In 2009, South American military spending reached a total of $51.8 billion, a fifty percent increased from 2000 expenditures. The five-year moving average of arms transfers to South America was 150 percent higher from 2005 to 2009 than figures for 2000 to 2004.[1] These figures and others have led some observers to conclude that Latin America is engaged in an arms race. Other reasons, however, account for Latin America’s large military expenditure. Among them: Several countries have undertaken long-prolonged modernization efforts, recently made possible by six years of consistent regional growth.[2] A generational shift is at hand. Armed Forces are beginning to shed the stigma and association with past dictatorial regimes.[3] Countries are pursuing specific individual strategies, rather than reacting to purchases made by neighbors. For example, Brazil wants to attain greater control of its Amazon rainforests and offshore territories, Colombia’s spending demonstrates a response to internal threats, and Chile is continuing a modernization process begun in the 1990s.[4] Concerns remain, however: Venezuela continues to demonstrate poor democratic governance and a lack of transparency; neighbor-state relations between Colombia and Venezuela, Peru and Chile, and Bolivia and Paraguay, must all continue to be monitored; and Brazil’s military purchases, although legitimate, will likely result in a large accumulation of equipment.[5] These concerns can be best addressed by strengthening and garnering greater participation in transparent procurement mechanism.[6] The United States can do its part by supporting Latin American efforts to embrace the transparency process. _________________ [1] Bromley, Mark, “An Arms Race in Our Hemisphere? El presente articulo intenta determinar las razones por las que el santuario de Sant Miquel de Llíria, uno de los más importantes de la actual provincia de Valencia, se consagró al arcàngel guerrero. Se estudia para ello la historia de su culto en Occidente, haciendo hincapié en aspectos como su relación con los lugares elevados y la frecuente proximidad de sus santuarios con aquellos dedicados a la Virgen. Atenderemos también a aspectos fundamentales del contexto histórico, como los movimientos de renovación espiritual medievales, la influencia del médico y teólogo Arnau de Vilanova en la Valencia de principios del siglo XIV y las profecías escatológicas vinculadas a la llegada del Anticristo.

The Porta Nocera 2 program aims to study the process of establishing and developing a Roman urban necropolis from a road network, which is an essential setting in the expression of death in the Roman time. As such, the necropolis of Porta Nocera essentially excavated between 1952 and 1958 and then in 1983 offers a privileged field study. Indeed, monuments and funerary enclosures with burial structures (graves, cremation areas) built along the road to Nocera are well preserved and allow to observe funerary practices on a relatively short time, about 160 years, since we can assume that the necropolis has been founded with the colony in 80 BC. It is then the necessity to organize a burial area according to Roman customs, which is at the origin a new landscape development until then essentially marked by the presence of the urban wall.

The paper is centred on southern Tuscany on the archaeological complex of Pieve di Pava where archaeological research have been conducted since the 2000 by the University of Siena. The parish church is first mentioned as the baptisterium Sancti Petri in Pava in a document of AD 715 part of a long dispute between the bishop of Siena and the bishop of Arezzo. But the archaeological excavation revealed a longer history of the site that start from the Roman period with a villa dated between the second to the fourth century BC. The villa continued to grow in Late Antiquity since it was transformed by a church. The paper is centred on these fluctuations of the site and on the implications of the transformations on the landscape. One of the stronger element of the Pava site, in addition to the very particular plan of the early church (built with two opposing apses) was the huge cemetery around the church that was used from the seventh century BC until the Middle Ages. The 900 excavated graves make this one of the largest and most long-lasting late-Roman to medieval cemeteries excavated in Europe.

This thesis will explore ideas relating to the engagement of man and nature by promoting the experiences of contemplation and fellowship. The focus will be an urban academic retreat facility to provide an escape from distraction of typical modern urban life. Set within the historic Washington D.C. neighborhood of Georgetown, Dumbarton Oaks is an active academic research institution The Institute is holistically designed; architecture integrated with its surrounding landscape The Institute selects diverse scholars to think, live, and commune within the facility and landscape for up to two years. This thesis will use the existing site, themes, and history of Dumbarton Oaks as a launching point to explore the relationship between architecture, man, and landscape. A proposal to relocate the Fellow’s residences and reorganize the western edge of the site will help reactivate this forgotten piece of the site realize its potential.

El interés de este Estudio de Caso, tiene como objetivo analizar la incidencia de la desmovilización de las Autodefensas Unidas de Colombia (AUC) en la Política de Seguridad Ciudadana y Convivencia de Bogotá (PSCCB) durante el periodo 2004 – 2013. Se identifica y analiza, cómo se incluyó un programa para desmovilizados en la Política de Seguridad Ciudadana y Convivencia; además de la reconfiguración de las estructuras del crimen organizado tras dicha desmovilización. Lo anterior, para explicar el aumento de los delitos de alto impacto y la percepción de inseguridad en la capital durante este periodo de tiempo.

This paper describes a thorough thermal study on a fleet of DC traction motors which were found to suffer from overheating after 3 years of full operation. Overheating of these traction motors is attributed partly because of the higher than expected number of starts and stops between train terminals. Another probable cause of overheating is the design of the traction motor and/or its control strategy. According to the motor manufacturer, a current shunt is permanently connected across the motor field winding. Hence, some of the armature current is bypassed into the current shunt. The motor then runs above its rated speed in the field weakening mode. In this study, a finite difference model has been developed to simulate the temperature profile at different parts inside the traction motor. In order to validate the simulation result, an empty vehicle loaded with drums of water was also used to simulate the full pay-load of a light rail vehicle experimentally. The authors report that the simulation results agree reasonably well with experimental data, and it is likely that the armature of the traction motor will run cooler if its field shunt is disconnected at low speeds

It is also of interest to researchers studying women in America during the first half of the 20th century who were able to pursue a challenging and productive career and become a leader and innovator in their chosen field. In addition it will be of interest to those researching the graduates of the Cleveland public and professional schools at the end of the 19th and beginning of the 20th centuries, and the Cleveland Jewish community and the George Crile U.S. Army Hospital in Cleveland during the 1940's.

A detailed investigation of the d.c. polarographic behaviour of vanadium(V),-(IV) and -(III) in glycine solutions has been made keeping the total glycine concentration at 0.1, 0.5 and 1.0 M and varying the pH of the solution. Experiments keeping the pH constant (using different ratios of glycine and glycine anion) and varying the glycine anion concentration, and also in predominantly anion solutions, have been made.
