Fibre Bragg Grating (FBG) array sensors have been successfully embedded in aluminium alloy matrix by ultrasonic consolidation (UC) technique. The temperature and loading responses of the embedded FBG arrays have been systematically characterised. The embedded grating sensors exhibit an average temperature sensitivity of ~36pm/°C, which is three times higher than that of normal FBGs, and a loading responsivity of ~0.1nm/kg within the dynamic range from 0kg to 3kg. This initial experiment clearly demonstrates that FBG array sensors can be embedded in metal matrix together with other passive and active fibres to fabricate smart materials to monitor the operation and health of engineering structures.

The presidential and legislative elections of 2007 are widely seen to have marked the end of the far right as a major political force in France. How could this occur only five years after Le Pen’s qualification for the presidential run-off, and with his party seemingly in the ascendant? This article discusses recent fluctuations in far-right electoral performance in France. It focuses largely on the presidential elections of 2002 and 2007, re-examining the (supposed) upswell of far-right support in 2002 and its (supposed) subsidence in 2007. Both elections require nuanced interpretation. Both confounded poll predictions, which in 2007 failed to measure the effect of Sarkozy’s hard-right campaign and, crucially, the extent to which the border between “mainstream right” and “far right” had shifted since 2002. This allowed Sarkozy to drain part of Le Pen’s electorate, and raises questions over the longer-term impact of Le Pen and the FN on the political agenda in France.
The micro-politics of operational adjustment:veto players and the consolidation of demand in the NHS

Recent reports about procurement within the NHS have been highly critical. One problem identified in the reports is the fragmentation of NHS demand across an unnecessarily large number of suppliers. This fragmentation is said to increase transaction costs, reduce opportunities for scale economies and reduce NHS leverage over suppliers. It has been suggested, therefore, that an important way of improving procurement in the NHS is the better consolidation of demand with a lower number of preferred suppliers. However, such a policy, because it will create ‘winners’ and ‘losers’ within NHS organisations, has political as well as technical and practical ramifications. In this article, the authors present a model, the Veto Players Model, in order to assist managers to address these political ramifications. In the article, the authors not only demonstrate the utility of this model with regard to demand consolidation policies, but also argue that the model provides useful lessons for change management initiatives more generally.

The present report reviews behavioural, electroencephalographic, and especially magnetoencephalographic findings on the cortical mechanisms underlying attentional processes that separate targets from distractors and that ensure durable target representations for goal-directed action. A common way of investigation is to observe the system’s overt and covert behaviour when capacity limitations are reached. Here we focus on the aspect of temporally enhanced processing load, namely on performance deficits occurring under rapid-serial-visual-presentation (RSVP) conditions. The most prominent of these deficits is the so-called “attentional blink” (AB) effect. We first report MEG findings with respect to the time course of activation that shows modulations around 300 ms after target onset which reflect demands and success of target consolidation. Then, findings regarding long-range inter-area phase synchronization are reported that are hypothesized to mediate communication within the attentional network. Changes in synchronization reflect changes in the attentional demands of the task and are directly related to behavioural performance. Furthermore, enhanced vigilance of the system elicits systematically increased synchronization indices. A hypothetical framework is sketched out that aims at explaining limitations in multiple target consolidation under RSVP conditions.

We investigated the nature of resource limitations during visual target processing by imposing high temporal processing demands on the cognitive system. This was achieved by embedding target stimuli into rapid-serial-visual-presentation-streams (RSVP). In RSVP streams, it is difficult to report the second of two targets (T2) if the second follows the first (T1) within 500 ms. This effect is known as the attentional blink (AB). For the AB to occur, it is essential that T1 is followed by a mask, as without such a stimulus, the AB is significantly attenuated. Usually, it is thought that T1 processing is delayed by the mask, which in turn delays T2 processing, increasing the likelihood for T2 failures (AB). Predictions regarding amplitudes and latencies of cortical responses (M300, the magnetic counterpart to the P300) to targets were tested by investigating the neurophysiological effects of the post-T1 item (mask) by means of magnetoencephalography (MEG). Cortical M300 responses to targets drawn from prefrontal sources – areas associated with working memory – revealed accelerated T1 yet delayed T2 processing with an intervening mask. The explanation we are proposing assumes that “protection” of ongoing T1 processing necessitated by the occurrence of the mask suppresses other activation patterns, which boosts T1 yet also hinders further processing. Our data shed light on the mechanisms employed by the human brain for ensuring visual target processing under high temporal processing demands, which is hypothesized to occur at the expense of subsequently presented information.

The study explored when, under what conditions, and to what extent did European integration, particularly the European Union’s requirement for democratic conditionality, contribute to democratic consolidation in Spain, Poland, and Turkey? On the basis of a four-part definition, the dissertation examined the democratizing impact of European integration process on each of the following four components of consolidation: (i) holding of fair, free and competitive elections, (ii) protection of fundamental rights, including human and minority rights, (iii) high prospects of regime survival and civilian control of the military, and (iv) legitimacy, elite consensus, and stateness. To assess the relative significance of EU’s democratizing leverage, the thesis also examined domestic and non-EU international dynamics of democratic consolidation in the three countries. By employing two qualitative methods (case study and process-tracing), the study focused on three specific time frames: 1977–1986 for Spain, 1994–2004 for Poland, and 1999–present for Turkey. In addition to official documents, newspapers, and secondary sources, face-to-face interviews made with politicians, academics, experts, bureaucrats, and journalists in the three countries were utilized. The thesis generated several conclusions. First of all, the EU’s democratizing impact is not uniform across different components of democratic consolidation. Moreover, the EU’s democratizing leverage in Spain, Poland, and Turkey involved variations over time for three major reasons: (i) the changing nature of EU’s democratic conditionality over time (ii) varying levels of the EU’s credible commitment to the candidate country’s prospect for membership, and (iii) domestic dynamics in the candidate countries. Furthermore, the European integration process favors democratic consolidation but its magnitude is shaped by the candidate country’s prospect for EU membership and domestic factors in the candidate country. Finally, the study involves a major policy implication for the European Union: unless the EU provides a clear prospect for membership, its democratizing leverage will be limited in the candidate countries.

In the past 20 years, Chile and Venezuela have followed divergent paths of democratic and economic development. When the Cold War ended, Venezuela was one of the few Latin American countries where democracy had survived the authoritarian wave of the 1960 and 1970s. Heralded in the late 1980s as the most stable democracy and one of the most developed and globalized economies in the region, Venezuela has since experienced deterioration of democratic institutions, political polarization, economic stagnation, and instability. In contrast, Chile has experienced a democratic renaissance since 1990. Rapid economic growth, an increasingly efficient public sector, significant reductions in poverty, and improvements in social programs have all made Chile a regional leader in democratic consolidation and sustainable development. Chile emerges as a success story and Venezuela as a country lagging behind in terms of making progress in economic development and poverty reduction. While Chile has developed a democratic system based on institutions, Venezuela has seen its democracy evolve towards increasing concentration of power on the hands of President Hugo Chávez.

This study examined whether African Americans could consolidate political power through a migration into a specific state or set of states in sufficient numbers to establish a voting majority within that state. In order to examine the feasibility and efficacy of this strategy, a variety of factors were reviewed, including the historical context leading to the current situation; the political benefits to be derived from the control of a state; and the population and migration patterns of African Americans. The results indicated that this strategy could succeed in providing significant substantive and symbolic political benefits to the African American community, but could also have some negative repercussions.
The Central European initiative : an approach to regional stabilization and democratic consolidation

This thesis examines how multilateral institutions can contribute to democratization and regional stability. It is a case study of the Central European Initiative (CEI), a regional intergovernmental organization founded by Italy and Austria in 1989 to undertake a regional integration process, and of its role in stabilizing post-communist democracies. Documents were collected at the CEI offices in Trieste, Italy, and interviews conducted with CEI officers, and data obtained from the websites of related organizations and of CEI member countries. The thesis probes the relevance of concepts derived from theories of international regimes and social constructivism. It shows that the CEI diffuses norms and institutional rules conducive to consolidating democracies, including the development of a free civil society, a relatively autonomous political society, rule of law, state bureaucracies that are usable by the new democratic governments, and functioning free market economies, addition, and fosters habits of dialogue, socializes participants, and supports the creation of supra-national identities.

Ce mémoire explore la relation qui lie démocratie et légitimité politique, dans une perspective épistémique. La démocratie, dans son acception la plus générale, confère à chacun la possibilité de faire valoir les intérêts qu'il estime être les siens et ceux de sa communauté, en particulier à l’occasion d’un scrutin. Cette procédure décisionnelle qu’est le vote consacre ainsi en quelque sorte la liberté et l’égalité dont profitent chacun des citoyens, et confère une certaine légitimité au processus décisionnel. Cela dit, si le vote n’est pas encadré par des considérations épistémiques, rien ne garantit que le résultat politique qui en découlera sera souhaitable tant pour les individus que pour la collectivité: il est tout à fait permis d’imaginer que des politiques discriminatoires, économiquement néfastes ou simplement inefficaces voient ainsi le jour, et prennent effet au détriment de tous. En réponse à ce problème, différentes théories démocratiques ont vu le jour et se sont succédé, afin de tenter de lier davantage le processus démocratique à l’atteinte d’objectifs politiques bénéfiques pour la collectivité. Au nombre d’entre elles, la démocratie délibérative a proposé de substituer la seule confrontation d’intérêts de la démocratie agrégative par une recherche collective du bien commun, canalisée autour de procédures délibératives appelées à légitimer sur des bases plus solides l’exercice démocratique. À sa suite, la démocratie épistémique s’est inspirée des instances délibératives en mettant davantage l’accent sur la qualité des résultats obtenus que sur les procédures elles-mêmes. Au final, un même dilemme hante chaque fois les différentes théories : est-il préférable de construire les instances décisionnelles en se concentrant prioritairement sur les critères procéduraux eux-mêmes, au risque de voir de mauvaises décisions filtrer malgré tout au travers du processus sans pouvoir rien y faire, ou devons-nous avoir d’entrée de jeu une conception plus substantielle de ce qui constitue une bonne décision, au risque cette fois de sacrifier la liberté de choix qui est supposé caractériser un régime démocratique? La thèse que nous défendrons dans ce mémoire est que le concept d’égalité politique peut servir à dénouer ce dilemme, en prenant aussi bien la forme d’un critère procédural que celle d’un objectif politique préétabli. L’égalité politique devient en ce sens une source normative forte de légitimité politique. En nous appuyant sur le procéduralisme épistémique de David Estlund, nous espérons avoir démontré au terme de ce mémoire que l’atteinte d’une égalité politique substantielle par le moyen de procédures égalitaires n’est pas une tautologie hermétique, mais plutôt un mécanisme réflexif améliorant tantôt la robustesse des procédures décisionnelles, tantôt l’atteinte d’une égalité tangible dans les rapports entre citoyens.

Centrée essentiellement autour de la parole épiscopale congolaise, la présente recherche porte sur les articulations de la religion et du politique dans une perspective limitée au catholicisme en RDC. En prenant pour base empirique la ville de Kinshasa, elle thématise les effets des dynamiques religieuses sur les fermentations sociales et les changements politiques dans un contexte d’autoritarisme. Celui-ci est, dans ce travail, problématisé comme le fait conjoint de l’institution étatique et de l’organisation religieuse catholique. Le choix de cette approche relationnelle basée sur les interactions entre religion et politique, permet d’inscrire ce travail dans le champ d’études des sciences des religions. L’approche retenue s’appuie également sur les avancées de la sociologie politique et éclaire la régulation religieuse du politique, rarement étudiée par les sciences humaines. Cette recherche s’inscrit donc à l’intersection entre l’histoire, la sociologie, les sciences politiques, l’anthropologie, l’analyse du discours, la philosophie et la théologie. Sa thèse centrale est organisée autour d’une question principale : comment la religion participe-t-elle à la régulation du politique dans le contexte d’autoritarisme caractéristique de la RDC ? La réponse à cette question croise l’approche fonctionnelle de la religion et l’analyse des déclarations institutionnelles de l’épiscopat congolais. Elle esquisse les relations entre, d’une part, contextes et événements sociopolitiques et d’autre part, discours et pratiques religieuses. Elle construit la scène religieuse à partir de la trajectoire sociopolitique, économique et culturelle de la RDC entre 1990 et 2015, sous les Présidents J.-D. Mobutu, L.-D. Kabila et J. Kabila. Elle étudie l'offre normative de sens de leurs éminences J.-A. Malula, F. Etsou et L. Monsengwo. L’analyse de la rhétorique de l’épiscopat sur les élections vérifie la plausibilité sociale et l’efficience politique de la parole épiscopale congolaise. Elle se ressource dans la pragmatique de la communication telle que mise en œuvre dans l’analyse argumentative du discours de R. Amossy et dans celle du discours politique de P. Charaudeau. En mettant la focale sur l’objet linguistique « vérité des urnes », la recherche pose au niveau normatif, juridique et éthique, le problème de l’institutionnalisation d’un État de droit en RDC. Les élaborations sur ce dernier niveau s’articulent autour de l’inscription de l’éthique dans l’agir politique. L’examen des modes conventionnels d’action des chrétiens (élections de 2006 et 2011) et non conventionnels (marche des chrétiens de 1992 et 2012) conduit à éclairer les modes de reproduction ou de contestation de l’autoritarisme étatique par l’organisation religieuse. Il permet de promouvoir une démocratie des valeurs et d’action adossée à la parrhêsia. L’introduction de l’aléthique dans la vie publique donne à voir la parole épiscopale congolaise comme un discours ethopoïétique. C’est sur ce point précis que les élaborations de M. Foucault sur la parrhêsia aident à thématiser la capacité de la religion à informer et à influencer la démocratisation de la RDC. De là, la requête formulée pour un nouveau système d’action institutionnelle de l’organisation religieuse, susceptible de promouvoir le courage de la vérité en situation autoritaire. Cette innovation permet de tenir ensemble les valeurs démocratiques et les valeurs de l’Évangile, en les corrélant à la cohérence axiologique, à la probité morale et à l’intégrité existentielle des protagonistes de la démocratisation de la RDC.
