The quality of a country’s human-resource base can be said to determine its level of success in social and economic development. This study focuses on some␣of the major human-resource development issues that surround the implementation of South Africa’s policy of multilingualism in education. It begins by discussing the relationship between knowledge, language, and human-resource, social and economic development within the global cultural economy. It then considers the situation in South Africa and, in particular, the implications of that country’s colonial and neo-colonial past for attempts to implement the new policy. Drawing on the linguistic-diversity-in-education debate in the United Kingdom of the past three decades, it assesses the first phase of an in-service teacher-education programme that was carried out at the Project for Alternative Education in South Africa (PRAESA) based at the University of Cape Town. The authors identify key short- and long-term issues related to knowledge exchange in education in multilingual societies, especially concerning the use of African languages as mediums for teaching and learning.

A soil microorganism identified as Bacillum megaterium was found to produce several antibiotics substances after growth for 20 h at 37A degrees C in a mineral culture medium. Analysis both by electron spray ionization (ESI) and matrix-assisted laser desorption ionization-time of flight (MALDI-TOF) mass spectrometry (MS) identified these substances as lipopeptides. Predominant peaks at m/z 1,041 and m/z 1,065 revealed ions which are compatible with surfactins and lichenysins, respectively. Two other ions m/z 1,057 and m/z 1,464 were further studied by collision-induced dissociation (CID) unveiling an iturin A at the first and fengycins A and B at the second m/z peaks. The CID spectrum of the m/z 1,464 ion also suggests the existence of fengycins A and B variants in which Ile was changed to Val in the position 10 of the peptide moiety. Raw mixtures of all these compounds were also assayed for antibiotic features. The data enlighten the unusual diversity of the lipopeptide mixture produced by a sole Bacillus species.

DD K is an antimicrobial peptide previously isolated from the skin of the amphibian Phyllomedusa distincta. The effect of cholesterol on synthetic DD K binding to egg lecithin liposomes was investigated by intrinsic fluorescence of tryptophan residue, measurements of kinetics of 5(6)-carboxyfluorescein (CF) leakage, dynamic light scattering and isothermal titration microcalorimetry. An 8 nm blue shift of tryptophan maximum emission fluorescence was observed when DD K was in the presence of lecithin liposomes compared to the value observed for liposomes containing 43 mol% cholesterol. The rate and the extent of CF release were also significantly reduced by the presence of cholesterol. Dynamic light scattering showed that lecithin liposome size increase from 115 to 140 nm when titrated with DD K but addition of cholesterol reduces the liposome size increments. Isothermal titration microcalorimetry studies showed that DD K binding both to liposomes containing cholesterol as to liposomes devoid of it is more entropically than enthalpically favored. Nevertheless, the peptide concentration necessary to furnish an adjustable titration curve is much higher for liposomes containing cholesterol at 43 mol% (2 mmol L-1) than in its absence (93 mu mol L-1). Apparent binding constant values were 2160 and 10,000 L mol(-1), respectively. The whole data indicate that DD K binding to phosphatidylcholine liposomes is significantly affected by cholesterol, which contributes to explain the low hemolytic activity of the peptide. The present study analyses the relationship between Democracy and Local Government concerning Public Health Policy of small and medium Brazilian municipalities (with less than 50 thousand inhabitants). The management of the Department of Health in these municipalities was analysed to observe the democratization of public health through the main innovations on the way of management and on the health assistance. A comparison between the answers of the Health Department Managers of municipalities with less than 50 thousand inhabitants and the ones with more than 50 thousand inhabitants (collected in another research) was made as well as the elaboration of a factorial analysis model which verifies the relationship between Manage Profile, Innovating Management and Municipality Demographic Size. Innovating features are found in the small and medium municipalities although in a weaker degree than in the big ones. The relationship observed between the Demographic Extent and Innovating Management as well as the first and Manager Profile are not as strong as the Manager Profile and Innovating Management, concluding that the small dimension of a municipality is not an impediment to a more democratic health management.

Oligoplites palometa (Cuvier) and Oligoplites saurus (Bloch & Schneider) (Osteichthyes: Carangidae) are coastal pelagic fish species. The objective of this study was to investigate the effect of parasitism by isopods and the reproductive biology of the leather jack, Oligoplites spp. A total of 113 individuals of Oligoplites spp (35 of O. saurus and 78 of O. palometa) were captured during the period between January, 2005 and July, 2007 from the coastal waters of Natal, RN. The morphometric and meristic characters were registered; macroscopic analyses were done to collect the isopod parasites and the gonads were observed to verify the reproductive aspects. The crustacean isopod parasite, Cymothoa spinipalpa (Isopoda: Cymothidae) was encountered on the tongue in the oral cavity in both fish hosts. The parasitic indices of C. spinipalpa showed high values of prevalance of 51,4% for O. saurus and 64,1% for O. palometa. The host presented significant correlations between body mass and body length of O. palometa and the number of parasites. Body lengths of female C. spinipalpa were small due to the limited space available in the oral cavity of the host. There was a significant difference in the sex ratio of O. palometa, males outnumbered the females. The isopod parasites showed specificity to the oral cavity of hosts. Macroscopic analyses of gonads showed four stages of gonadal development for both sex of O. palometa: immature, maturing, mature and spent

Reproductive strategy of the hermaphrodite fish the marbled swamp eel, Synbranchus marmoratus (Bloch, 1795) (Osteichthyes: Synbranchidae) was investigated in the Marechal Dutra reservoir, Acari, Rio Grande do Norte, using fish samples captured monthly during the period of July 2010 to July 2011. The limnological parameters and rainfall were verified. The captured fish specimens were numbered, weighed, measured, dissected and their gonads and liver were removed, weighed and identified as to sex and developmental stages of gonads. The length-weight relationship was determined for grouped sex. The size of first gonadal maturation, gonadosomatic index (GSI), condition factor (K) and hepatosomatic index (HSI) were calculated. The development stages of the gonads were investigated using macroscopic and histological techniques, besides the fecundity and reproductive period. The macroscopic characteristics and the histological development of gonads confirmed the four different sexual types in the sampled population: primary males, females, intersex and secondary males. The secondary males were bigger and heavier than all the other types. This species showed a negative allometric growth with a higher increase in length than weight. The size at which 50% of the females began the process of gonadal maturation was 43.5 cm of total length, and for secondary males it was 58.5 cm. Condition factor showed two peaks in February and in April 2011. IGS indicated a reproductive period from July to September 2010 and was negatively correlated with the condition factor and rainfall. IGS showed a negative correlation when compared with the condition factor and the rainy season. HSI was highest in February ad lowest in December. The reproductive period of this species occurs between the end of the rainy season and the beginning of the dry season. S. marmoratus presents a seasonal reproductive strategy which optimizes its reproductive success under the semiarid climatic conditions
