Neste trabalho, discute-se a fixação de taxas de retorno de concessões no Brasil, com aplicação específica ao caso da metodologia da Agência Nacional de Transportes Terrestres (ANTT). Mostra-se a inadequação da regulamentação vigente, baseada no conceito de taxa interna de retorno (TIR), e não de custo de oportunidade do capital. A partir de um exemplo com dados referentes ao auge da crise financeira internacional (dezembro de 2008), evidencia-se também a falta de lógica decorrente da utilização de retornos e preços passados na estimação de taxas de retorno, um procedimento comum a toda a área de concessões de serviços públicos no Brasil. Propõe-se uma metodologia alternativa cujos resultados são sensíveis às condições correntes de mercado de capitais, que produz resultados coerentes com a situação então vigente.

The presented thesis describes the formation of functional neuronal networks on an underlying micropattern. Small circuits of interconnected neurons defined by the geometry of the patterned substrate could be observed and were utilised as a model system of reduced complexity for the behaviour of neuronal network formation and activity. The first set of experiments was conducted to investigate aspects of the substrate preparation. Micropatterned substrates were created by microcontact printing of physiological proteins onto polystyrene culture dishes. The substrates displayed a high contrast between the repellant background and the cell attracting pattern, such that neurons seeded onto these surfaces aligned with the stamped structure. Both the patterning process and the cell culture were optimised, yielding highly compliant low-density networks of living neuronal cells. In the second step, cellular physiology of the cells grown on these substrates was investigated by patch-clamp measurements and compared to cells cultivated under control conditions. It could be shown that the growth on a patterned substrate did not result in an impairment of cellular integrity nor that it had an impact on synapse formation or synaptic efficacy. Due to the extremely low-density cell culture that was applied, cellular connectivity through chemical synapses could be observed at the single cell level. Having established that single cells were not negatively affected by the growth on patterned substrates, aspects of network formation were investigated. The formation of physical contact between two cells was analysed through microinjection studies and related to the rate at which functional synaptic contacts formed between two neighbouring cells. Surprisingly, the rate of synapse formation between physically contacting cells was shown to be unaltered in spite of the drastic reduction of potential interaction partners on the micropattern. Additional features of network formation were investigated and found consistent with results reported by other groups: A different rate of synapse formation by excitatory and inhibitory neurons could be reproduced as well as a different rate of frequency-dependent depression at excitatory and inhibitory synapses. Furthermore, regarding simple feedback loops, a significant enrichment of reciprocal connectivity between mixed pairs of excitatory and inhibitory neurons relative to uniform pairs could be demonstrated. This phenomenon has also been described by others in unpatterned cultures [Muller, 1997] and may therefore be a feature underlying neuronal network formation in general. Based on these findings, it can be assumed that inherent features of neuronal behaviour and cellular recognition mechanisms were found in the cultured networks and appear to be undisturbed by patterned growth. At the same time, it was possible to reduce the complexity of the forming networks dramatically in a cell culture on a patterned surface. Thus, features of network architecture and synaptic connectivity could be investigated on the single cell level under highly defined conditions.

The thesis analyses the making of the Shiite middle- and upper/entrepreneurial-class in Lebanon from the 1960s till the present day. The trajectory explores the historical, political and social (internal and external) factors that brought a sub-proletariat to mobilise and become an entrepreneurial bourgeoisie in the span of less than three generations. This work proposes the main theoretical hypothesis to unpack and reveal the trajectory of a very recent social class that through education, diaspora, political and social mobilisation evolved in a few years into a very peculiar bourgeoisie: whereas Christian-Maronite middle class practically produced political formations and benefited from them and from Maronite’s state supremacy (National Pact, 1943) reinforcing the community’s status quo, Shiites built their own bourgeoisie from within, and mobilised their “cadres” (Boltanski) not just to benefit from their renovated presence at the state level, but to oppose to it. The general Social Movement Theory (SMT), as well as a vast amount of the literature on (middle) class formation are therefore largely contradicted, opening up new territories for discussion on how to build a bourgeoisie without the state’s support (Social Mobilisation Theory, Resource Mobilisation Theory) and if, eventually, the middle class always produces democratic movements (the emergence of a social group out of backwardness and isolation into near dominance of a political order). The middle/upper class described here is at once an economic class related to the control of multiple forms of capital, and produced by local, national, and transnational networks related to flows of services, money, and education, and a culturally constructed social location and identity structured by economic as well as other forms of capital in relation to other groups in Lebanon.

Repetitive transcranial magnetic stimulation (rTMS) is a means to study the function and connectivity of brain areas. The present study addressed the question of hemispheric asymmetry of frontal regions and aimed to further understand the acute effects of high- and low-frequency rTMS on regional cerebral blood flow (rCBF). Sixteen healthy right-handed men were imaged using H(2)(15)O positron emission tomography (PET) immediately after stimulation. High (10 Hz)- and low (1 Hz)-frequency suprathreshold short-duration rTMS was applied over either the left or right dorsolateral prefrontal cortex (DLPFC). Slow and fast rTMS applied over the left DLPFC significantly increased CBF in the stimulated area. Compared to baseline, slow rTMS induced a significant increase in CBF contralateral to the stimulation site, in the right caudate body and in the anterior cingulum. Furthermore, slow rTMS decreased CBF in the orbitofrontal cortex (OFC, ipsilateral to stimulation side). Fast rTMS applied over the right DLPFC was associated with increased activity at the stimulation site, in the bilateral orbitofrontal cortex and in the left medial thalamus compared to 1-Hz rTMS. These results show that rCBF changes induced by prefrontal rTMS differ upon hemisphere stimulated and vary with stimulation frequency. These differential neurophysiological effects of short-train rTMS with respect to side and frequency suggest hemisphere-dependent functional circuits of frontal cortico-subcortical areas.

How do prevailing narratives about Native Americans, particularly in the medium of film, conspire to promote the perspective of the dominant culture? What makes the appropriation of Indigenous images so metaphorically popular? In the past hundred years, little has changed in the forms of representation favored by Hollywood. The introductory chapter elucidates the problem and outlines the scope of this study. As each subsequent chapter makes clear, the problem is as relevant today as it has been throughout the entire course of filmic history. Chapter Two analyzes representational trends and defines each decade according to its favorite stereotype. The binary of the bloodthirsty savage is just as prevalent as it was during the 1920s and 30s. The same holds true for the drunken scapegoat and the exotic maiden, which made their cinematic debuts in the 1940s and 50s. But Hollywood has added new types as well. The visionary peacemaker and environmental activist have also made an appearance within the last forty years. What matters most is not the realism of these images, but rather the purposes to which they can be put toward validating whatever concerns the majority filmmakers wish to promote. Whether naïvely or not, such representations continue to evacuate Indigenous agency to the advantage of the majority. A brief historical overview confirms this legacy. Various disciplines have sought to interrogate this problem. Chapter three investigates the field of postcolonial studies, which makes inquiry into the various ways these narratives are produced, marketed, and consumed. It also raises the key questions of for whom, and by whom, these narratives are constructed. Additional consideration is given to their value as commodities in the mass marketplace. Typically the products of a boutique-multiculturalism, their storylines are apt to promote the prevailing point of view. Critical theory provides a foundational framework for chapter four. What is the blockbuster formula and how do the instruments of capital promote it? Concepts such as culture industry and repressive tolerance examine both the function and form of the master narrative, as well as its use to control the avenues of dissent. Moreover, the public sphere and its diminishment highlight the challenges inherent in the widespread promotion of an alternative set of narratives. Nonetheless, challenges to prevailing narratives do exist, particularly in the form of Trickster narratives. Often subject to persistent misrecognition, the Trickster demonstrates a potent form of agency that undeniably dismantles the hegemony of Western cinema. The final chapter examines some of the Trickster's more subtle and obscure productions. Usually subjugated to the realm of the mystical, rather than the mythical, these misinterpreted forms have the power to speak in circles around a majority audience. Intended for an Other audience, they are coded in a language that delivers a type of direction through indirection, promoting a poignant agency all their own.

Molluscan preparations have yielded seminal discoveries in neuroscience, but the experimental advantages of this group have not, until now, been complemented by adequate molecular or genomic information for comparisons to genetically defined model organisms in other phyla. The recent sequencing of the transcriptome and genome of Aplysia californica, however, will enable extensive comparative studies at the molecular level. Among other benefits, this will bring the power of individually identifiable and manipulable neurons to bear upon questions of cellular function for evolutionarily conserved genes associated with clinically important neural dysfunction. Because of the slower rate of gene evolution in this molluscan lineage, more homologs of genes associated with human disease are present in Aplysia than in leading model organisms from Arthropoda (Drosophila) or Nematoda (Caenorhabditis elegans). Research has hardly begun in molluscs on the cellular functions of gene products that in humans are associated with neurological diseases. On the other hand, much is known about molecular and cellular mechanisms of long-term neuronal plasticity. Persistent nociceptive sensitization of nociceptors in Aplysia displays many functional similarities to alterations in mammalian nociceptors associated with the clinical problem of chronic pain. Moreover, in Aplysia and mammals the same cell signaling pathways trigger persistent enhancement of excitability and synaptic transmission following noxious stimulation, and these highly conserved pathways are also used to induce memory traces in neural circuits of diverse species. This functional and molecular overlap in distantly related lineages and neuronal types supports the proposal that fundamental plasticity mechanisms important for memory, chronic pain, and other lasting alterations evolved from adaptive responses to peripheral injury in the earliest neurons. Molluscan preparations should become increasingly useful for comparative studies across phyla that can provide insight into cellular functions of clinically important genes.

Cerebral electrical activity is highly nonstationary because the brain reacts to ever changing external stimuli and continuously monitors internal control circuits. However, a large amount of energy is spent to maintain remarkably stationary activity patterns and functional inter-relations between different brain regions. Here we examine linear EEG correlations in the peri-ictal transition of focal onset seizures, which are typically understood to be manifestations of dramatically changing inter-relations. Contrary to expectations we find stable correlation patterns with a high similarity across different patients and different frequency bands. This skeleton of spatial correlations may be interpreted as a signature of standing waves of electrical brain activity constituting a dynamical ground state. Such a state could promote the formation of spatiotemporal neuronal assemblies and may be important for the integration of information stemming from different local circuits of the functional brain network.

Cet article aborde la transformation de régions de montagne en lieux de résidence remplaçant des secteurs économiques plus anciens (agriculture, industrie manufacturière, tourisme) dans les montagnes européennes. Il se place dans la perspective du développement régional et de son impact sur les ressources régionales fixes, le « capital territorial ». Cette nouvelle tendance affecte les montagnes européennes de deux manières, et participe à la formation de régions métropolitaines qui combinent centres métropolitains et environnements de loisirs fondés sur les attraits du paysage pour constituer de nouvelles entités intégrées. Au cours du processus, le paysage devient un bien de consommation nouveau et rare, qui joue un rôle dans l’accumulation du capital investi. L’article établit que les concepts d’esthétique du paysage et d’agréments ne suffisent pas à expliquer cette nouvelle dynamique, car ils méconnaissent les processus spatio-économiques ainsi que le rôle de la marchandisation du paysage pour les nouveaux résidents. Ces nouveaux résidents ont un profil plus « multilocal » que migrant. La multilocalité et l’usage sélectif des produits du paysage freinent le processus d’intégration, crucial pour entretenir et développer le capital territorial. On peut poser que la présence non permanente des nouveaux résidents risque d’affaiblir et non de renforcer les structures locales existantes. Il semble donc nécessaire de déployer des efforts particuliers auprès de chaque groupe de nouveaux résidents pour que de simples résidents à temps partiel deviennent des acteurs régionaux (au moins à temps partiel). De plus, le concept du développement régional centré sur les acteurs innovants doit être remis en question dans la mesure où l’aspect « consommation » domine le rapport du paysage.

The paper develops a growth model in an overlapping generations framework of a financially repressed small open economy, and analyzes the effects of financial liberalization. The following observations are made: An increase (decrease) of interest rate (reserve requirements) reduces (increases) the steady-state stock of capital and the trade balance, but improves (deteriorates) the level of foreign exchange reserves. However, financial liberalization, in any form, is always welfare-improving. The paper, thus, advocates financial liberalization policies to be oriented towards reduction of reserve requirements rather than interest rate deregulation, if foreign reserve holding is not in a critical position.

The paper develops a short-run model of a small open financially repressed economy characterized by unorganized money markets, capital good imports, capital mobility, wage indexation, and flexible exchange rates. The analysis shows that financial liberalization, in the form of an increased rate of interest on deposits and tight monetary policy, unambiguously and unconditionally causes deflation. Moreover, the results do not depend on the degree of capital mobility and structure of wage setting. The paper recommends that a small open developing economy should deregulate interest rates and tighten monetary policy if reducing inflation is a priority. The pre-requisite for such a policy, however, requires the establishment of a flexible exchange rate regime.

El objetivo de este trabajo es juzgar las potencialidades del proceso de concentración del capital agrario a partir del caso de los llamados "grandes pooles de siembra". Para tal fin, se realiza un análisis de los proyectos de inversión y de producción de los pooles de siembra constituidos como Fondos Comunes Cerrados de Inversión y como Fideicomisos Financieros. Asimismo, se realiza un estudio en profundidad del caso del principal administrador de grandes pooles de siembra, la empresa Cazenave y Asociados. Se concluye que la producción agraria pampeana continúa siendo un espacio hostil para la acumulación de los capitales más concentrados de la economía.

En el periodo actual, la expansión del consumo en el territorio se materializa en las ciudades evidenciándose el avance y la instalación de diferentes espacios de consumo. Por un lado, espacios de consumo de grandes capitales del circuito superior como son los shopping center, supermercados e hipermercados y por otro lado, espacios de consumo populares como las ferias comerciales de indumentaria y accesorios, denominadas muchas veces shopping populares, con características distintivas del circuito inferior de la economía urbana (Santos, 1979). En este sentido, se observa que cada vez más las variables distintivas del período como son la técnica, la información, la publicidad, las finanzas, el crédito, entre otras, se hacen presentes en este tipo de actividades.Proponemos en este artículo reflexionar sobre la importancia de estas variables haciendo énfasis en el consumo y en los diversos espacios comerciales. Se presentan brevemente las características del periodo actual y la centralidad del consumo. Luego, se profundiza sobre los espacios de consumo populares como son las ferias comerciales de indumentaria en Argentina para finalmente explicar sintéticamente el caso de la mega- feria "La Salada".

Asistimos a la ampliación de "...una lógica estrictamente capitalista en el desarrollo metropolitano, otorgando a la plusvalía urbana el rango de criterio urbanístico básico" (de Mattos, 2002:1). El gobierno del Estado se reemplaza por la gobernancia y el sector privado revaloriza su rol como constructor y decisor, el Estado se repliega y el capital encuentra nuevos nichos para valorizarse. La redefinición normativa y la gestión privada alteran la propiedad constitutiva de la ciudad como valor de uso complejo (Topalov, 1979). El capital aprende a valorizarse adquiriendo un control parcial sobre derechos, servicios y bienes públicos, y produciendo elementos urbanos que antes le resultaban irreproducibles. Así, la planificación de la ciudad y la comercialización de un nuevo estilo de vida para los sectores privilegiados deviene en una nueva forma de valorización del capital. ¿Pueden los agentes inmobiliarios por sí solos crear mundos de la vida (Habermas, 1987), en su doble concepción de espacios de sociabilidad y horizonte de apreciación, y asegurarse consumidores? El megaemprendimiento toma cuerpo en los estilos de vida de sus habitantes; una metamorfosis sufrida en sus disposiciones y competencias espaciales reorganiza el sentido de sus prácticas y representaciones territoriales. Los habitus (Bourdieu, 1997) se conforman junto a la nueva espacialidad como estructura estructurada por emprendimientos como Nordelta y como estructura estructurante de los nuevos objetos urbanos. Es decir, los habitus no resultan de la impresión mecánica de las estructuras sociales capitalistas sino que se constituyen en un complejo proceso irreducible a las dicotomías entre objetivismo-subjetivismo, acción-estructura, etc. Las disposiciones y competencias espaciales pueden pensarse como la articulación del par dialéctico que presenta Santos (1996) al referirse al espacio geográfico como un conjunto de sistemas de objetos y sistemas de acciones, considerados como el contexto único en el que se realiza la historia.

El artículo presenta los principales núcleos del enfoque de análisis regional en la Argentina, realizando distintos aportes a su desarrollo sobre las dinámicas de acumulación y hegemonía. En ese sentido, retomamos a autores como Rofman, de Jong y Levín, para comprender la relación entre territorio y sociedad. Partimos del planteo de construcción de conocimiento sintético y holístico, tratando de integrar las distintas escalas del análisis espacial con sus particularidades y sus interpenetraciones. La relación espacio/modo de producción nos lleva a la pregunta por las transformaciones orgánicas del capital como relación social y, así, al estudio del proceso de reproducción ampliada del capital a partir de conceptos como el de régimen y modelo de acumulación, a diferentes escalas, alcances y niveles de abstracción. Vemos las relaciones de fuerzas a nivel internacional a la luz de la disputa por distintos monopolios estratégicos, que señala Amín, y del lugar de las corporaciones transnacionales como agentes centrales de los regímenes de acumulación actual. En ese punto, continuamos desarrollando el plan de análisis de relaciones de fuerzas gramsciano, desde su nivel estructural hasta el momento de la hegemonía. De esta manera, la construcción del territorio dentro de una formación social nacional lleva a indagar la dinámica del proceso productivo, sus agentes, fracciones y clases, así como el rol del Estado y de la disputa entre distintos proyectos societarios. Estas dimensiones aparecen, asimismo, conjugadas, en una escala menor, en el análisis de los subsistemas espaciales de acumulación y de los circuitos productivos regionales que los constituyen. La explicitación de diversas claves teórico-metodológicas aparece atravesada por el debate en torno a repensar la planificación del espacio social, preguntándonos ¿qué territorio para qué sociedad?

En la Argentina, durante la última década las actividades agrícolas han avanzado sobre regiones marginales para la agricultura como la Depresión del Salado de la provincia de Buenos Aires. El objetivo central de este trabajo es identificar la diversidad de formas en que se expresan los agronegocios en los partidos de Chascomús y Lezama. Para ello nos proponemos caracterizar los principales agentes socioeconómicos que intervienen en la producción de granos y analizar las disputas que se generan por el uso del suelo. La metodología utilizada consiste en el análisis cualitativo de entrevistas semiestructuradas a informantes clave y a agentes de empresas agrícolas, combinado con el análisis de fuentes de información secundaria.Los resultados del trabajo constatan la intensificación en la competencia por el uso del suelo en la región, concluyendo que las nuevas reglas de juego han implicado la consolidación de algunos sectores (agentes externos y actores locales reconvertidos) y la subordinación de otros, entre ellos los estratos de la pequeña producción.
