On the 1st of November, the double majority system established by the Lisbon Treaty for qualified majority voting (QMV) in the Council entered into force. The shift in the balance of power, however, will not be effective before April 2017, given the possibility for member states to invoke the Nice rules until that date. While acknowledging that the new voting system in the Council promises to do away with the difficult negotiations of the past among member states to reallocate voting weights, this commentary finds that it is questionable whether it will achieve its ultimate aim to substantially improve democratic legitimacy and efficiency.

Résumé. Le traité de Lisbonne a procédé à une importante réforme de la comitologie, en établissant deux catégories d’instruments: les actes d’exécution et les actes délégués. Pour ces derniers, le Parlement européen a obtenu des pouvoirs importants et est pour la première fois sur un strict pied d’égalité avec le Conseil dans le système exécutif. En vertu d’une approche institutionnaliste rationnelle, cet article analyse comment le Parlement, à l’origine exclu du système, est parvenu à acquérir les pouvoirs qui sont formellement les siens aujourd’hui. Ensuite, l’action du Parlement face à ses nouveaux pouvoirs dans le cadre des actes délégués est abordée. Il s’agit d’étudier comment le Parlement défend ses prérogatives dans les relations interinstitutionnelles et agit après l’acquisition de nouvelles prérogatives. Cette analyse permet plus globalement d’aborder des aspects essentiels du fonctionnement du Parlement européen, de l’Union européenne ainsi que ses dynamiques (inter)institutionnelles.

The relations between Russia’s authorities and business circles are subordinated not so much to rational economic calculations as to the interests of political elites. The key interest in this case is maintaining the current model of government. The formal and informal supervision of business by law enforcement agencies is an important element of Russia’s economic reality. Despite the rhetoric of high-ranking officials, intended to suggest that the state is taking care of businesspeople’s interests, it is evident that there is no will to devise a systemic solution to the most urgent problems, including the state institutions’ disrespect for the rights of ownership.

The aim of my dissertation is to analyze how selected elements of language are addressed in two contemporary dystopias, Feed by M. T. Anderson (2002) and Super Sad True Love Story by Gary Shteyngart (2010). I chose these two novels because language plays a key role in both of them: both are primarily focused on the pervasiveness of technology, and on how the use/abuse of technology affects language in all its forms. In particular, I examine four key aspects of language: books, literacy, diary writing, as well as oral language. In order to analyze how the aforementioned elements of language are dealt with in Feed and Super Sad True Love Story, I consider how the same aspects of language are presented in a sample of classical dystopias selected as benchmarks: We by Yevgeny Zamyatin (1921), Brave New World by Aldous Huxley (1932), Animal Farm (1945) and Nineteen Eighty-Four (1949) by George Orwell, Fahrenheit 451 by Ray Bradbury (1952), and The Handmaid's Tale by Margaret Atwood (1986). In this way, I look at how language, books, literacy, and diaries are dealt with in Anderson’s Feed and in Shteyngart’s Super Sad True Love Story, both in comparison with the classical dystopias as well as with one another. This allows for an analysis of the similarities, as well as the differences, between the two novels. The comparative analysis carried out also takes into account the fact that the two contemporary dystopias have different target audiences: one is for young adults (Feed), whereas the other is for adults (Super Sad True Love Story). Consequently, I also consider whether further differences related to target readers affect differences in how language is dealt with. Preliminary findings indicate that, despite their different target audiences, the linguistic elements considered are addressed in the two novels in similar ways.
