A case study demonstrates the use of a process-based approach to change regarding the implementation of an information system for road traffic accident reporting in a UK police force. The supporting tools of process mapping and business process simulation are used in the change process and assist in communicating the current process design and people's roles in the overall performance of that design. The simulation model is also used to predict the performance of new designs incorporating the use of information technology. The approach is seen to have a number of advantages in the context of a public sector organisation. These include the ability for personnel to move from a traditional grouping of staff in occupational groups with relationships defined by reporting requirements to a view of their role in a process, which delivers a performance to a customer. By running the simulation through time it is also possible to gauge how changes at an operational level can lead to the meeting of strategic targets over time. Also the ability of simulation to proof new designs was seen as particularly important in a government agency were past failures of information technology investments had contributed to a more risk averse approach to their implementation. © 2004 Elsevier Ltd. A harmonic that begins before the other harmonics contributes less than they do to vowel quality. This reduction can be partly reversed by accompanying the leading portion with a captor tone. This effect is usually interpreted as reflecting perceptual grouping of the captor with the leading portion. Instead, it has recently been proposed that the captor effect depends on broadband inhibition within the central auditory system. A test of psychophysical predictions based on this proposal showed that captor efficacy is (a) maintained for noise-band captors, (b) absent when a captor accompanies a harmonic that continues after the vowel, and (c) maintained for 80 ms or more over a gap between captor offset and vowel onset. This study is concerned with examining the application of marketing during the start-up, development and growth of small firms in the West Midlands. As an exploratory study, it provides evidence to support the central hypothesis of the thesis that whilst many small firms have the potential to progress through to the successful growth stage of development, they fail to do so because of their owner-managers' orientation towards production and selling and because they do not apply formal marketing during the initial stages of business development. A comparative approach to studying marketing in indigenous and Asian firms is adopted in an attempt to fill a gap in the literature on the characteristics and differences in the formation and development processes of these two groups of enterprises. The study has three main objectives and is based on qualitative research techniques of in-depth interviews, case studies and longitudinal studies among sixty-six firms representing the key activities of the small firms sector of the local economy. Firstly, it investigates owner-managers' orientation in developing and managing new and established businesses and explores the sources of, and changes in their orientation during the various stages of development. Secondly, it assesses the owner-manager's awareness and understanding of what constitutes the marketing function and investigates what aspects of marketing are applied during the different stages of business development. Finally, the study monitors and evaluates the outcomes and implications of applying formal marketing techniques in a small sample of firms over a period of two years. The thesis concludes by using the findings of the study to contribute additions to existing models of growth and by proposing new models of evolution and application of marketing in small firms.

This Thesis reports on the principles and usefulness of Performance Rating as developed by the writer over a number of years. In Part one a brief analysis is made of the Quality scene and its development up to the present. The need is exposed for Performance Rating as a tool for all areas of management*. At the same time a system of Quality Control is described which the writer has further developed under the title of 'Operator Control'. This system is based on the integration of all Quality control functions with the creative functions required for Quality achievement. The discussions are mainly focussed on the general philosophy of Quality, its creation and control and that part of Operator Control which affects Performance Rating. Whereas it is shown that the combination of Operator Control and Performance Rating is both economically and technically advantageous, Performance Rating can also usefully be applied under inspection control conditions. Part two describes the principles of Area Performance Rating. *The need for, and the advantages of, Performance Rating are particularly demonstrated in Case study No.1. From this a summation expression is derived which gives the key for grouping of areas with similar Performance Rating (P). A model is devised on which the theory is demonstrated. Relevant case studies, carried out in practice in factories are quoted in Part two, Chapter 4, one written by the Quality manager of that particular factory. Particular stress is laid in the final conclusions on management's function in the Quality field and how greatly this function is eased and improved through the introduction of Area Performance Rating.

Collaboration among enterprises has been rendered as one of the most important issues in the business agenda, either as a result of the globalisation and deregulation of markets or as a result of the Information and Communication Technology (ICT) revolution. Both factors have created a business reality where success in the collaboration practices followed, may result in improvements in the competitive position of enterprises. This paper starts from the basic business activity of the individual enterprise, looks into the chain, network and cluster collaborative practices and analyses their characteristics and the implications for Small-Medium Enterprises (SMEs). In addition, it provides insights regarding the opportunities, benefits, requirements and risks related to each collaborative practice. This paper finally argues that different collaboration practices are required, as enterprises and the industrial sectors where they operate, present distinctive characteristics.

Mindez azonban nem lehet mentség a nemzetek, illetve országok fejlődésének és a feltételezetten közöttük folyó versenynek a fölöttébb leegyszerűsítő és egyoldalú értelmezésére. _________ The working paper is the analysis of understanding and measurement of competitiveness in critical view. Competitiveness has become a very fashionable term recently, used not only in regard to the marketing of products or services, and the rivalry of enterprises but also concerning nations or rather countries. The study reviews the understanding of competitiveness, the role of corporate transnationalization and the opportunities of measurement and assessment of national competitiveness. There are several understanding of competitiveness of nations or countries, and there are also many indices to measure it. The understanding of national competitiveness is many times confused with economic development.

A tanulmány a vezetői döntéshozatal három lényeges aspektusát tárja fel. A Versenyben a világgal c. kutatási program eredményei alapján arra lehet következtetni, hogy a menedzserek döntéshozatali képességei és megközelítései, a vállalati teljesítménymérés és menedzsment döntéseket támogató szerepe, valamint a vállalatok érintettekhez fűződő viszonya meghatározó lehet a hatékony vezetői döntéshozatal során. A vállalati döntéshozatal jellemzőinek bemutatása után megvizsgáljuk azt is, hogy a különböző teljesítményű cégek döntéseit mennyire támogatja a menedzserek felkészültsége, a teljesítménymérési gyakorlat és az érintettek elvárásai. A szerzők úgy találták, hogy a fenti tényezők mindegyike hozzájárul a hazai cégek versenyképességéhez, általánosságban ugyanis elmondható, hogy a döntéseket támogató vállalati környezet jobb üzleti teljesítményhez és gyorsabb reagálóképességhez vezethet. Az eredmények összegzése mellett ajánlásokkal is éltek a vállalatok számára, amelyek alkalmazásával hatékonyabb döntéseket hozhatnak. _______ This study presents three main aspects of the managerial decision making. Based on the results of the research program In competition with the World it points to the fact that decision making abilities and approaches of the managers, the corporate performance appraisal and the management decision support role, and the corporate relations to the stakeholders will be determinant in the process of the efficient managerial decision making. After presentation of characteristics of the corporate decision making the authors examine that how the decisions of enterprises with different performances are supported by the preparedness of the managers, the performance appraisal practice and the stakeholders expectations. The authors have thought that every factor contributes to the competitiveness of the domestic enterprises, and generally the decision supporting corporate environment can lead to better business performance and faster responsive abilities. Besides the results summary the authors give useful recommendations to the corporations with which they can make more efficient decisions.

The article investigates the division between member states of the European Union considering the aspect of their level of information and communication technology (ICT) development focusing on e-learning. With the help of discriminant analysis the countries are categorized into groups based on their ICT maturity and e-learning literacy level of development. Making a comparison with a benchmarking tool, the ITU (International Telecommunication Union)’s ICT Development Index (IDI) the results are confirmed partly correct. The article tries to find economical explanations for the re-grouping of the countries ranking. Finally the author examines the reliability of Hungary’s ranking results and the factors which may affect this divergence from the real picture.

Environmental degradation is a global problem that particularly affects areas subject to seasonal climatic variations, such as the brazilian semiarid region, namely the Caatinga Domain. Combined with other negative factors, such as natural resource misuse and disorderly land occupation, the consequences of Environmental Degradation have challenged science in the quest for addressing the resulting social and environmental problems. Accordingly, Environmental Perception methodology, by analyzing the concepts, attitudes and values, (especially those pertaining to environmental conservation) represent an important tool in studies that address the relationship between the environment and human actions. Sustainability Indicators are also relevant tools to assess the possible causes and consequences of environmental problems. Among several Sustainability Indicators available, the PressuresState-Impact-Response (PSIR) method is an analytical tool that permits the grouping of factors affecting sustainability as well as their consequences for nature and human health, and thus indicate mitigating actions for society and the public authorities. From this perspective, three areas of Caatinga were studied in Rio Grande do Norte state: Seridó Ecological Station (ESEC), Municipality of Serra Negra do Norte; Private Natural Reserve Stoessel de Brito (PNRSB), Municipality of Jucurutu; and part of the Serra de Santana, Municipality of Tenente Laurentino Cruz. The areas are both legally protected and unprotected and subject to diferent management protocols, though their share the common characteristic of human misuse of natural resources. In this scenario, this thesis´ main goal was to introduce the rural communities into the conservation process, using the results of Environmental Perception of such communities, combined with the analysis of the sustainability of municipalities through PSIR. Information on Environmental Perception was obtained from primary and secondary data from previous studies carried out in the ESEC Seridó and PRNP Stoessel de Brito. Additional data was obtained through direct observation and interview forms applied to rural communities in the Municipality of Tenente Laurentino Cruz. The results showed that respondents possessed a broad knowledge regarding environmental degradation, its causes and consequences for the caatinga biome. PEIR analysis showed that environmental degradation was smaller in countries with protected areas, as compared to those without. The population´s knowledge about environmental degradation and their acceptance of conservation units, as showed by Environmental Perception Analysis, coupled with the results of PEIR, suggest that those attitudes may foster actions aimed at reduction of environmental degradation in the Caatinga domain

Currently, there is increasing use of nanomaterials in the food industry thanks to the many advantages offered and make the products that contain them more competitive in the market. Their physicochemical properties often differ from those of bulk materials, which require specialized risk assessment. This should cover the risks to the health of workers and consumers as well as possible environmental risks. The risk assessment methods must go updating due to more widespread use of nanomaterials, especially now that are making their way down to consumer products. Today there is no specific legislation for nanomaterials, but there are several european dispositions and regulations that include them. This review gives an overview of the risk assessment and the existing current legislation regarding the use of nanotechnology in the food industry.

Innovation helps to uncover the future social and economic possibilities. Subsequently familiarising with innovation processes, mapping those involved in innovation and researching the relations and influencing factors is becoming more and more valuable. The authors carried out innovation research in three middle-sized and small towns in Hungary on the basis of a request by a municipality among enterprises involved in the intelligent specialisation strategic program. In the course of the research the role of regional universities, the relationship between organisations involved in social innovation and the researched enterprises, as well as traditional innovation areas were dealt with. The innovation performance of enterprises in all three regions are – despite smaller differences – around the Hungarian average. The presence of a university in the region can be felt, however, it does not remarkably influence the innovation potential of enterprises. It seemed that outside the traditional links to chambers of commerce and industry there were no other civic protagonists in the processes of creating knowledge, and even the relations are rather loose, or mediocre. In the wake of these results, the authors formulated specific suggestions for improving the economic and social possibilities of the involved regions by establishing innovative environments.

O envolvimento parental refere-se a todas as actividades realizadas pelos pais na educação dos filhos. Os pais desempenham um papel fundamental no processo de escolaridade dos filhos. Um dos aspectos que mais influencia a qualidade do envolvimento parental na escolarização dos filhos é o nível sociocultural dos pais. Entende-se por nível sociocultural todo o tipo de experiências sociais e culturais que a criança tem acesso na família. O objectivo principal deste estudo é avaliar a relação entre o nível sociocultural das famílias e o envolvimento parental na escolaridade dos filhos. São objectivos complementares desta investigação, verificar quais os factores socioculturais que estão mais significativamente associados ao envolvimento parental na escolarização dos filhos e quais as dimensões comportamentais deste envolvimento que mais contribuem para adaptação escolar dos filhos. Para concretizar estes objectivos, foi realizado um estudo epidemiológico descritivo, em corte transversal, a fim de avaliar uma amostra de 92 pais de alunos do 1º Ciclo do ensino básico pertencentes ao agrupamento de escolas do concelho de Coimbra. O protocolo de investigação é constituído pelo questionário de envolvimento parental na escola, versão para pais (QEPE, Pereira, 2002), e a escala de Graffar adaptada à população portuguesa, para avaliar o nível sociocultural das famílias dos alunos. Os resultados obtidos revelam que as famílias com um nível sociocultural mais elevado apresentam um maior envolvimento na escolaridade dos filhos. Verificamos que os factores socioculturais mais significativamente associados à qualidade do envolvimento dos pais são a profissão e o nível de instrução do chefe de família. Verificámos, ainda, que as dimensões comportamentais mais privilegiadas pelos pais na escolaridade dos filhos são as actividades de aprendizagem em casa, comunicação escola-família e actividades na escola e reuniões de pais. Concluímos que o nível sociocultural influencia a qualidade do envolvimento parental. O nível de escolaridade e a profissão dos pais são factores determinantes para a qualidade desse envolvimento. /

The theoretical recital of the present study it is initiated of the evidence that the work occupies an important space in the man s life in way that the majority of the people works and passes great part of its time inside organizati ons. However, it is verified that the relation between man and work is becoming increasingly disagreement a time that the employees had started to complain work s routines, stress, not use all their potential and inadequate work s conditions. It can be observed by the way of Dejours (1994) studies. Thus, as contribution for the quality of work life s (QWL) studies the research developed here objectified to characterize the public employees quality of work life at EMATER -RN taking as reference an instrumen t of research synthesized from the typical academic literature of the subject. The synthesis of an ampler instrument is a necessity not taken care to the literature that treats on the subject but already perceived by some studies like Moraes et al (1990); Rodrigues (1989); Siqueira & Coleta (1989); Moraes et al (1992); Carvalho & Souza (2003); El -Aouar & Souza (2003) and Mourão, Kilimnick & Fernandes (2005); Adorno, Marques & Borges (2005) amongst others. These studies point out weak points of the existing models in the QWL s literature, as well as they recommend the elaboration of a model more flexible, that contemplates Brazilian cultural characteristics, and that contemplates the entire variable studied in the main existing models. For reach this objectiv e the adopted methodology was characterized as a case study with collected data in qualitative and quantitative way. Questionnaires and comments had been used as sources of evidences. These evidences had been tabulated through of statistical package SPSS ( Statistical Package for Social Science), in which the main technique of multivariate analysis used were the factorial analysis. As for the gotten results, it was verified the grouping of the quality of work life s indicators in 11 factors which are: Work s execution, Individual accomplishment, Work s equity, Relation individual and organization, Work s organization, Adequacy of the remuneration, Relation between head and subordinate, Effectiveness of the communication and the learning, Relation between work and personal life, Participation and Effectiveness of the work processes. Whatever to the characterization of the EMATER -RN s quality of work life it was clearly that to the measure that the satisfaction s evaluation with the QWL in the organization walks to intrinsic factors for extrinsic factors this level of satisfaction goes diminishing what points to the importance to improve these extrinsic factors in the institution. In summary it is possible to conclude that the organization studied has offered a significant set of referring variable to the quality of work life of the individual

This work is a study in the Local Productive Arrangement of confections from Agreste of Pernambuco, as a relevant sector in economic and social aspect. This research has as central aim to understand how the inter-organizational relations influence the collective efficiency of arrangement. The theoretical framework employed highlights the approaches that deal with the benefits of business agglomeration for the development of firms and regions. It has discussed the approach of small and medium enter prises and industrial districts (SCHMITZ, 1997), which introduce the concept of col lective efficiency, explaining that only those externalities explained by Marshall (1996) are not sufficient to explain the competitive advantage of enterprises, expanding the idea that organizations achieve competitive advantage not acting alone. To examine the influences of relations in the collective efficiency, it has been taken as analytical perspective theory of social networks (GRANOVETTER, 1973, 1985; BURT, 1992; UZZI, 1997) because it has believe that this approach provides subsi dies for a structural analysis of social relationships in face the behavior of human action. By examining the organizations in a social network, you should understand the reason of this establishment of the relationship, their benefits, and as the information flow takes place and density of links between the actors (Powell; SMITH-DOERR, 1994). As for the methods, this study is characterized as a case study, in according to the purposed objectives, in addition to qualitative method. Also, due to recovering of the historical milestones of the arrangement, it is used a sectional approach with longitudinal perspective (VIEIRA, 2004). The primary and secondary data were used in order to understand the evolutionary process of the sector and their inter-actors re lationships in the arrangement for the promotion of development, for both, was used the contend and documentary analysis technique, respectively (DELLAGNELO ; SILVA, 2005). The approach of social networks has permitted understand that social relationships may extend the collective efficiency of the arrangement, and therefore need to develop policies that encourage the legalization of informal companies in arrangement, by showing up themselves representative. Thus, the relations estab lished in LPA of confections from Agreste of Pernambuco need for more effective mechanisms to broaden the collective efficiency. Therefore, this way as take place has directly benefited only a group of companies that are linked in some way the supportive institutions. So we can conclude that the inter-actor relations have limited the collective efficiency of LPA, being stimulated by the institutions in support only to groups of entrepreneurs, even those that produce external relations for all clustered companies

The inclusion of local suppliers in production chains has considerable impact on its performance, but most notably in its main actors. The results of this process may be of different kinds and can be analyzed from economic or institutional approaches. This study aimed to verify the existence of different performances of Petrobras due to the inclusion of local suppliers in the oil and gas production chain in the state of Rio Grande do Norte, from the viewpoints of transaction costs and the Institutional Theory. In order to this, were made the characterization of the PROMINP, the description of its actions and results, the mapping of its institutional context of reference, and identification of results obtained by Petrobras in terms of transaction costs and legitimacy. The theoretical framework is based on authors dealing with industrial concentration, as like Marshall, Krugman, Porter and Schmitz, from the sociological perspective of neoinstitucional theory, as like DiMaggio and Powell and Scott and Meyer, and transaction costs, as like Williamson. This is a qualitative research, with data collection done by consulting secondary fonts and semi-structured interviews with nineteen actors of three groups, namely: actors involved in actions of the program, representatives of enterprises and representative of Petrobras. To analyze the content was used the Suchman s model (1995) for categories associated with strategies of legitimation and fourteen variables associated with the three variables assets specificity, bounded rationality and opportunism (Williamson, 1995, 1989) in the case of transaction costs. The results indicate that PROMINP has achieved its objectives by encouraging the increased participation of local companies in the oil and gas production chain, reflecting in the economic development of the state. The Redepetro/RN, fostered and built upon the interaction of the participants, is presented as a solution of continuity to the participation of enterprises in the chain, after the closure of the actions of the program. PROMINP demands responses to coercive, legislative and regulatory pressures of the organizational field, whose institutional context of reference is wide. From the point of view of legitimacy, through strategies to gain cognitive legitimacy and maintaining pragmatic legitimacy, Petrobras can manipulate the environment, ensuring the compliance of the constituents to their technical and institutional demands. Enterprises, in turn, respond to the demands through compliance with technical demands, mainly through the certification of processes, and cultural changes. There aren t clear gains related to the transaction costs, however, gains in legitimacy can be seen as a cumulative capital that can serve as a competitive differential that generates economic gains. In terms of theoretical findings, it was found that, due to its explanatory power for actions that are difficult to explain only in economic terms, Institutional Theory may be used as theoretical support concurrent with other theories. TCE model has limitations in explaining the program actions. In the case, it s emphasized that Petrobras doesn t seek only economic efficiency, but has in its mission the commitment to social development.
