We examine the question of the optimal number of reserves that should be established to maximize the persistence of a species. We assume that the mean time to extinction of a single population increases as a power of the habitat area, that there is a certain amount of habitat to be reserved, and that the aim is to determine how this habitat is most efficiently divided. The optimal configuration depends on whether the management objective is to maximize the mean time to extinction or minimize the risk of extinction. When maximizing the mean time to extinction, the optimal number of independent reserves does not depend on the amount of available habitat for the reserve system. In contrast, the risk of extinction is minimized when individual reserves are equal to the optimal patch size, making the optimal number of reserves linearly proportional to the amount of available habitat. A model that includes dispersal and correlation in the incidence of extinction demonstrates the importance of considering the relative rate at which these two factors decrease with distance between reserves. A small number of reserves is optimal when the mean time to extinction increases rapidly with habitat area or when risks of extinction are high.

Purpose To evaluate the use of leflunomide in the Australian community since introduction in 2000. Trends in adverse drug reaction (ADR) reporting were also studied. Methods Annual Australian prescription and dispensing statistics were analysed. Drug utilisation was estimated as defined daily doses (DDD)/1000 inhabitants/day. ADR data from the Therapeutic Goods Administration's Adverse Drug Reactions Advisory Committee (ADRAC) national monitoring system were compared with the World Health Organisation (WHO) Vigibase records. Results Leflunomide use in Australia (dispensing data) increased from 0.2 in 2000 to 0.4 DDD/1000 inhabitants/day in 2002. The same overall pattern was observed in the 'authority to prescribe' data. From 2000-2002, prescribing of the starter pack (3 x 100 mg loading dose plus 30 x 20 mg tablets) declined (down 74%); likewise for the 20mg (30 tablets) pack. Gradual increases were noted for the 10 mg (30 tablets) pack (up 40%). Approximately 135 reports, detailing about 370 individual ADR, were generated annually. Gastro-intestinal disorders predominated, accounting for 24% of reactions reported to ADRAC. Skin and appendages disorders constituted 14% of reported reactions. Deaths in leflunomide users were attributed to a combination of haematological and gastro-intestinal complications, but it was not possible to ascertain other medication usage or contributing factors. Trends observed with the ADRAC reports were consistent with the WHO database. Conclusions Leflunomide was the first registered DMARD in Australia in over a decade and its use has increased within the community. The ADR reports might have contributed to Australian rheumatologists gradually abandoning loading patients with high doses of leflunomide in favour of starting therapy at lower doses. A number of systematic conservation planning tools are available to aid in making land use decisions. Given the increasing worldwide use and application of reserve design tools, including measures of site irreplaceability, it is essential that methodological differences and their potential effect on conservation planning outcomes are understood. We compared the irreplaceability of sites for protecting ecosystems within the Brigalow Belt Bioregion, Queensland, Australia, using two alternative reserve system design tools, Marxan and C-Plan. We set Marxan to generate multiple reserve systems that met targets with minimal area; the first scenario ignored spatial objectives, while the second selected compact groups of areas. Marxan calculates the irreplaceability of each site as the proportion of solutions in which it occurs for each of these set scenarios. In contrast, C-Plan uses a statistical estimate of irreplaceability as the likelihood that each site is needed in all combinations of sites that satisfy the targets. We found that sites containing rare ecosystems are almost always irreplaceable regardless of the method. Importantly, Marxan and C-Plan gave similar outcomes when spatial objectives were ignored. Marxan with a compactness objective defined twice as much area as irreplaceable, including many sites with relatively common ecosystems. However, targets for all ecosystems were met using a similar amount of area in C-Plan and Marxan, even with compactness. The importance of differences in the outcomes of using the two methods will depend on the question being addressed; in general, the use of two or more complementary tools is beneficial.

Taiwan is embarking on a new phase in its approach to building its national innovative capacity, through building the infrastructure for a biotechnology industry. Rather than acting as a “fast follower” of trends developed elsewhere, Taiwan is seeking to evolve the elements of a national innovation system, including upgrading the role of universities in providing fundamental R&D, in providing incubators for new, knowledge-based firms, in developing new funding models, and in establishing new biotech-focused science parks. This paper reviews the progress achieved to date, and the prospects for this new phase in Taiwan’s transition from imitation to innovation

Esta pesquisa apresenta estudo de caso cujo objetivo foi analisar a aceitação do Portal Inovação, identificando os fatores preditivos da intenção comportamental de uso e do comportamento de uso direcionadores da adoção da tecnologia por seus usuários via extensão do Modelo Unificado de Aceitação de Tecnologia, denominado pela sigla UTAUT (Unified Theory of Acceptance and Use of Technololgy) de Venkatesh et al. (2003). O objeto da pesquisa o Portal Inovação foi desenvolvido pelo Ministério da Ciência, Tecnologia e Inovação (MCTI) em parceria com o Centro de Gestão e Estudos Estratégicos (CGEE), Associação Brasileira de Desenvolvimento Industrial (ABDI) e Instituto Stela, visando atender às demandas do Sistema Nacional de Ciência, Tecnologia e Inovação (SNCTI) do País. Para atingir os objetivos propostos, recorreu-se às abordagens qualitativa, que foi subsidiada pelo método estudo de caso (YIN, 2005) e quantitativa, apoiada pela metodologia UTAUT, aplicada a usuários do portal e que contemplou o resultado de 264 respondentes validados. Quanto ao material de análise, utilizou-se da pesquisa bibliográfica sobre governo eletrônico (e-Gov), Internet, Sistema Nacional de Inovação, modelos de aceitação de tecnologia, dados oficiais públicos e legislações atinentes ao setor de inovação tecnológica. A técnica de análise empregada quantitativamente consistiu no uso de modelagem por equações estruturais, com base no algoritmo PLS (Partial Least Square) com bootstrap de 1.000 reamostragens. Os principais resultados obtidos demonstraram alta magnitude e significância preditiva sobre a Intenção Comportamental de Uso do Portal pelos fatores: Expectativa de Desempenho e Influência Social. Além de evidenciarem que as condições facilitadoras impactam significativamente sobre o Comportamento de Uso dos usuários. A conclusão principal do presente estudo é a de que ao considerarmos a aceitação de um portal governamental em que a adoção é voluntária, o fator social é altamente influente na intenção de uso da tecnologia, bem como os aspectos relacionados à produtividade consequente do usuário e o senso de utilidade; além da facilidade de interação e domínio da ferramenta. Tais constatações ensejam em novas perspectivas de pesquisa e estudos no âmbito das ações de e-Gov, bem como no direcionamento adequado do planejamento, monitoramento e avaliação de projetos governamentais.

Industrially developed countries are able to absorb modern techniques of science and technology quite readily; this is not the case for less-developed countries. Attempts made by developing countries have been ineffective due to factors not readily admitted. This thesis highlights the areas that need to be developed by under-developed countries, and covers economic, scientific and technological, and social aspects as well as technology transfer. Economic areas considered acknowledge that within any one country there should be proper procedures for planning economic and industrial projects (plant design) supported by efficient economic development strategy. Scientific and technological factors considered include the major areas that need to be developed in order to produce and/or deal with scientific and technological issues for the interest of the national development. Technology transfer areas considered include the necessity of building up a national body (system) responsible for dealing with activities and tasks of transferring foreign-made technology so that it can be employed effectively within the environment of the country. Social factors considered include the need to develop human resources which can be employed efficiently into the whole process of development, and particularly for the above proposed systems. Education and training are the major elements that ought to be tackled to produce skilled manpower and to overcome the social and cultural values and traditions that are inherited by the society. This thesis highlights the above areas in an attempt to plan and organise the development of science and technology, and their implementation into the development as a whole. Whilst recognising the problems of creating this sort of development in developing countries, the author considers the benefits to be obtained are much greater in the long run.
