La presente edición del Boletín se basa en el material presentado en el seminario Information Technology for Development of Small-and Medium-sized Exporters in East Asia and Latin America (Tecnología de la información para el desarrollo de exportadores medianos y pequeños en Asia Oriental y América Latina), que se realizó entre el 23 y el 24 de noviembre de 2004, en la sede de la CEPAL, en Santiago de Chile. Este evento formó parte del proyecto Comparative Study on East Asian and Latin American IT Industry, financiado por el fondo temático para las Tecnologías de Información y las Comunicaciones (TIC) para el Desarrollo en el Programa de las Naciones Unidas para el Desarrollo (PNUD) y ha sido desarrollado en estrecha colaboración con el Institute of Developing Economies (IDE), organismo que pertenece al Japan External Trade Organization (JETRO). En esta oportunidad, se abordan los conceptos, definiciones y estándares asociados al comercio electrónico; las oportunidades y los desafíos a superar para que las PYMES puedan incrementar sus negocios electrónicos.

Two Latin American republics, Bolivia and Paraguay, lack sovereign access to ocean ports. Their landlocked status effectively forces them to export and import products through borders with neighbouring countries; for this purpose, they frequently use land transport modes which are intrinsically more costly than ocean transport. However, being distant from ocean ports is an attribute not only of landlocked countries; but also of states or provinces, such as Mato Grosso, in Brazil, or Tucumán, in Argentina, which belong to countries with direct access to the sea. If perfect political and economic integration were to be achieved in the region, the distances and topographic accidents between points such as La Paz, Bolivia, and Arica, Chile, or Asunción, Paraguay and Paranaguá, Brazil, would remain unchanged. What would disappear would be the delays at border crossings and their related costs. For the two landlocked countries, border expenses, although significant, are a relatively small fraction of the cost of the land segments of international transport. More important for these countries, are the dependency of infrastructure services and the institutional framework of the transit countries for the transport of their external trade.
Infrastructure, transport and production development in an agricultural region: a case in Argentina.

The development of the agricultural area in central and northern Argentina was analysed in a recent ECLAC study. More than 80% by volume of the country's agricultural exports pass through the ports in this area. Exports by the agroindustrial complex account for 58% of the total value of Argentine sales.It is known that investments in infrastructure generally help to reduce the costs of enterprises and to enhance productivity. The main idea presented in this study is that investments in transport infrastructure are a necessary condition for the productive development of a region, especially in relation to external trade through ports and navigable waterways.In the case of Argentina, a positive relationship has been observed between the development of port and waterway services (with reduced costs and operating times, improved reliability and new services), and expansion of the agricultural border, growth of productivity and agricultural production, and its industrialization.

This paper tries to explain how the Japanese postwar export promotion system worked and what kind of roles JETRO played in this system. Two case studies of JETRO's successful export promotion activities were also introduced. The paper also points out the themes to be solved by the TPO (Trade Promotion Organizations). Finally the paper shows four advices for Latin American Export Promotion Agencies, based upon JETRO's postwar experiences.

The mission of the Institute of Developing Economies, Japan External Trade Organization (IDE-JETRO) is to make intellectual contributions to the world. In 2006 IDE officially launched its Institutional Repository, ARRIDE based on DSpace to accomplish the mission more effectively. ARRIDE was designed as a three server structure; external server, internal server and development server. Since IDE has copyright on the articles produced by its research staff through their research activities, it can deposit these articles without asking authors for permission, which guarantees sustainability of the Repository. In order that contents in ARRIDE are accessed worldwide IDE has been providing various search engines with proper metadata. Among them, RePEc that is a decentralized database on social sciences is very important.

International input-output tables are among the most useful tools for economic analysis. Since these tables provide detailed information about international production networks, they have recently attracted considerable attention in research on spatial economics, global value chains, and issues relating to trade in value-added. The Institute of Developing Economies at the Japan External Trade Organization (IDE-JETRO) has more than 40 years of experience in the construction and analysis of international input-output tables. This paper explains the development of IDE-JETRO’s multi-regional input-output projects including the construction of the Asian International Input-Output table and the Transnational Interregional Input-Output table between China and Japan. To help users understand the features of the tables, this paper also gives examples of their application.
