Observations obtained during an 8-month deployment of AMF2 in a boreal environment in Hyytiälä, Finland, and the 20-year comprehensive in-situ data from SMEAR-II station enable the characterization of biogenic aerosol, clouds and precipitation, and their interactions. During “Biogenic Aerosols - Effects on Clouds and Climate (BAECC)”, the U.S. Department of Energy’s Atmospheric Radiation Measurement (ARM) Program deployed the ARM 2nd Mobile Facility (AMF2) to Hyytiälä, Finland, for an 8-month intensive measurement campaign from February to September 2014. The primary research goal is to understand the role of biogenic aerosols in cloud formation. Hyytiälä is host to SMEAR-II (Station for Measuring Forest Ecosystem-Atmosphere Relations), one of the world’s most comprehensive surface in-situ observation sites in a boreal forest environment. The station has been measuring atmospheric aerosols, biogenic emissions and an extensive suite of parameters relevant to atmosphere-biosphere interactions continuously since 1996. Combining vertical profiles from AMF2 with surface-based in-situ SMEAR-II observations allow the processes at the surface to be directly related to processes occurring throughout the entire tropospheric column. Together with the inclusion of extensive surface precipitation measurements, and intensive observation periods involving aircraft flights and novel radiosonde launches, the complementary observations provide a unique opportunity for investigating aerosol-cloud interactions, and cloud-to-precipitation processes, in a boreal environment. The BAECC dataset provides opportunities for evaluating and improving models of aerosol sources and transport, cloud microphysical processes, and boundary-layer structures. In addition, numerical models are being used to bridge the gap between surface-based and tropospheric observations.

On December 9, 2007, a 4.9 m(b) earthquake occurred in the middle of the Sao Francisco Craton, in a region with no known previous activity larger than 4 m(b). This event reached intensity VII MM (Modified Mercalli) causing the first fatal victim in Brazil. The activity had started in May 25, 2007 with a 3.5 magnitude event and continued for several months, motivating the deployment of a local 6-station network. A three week seismic quiescence was observed before the mainshock. Initial absolute hypocenters were calculated with best fitting velocity models and then relative locations were determined with hypoDD. The aftershock distribution indicates a 3 km long rupture for the mainshock. The fault plane solution, based on P-wave polarities and hypocentral trend, indicates a reverse faulting mechanism on a N30 degrees E striking plane dipping about 40 degrees to the SE. The rupture depth extends from about 0.3 to 1.2 km only. Despite the shallow depth of the mainshock, no surface feature could be correlated with the fault plane. Aeromagnetic data in the epicentral area show short-wavelength lineaments trending NNE-SSW to NE-SW which we interpret as faults and fractures in the craton basement beneath the surface limestone layer. We propose that the Caraibas-Itacarambi seismicity is probably associated with reactivation of these basement fractures and faults under the present E-W compressional stress field in this region of the South American Plate. This work models the carbon neutralization capacity of Brazil`s ethanol program since 1975. In addition to biofuel, we also assessed the mitigation potential of other energy products, such as, bioelectricity, and CO(2) emissions captured during fermentation of sugar cane`s juice. Finally, we projected the neutralization capacity of sugar cane`s bio-energy system over the next 32 years. The balance between several carbon stocks and flows was considered in the model, including the effects of land-use change. Our results show that the neutralization of the carbon released due to land-use change was attained only in 1992, and the maximum mitigation potential of the sugar cane sector was 128 tonnes Of CO(2) per ha in 2006. An ideal reconstitution of the deployment of the sugar cane sector, including the full exploitation of bio-electricity`s potential, plus the capture Of CO(2) released during fermentation, shows that the neutralization of land-use change emissions would have been achieved in 1988, and its mitigation potential would have been 390 tCO(2)/ha. Finally, forecasts of the sector up to 2039 shows that the mitigation potential in 2039 corresponds to 836 tCO(2)/ha, which corresponds to 5.51 kg Of CO(2) per liter of ethanol produced, or 55% above the negative emission level. Internet protocol TV (IPTV) is predicted to be the key technology winner in the future. Efforts to accelerate the deployment of IPTV centralized model which is combined of VHO, encoders, controller, access network and Home network. Regardless of whether the network is delivering live TV, VOD, or Time-shift TV, all content and network traffic resulting from subscriber requests must traverse the entire network from the super-headend all the way to each subscriber's Set-Top Box (STB).IPTV services require very stringent QoS guarantees When IPTV traffic shares the network resources with other traffic like data and voice, how to ensure their QoS and efficiently utilize the network resources is a key and challenging issue. For QoS measured in the network-centric terms of delay jitter, packet losses and bounds on delay. The main focus of this thesis is on the optimized bandwidth allocation and smooth datatransmission. The proposed traffic model for smooth delivering video service IPTV network with its QoS performance evaluation. According to Maglaris et al [5] First, analyze the coding bit rate of a single video source. Various statistical quantities are derived from bit rate data collected with a conditional replenishment inter frame coding scheme. Two correlated Markov process models (one in discrete time and one incontinuous time) are shown to fit the experimental data and are used to model the input rates of several independent sources into a statistical multiplexer. Preventive control mechanism which is to be include CAC, traffic policing used for traffic control.QoS has been evaluated of common bandwidth scheduler( FIFO) by use fluid models with Markovian queuing method and analysis the result by using simulator andanalytically, Which is measured the performance of the packet loss, overflow and mean waiting time among the network users.

This research is based on consumer complaints with respect to recently purchased consumer electronics. This research document will investigate the instances of development and device management as a tool used to aid consumer and manage consumer’s mobile products in order to resolve issues in or before the consumers is aware one exists. The problem at the present time is that mobile devices are becoming very advanced pieces of technology, and not all manufacturers and network providers have kept up the support element of End users. As such, the subject of the research is to investigate how device management could possibly be used as a method to promote research and development of mobile devices, and provide a better experience for the consumer. The wireless world is becoming increasingly complex as revenue opportunities are driven by new and innovative data services. We can no longer expect the customer to have the knowledge or ability to configure their own device. Device Management platforms can address the challenges of device configuration and support through new enabling technologies. Leveraging these technologies will allow a network operator to reduce the cost of subscriber ownership, drive increased ARPU (Average Revenue per User) by removing barriers to adoption, reduce churn by improving the customer experience and increase customer loyalty. DM technologies provide a flexible and powerful management method but are managing the same device features that have historically been configured manually through call centers or by the end user making changes directly on the device. For this reason DM technologies must be treated as part of a wider support solution. The traditional requirement for discovery, fault finding, troubleshooting and diagnosis are still as relevant with DM as they are in the current human support environment yet the current generation of solutions do little to address this problem. In the deployment of an effective Device Management solution the network operator must consider the integration of the DM platform, interfacing with many areas of the business, supported by knowledge of the relationship between devices, applications, solutions and services maintained on an ongoing basis. Complementing the DM solution with published device information, setup guides, training material and web based tools will ensure the quality of the customer experience, ensuring that problems are completely resolved, driving data usage by focusing customer education on the use of the wireless service In this way device management becomes a tool used both internally within the network or device vendor and by the customer themselves, with each user empowered to effectively manage the device without any prior knowledge or experience, confident that changes they apply will be relevant, accurate, stable and compatible. The value offered by an effective DM solution with an expert knowledge service will become a significant differentiator for the network operator in an ever competitive wireless market. This research document is intended to highlight some of the issues the industry faces as device management technologies become more prevalent, and offers some potential solutions to simplify the increasingly complex task of managing devices on the network, where device management can be used as a tool to aid customer relations and manage customer’s mobile products in order to resolve issues before the user is aware one exists. The research is broken down into the following, Customer Relationship Management, Device management, the role of knowledge with the DM, Companies that have successfully implemented device management, and the future of device management and CRM. And it also consists of questionnaires aimed at technical support agents and mobile device users. Interview was carried out with CRM managers within support centre to further the evidence gathered. To conclude, the document is to consider the advantages and disadvantages of device management and attempt to determine the influence it will have over customer support centre, and what methods could be used to implement it.

In the domain of aerospace aftermarkets, which often has long supply chains that feed into the maintenance of aircraft, contracts are used to establish agreements between aircraft operators and maintenance suppliers. However, violations at the bottom of the supply chain (part suppliers) can easily cascade to the top (aircraft operators), making it difficult to determine the source of the violation, and seek to address it. In this context, we have developed a global monitoring architecture that ensures the detection of norm violations and generates explanations for the origin of violations. In this paper, we describe the implementation and deployment of a global monitor in the aerospace domain of [8] and show how it generates explanations for violations within the maintenance supply chain. We show how these explanations can be used not only to detect violations at runtime, but also to uncover potential problems in contracts before their deployment, thus improving them.

This paper examines the impact of socioeconomic factors on eighth grade achievement test scores in the face of federal and state initiatives for educational reform in Maine. We use student-level data over a five year period to provide a framework for understanding the policy implications of these initiatives. We model performance on standardized tests using a seemingly unrelated regressions approach and then determine the likelihood of meeting the standards defined by the adequate yearly progress requirements of the No Child Left Behind Act and Maine Learning Results initiatives. Our results indicate that the key factors influencing a student’s test scores include the education of a student’s parents, special services received for learning disabilities, and alternative measures of academic achievement.

In the area of campaign financing in federal elections, one of the most controversial issues is that of soft money. Soft money refers to those funds raised by the national party organizations for use on various grassroots and party-building activities. but which are not subject to the restraints of federal campaign finance law. Critics contend that these party-building activitie, such as generic television advertising, voter registration and get-out-the vote drives, provide ancillary benefits to federal candidates and should, therefore, be subject to federal contribution and expenditure limits. Critics further argue that because these funds are not subject to federal law and do benefit federal candidates, the national parties raise monies in amounts and from sources, such as corporations and unions, that are prohibited under federal law. Efforts to gain a better understanding of soft money have been hampered by a lack of data, as the national parties were not required to disclose their soft money receipts and transactions until 1991. The purpose of this study is to analyze data recently made available in an attempt to add the import of empirical evidence to the debate over soft money. The nature, size and timing of soft money contributions are investigated and national party soft money disbursements are examined. The findings suggest that any attempts to reform the soft money system must first consider its compensatory benefits. Most prominently, this includes the extent to which soft money has promoted the resurgence of the national party organizations in the context of election politics.

Esta dissertação tem por objetivo analisar os institutos da decisão monocrática e do agravo interno, sob o prisma de metodologia empírica que busca priorizar a realidade pragmática da aplicação do artigo 557 do Código de Processo Civil. Enfocou-se o instituto da decisão monocrática no contexto das minirreformas processuais brasileiras, que tiveram como alicerce o princípio da efetividade processual. Esse princípio pressupõe a duração razoável do processo, garantida na Constituição Federal Brasileira. A partir da constitucionalidade desse princípio, defendeu-se a constitucionalidade do artigo 557 do Código de Processo Civil, que não pode ser considerado abstratamente inconstitucional. Demonstrou-se que a aplicabilidade do artigo 557 pode ser inconstitucional se não atender à técnica da ponderação de valores, que garante a interpretação conforme a Constituição. Analisou-se o agravo interno, sob a premissa do valor da celeridade em cotejo com o devido processo legal, que permeou a subsequente análise do procedimento desta espécie de agravo. Após uma reflexão sobre os institutos da decisão monocrática e do agravo interno, aliada ao exame dos princípios do devido processo legal, ampla defesa, contraditório e motivação das decisões judiciais, passou-se ao exame empírico desses institutos jurídicos. Nessa análise, foram coletados e examinados dados estatísticos, que confirmaram – e, assim, possibilitaram a conclusão da dissertação – a constitucionalidade do artigo 557 e a importância de sua interpretação conforme os referidos princípios constitucionais.

A presente dissertação procura identificar as medidas de gestão adotadas pela RFB para combater os efeitos da crise financeira global de 2008 na arrecadação federal. Para o estudo, foi realizada pesquisa de campo, por meio de entrevistas com dez dirigentes da RFB. Os dados foram tratados qualitativamente, utilizando o método de análise de conteúdo. O estudo identifica que a RFB reagiu positivamente à crise financeira global, por meio do diagnóstico da arrecadação federal, da fiscalização dos setores que apresentaram inconsistências no seu perfil de arrecadação, principalmente dos grandes contribuintes, da reestruturação das Delegacias Financeiras, da realização da operação “Ouro de Tolo”. Além disso, foi possível identificar o aprendizado de algumas lições pela RFB, por meio de algumas medidas adotadas pela organização mesmo depois da crise, mas que foram evidenciadas pela crise.

Nos últimos anos o estudo do comportamento organizacional na Administração Pública ganhou espaço no Brasil. Contudo, poucos trabalhos focaram a administração pública direta federal e os efeitos do regime estatutário no comportamento dos servidores. Este trabalho propõe-se a jogar luz em um tema importante para a gestão de pessoas no setor público, a partir dos processos de formação das expectativas iniciais dos servidores e de socialização organizacional, e como eles influenciam na satisfação com o trabalho e no comprometimento organizacional. Para este estudo foram realizadas coletas de dados com 1093 novos servidores da Receita Federal do Brasil, nomeados para os cargos de Auditor-Fiscal e Analista-Tributário, que responderam a dois questionários: o primeiro no dia de ingresso no órgão e o segundo seis meses após a posse. Para a análise foram considerados apenas aqueles servidores que preencheram os dois questionários, totalizando 827 respostas. Os resultados indicam que tanto a satisfação com o trabalho quanto o comprometimento organizacional possuem significante correlação com o cumprimento do contrato psicológico pela RFB, na percepção dos servidores, e com o sucesso do processo de socialização quanto à tarefa e ao grupo de trabalho. Estes dados confirmam a importância de se implementar a prática de gerenciamento do contrato psicológico pela administração pública. Outros resultados secundários apontaram que aqueles que já eram servidores apresentam maior grau de socialização, na dimensão da organização, e maior grau de comprometimento instrumental, ou seja, reconhecem que são maiores os custos em sair da RFB. Os Auditores-Fiscais apresentaram um grau de comprometimento organizacional significantemente maior do que os Analistas-Tributários e os servidores lotados em região de fronteira indicaram menores graus de satisfação e de comprometimento afetivo do que os servidores do restante do País.

A necessidade de lidar com a identificação, o desenvolvimento, a formalização e a implementação de estratégias na Criminalística da Polícia Federal leva a questionamentos quanto à presença das condições necessárias para a implantação efetiva de um processo de planejamento estratégico institucional no ambiente considerado, e cuja resposta constituiu o objetivo da presente pesquisa. Neste contexto, combinam-se elementos ligados à natureza de organização pública da Criminalística e conceitos da Administração advindos do ambiente da iniciativa privada, assim como idiossincrasias da categoria profissional formada pelos peritos criminais. E, por ser o planejamento estratégico uma atividade insólita na organização, está sujeito a uma série de riscos e ameaças sobre os quais ainda não se tem conhecimento suficiente. Este estudo valeu-se de entrevistas semiestruturadas para avaliar, a partir da percepção dos próprios peritos criminais federais, se estão presentes fatores relacionados a três perspectivas de destaque identificadas na literatura acadêmica que poderiam viabilizar a implantação do planejamento estratégico na Criminalística da Polícia Federal. A primeira perspectiva se refere ao contexto mais amplo de organização, extraída a partir de uma abordagem integradora sobre o processo de formação da estratégia, que considera a visão como elemento agregador entre a racionalidade do planejamento estratégico formalizado e a participatividade geradora das estratégias emergentes. A segunda diz respeito ao contexto mais restrito que abrange as organizações do setor público, em que as dimensões de propriedade comum, financiamento público e controle político resultam em uma série de especificidades em relação ao setor privado. Por fim, a terceira perspectiva trata da caracterização da Criminalística como organização profissional, em que a tensão entre controle gerencial e autonomia profissional assume importância de destaque. O resultado, obtido a partir de análise interpretativa fenomenológica das entrevistas, revelou que a falta de um senso comum sobre a direção a ser seguida pela organização, associada ao baixo envolvimento dos peritos, constitui um fator condicionante do sucesso do planejamento estratégico na Criminalística.

A presente pesquisa versa sobre a interiorização da Perícia Criminal da Polícia Federal, que consiste num projeto de implantação de Unidades Técnico-Científicas para a execução de exames periciais em algumas cidades do interior do Brasil onde existem delegacias da Polícia Federal. Após a abertura das primeiras unidades no interior do país surgiram alguns resultados positivos. Entretanto, também surgiram situações indesejáveis e aspectos negativos que não foram previstos. O objetivo do estudo foi avaliar as vantagens e as desvantagens da instalação de Unidades Técnico-Científicas no interior do país para a administração da Perícia Criminal Federal. A pesquisa foi realizada com 59 chefes das unidades de perícia criminal das capitais dos estados e das unidades do interior. O estudo demonstrou que alguns resultados positivos foram alcançados, como a maior rapidez no atendimento e a melhor interação com o usuário do serviço de perícia criminal. Mas foi constatado também que existem problemas relacionados à infraestrutura, recursos humanos e materiais nas unidades do interior. Com o estudo foi possível concluir que a continuidade do programa de interiorização da perícia criminal federal depende preliminarmente da realização dos investimentos necessários em recursos humanos e materiais para que as unidades atualmente existentes possam ter as condições adequadas para seu funcionamento.

O presente trabalho objetivou identificar se os Peritos Criminais Federais que exercem suas atividades na função fim da Perícia Criminal encontram-se motivados para exercerem suas atribuições, bem como procurar relacionar as causas de desmotivação. Para tanto foram feitas duas pesquisas: uma de ordem qualitativa, em que foram entrevistados 10 (dez) Peritos Criminais Federais, pertencentes a áreas de atuação e lotações diversas, com a finalidade de constatar o que os respectivos profissionais apontavam como questões motivadoras e desmotivadoras no trabalho pericial. Posteriormente foi elaborado um questionário composto de 46 (quarenta e seis) perguntas fechadas e 2 (duas) abertas, o qual foi respondido por dirigentes e por servidores lotados nas unidades descentralizadas da Criminalística da Polícia Federal, com o objetivo de mapear a motivação do Perito Criminal Federal. Dos resultados revelados na pesquisa de campo, concluiu-se que os Peritos Criminais Federais estão desmotivados segundo a ótica de todas as teorias motivacionais abordadas no presente estudo. A desmotivação ocorre devido a diversos fatores: alguns de ordem técnica, como a falta de um feedback sobre a efetividade dos trabalhos realizados ou a falta de igualdade na distribuição dos serviços; outros de ordem filosófica, como a falta de um espírito de corpo - uma identidade profissional - e uma autonomia relativizada; ou ainda de ordem organizacional, como a falta de reconhecimento, por parte do Departamento de Polícia Federal, da importância da Perícia Criminal Federal, ou problemas relacionados à forma de gestão baseada na hierarquia e disciplina. Todavia, o problema mais nocivo - e que, portanto, deve ser tratado urgentemente - é o clima organizacional contaminado por disputas entre classes, que está promovendo um clima de inimizade e desmotivação, desfavorecendo o crescimento da Criminalística.
