Cuba passou por muitas transformações após a Guerra Fria. A economia está mais diversificada e o país logrou escapar do isolamento internacional, estabelecendo parcerias com China, União Européia e América Latina. Além disso, a transformação na comunidade cubano-americana coloca em posições de influência ativistas mais jovens, com maior disposição para o diálogo com os Estados Unidos, inclusive em temas comerciais. Contudo, é difícil que as negociações avancem em pontos controversos, pela relutância de Havana em liberalizar o regime político.

Due to its recent economic success, Brazil is considered an emerging country, but is it an emerging power concerning global environmental governance? This article argues that although Brazil has a sui generis profile, it can only be considered an emerging power in some environmental regimes, such as global climate change. Thus, international relations theory needs more analytical instruments to assess the impact of emerging powers in global environmental governance

The Lula era has witnessed a changing bilateral strategic partnership between China and Brazil, having the interlocutions between both countries became more substantial, comprehensive and influential. To enlarge the global impacts of the partnership, both countries should inject more regional and global components into their bilateral agenda. In doing so, both sides need to enhance the ties not only in terms of economic cooperation but also of social interaction

Este artigo aborda as alterações que o Tratado de Lisboa introduziu na política externa e de defesa, tendo em conta a gradual alteração do conceito estratégico da União Europeia que pretende transformá-la numa potência global. Começa por enquadrar a intervenção da União Europeia na política internacional, com a adoção de uma política externa e de segurança pelo Tratado de Maastricht. Em seguida, refere as inovações do Tratado de Lisboa nessa política, analisando os aspectos de maior relevo.

Este trabalho tem como objetivo discutir os atuais desafios do multilateralismo tradicional no comércio, visíveis nos impasses da Rodada Doha, diante das novas realidades do comércio internacional globalizado, caracterizado pela dispersão e fragmentação da produção sob a lógica das cadeias de valor globais (CVG). O artigo discute a forma em que essas transformações estão desafiando pressupostos tradicionais do sistema multilateral de comércio e as negociações da Rodada Doha. Tomando o caso do Brasil como exemplo, o artigo argumenta que o descompasso entre a agenda negociadora e as novas realidades do comércio internacional reside nos próprios países-membros da OMC que, em sua maioria, ainda não pautam suas políticas comerciais e suas estratégias de inserção internacional por essas novas dinâmicas do comércio internacional. Por fim, o trabalho mostra que a política comercial brasileira durante a última década esteve desalinhada com essa nova realidade ao dar demasiada ênfase às formas tradicionais de negociação comercial, deixando de considerar as modificações essenciais ocorridas nos padrões de comércio na esteira do processo de globalização.

The G-77 has historically organized the participation of developing countries in multilateral environmental negotiations. This article analyses the impact of a new coalition of emerging powers - Brazil, China, India, and South Africa as BASIC - on the G-77's role in climate governance. While there are important benefits for both sides in their relationship, I argue that the G-77 is also disadvantaged in several concrete ways by the BASIC countries.

The European Union's (EU) decision to include aviation into the Emissions Trade Scheme was heatedly contested. Countries around the world, but mainly the Brazil, Russia, India, China and South Africa group (BRICS) and the US, denounced the EU's initiate as illegal and unilateral. Following a decade of frustrated negotiations at the International Civil Aviation Organization (ICAO), this paper interrogates why such measure, in principle climate-friendly, inspired so much global resentment. I argue that concerns with competitiveness and risks of legal inconsistency are important, but insufficient elements to explain the core of the conflict. The paper suggests that the EU was strongly criticized because third countries perceived this action as an imposed solution, which fostered an environment of distrust. Therefore, I claim that the problem has more to do with a normative divide than with a substantive divergence on what should be done regarding aviation emissions. My analysis is informed by the present literature on the links between trade and climate change, but gives particular weight to first-hand information through interviews with key stakeholders. The paper is divided in three parts. First, it presents the scope of the EU directive in historical perspective. Second, it explores the EU's measure through three different angles: legal, economical and political. The final part explores some possible solutions to overcome these divergences.

With regards to the debate about governance of climate change, it should be assumed that the Amazon region plays an important role, as this large area is highly vulnerable to its effects. In this sense, this article aims to discuss how some Amazonian municipalities of Brazil have been taking part in the complexes and multilayered processes of climate governance.

This paper analyzes People's Republic of China (PRC) economic and political ascendance in the 21st century focusing on the evolution of the sui generis economic development model and its significances of the evolution of relationship between China and the developing countries in the peripheral "Global South." The objective of this article is to analyze the relationship between China and the Global South (Africa and South America) in the 21st century, characterized as a new Center-periphery global network power based on trade and investment that we call as "Asian Consensus."

This article examines China's proposals on the reform of global governance, and discusses the main features of China's proposing behavior in the cases of the WTO Doha Round negotiation and G-20 Process. The main findings are: (1) in the critical junctures of global governance reform, China engaged the reform of the global governance institutions proactively, and put forward a series of reform proposals; (2) in proposing behavior, China argued the global governance institutions should be properly adjusted without intention to change the basic principles, refrained from playing a leadership role while proposing jointly with other countries, and upheld the principled idea of pro-development.
