properties. In the end, knowledge of these useful plants may be interesting to revive the local economy and in some cases promote their cultivation.

In the tropics, bats are an essential component of many native ecosystems, through providing various ecological services including pollination and insect pest control, in addition to seed dispersal. Many Philippine bat species roost in caves and underground habitats. However, many caves are disturbed by people, to exploit resources for food, recreation, and mineral and guano extraction. The misunderstanding of the importance of bats to the ecosystem is also considered a threat to many cave roosting species. Understanding the conflicts between humans and ecosystems which provide essential services is important to maintain ecosystem service provision. A total of 100 local respondents from the village of Pisan, Kabacan North Cotabato in south central Mindanao were interviewed through semi-structured interviews and focus group discussions. Respondents were asked about their views, levels of knowledge, use, interaction, and awareness towards both the caves and bats in their locality. Our survey found that most of the respondents are aware of the presence of bats from the caves in their locality. Unfortunately, a large proportion of the respondents noted that bats are hunted in caves for bush meat and trade, and most people perceived bats as pest to fruit crops such as durian. These factors are among the main factors of the execution of many bat colonies in caves of south central Mindanao. In general, cave bats are under appreciated species in caves. The unregulated tourism, hunting for bush meat and trade, and guano extraction are among the alarming threats occurring for both caves and bats in the locality and possibly to other localities in the country. Furthermore, the establishment of strong and effective model conservation education programs and the strengthening the participation of local government, academic, and community are essential steps to preserve the current state of cave bats in the area.

Within the expanding city of Brisbane in south-east Queensland, numerous fragments of native and regrowth vegetation are scattered across the largely urbanised landscape. These fragments provide refuge to a great diversity of native wildlife, and, provide residents with the opportunity to experience nature on their doorstep. To assess the diversity and abundance of this wildlife, recent changes in these parameters, and the value of wildlife and bushland fragments to residents of Brisbane, a questionnaire survey was distributed to 300 households each located adjacent to one of 38 urban bushland fragments. A total of 172 surveys (57%) were returned, producing 768 records of 83 fauna species, dominated by birds and mammals; bandicoots were widely reported from the 38 fragments. Several historical records provided evidence of recent local extinctions within fragments, highlighting the continuing declines in various species of native wildlife within Brisbane. Several human-wildlife conflicts were identified, but overall residents were tolerant of such conflicts. Bandicoots were disliked by a small minority (3%) of residents owing to the holes they dig in lawns and gardens in search of food. and their potential as vectors of ticks. Most respondents expressed ail appreciation for the presence of native wildlife (96%) and bushland fragments (97%) in their local area, emphasising the importance of incorporating human dimension values into the management of this urban biodiversity.

Esta pesquisa analisa a TV CÂMARA canal legislativo municipal da cidade de Bauru, SP. Os objetivos foram levantar as formas de uso do canal, analisar o conteúdo da programação produzida e veiculada para a realidade bauruense, suas contribuições sociais na construção da consciência cidadã e a aceitação do canal junto ao telespectador. Os procedimentos metodológicos incluíram a observação participante, que consistiu no acompanhamento interno das atividades do canal de março de 2002 a fevereiro de 2003 e em julho de 2003. A pesquisa documental que ofereceu dados sobre estratégias da programação e entrevistas, as quais permitiram colher informações sobre participação da comunidade nos programas e sua percepção sobre o papel do canal televisivo no município. Conclui-se que o canal abriu um considerável leque de opções na televisão local. A cidade se enxerga quando assiste o canal legislativo. Ainda assim a TV Câmara precisa se solidificar no meio em que atua. A participação da sociedade pode ser ampliada com mais programas e ainda de forma mais direta, inclusive na elaboração de pautas. O mais importante: o canal é um instrumento público.

Estudo sobre a Rádio Comunitária Boa Nova FM do município de Senhora de Oliveira-MG, no que se refere às suas configurações e as relações com a comunidade local. Os objetivos são identificar o sistema de funcionamento da rádio comunitária como forma de compreender até que ponto ela se insere no cotidiano oliveirense e articula a movimentação local, sobretudo em períodos eleitorais; averiguar o tipo de informação veiculada; observar o sentimento dos ouvintes em relação à mesma. O estudo se baseia em pesquisa bibliográfica para tecer as teorias e nortear todo o processo de pesquisa e no estudo de caso por meio de procedimentos metodológicos como a pesquisa documental, a pesquisa participante e entrevistas semi-estruturadas, além de uma pesquisa de recepção junto aos ouvintes. Conclui-se que a rádio Boa Nova, que convive harmoniosamente com a comunicação comunitária estabelecida também pelo alto falante, articula de forma simplória a informação e a cultura local em suas práticas, pois há reprodução de conteúdo da mídia convencional, além de não haver uma participação ampla da associação comunitária que é sua mantenedora. Apesar da falta de conhecimento técnico da maioria dos locutores e da relação político partidária presente na emissora, há compatibilidade entre o que a rádio veicula e o interesse dos ouvintes.

Trata-se de um estudo sobre as rádios e televisões comunitárias em Moçambique. São investigadas as ações implementadas tanto pelo governo como pela sociedade civil, bem como o significado que essas emissoras têm para as populações locais. O objetivo é analisar a importância e a contribuição das rádios e televisões comunitárias para a conscientização das populações moçambicanas e para a realização com vistas ao desenvolvimento local. A metodologia privilegiou a pesquisa bibliográfica e documental, além de entrevistas semi-estruturadas junto a coordenadores das emissoras, entre outros. Foram estudadas 8 emissoras sediadas nas províncias de Zambézia, Sofala, Inhambane, Maputo e Maputo Cidade, de 2004 a 2005, além de ter sido feito um breve resgate do percurso histórico da comunicação em Moçambique nos últimos 15 anos, desde a promulgação da primeira Lei de Imprensa aprovada pela Assembléia da República. Conclui-se que as rádios e a televisões comunitárias são instrumentos de educação e conscientização das pessoas das comunidades investigadas. Elas desempenham um papel importante na vida dos cidadãos, mobilizando-os a se envolverem nas ações de combate à pobreza absoluta que se vive no seu país. São bens comunitários contribuindo para o desenvolvimento sustentável das próprias comunidades
