Congressional leadership is a constantly changing phenomenon. New factors and actors are constantly affecting and altering which members ascend to positions of leadership and how that leadership is exercised. A critical change that has occurred in recent times is the inclusion of women in the congressional leadership for the first time. While there has been a great deal of theoretical work on gender and on congressional leadership, there have not been enough actual female leaders in Congress to perform a study until now. The present study examines the impact of gender, committee/legislative performance, ideology, and fundraising ability on leadership ascendancy. The variables are investigated through a comparative case study of Rep. Nancy Pelosi, Rep. Rosa DeLauro, Sen. Hillary Clinton and Sen. Harry Reid.

Free Trade Agreements (FTAs) are increasingly more concerned with regulatory convergence, rather than trade liberalisation through elimination of tariffs. This appears to result more often in so-called dynamic trade agreements, which still evolve after adoption. Further economic integration in democracies, however, depends on the support of the constituency. This article takes a closer look at the democratic legitimation of global economic integration in a case study on Switzerland. It finds that the current principles and institutions of democracy in Switzerland are unlikely to fully accommodate the new regulatory challenges of dynamic FTAs.

The political brinkmanship of the Liberation Tigers of the Tamil Eelam has been illustrated vividly by the way in which it brought forward its proposals for an Interim Self-Governing Authority by exploiting the vulnerabilities of the United National Front Government. In the proposals the LTTE articulated its political intentions in concrete constitutional terms for the first time. The Proposals rationalize the armed struggle and a contractual agreement outside the Constitution. The plenary powers of the ISGA exceed the federal formula; effectively exclude the institutions of the state of Sri Lanka from the North-East; and clear the route for a separate state. This situation demands a redirection of the peace process which requires a clear political vision and a proper strategy with alternative proposals on the part of the government. In the face of present impasse of the peace process the challenges before the new Freedom Alliance government are formidable.

This paper reviews the literature on the prevalence of constitutional review across the world, and particularly in emerging democracies, during the last two decades. Two major questions should be addressed in this regard. First, why has the judiciary been empowered and what factors affect judicial activism? Second, does constitutional review ensure an effective self-enforcing function? In sum, the literature shows that constitutional review can make democracy self-enforcing if there is sufficient competition among political parties or between the legislature and the executive branch of government. In a more sophisticated case, political balance within the court can also ensure the observance of court decisions.

The American Jewish community as a whole still remains very much supportive of Israel's policies. Most American mainstream Jewish organizations and their leaders have hardly criticized Israel's position regarding the occupation, settlements, and the peace process. But over the last ten years or so, different views and opinions have become more visible in the American Jewish community, as represented by J Street, a "pro-Israel and pro-peace" lobby. What has brought about this diversification in the American Jewish community over their attitude toward Israel's policies? Many opinion surveys indicate that younger American Jews have become more critical of Israel's policies with regard to the Palestine question and the peace process. This may be attributed to a shift in identity among young American Jews. Older American Jews tend to see Israel as democratic, progressive and peace-seeking, etc. In addition, they perceive Israel as a safe haven for Jews. But younger Jews draw from memories and impressions scene in recent events, such as the First and Second Intifada, and the military confrontations with Palestinian groups based in Gaza, all of which are perceived as morally and politically more complex than the wars Israel fought between 1948 and 1974. Communities in the Jewish diaspora try to influence the policies of their homeland in order to protect their identity and sets of values. While the American Jewish community is still strongly committed to liberal democratic values, its counterpart in Israel has leaned toward the political right and toward ethno-religious nationalism. The diffusion of identities and sets of values in both communities may bring about further shifts in the relations between the two communities.
