Desde o final da década de 70 tem sido proposto pelos estudiosos da área que o Planejamento para o Desenvolvimento Urbano através de Políticas Públicas, deva incorporar em sua agenda a questão de gênero, se a intenção desta tradição de planejamento é atender às diferentes necessidades da população. Isto é uma consequência da evolução do próprio conceito de desenvolvimento. Argumenta-se que a população não é homogênea. Mulheres e homens desempenham diferentes papéis (que são resultado das relações de gênero), e derivadas destes, diferentes necessidades. Gênero deve então ser parte integrante das políticas públicas. Assim, esta pesquisa tem a intenção de examinar a incorporação de gênero na elaboração de políticas públicas para áreas urbanas. Isto será realizado através de uma análise comparativa de políticas públicas do Brasil e de outros países.

If urban planning is to support the equitable distribution of public goods and services, it must recognize and address the dismal condition of millions of poor people who are living in a city. The primary focus of contemporary planners and planning students should be on finding and advocating solutions that help eliminate the problems of today¿s cities. Any meaningful solution will need to be grounded in a thorough understanding of the social class inequities of citizens. With the rapid development of national economy and urbanization process in Brazil over the last two decades, the number of vehicles and their travels are dramatically increased. This is particularly evident in all large cities. Traffic congestion becomes more and more severe. Inadequate parking facilities often result in difficulty to find a parking space in large cities and many illegally parked vehicles can be seen on the crowed streets. These illegally parked vehicles further intensify traffic congestion and also pose a traffic safety hazard. The process of urbanization and motorization in Brazil is likely to continue in a rapid pace. The urban public passengers transport modes problems in large cities are likely to get even worse. There is an urgent need for the development of policy and criteria for public service of urban public passenger transport by bus in large cities. The purpose of survey is to develop policy guidelines for public transport services planning, design, construction and mobility management, that meet community needs for accessibility in large cities. So this thesis will present major comparative characteristics of urban mobility management, urban public passengers transport by bus services planning and the quality of social life in two towns of Brazil: Rio de Janeiro and Curitiba. The study case has been focused on Rio de Janeiro and Curitiba because of the major different results of the survey presented by the two cities. The objectives of this thesis are: a) to analyze and discus existing urban mobility related accessibility and economic development problems in large cities; b) to provide an overview of the relationship within city ¿ quality of social life ¿ urban mobility in Rio and Curitiba; c) to analyze and discuss existing urban mobility management related public transport services in Rio and Curitiba; d) to analyze and discuss existing quality of bus public transport services problems in Rio. Some preliminary recommendations for mobility management policies will also be presented.

This dissertation is a project of evaluation of the proposals of the Panamerican Games of 2007, that they will be carried through in the city of Rio De Janeiro. Great events present the possibility of improvement of the urban space and economic development, amongst other chances seen by politics and urban planners well. For this work we search to argue the city as field of specific study, understanding it in the current world-wide scene of globalization and computerization, the relations politics, economic and social existing interns. We search in material literature to study and to evaluate what it would be a ¿good city¿ and studies that had understood the development of the urban space. We also look for to understand the city of Rio de Janeiro as a singular urban space, since the origin of the city as a urban space, passing for the proposals gifts of modification of the carioca space. We dedicate part of the work, inside of the chapter where we understand the city of Rio de Janeiro, the presentation of the project of the Panamerican of 2007, comparing it with great previous events. The vision of technique and politics during the interviews was essential for the best understanding of the proposals of the Games. Finally we evaluate the proposals of modification of the Pan2007 for the city of Rio de Janeiro with the methodology of Kevin Lynch to evaluate the good form of the city" in communion with the proposal of distributive justice of Rawls. The result of this evaluation was that the current proposals of modification of the city for the Pan2007 will be able to generate resulted not deliberate for a considerable parcel of the population and to modify the economic relations harmfully, social and politics inside of the territory of the city. For such we consider measured compensatory satisfactory that they can reach the objectives of an equal citizenship and an equitable equality of chances, starting for the offering of the social minimums of just form. O presente trabalho pretende apresentar uma comparação crítica entre o novo modelo de Planejamento, Orçamento e Gestão, adotado pelo Governo Federal na formulação do Plano Plurianual (PPA) 2000-2003, e as bases conceitual, metodológica e organizacional do Planejamento Estratégico Situacional (PES), proposto pelo Prof. Dr. Carlos Matus. Os fundamentos de tal comparação encontram-se na constatação de que o processo de elaboração e gestão do PPA foi, e está sendo, marcado pelo Determinismo Inconsciente dos planejadores públicos, o que Matus denominou de "Procustomania", ou seja, a capacidade de amputar a realidade, concebendo o planejamento de forma autoritária e propenso a ignorar tudo quanto escape às suas capacidades de controle e predição. A análise focou a elaboração e gestão do PPA 2000-2003 no âmbito do Ministério da Justiça, no período de dezembro de 1998 e outubro de 2002, destacando a experiência de aplicação parcial do PES no processo de elaboração dos Programas daquela Pasta no PPA.

A dificuldade em se caracterizar alocações ou equilíbrios não estacionários é uma das principais explicações para a utilização de conceitos e hipóteses que trivializam a dinâmica da economia. Tal dificuldade é especialmente crítica em Teoria Monetária, em que a dimensionalidade do problema é alta mesmo para modelos muito simples. Neste contexto, o presente trabalho relata a estratégia computacional de implementação do método recursivo proposto por Monteiro e Cavalcanti (2006), o qual permite calcular a sequência ótima (possivelmente não estacionária) de distribuições de moeda em uma extensão do modelo proposto por Kiyotaki e Wright (1989). Três aspectos deste cálculo são enfatizados: (i) a implementação computacional do problema do planejador envolve a escolha de variáveis contínuas e discretas que maximizem uma função não linear e satisfaçam restrições não lineares; (ii) a função objetivo deste problema não é côncava e as restrições não são convexas; e (iii) o conjunto de escolhas admissíveis não é conhecido a priori. O objetivo é documentar as dificuldades envolvidas, as soluções propostas e os métodos e recursos disponíveis para a implementação numérica da caracterização da dinâmica monetária eficiente sob a hipótese de encontros aleatórios.

O presente trabalho consiste num estudo das Leis, Normas e Diretrizes propostas pelo Ministério da Educação e Cultura que, a partir de 1975 até 1980, tiveram maior divulgação e portanto - suponho - muita influência nas programações de educação pré-escolar dos diversos Estados e Territórios da Federação. De início ressalta-se a importância da educação pré-escolar por si mesma como condição necessária e não contingente para o desenvo1vimento humano, descartando-se as abordagens da privação cultural, base da educação compensatória. A seguir assa-se ao estudo propriamente dito dos documentos selecionados, buscando-se encontrar os propósitos, contradições, dos programas apresentados pelo Sistema Oficial de Ensino com o objetivo de contribuir para o alcance de alternativas mais coerentes. Como Metodologia de Trabalho procura-se estudar os documentos segundo a ordem cronológica de sua publicação de modo a que se possa visualizar numa progressão seqüencial, as ações relativas ao Programa de Educação Pré-Escolar no Brasil. Conclui-se que, no decorrer de aproximadamente um quinqüênio, a natureza do discurso sobre o tema foi mantida quase na íntegra e que as medidas relativas à pré-escola, de modo geral conservaram-se no papel e que, assim mesmo, estas medidas revestem-se dos princípios de "educação compensatória."

Este estudo buscou identificar e analisar como foi planejado e executado o processo de descentralização da perícia criminal federal, bem assim, identificar a razão para os desvios havidos entre o planejamento e a implementação e as consequências advindas. Uma revisão da teoria precedeu a análise dos dados, obtidos através de pesquisa de campo constituída por oito entrevistas, sendo cinco entre os planejadores e executores do processo de descentralização, e três com os responsáveis por unidades descentralizadas. O planejamento do processo de descentralização foi realizado por equipes intermediárias do escalão dirigente do Departamento de Polícia Federal. Conforme levantamento empreendido por esses idealizadores, constatou-se uma alta demanda por assistência pericial em investigações conduzidas em cidades afastadas das capitais dos estados, onde residia o único centro forense disponível em cada unidade da federação. A distância do local da demanda para as capitais e a limitada capacidade de atendimento das unidades estaduais prevenia o atendimento tempestivo das requisições, situação que, por vezes, comprometia toda a eficácia da investigação policial. A par dessas constatações e tendo sido identificadas as principais especialidades requeridas, o volume de solicitações, a infraestrutura local disponível e outras características associadas à demanda e aos seus locais de origem, foram delimitados requisitos para a identificação de cidades que receberiam unidades técnico-científicas e delimitação das características dessas unidades. Os parâmetros fixados para dimensionar as unidades descentralizadas, como requisitos de infraestrutura, recursos humanos e equipamentos, acabaram por ser flexibilizados durante o processo de implementação devido à insuficiência de recursos financeiros para a implementação concebida. Como resultado, houve instalação de unidades incompletas; com corpo técnico carente das expertises requeridas; com infraestrutura física inadequada; em localidades não previstas; sem os laboratórios e equipamentos necessários. Os empecilhos indicados sinalizam que o plano foi estabelecido sem a análise precisa das forças e fraquezas, oportunidades e desafios que impactariam a sua execução. A ausência do envolvimento da alta administração da Polícia Federal pode explicar parte das deficiências encontradas no processo. Embora a descentralização tenha melhorado as condições para a atuação das equipes de investigação, diversas deficiências ainda precisam ser suprimidas para garantir melhor efetividade da assistência da perícia. Conclui-se pela necessidade de uma completa revisão do processo de descentralização da estrutura pericial, a fim de se identificar os ajustes necessários para o aprimoramento das condições de operação das unidades técnico-científicas descentralizadas.

Os dados de telefonia celular são um instrumento valioso para analisar o comportamento da população urbana, uma vez que informação sobre a mobilidade das pessoas é difícil de obter. Estes podem oferecer estimativas em relação ao deslocamento e à ocupação da população nos espaços públicos, ajudando a elaborar medidas de planejamento urbano mais especificas e eficientes. A fim de examinar a movimentação ao redor da cidade do Rio de Janeiro em dias de grandes eventos, propomos uma metodologia com o objetivo de identificar aspectos desses eventos que permitem conhecer o público e oferecer soluções para os planejadores desenharem estratégias para a organização e segurança desses participantes. This study examines the factors that influence public managers in the adoption of advanced practices related to Information Security Management. This research used, as the basis of assertions, Security Standard ISO 27001:2005 and theoretical model based on TAM (Technology Acceptance Model) from Venkatesh and Davis (2000). The method adopted was field research of national scope with participation of eighty public administrators from states of Brazil, all of them managers and planners of state governments. The approach was quantitative and research methods were descriptive statistics, factor analysis and multiple linear regression for data analysis. The survey results showed correlation between the constructs of the TAM model (ease of use, perceptions of value, attitude and intention to use) and agreement with the assertions made in accordance with ISO 27001, showing that these factors influence the managers in adoption of such practices. On the other independent variables of the model (organizational profile, demographic profile and managers behavior) no significant correlation was identified with the assertions of the same standard, witch means the need for expansion researches using such constructs. It is hoped that this study may contribute positively to the progress on discussions about Information Security Management, Adoption of Safety Standards and Technology Acceptance Model

The present study aims to investigate the conceptions of teachers and management team of the Colégio Nossa Senhora das Neves - Natal / RN about curriculum, school architecture and possible relationships established between these components. To develop the study, we rely on the theoretical contributions of Viñao Frago (2001), Escolano (2001); Benconstta (2005), among others, about the architecture school, and with regard to curriculum, ancoramo us in theoretical reflections Silva (2000, 2006, 2008). We assume that the school place is a social construct and as such, reflects the interests of certain groups, to organize, establish ways to condition their unctions and uses. In this space, people's lives is planned, both those who work there, as those who study there. Thus, the architecture school promotes, through representations, signs, symbols and shapes, certain charges that impact the ways of being and acting subjects by establishing appropriation and expropriation of rights and legitimate forms of inclusion and exclusion. Thus, it is an expression of power. A power that is expressed in the form of lead the way people should behave in a certain space. Clarity on these aspects of the architecture school is important, since in the same way that the opinion of several experts is important to discuss the adequacy of school architecture (environmentalists, architects, engineers, planners), the / the teacher / and the / as managers / must also meet the educational nature of the architecture school, so as to present its share of contribution in order to make the post-school conducive to learning multiple. From this perspective, we analyze the concepts of four teachers and eight individuals who are part of the management team of the CNSN, whose views were seized through participant observation, semi-structured interviews and documentary analysis. The construction of the data indicated levels of conceptual curriculum varied, ranging from those rooted in traditional theories of curriculum as those regarding the curriculum tied to discursive and contextual aspects. The conceptions of architecture school, predominantly focused on the aspects of the architecture school materials and most established subject, differently, relations between curriculum and school architecture

This research refers to the production of green buildings, defined, mainly, based on the use of sources of alternative energies, smaller emission of pollutant, use of recyclable materials, systems of recycling of the waters, maximization of the natural illumination, preservation of green areas or native, and appropriate quality of the internal air. From the conception of those buildings, it appears the needs of evaluating them, creating the methodologies for the evaluation of environmental performance of buildings. In that way, this work can be divided in two moments: the first one when it identifies the methodologies for the evaluation of environmental performance for buildings existents in the literature, defining their categories, criteria and sub-criteria to be appropriate to the reality of the Brazilian Northeast; and the second one when starting from the analysis of the systems of existent evaluation. It defines a methodological base and it generates a new evaluation system, denominated MEDACNE (Methodology of Evaluation of Environmental Acting for Construction in the Northeast). In that moment, the process of framing of the section of the building site is verified under the maintainable optics, stimulated mainly by the pressures of the society - conferences, protocols and agreements. Finally, the proposed methodology was applied in a case study, a residential building, called Maria José Gurgel , located in Natal-RN, Brazil, for its validation. This methodological proposition should increase the patterns environmental places for the production of new buildings, and it will be a reference guide for architects, engineers and planners to develop their constructions considering the criteria of the sustainability. The purpose of this study was to investigate the social-environmental implications of the first large scale wind farm recently built in Brazil (2006), Parque Eólico de Rio do Fogo (PERF), to the nearby communities. The research was base on the adjustment of the DIS/BCN tool to analyze social impact and it was linked to the multi-method approach. Applying the autophotography strategy, cameras were given to five children from the district of Zumbi, the nearest location to PERF, and they were asked to individually photograph the six places they liked the most and the six places they liked the least in their community. Then, these children were interviewed individually and collectively about the photographs. Adult locals in Zumbi, residents of Zumbi/Rio do Fogo settlement, members of the State and Municipal government and representatives of the PERF were also interviewed with the aid of some of the pictures taken by the children and others that might trigger something to say, as a strategy called sample function. The five children presented positive image towards PERF; all of them chose to photograph it as one of places they liked. Adult population of Zumbi presented positive visual evaluation towards PERF. A small number of the interviewees were aware of the environmental and social benefits of wind energy production. Residents did not participate of the decision making process regarding PERF. They approved the project, especially because of the jobs provided during construction. Nowadays, PERF is something apart from their lives because it no longer provides jobs or any other interaction between the facility and the locals. Residents relate to the land, not with the facility. However, there is no evidence of rejection towards PERF, it is simply seen as something neutral to their lives. The low levels of education, traditional lack of social commitment and citizenship, and the experience accumulated by PERF´s planners and builders in other countries, may be contributing points to the fact that Zumbi residents did not oppose to PERF. It is clear that the country needs a legislation which seriously considers the psycho-social dimension involved in the implementation of wind farms

A cidade de Ilha Solteira está propondo o projeto Conquista da Água, visando ao desenvolvimento sustentável do Município, a partir do turismo, da cultura e da ciência e tecnologia. Para atingir esse objetivo, os planejadores do meio físico-ambiental necessitam de dados que possam auxiliá-los na seleção dos melhores locais onde serão instalados as avenidas, o aeroporto e os demais espaços que comporão esse projeto. A elaboração do mapa de uso e cobertura do solo da área de interesse do projeto constitui um dos temas necessários ao banco de dados a ser utilizado pelos planejadores. Neste trabalho, é apresentado o estado de degradação dessa área, o que auxiliará na definição das estratégias de conservação ambiental.

This study sprang from the hypothesis that spatial variations in the morbidity rate for dengue fever within the municipality of Natal are related to intra-city socioeconomic and environmental variations. The objective of the project was to classify the different suburbs of Natal according to their living conditions and establish if there was any correlation between this classification and the incidence rate for dengue fever, with the aim of enabling public health planners to better control this disease. Data on population density, access to safe drinking water, rubbish collection, sewage disposal facilities, income level, education and the incidence of dengue fever during the years 2001 and 2003 was drawn from the Brazilian Demographic Census 2000 and from the Reportable Disease Notification System -SINAN. The study is presented here in the form of two papers, corresponding to the types of analysis performed: a classification of the urban districts into quartiles according to the living conditions which exist there, in the first article; and the incidence of dengue fever in each of these quartiles, in the second. By applying factorial analysis to the chosen socioeconomic and environmental indicators for the year 2000, a compound index of living condition (ICV) was obtained. On the basis of this index, it was possible to classify the urban districts into quartiles. On undertaking this grouping (paper 1), a heterogeneous distribution of living conditions was found across the city. As to the incidence rate for dengue fever (paper 2), it was discovered that the quartile identified as having the best living conditions presented incidence rates of 15.62 and 15.24 per 1000 inhabitants respectively in the years 2001 and 2003; whereas the quartile representing worst living conditions showed incidence rates of 25.10 and 10.32 for the comparable periods. The results suggest that dengue fever occurs in all social classes, and that its incidence is not related in any evident way to the chosen formula for living conditions
