We study the implications of two solidarity conditions on the efficient location of a public good on a cycle, when agents have single-peaked, symmetric preferences. Both conditions require that when circumstances change, the agents not responsible for the change should all be affected in the same direction: either they all gain or they all loose. The first condition, population-monotonicity, applies to arrival or departure of one agent. The second, replacement-domination, applies to changes in the preferences of one agent. Unfortunately, no Pareto-efficient solution satisfies any of these properties. However, if agents’ preferred points are restricted to the vertices of a small regular polygon inscribed in the circle, solutions exist. We characterize them as a class of efficient priority rules.

Proteolytic processing of the CUX1 transcription factor generates an isoform, p110 that accelerates entry into S phase. To identify targets of p110 CUX1 that are involved in cell cycle progression, we performed genome-wide location analysis using a promoter microarray. Since there are no antibodies that specifically recognize p110, but not the full-length protein, we expressed physiological levels of a p110 isoform with two tags and purified chromatin by tandem affinity purification (ChAP). Conventional ChIP performed on synchronized populations of cells confirmed that p110 CUX1 is recruited to the promoter of cell cycle-related targets preferentially during S phase. Multiple approaches including silencing RNA (siRNA), transient infection with retroviral vectors, constitutive expression and reporter assays demonstrated that most cell cycle targets are activated whereas a few are repressed or not affected by p110 CUX1. Functional classes that were over-represented among targets included DNA replication initiation. Consistent with this finding, constitutive expression of p110 CUX1 led to a premature and more robust induction of replication genes during cell cycle progression, and stimulated the long-term replication of a plasmid bearing the oriP replicator of Epstein Barr virus (EBV).

A collective decision problem is described by a set of agents, a profile of single-peaked preferences over the real line and a number k of public facilities to be located. We consider public facilities that do not su¤er from congestion and are non-excludable. We provide a characterization of the class of rules satisfying Pareto-efficiency, object-population monotonicity and sovereignty. Each rule in the class is a priority rule that selects locations according to a predetermined priority ordering among interest groups. We characterize each of the subclasses of priority rules that respectively satisfy anonymity, hiding-proofness and strategy-proofness. In particular, we prove that a priority rule is strategy-proof if and only if it partitions the set of agents into a fixed hierarchy. Alternatively, any such rule can be viewed as a collection of fixed-populations generalized peak-selection median rules (Moulin, 1980), that are linked across populations, in a way that we describe.

L'avancement des communications sans-fil permet l'obtention de nouveaux services bases sur l'habileté des fournisseurs de services sans-fil à déterminer avec précision, et avec l'utilisation de technologies de pistage, la localisation et position géographiquement d'appareils sans-fil Cette habileté permet d'offrir aux utilisateurs de sans-fil de nouveaux services bases sur la localisation et la position géographique de leur appareil. Le développement des services basés sur la localisation des utilisateurs de sans-fil soulevé certains problèmes relatifs à la protection de la vie privée qui doivent être considérés. En effet, l'appareil sans-fil qui suit et enregistre les mouvements de I 'utilisateur permet un système qui enregistre et entrepose tous les mouvements et activités d'un tel utilisateur ou encore qui permet l'envoi de messages non anticipes à ce dernier. Pour ce motif et afin de protéger la vie privée des utilisateurs de sans-fil, une compagnie désirant développer ou déployer une technologie permettant d'offrir ce genre de services personnalisés devra analyser l'encadrement légal touchant la protection des données personnelles--lequel est dans certains cas vague et non approprié à ce nouveau contexte--ainsi que la position de l'industrie dans ce domaine, et ce, afin d'être en mesure de traduire cet encadrement en pratiques commerciales. Cette analyse permettra d'éclairer le fournisseur de ces services sur la façon d'établir son modèle d'affaires et sur le type de technologie à développer afin d'être en mesure de remédier aux nouveaux problèmes touchant la vie privée tout en offrant ces nouveaux services aux utilisateurs de sans-fil.

Cette thèse explore la relation entre les littératures autochtones et multiculturelles du Canada. Même si les critiques littéraires examinent les littératures dites mineures de plus en plus, ces dernières sont rarement étudiées sans la présence médiatrice de la littérature canadienne considérée comme étant dominante. Afin de produire une telle analyse, cette thèse mobilise le concept d’hybridité en tant que catégorie d’analyse de texte qui, en plus de son histoire raciale et coloniale, décrit convenablement les formes d’expérimentations stylistiques que les écrivains autochtones et multiculturels emploient afin de représenter et questionner leur marginalisation. Ne voulant pas reproduire les interprétations fétichistes qui réduisent les littératures autochtones et multiculturelles à leurs représentations de concepts d’altérité, j’examine ces textes dans leurs relations avec différents discours et débats ayant marqué les études littéraires canadiennes, notamment, le long poème canadien, l’écriture des prairies canadiennes, la littérature urbaine, le multiculturalisme, et les premières nations. Ma méthode d’analyse repose sur la façon dont chaque texte étudié alimente ces catégories d’analyse littéraire tout en les modifiant radicalement. De plus, je développe un cadre conceptuel et théorique permettant l’étude de la relation entre les textes autochtones et multiculturels sans toutefois confondre ou réduire les contextes d’où proviennent ces littératures. Ma thèse et ma méthode d’analyse se concrétise par l’interprétation des textes écrits par Armand Garnet Ruffo, Suzette Mayr, Rawi Hage, et Jeannette Armstrong. Le chapitre d’introduction détaille la façon dont la relation entre les textes autochtones et multiculturels a été appréhendée jusqu’à présent. J’y élabore mon cadre théorique qui joint et réinterprète de manière critique diverses théories, dont celle du postcolonialisme, de l’hybridité, et de la mondialisation, et la façon dont ces théories se rapportent aux études littéraires canadiennes. Dans mon deuxième chapitre, j’analyse le long poème d’Armand Garnet Ruffo, Grey Owl: The Mystery of Archie Belaney, en m’attardant particulièrement aux stratégies d’expérimentations stylistiques et génériques que Ruffo développe afin de rendre le genre du long poème canadien autochtone et de questionner l’identité de Grey Owl. Mon troisième chapitre examine Venous Hum, un roman de Suzette Mayr. Ce texte remet en question la tradition de « prairie writing », le multiculturalisme canadien, et le conservatisme albertain à travers son style expérimental, son usage des métaphores et du réalisme magique. Mon quatrième chapitre interprète le roman montréalais Cockroach, de Rawi Hage, en examinant la façon dont ses unités locales, nationales, et globales rencontrent le colonialisme et contestent les discours nationaux une fois que sa critique de la mondialisation se trouve réarticulée dans une approbation des discours d’interventions humanitaires de l’occident. Mon dernier chapitre explore le roman de Jeannette Armstrong, Whispering in Shadows, afin de démontrer les limites de ma méthode d’analyse. Puisque l’hybridité sous-entend inévitablement la notion d’assimilation, son application dans le contexte de l’œuvre d’Armstrong s’avèrerait réductrice. Pour cette raison, ce chapitre utilise des concepts autochtones définis par Armstrong afin de développer une méthode de lecture non-hégémonique. Ma thèse examine donc la façon dont chaque texte déploie le concept d’hybridité pour à la fois contester et enrichir les discours critiques qui tentent de contenir ces textes. Elle contribue aux études postcoloniales de la littérature canadienne en élargissant leur champ habituel pour inclure les complexités des théories de la mondialisation, et en examinant quelles stratégies littéraires les textes autochtones et multiculturels partagent, mais mobilisent à des fins différentes.

In this paper, we study a k-out-of-n system with single server who provides service to external customers also. The system consists of two parts:(i) a main queue consisting of customers (failed components of the k-out-of-n system) and (ii) a pool (of finite capacity M) of external customers together with an orbit for external customers who find the pool full. An external customer who finds the pool full on arrival, joins the orbit with probability and with probability 1− leaves the system forever. An orbital customer, who finds the pool full, at an epoch of repeated attempt, returns to orbit with probability (< 1) and with probability 1 − leaves the system forever. We compute the steady state system size probability. Several performance measures are computed, numerical illustrations are provided.

Cooperative caching is an attractive solution for reducing bandwidth demands and network latency in mobile ad hoc networks. Deploying caches in mobile nodes can reduce the overall traffic considerably. Cache hits eliminate the need to contact the data source frequently, which avoids additional network overhead. In this paper we propose a data discovery and cache management policy for cooperative caching, which reduces the caching overhead and delay by reducing the number of control messages flooded in to the network. A cache discovery process based on location of neighboring nodes is developed for this. The cache replacement policy we propose aims at increasing the cache hit ratio. The simulation results gives a promising result based on the metrics of studies

An antimedian of a pro le = (x1; x2; : : : ; xk) of vertices of a graph G is a vertex maximizing the sum of the distances to the elements of the pro le. The antimedian function is de ned on the set of all pro les on G and has as output the set of antimedians of a pro le. It is a typical location function for nding a location for an obnoxious facility. The `converse' of the antimedian function is the median function, where the distance sum is minimized. The median function is well studied. For instance it has been characterized axiomatically by three simple axioms on median graphs. The median function behaves nicely on many classes of graphs. In contrast the antimedian function does not have a nice behavior on most classes. So a nice axiomatic characterization may not be expected. In this paper such a characterization is obtained for the two classes of graphs on which the antimedian is well-behaved: paths and hypercubes.

The median problem is a classical problem in Location Theory: one searches for a location that minimizes the average distance to the sites of the clients. This is for desired facilities as a distribution center for a set of warehouses. More recently, for obnoxious facilities, the antimedian was studied. Here one maximizes the average distance to the clients. In this paper the mixed case is studied. Clients are represented by a profile, which is a sequence of vertices with repetitions allowed. In a signed profile each element is provided with a sign from f+; g. Thus one can take into account whether the client prefers the facility (with a + sign) or rejects it (with a sign). The graphs for which all median sets, or all antimedian sets, are connected are characterized. Various consensus strategies for signed profiles are studied, amongst which Majority, Plurality and Scarcity. Hypercubes are the only graphs on which Majority produces the median set for all signed profiles. Finally, the antimedian sets are found by the Scarcity Strategy on e.g. Hamming graphs, Johnson graphs and halfcubes

Investing in global environmental and adaptation benefits in the context of agriculture and food security initiatives can play an important role in promoting sustainable intensification. This is a priority for the Global Environment Facility (GEF), created in 1992 with a mandate to serve as financial mechanism of several multilateral environmental agreements. To demonstrate the nature and extent of GEF financing, we conducted an assessment of the entire portfolio over a period of two decades (1991–2011) to identify projects with direct links to agriculture and food security. A cohort of 192 projects and programs were identified and used as a basis for analyzing trends in GEF financing. The projects and programs together accounted for a total GEF financing of US$1,086.8 million, and attracted an additional US$6,343.5 million from other sources. The value-added of GEF financing for ecosystem services and resilience in production systems was demonstrated through a diversity of interventions in the projects and programs that utilized US$810.6 million of the total financing. The interventions fall into the following four main categories in accordance with priorities of the GEF: sustainable land management (US$179.3 million), management of agrobiodiversity (US$113.4 million), sustainable fisheries and water resource management (US$379.8 million), and climate change adaptation (US$138.1 million). By aligning GEF priorities with global aspirations for sustainable intensification of production systems, the study shows that it is possible to help developing countries tackle food insecurity while generating global environmental benefits for a healthy and resilient planet.
