During the 18th Century, the northeast of the Amazonian region, especially the jurisdiction of Quixos, was one of the most ignored regions of South America. Its dominions, dependents in part to the Real Audiencia of Quito, did not enjoy sufficient attention from the monarchial administration; therefore, the territorial domination and its natives did not take shape in absolute terms given the difficulties of indigenous resistance against strategies to slowly subordinate and eventually dismantle the Spanish politics of border territories.

La presente investigación tiene como objetivo central analizar si los Estados miembros del Consejo de Defensa Suramericano (CDS) de la Unión de Naciones Suramericanas (UNASUR), han cumplido o no con los compromisos adquiridos en relación a las Medidas de Fomento de la Confianza Mutua y de la Seguridad (MFCMS) y a la adquisición de material bélico. Utilizando como herramienta de análisis la teoría neorrealista, se examina la información que sobre seguridad de la región se dispone. El interés por el tema se desprende al observar el tamaño de recursos que a nivel global y de la región Suramericana se asignan para este efecto, entonces cuantificar y cualificar el nivel de gasto relacionando al Producto Interno Bruto (PIB) que tiene cada Estado, permitió tener una visión más amplia de este rubro, pese a que la información sobre gastos de Defensa es insuficiente, escasa y limitada, lo que generó dificultad para analizar las cifras y los procesos de asignación de recursos y de gastos. El estudio también se dirigió a observar el comportamiento que tienen los Estados de la región, fruto de su proceso histórico matizado por conflictos territoriales y la injerencia de actores extrarregionales, ante posibles amenazas externas.

El presente trabajo de investigación, propone un nuevo diseño de evaluación de desempeño militar para el personal de la Armada del Ecuador, basado en competencias comportamentales, el cual inicialmente parte de una introducción, la cual hace una breve reseña histórica de los principales acontecimientos que permitieron a la Armada del Ecuador convertirse en una institución, que procura cumplir sus tareas fundamentales de velar por la soberanía, seguridad y desarrollo marítimo del país, estando siempre a la vanguardia en campos técnicos, militares y profesionales. Como segundo objetivo de esta propuesta, se buscó investigar a detalle los conceptos y parámetros concernientes a la evaluación de desempeño de manera técnico-conceptual, a través de la definición de conceptos claves como: Evaluación de desempeño, comportamiento, comunicación, entre otras variables que permiten dilucidar de manera lógica la posterior formulación de un nuevo modelo de evaluación de desempeño para el personal de la Armada del Ecuador. El análisis del actual sistema de evaluación de desempeño militar es lo que a continuación se considera en este trabajo, dentro de lo cual se realizó un estudio de los factores que este mecanismo ofrece, desde el levantamiento de sus competencias para la evaluación de desempeño semestral hasta la forma en la que se califica y se clasifica al personal de la Armada del Ecuador conforme a la valoración cuantitativa, cualitativa y evaluación física de sus colaboradores. Finalmente, se desarrolló un diseño de evaluación de desempeño al personal militar de la Armada del Ecuador, que consideró factores como la inclusión de un diccionario de competencias validado y reconocido, una propuesta de calificación que procure eliminar criterios de subjetividad que analice al personal en base a su desempeño en el puesto de trabajo, considerando comportamientos de acuerdo a su grado de desarrollo e identificados en sus guías funcionales, así como la inclusión de un informe de recomendación de su desempeño durante el semestre de evaluación.

A university degree is effectively a prerequisite for entering the archaeological workforce in the UK. Archaeological employers consider that new entrants to the profession are insufficiently skilled, and hold university training to blame. But university archaeology departments do not consider it their responsibility to deliver fully formed archaeological professionals, but rather to provide an education that can then be applied in different workplaces, within and outside archaeology. The number of individuals studying archaeology at university exceeds the total number working in professional practice, with many more new graduates emerging than archaeological jobs advertised annually. Over-supply of practitioners is also a contributing factor to low pay in archaeology. Steps are being made to provide opportunities for vocational training, both within and outside the university system, but archaeological training and education within the universities and subsequently the archaeological labour market may be adversely impacted upon by the introduction of variable top-up student fees.

The concept of ‘homonationalism’ refers to deployments of gay rights for racist and Islamophobic ends, resulting in the consolidation of more sexually inclusive, but racially exclusionary, ideas of citizenship. This article critiques some of the analyses that the concept has inspired in both activist and academic contexts. The critique concentrates on two texts, showing that they make inappropriate rhetorical moves and inaccurate or unsubstantiated claims, and that rather than unearthing structural undercurrents of racism from certain texts or events, they project such structures onto them. While the validity of ‘homonationalism’ as an analytical category is not disputed, some of its propounders assume its explanatory power to be greater than it appears to be. The implications of this critique for gay rights activism and reform are explored.

European researchers across heterogeneous disciplines voice concerns and argue for new paths towards a brighter future regarding scientific and knowledge creation and communication. Recently, in biological and natural sciences concerns have been expressed that major threats are intentionally ignored. These threats are challenging Europe’s future sustainability towards creating knowledge that effectively deals with emerging social, environmental, health, and economic problems of a planetary scope. Within social science circles however, the root cause regarding the above challenges, have been linked with macro level forces of neo-liberal ways of valuing and relevant rules in academia and beyond which we take for granted. These concerns raised by heterogeneous scholars in natural and the applied social sciences concern the ethics of today’s research and academic integrity. Applying Bourdieu’s sociology may not allow an optimistic lens if change is possible. Rather than attributing the replication of neo-liberal habitus in intentional agent and institutional choices, Bourdieu’s work raises the importance of thoughtlessly internalised habits in human and social action. Accordingly, most action within a given paradigm (in this case, neo-liberalism) is understood as habituated, i.e. unconsciously reproducing external social fields, even ill-defined ways of valuing. This essay analyses these and how they may help critically analyse the current habitus surrounding research and knowledge production, evaluation, and communication and related aspects of academic freedom. Although it is acknowledged that transformation is not easy, the essay presents arguments and recent theory paths to suggest that change nevertheless may be a realistic hope once certain action logics are encouraged.

While there is an extensive and still growing body of literature on women in academia and the challenges they encounter in career progression, there is little research on their experience specifically within a business school setting. In this study, we attempt to address this gap and examine the experiences and career development of female academics in a business school and how these are impacted by downsizing programmes. To this end, an exploratory case study is conducted. The findings of this study show that female business school academics experience numerous challenges in terms of promotion and development, networking, and the multiple and conflicting demands placed upon them. As a result, the lack of visibility seems to be a pertinent issue in terms of their career progression. Our data also demonstrates that that, paradoxically, during periods of downsizing women become more visible and thus vulnerable to layoffs as a consequence of the challenges and pressures created in their environment during this process. In this paper, we argue that this heightened visibility, and being subject to possible layoffs, further reproduces inequality regimes in academia.

Given the expectations that western governments had in the reforms being implemented by the Unidad Popular, the September 1973 coup d’état in Chile caused a great international outcry. The violence and repression that accompanied the military coup produced a worldwide repudiation of the military junta. Sweden stood out most consistently among the countries that declared their opposition to Chile during the period of the dictatorship by continuously denouncing the violations to human rights. In this context, Sweden’s Ambassador to Chile, Harald Edelstam, played a very important role in saving the lives of hundreds of Chilean citizens and foreign nationals who sought refuge from the regime’s bloody repression. Making use of the privileges he enjoyed as a diplomat, Edelstam confronted the military authorities to release people wrongfully sentenced to the death penalty. As a result, he was declared persona non grata and forced to leave Chile. This was the beginning of a long and controversial diplomatic relationship that lasted until the return of democracy in Chile in 1990. This article is a first attempt at understanding how human rights violations affected bilateral relations between Chile and Sweden with respect to the diplomatic efforts of Ambassador Harald Edelstam.

There is a profound need to increase the quality and status of vocational education and train-ing (VET) and vocational education and training education – Teacher training (VTE-TT). As a consequence of several reforms the requirements of academic achievements in these different education systems are distinctly higher than before. These high ambitions cause problems and the actors in school and teacher education has got new challenges. Furthermore, vocational education teachers are supposed to prepare their pupils both to a pro-fessional career and to future academic studies. Accordingly, Vocational Education Teacher Trainers are supposed to prepare their students both to a career as vocational teachers and for further academic studies. This makes imprints in the field of VET and VTE-TT. The aim of this paper is to present a coming study about how actors in VET and VTE-TT think and act in relation to their changed assignment.

A modernidade exige a evolução das Polícias Estaduais, principalmente em relação a aspectos que melhor beneficiem a sociedade, considerando-se os vetores da economia, da execução completa de atividades e de um sistema de administração mais qualificado. As Polícias Militares e as Civis requerem formas de gestão que melhor qualifiquem as relações internas e externas, em busca da racionalização e da eficiência. A par disso, é fundamental que as ações policiais se desenvolvam com estrito respeito à Constituição e às leis. Para o desenvolvimento desse tema, o autor examinou a legislação nacional e estadual referente à Segurança Pública, bem como teorias de administração e, em especial, os sistemas de administração definidos por LIKERT. A pesquisa utilizou metodologia qualificativa e quantitativa. A primeira foi usada para o tratamento dos dados coletados nas questões fechadas e, a Segunda, para a análise das palavras citadas. O instrumento utilizado para a coleta de dados foi um questionário contendo 51 (cinqüenta e uma) questões objetivas e 3 (três) questões abertas, tendo sido aplicado a 201 (duzentos e um) servidores, dos quais 74 (setenta e quatro) policiais civis e 124 (cento e vinte e quatro) policiais militares. A pesquisa quantitativa concluiu que os oficiais da Brigada Militar e os delegados da Polícia Civil exercem uma chefia identificada pelo sistema de Likert como sendo autoritária-benévola. Não houve diferença significativa entre as médias de percepção dos servidores da PC e da BM sobre os sistemas de chefia existentes ou idealizados. Ficou identificado que o sistema praticado (real) pela chefia é significativamente diferente do idealizado (ideal) pelos servidores da PC ou da BM. A análise qualitativa confirmou os resultados, permitindo identificar que, nas citações de palavras qualificadoras sobre o chefe, o enfoque com o maior percentual de freqüência foi autoritária, com 78% (setenta e oito por cento) das palavras citadas por PMs ou PCs, contra 22% (vinte e dois por cento) do sistema dito participativo.

O presente estudo tem por objetivo investigar em que medida os fatores vinculados às condições e à organização de trabalho influenciam as vivências de sofrimento e prazer dos policiais militares que executam o serviço de policiamento ostensivo em Porto Alegre. Trata-se de uma pesquisa descritiva, do tipo estudo de caso, fundamentada essencialmente na metodologia preconizada pela psicopatologia do trabalho, desenvolvida por Christophe Dejours e colaboradores. Esta metodologia apóia-se, fundamentalmente, na vivência subjetiva dos trabalhadores, isto é, aquela que provém do inconsciente, extraída do comentário verbal de um grupo de pessoas. Desse modo, as condições e a organização de trabalho dos policiais militares são articuladas com o conjunto de discursos e práticas institucionais que cercam o fenômeno e com o sofrimento físico e mental produzido pela atividade policial. São privilegiados, na análise, aspectos relacionados com as pressões físicas, químicas e biológicas, e as divisões técnica e social do trabalho e sua associação com as vivências de sofrimento, de prazer, além de aspectos relativos à defasagem entre trabalho prescrito e real. Conclui-se que a precariedade das condições de trabalho, aliada à rigidez estabelecida na forma de organização de trabalho dos policiais militares, constitui-se em fonte de sofrimento mental que proporciona na vida desses trabalhadores um impacto, que se projeta além dos limites da atividade laboral, alcançando o seu espaço de existência particular.
