Ce projet de recherche est consacré à l’analyse des politiques sociales qui entourent les violences sexuelles envers les femmes. La visibilité de la violence sexuelle est récente. En dénonçant à la fin des années 1960, les violences sexuelles comme symbole de l'oppression des femmes, le mouvement féministe a été à l'origine de la reconnaissance par les politiques de ce « phénomène » comme une problématique sociale importante et d’intérêt public. L'étude est centrée sur le cas de la France depuis les années 1960 ; de l’émergence du problème social de la violence sexuelle à la formulation des plans gouvernementaux depuis 2005. Il s'agit d'analyser l'évolution du discours public sur les violences sexuelles au fil du temps et les réponses sociales offertes. Cette étude s’articule autour de deux préoccupations : la première est de comprendre comment s’est construite la question de la violence sexuelle, la seconde concerne l’analyse des politiques actuelles qui émanent de cette évolution. Pour comprendre ces questionnements, nous avons utilisé une méthode qualitative s’inspirant principalement de la méthode d’analyse documentaire. Nous avons procédé à l’analyse des différents plans d’actions gouvernementaux mis en place depuis 2005 et des écrits ministériels et scientifiques portant sur la problématique des violences sexuelles. Partant de ce matériel, d’autres documents sont utilisés afin de cerner le contexte historique et actuel. On retrouve par exemple les auteurs qui ont retracés l’histoire de cette problématique à travers les siècles mais aussi les enquêtes sociologiques, qui ont contribué à évaluer l’ampleur du phénomène, ou la revue de presse, qui aide à mieux comprendre les enjeux d’aujourd’hui. Cette recherche s’inscrit principalement dans le courant théorique constructiviste développé par Spector et Kitsuse (1977), repris et explicité par Loseke dans son livre Thinking about social problem (2003). Enfin, un recours à la comparaison internationale par l’exemple du Québec nous a permis d’éclairer certaines particularités françaises.

Payer ses soins est une réalité coûteuse pour les usagers des services de santé en Afrique subsaharienne. Plusieurs pays suppriment donc certains types de paiements directs des soins au point de service, en instaurant des politiques d’exemption des paiements (PEP). Cette thèse explore trois enjeux majeurs soulevés par ces réformes. Le premier article analyse le positionnement des acteurs de la santé mondiale dans le débat sur les paiements directs des soins dans les pays à faible et moyen revenu. Cette étude documentaire montre que la majorité des acteurs s’exprime en défaveur des paiements directs en invoquant notamment leurs effets néfastes sur l’équité d’accès aux soins. Le second article met en lumière les effets perturbateurs des PEP sur les systèmes de santé des pays à faible et moyen revenu. Cette synthèse exploratoire indique que leur mise en œuvre perturbe les systèmes de santé de plusieurs manières : augmentation immédiate de l’utilisation des services gratuits, indisponibilité des médicaments, financement imprévisible et insuffisant, multiplicité des organes impliqués dans la mise en œuvre, et déficiences dans la planification et la communication. Le troisième article examine la manière dont les PEP influencent le recours aux soins des usagers. La revue réaliste a permis de développer une théorie qui explique ce processus, et de la mettre à l’épreuve d’études empiriques. Selon cette théorie, les PEP sont une ressource contribuant à renforcer le pouvoir d’agir des usagers. Ce pouvoir d’agir est également influencé par des facteurs structurels, locaux et individuels qui agissent sur la « capabilité » des usagers de se saisir de cette ressource, et de choisir de recourir aux services de santé gratuits. Trois mécanismes jouent un rôle essentiel dans ce choix : la confiance, l’acceptabilité, et la reconnaissance du risque. Cette thèse contribue au développement des connaissances empiriques sur une réforme majeure des systèmes de santé en Afrique subsaharienne. Elle apporte également des enseignements méthodologiques à la revue réaliste, et participe à la construction du champ de la recherche sur les politiques et systèmes de santé dans les pays à faible et moyen revenu.

Chapter 1 presents a brief note on the state at which the construction industry stands at present, bringing into focus the significance of the critical study. Relevance of the study, area of investigation and objectives of the study are outlined in this chapter. The 2nd chapter presents a review of the literature on the relevant areas. In the third chapter an analysis on time and cost overrun in construction highlighting the major factors responsible for it has been done. A couple of case studies to estimate loss to the nation on account of delay in construction have been presented in the chapter. The need for an appropriate estimate and a competent contractor has been emphasised for improving effectiveness in the project implementation. Certain useful equations and thoughts have been formulated on this area in this chapter that can be followed in State PWD and other Govt. organisations. Case studies on project implementation of major projects undertaken by Government sponsored/supported organizations in Kerala have been dealt with in Chapter 4. A detailed description of the project of Kerala Legislature Complex with a critical analysis has been given in this chapter. A detailed account of the investigations carried out on the construction of International Stadium, a sports project of Greater Cochin Development Authority is included here. The project details of Cochin International Airport at Nedumbassery, its promoters and contractors are also discussed in Chapter 4. Various aspects of implementation which led the above projects successful have been discussed in chapter 5. The data collected were analysed through discussion and perceptions to arrive at certain conclusions. The emergence of front-loaded contract and its impact on economics of the project execution are dealt with in this chapter. Analysis of delays in respect of the various project narrated in chapter 3 has been done here. The root causes of the project time and overrun and its remedial measures are also enlisted in this chapter. Study of cost and time overrun of any construction project IS a part of construction management. Under the present environment of heavy investment on construction activities in India, the consequences of mismanagement many a time lead to excessive expenditure which are not be avoidable. Cost consciousness, therefore has to be keener than ever before. Optimization in investment can be achieved by improved dynamism in construction management. The successful completion of coristruction projects within the specified programme, optimizing three major attributes of the process - quality, schedule and costs - has become the most valuable and challenging task for the engineer - managers to perform. So, the various aspects of construction management such as cost control, schedule control, quality assurance, management techniques etc. have also been discussed in this fifth chapter. Chapter 6 summarises the conclusions drawn from the above criticalr1 of rhajor construction projects in Kerala.

Although much literature on construction procurement is based on personal experiences, there is little data available to undertake realistic comparison between regions or from one year to another. A survey was undertaken in the UK to examine the feasibility of developing a replicable survey technique that will enable longitudinal studies and international comparisons. The survey showed that a majority felt traditional procurement methods were inappropriate. However, traditional general contracting is still the most common form of procurement. There was strong agreement that economic muscle compels weaker contracting parties to accept onerous contractual terms. There is no relationship between the size of a project and its procurement method, contrary to popular belief. The findings indicate that wider surveys would generate useful data about attitudes.

Research in construction management is diverse in content and in quality. There is much to be learned from more fundamental disciplines. Construction is a sub-set of human experience rather than a completely separate phenomenon. Therefore, it is likely that there are few problems in construction requiring the invention of a completely new theory. If construction researchers base their work only on that of other construction researchers, our academic community will become less relevant to the world at large. The theories that we develop or test must be of wider applicability to be of any real interest. In undertaking research, researchers learn a lot about themselves. Perhaps the only difference between research and education is that if we are learning about something which no-one else knows, then it is research, otherwise it is education. Self-awareness of this will help to reduce the chances of publishing work which only reveals a researcher’s own learning curve. Scientific method is not as simplistic as non-scientists claim and is the only real way of overcoming methodological weaknesses in our work. The reporting of research may convey the false impression that it is undertaken in the sequence in which it is written. Construction is not so unique and special as to require a completely different set of methods from other fields of enquiry. Until our research is reported in mainstream journals and conferences, there is little chance that we will influence the wider academic community and a concomitant danger that it will become irrelevant. The most useful insights will come from research which challenges the current orthodoxy rather than research which merely reports it.

Heat waves are expected to increase in frequency and magnitude with climate change. The first part of a study to produce projections of the effect of future climate change on heat-related mortality is presented. Separate city-specific empirical statistical models that quantify significant relationships between summer daily maximum temperature (T max) and daily heat-related deaths are constructed from historical data for six cities: Boston, Budapest, Dallas, Lisbon, London, and Sydney. ‘Threshold temperatures’ above which heat-related deaths begin to occur are identified. The results demonstrate significantly lower thresholds in ‘cooler’ cities exhibiting lower mean summer temperatures than in ‘warmer’ cities exhibiting higher mean summer temperatures. Analysis of individual ‘heat waves’ illustrates that a greater proportion of mortality is due to mortality displacement in cities with less sensitive temperature–mortality relationships than in those with more sensitive relationships, and that mortality displacement is no longer a feature more than 12 days after the end of the heat wave. Validation techniques through residual and correlation analyses of modelled and observed values and comparisons with other studies indicate that the observed temperature–mortality relationships are represented well by each of the models. The models can therefore be used with confidence to examine future heat-related deaths under various climate change scenarios for the respective cities (presented in Part 2).

A new heuristic for the Steiner Minimal Tree problem is presented here. The method described is based on the detection of particular sets of nodes in networks, the “Hot Spot” sets, which are used to obtain better approximations of the optimal solutions. An algorithm is also proposed which is capable of improving the solutions obtained by classical heuristics, by means of a stirring process of the nodes in solution trees. Classical heuristics and an enumerative method are used CIS comparison terms in the experimental analysis which demonstrates the goodness of the heuristic discussed in this paper.

In a vault on the outskirts of Paris, a cylinder of platinum-iridium sits in a safe under three layers of glass. It is the kilogram, kept by the Bureau International des Poids et Mesures (BIPM), which is the international home of metrology. Metrology is the science of measurement, and it is of fundamental importance to us all. It is essential for trade, commerce, navigation, transport, communication, surveying, engineering, and construction. It is essential for medical diagnosis and treatment, health and safety, food and consumer protection, and for preserving the environment—e.g., measuring ozone in the atmosphere. Many of these applications are of particular relevance to chemistry and thus to IUPAC. In all these activities we need to make measurements reliably—to an appropriate and known level of uncertainty. The financial implications of metrology are enormous. In the United States, for example, some 15% of the gross domestic product is spent on healthcare, involving reliable quantitative measurements for both diagnosis and treatment.

Construction materials and equipment are essential building blocks of every construction project and may account for 50-60 per cent of the total cost of construction. The rate of their utilization, on the other hand, is the element that most directly relates to a project progress. A growing concern in the industry that inadequate efficiency hinders its success could thus be accommodated by turning construction into a logistic process. Although mostly limited, recent attempts and studies show that Radio Frequency IDentification (RFID) applications have significant potentials in construction. However, the aim of this research is to show that the technology itself should not only be used for automation and tracking to overcome the supply chain complexity but also as a tool to generate, record and exchange process-related knowledge among the supply chain stakeholders. This would enable all involved parties to identify and understand consequences of any forthcoming difficulties and react accordingly before they cause major disruptions in the construction process. In order to achieve this aim the study focuses on a number of methods. First of all it develops a generic understanding of how RFID technology has been used in logistic processes in industrial supply chain management. Secondly, it investigates recent applications of RFID as an information and communication technology support facility in construction logistics for the management of construction supply chain. Based on these the study develops an improved concept of a construction logistics architecture that explicitly relies on integrating RFID with the Global Positioning System (GPS). The developed conceptual model architecture shows that categorisation provided through RFID and traceability as a result of RFID/GPS integration could be used as a tool to identify, record and share potential problems and thus vastly improve knowledge management processes within the entire supply chain. The findings thus clearly show a need for future research in this area.

Identification of cost-determinant variables and evaluation of their degree of influence play an essential role in building reliable cost models and enhance the competitive edge of quantity surveyors as well as contracting organisations. Sixty-seven variables affecting pre-tender construction cost estimates are identified through literature and interviews. These factors are grouped into six categories and a comparison analysis of their impact is conducted. Priority ranking of cost-influencing factors is carried out using a questionnaire survey commissioned amongst quantity surveyors based in the UK. Findings of this survey indicate that there is a strong agreement between quantity surveyors in ranking cost-influencing factors of construction projects. Comparisons between the outcomes of this research and other related studies are presented.
