Descriptive Cross-sectional study involving 787 students from a private university in Bogota. Its objectives were to determine the alcohol consump- tion prevalence, alcoholism and risk of alcoholism and determine the current pattern of alcohol con- sumption. A survey –which included the CAgE index– was used to collect the data. A prevalence of alcoholism of 23%, and of risk of alcoholism of 15% were found. Results show that alcohol con- sumption in university students begins in high school and it is a problematic conduct that it is worth being enlarged and analyzed in greater detail including other variables and perfecting the diag- nosis of alcoholism and its risk in order to achieve early identification and intervention.

Turkey's accession to the European Union (EU) has become, over the years, one of the most contentious issues of European integration. On October 3rd 2005, the European Commission began negotiations for its accession, and, although they will probably not be completed within a decade, its objective is the full accession to the Union. Turkey's accession to the EU presents challenges for both parties, but especially for the European Union. There are very different challenges from the previous accessions, indeed. This work aims to analyze the challenges the EU will face towards Turkey's possible accession to the European Community. Therefore, this work has been divided into three sections. In the first of them, entitled "Brief history of a complex negotiation", the negotiation is briefly described. The second, "Aspects to take into account for Turkey's accession to the European Union", in which different relevant (geopolitical, economic and financial, demographic, cultural and religious) aspects of the possible a cession are discussed: aspects that will have an important impact in the development and performance of the European Community, once accession is fulfilled. The third and last section, "Turkey's incorporating challenges", discusses the challenges the EU will have to face with the potential accession of Turkey, specifically concerning four dimensions: institutional capacity, regional and cohesion policy, EU common security and foreign policy.

“Aprender inglês como segunda língua – A importância do Domínio de outras línguas num mundo globalizado” é um trabalho de investigação que visa abordar a importância da aprendizagem da língua inglesa na perspetiva dos alunos no final do 3º Ciclo do Ensino Básico e tendo em conta o mundo globalizado em que vivemos. A metodologia a aplicar é do tipo descritivo. Os sujeitos são 101 alunos do 9º ano de escolaridade do Ensino Básico, pertencentes ao Colégio Vasco da Gama, perfazendo cinco turmas. Para ter acesso às opiniões dos alunos, recorremos à elaboração de questionários estruturados de acordo com os objetivos da investigação. Os questionários foram aplicados em aula com a devida autorização da Direção do Colégio. Procuramos apurar se, de acordo com a legislação europeia que valoriza a aprendizagem de várias línguas como forma de aproximar os vários países da comunidade, nomeadamente de uma língua franca que possa ser o meio de comunicação preferencial no mundo político, económico, social e cultural, os alunos valorizam a aquisição da língua estrangeira e em caso afirmativo, quais as funções e com que objetivos pretendem os alunos atingir a fluência na língua inglesa. No que diz respeito aos resultados obtidos, podemos afirmar que os alunos valorizam o domínio de outras línguas num mundo globalizado, em especial o domínio da língua inglesa visto ser considerada a língua franca internacional que permite a comunicação entre povos de diferentes línguas maternas. Também o enriquecimento cultural e o desenvolvimento da criatividade são fatores apontados pelos alunos como importantes consequências da aquisição de outras línguas.

In this new CEPS Commentary, Jacopo Carmassi, Carmine Di Noia and Stefano Micossi present a rationale and detailed outline for the creation of a banking union in Europe. They argue that it is essential to clearly distinguish between what is needed to address a ‘systemic’ confidence crisis hitting the banking system – which is mainly or solely a eurozone problem – and ‘fair weather’ arrangements to prevent individual bank crises and, when they occur, to manage them in an orderly fashion so as to minimise systemic spillovers and the cost to taxpayers, which is of concern for the entire European Union.

In this CEPS Commentary, Steven Blockmans notes that a prolonged period of instability lies ahead for Syria, with an on-going risk of spill-over effects affecting the entire region. The author argues that the EU’s plans for a post-Assad Syria should extend beyond the half-hearted responses to the monumental changes that have ripped through other parts of the Arab world. In recognition of the geostrategic shifts in the Middle East and the Gulf, and pursuant to the obligation imposed upon it by the Lisbon Treaty, the EU should plan for the creation of a regional space of shared security. Such a plan would fit well into the current efforts to revamp the European Security Strategy.
