The fact of a carbon budget given commitment to limiting global-mean temperature increase to below 2°C warming relative to pre-industrial levels makes CO2 emissions a scarce resource. This fact has significant consequences for the ethics of climate change. The paper highlights some of these consequences with respect to (a) applying principles of distributive justice to the allocation of rights to emissions and the costs of mitigation and adaptation, (b) compensation for the harms and risks of climate change, (c) radical new ideas about a place for criminal justice in tackling climate change, and (d) catastrophe ethics.

The Southern Ocean is a critical region for global climate, yet large cloud and solar radiation biases over the Southern Ocean are a long-standing problem in climate models and are poorly understood, leading to biases in simulated sea surface temperatures. This study shows that supercooled liquid clouds are central to understanding and simulating the Southern Ocean environment. A combination of satellite observational data and detailed radiative transfer calculations is used to quantify the impact of cloud phase and cloud vertical structure on the reflected solar radiation in the Southern Hemisphere summer. It is found that clouds with supercooled liquid tops dominate the population of liquid clouds. The observations show that clouds with supercooled liquid tops contribute between 27% and 38% to the total reflected solar radiation between 40° and 70°S, and climate models are found to poorly simulate these clouds. The results quantify the importance of supercooled liquid clouds in the Southern Ocean environment and highlight the need to improve understanding of the physical processes that control these clouds in order to improve their simulation in numerical models. This is not only important for improving the simulation of present-day climate and climate variability, but also relevant for increasing confidence in climate feedback processes and future climate projections.

The influence of the aspect ratio (building height/street canyon width) and the mean building height of cities on local energy fluxes and temperatures is studied by means of an Urban Canopy Model (UCM) coupled with a one-dimensional second-order turbulence closure model. The UCM presented is similar to the Town Energy Balance (TEB) model in most of its features but differs in a few important aspects. In particular, the street canyon walls are treated separately which leads to a different budget of radiation within the street canyon walls. The UCM has been calibrated using observations of incoming global and diffuse solar radiation, incoming long-wave radiation and air temperature at a site in So Paulo, Brazil. Sensitivity studies with various aspect ratios have been performed to assess their impact on urban temperatures and energy fluxes at the top of the canopy layer. In these simulations, it is assumed that the anthropogenic heat flux and latent heat fluxes are negligible. Results show that the simulated net radiation and sensible heat fluxes at the top of the canopy decrease and the stored heat increases as the aspect ratio increases. The simulated air temperature follows the behavior of the sensible heat flux. (C) 2010 Elsevier Ltd. All rights reserved.

This work describes the tropical town energy budget (t-TEB) scheme addressed to simulate the diurnal occurrence of the urban heat island (UHI) as observed in the Metropolitan Area of Rio de Janeiro (MARJ; -22A degrees S; -44A degrees W) in Brazil. Reasoning about the tropical urban climate have guided the scheme implementation, starting from the original equations from Masson (Bound-Lay Meteorol 94:357-397, 2000). The modifications include (a) local scaling approaches for obtaining flux-gradient relationships in the roughness sub-layer, (b) the Monin-Obukhov similarity framework in the inertial sub-layer, (c) increasing aerodynamic conductance toward more unstable conditions, and (d) a modified urban subsurface drainage system to transfer the intercepted rainwater by roofs to the roads. Simulations along 2007 for the MARJ are obtained and compared with the climatology. The t-TEB simulation is consistent with the observations, suggesting that the timing and dynamics of the UHI in tropical cities could vary significantly from the familiar patterns observed in mid-latitude cities-with the peak heat island intensity occurring in the morning than at night. The simulations are suggesting that the thermal phase shift of this tropical diurnal UHI is a response of the surface energy budget to the large amount of solar radiation, intense evapotranspiration, and thermal response of the vegetated surfaces over a very humid soil layer.

This article describes and compares three heuristics for a variant of the Steiner tree problem with revenues, which includes budget and hop constraints. First, a greedy method which obtains good approximations in short computational times is proposed. This initial solution is then improved by means of a destroy-and-repair method or a tabu search algorithm. Computational results compare the three methods in terms of accuracy and speed. This work models the carbon neutralization capacity of Brazil`s ethanol program since 1975. In addition to biofuel, we also assessed the mitigation potential of other energy products, such as, bioelectricity, and CO(2) emissions captured during fermentation of sugar cane`s juice. Finally, we projected the neutralization capacity of sugar cane`s bio-energy system over the next 32 years. The balance between several carbon stocks and flows was considered in the model, including the effects of land-use change. Our results show that the neutralization of the carbon released due to land-use change was attained only in 1992, and the maximum mitigation potential of the sugar cane sector was 128 tonnes Of CO(2) per ha in 2006. An ideal reconstitution of the deployment of the sugar cane sector, including the full exploitation of bio-electricity`s potential, plus the capture Of CO(2) released during fermentation, shows that the neutralization of land-use change emissions would have been achieved in 1988, and its mitigation potential would have been 390 tCO(2)/ha. Finally, forecasts of the sector up to 2039 shows that the mitigation potential in 2039 corresponds to 836 tCO(2)/ha, which corresponds to 5.51 kg Of CO(2) per liter of ethanol produced, or 55% above the negative emission level. The first experiment entailed comparison of DDA eBook usage against newly ordered hardcopy materials’ circulation, both overall and ebook vs. print usage within the same subject areas. Secondly, this study experimented with DDA ebooks as a backup plan for unfunded requests left over at the end of the fiscal year.

O presente trabalho objetiva avaliar os impactos provenientes das regras eleitorais do sistema político brasileiro sobre o comportamento dos deputados federais, em particular, quanto à decisão de alocação de recursos orçamentários através das emendas feitas ao Orçamento. A literatura tradicional pressupõe que estas escolhas estarão vinculadas essencialmente à formação e manutenção do reduto eleitoral de domínio do deputado. Os incentivos, que direcionariam a ação completamente individual dos candidatos no período de eleições, permaneceriam na mesma direção durante a atuação do parlamentar eleito. Isto resultaria em uma Câmara de Deputados completamente desarticulada, sem nenhuma influência dos partidos políticos. No extremo oposto deste cenário, ainda que parcela dos autores assuma posição intermediária, interpretações recentes contestam esta visão, trazendo diferentes motivações para a atuação individual do parlamentar, mais organizadas e coordenadas, atribuindo papel ao funcionamento dos partidos. Esta literatura mais atual, porém, não investigou os incentivos para a proposição de emendas orçamentárias, lacuna que este trabalho pretendeu cobrir. Os resultados encontrados aqui corroboram a interpretação mais recente sobre o funcionamento do sistema político. No capítulo primeiro, em que são propostos indicadores que avaliam a concentração eleitoral dos deputados paulistas, os resultados indicam que as votações não são tão concentradas como a interpretação tradicional afirma. No segundo capítulo, é avaliada empiricamente a possibilidade da existência da dominância política para o caso de São Paulo. Esta investigação sugere que este conceito não pode ser afirmado como a regra para o sistema político. Em seu lugar, os modelos trabalhados, em que as eleições para deputado e prefeito mostram ser correlacionadas, parecem refletir melhor o funcionamento do sistema político nacional. Por fim, o terceiro capítulo verifica os incentivos para a proposição de emendas. Seus resultados sugerem que os deputados se influenciam não só por seus resultados individuais nas eleições, mas levam em conta as cidades em que os prefeitos são de seu partido. Além disto, os dados sugerem haver a existência de um ciclo de alocação de emendas de acordo com o momento ao longo do mandato. As evidências trazidas por este trabalho sugerem avanços na literatura recente sobre o sistema político brasileiro e merecem novas investigações que ampliem a compreensão sobre tema tão relevante.

This manuscript demonstrates that voters have nothing to be afraid of when new hard budget constraint legislation is implemented. Our claim is that this kind of legislation reduces the asymmetry of information between voters and incumbents over the budget and, as a consequence, the latter have incentives to increase the supply of public goods. As a nationwide institutional innovation, the Fiscal Responsibility Law (FRL) is exogenous to all municipalities; therefore, there is no self-selection bias in its implementation. We show that public goods expenditure increases after the FRL. Second, this increase occurs in municipalities located in the country’s poorest region. Third, our findings can be extended to the supply of public goods because the higher the expenditure with health and education, the greater the probability of incumbents being re-elected. Finally, there exists a “de facto” higher supply of public goods in education (number of per capita classrooms) after the FRL.

Obter votos é crucial para todo político que se submete a uma eleição. Sendo assim, este trabalho se dedica a investigar variáveis que afetem a votação de deputados federais candidatos a reeleição na Câmara Federal, dando ênfase à relação entre provisão de emendas e desempenho eleitoral. Para verificar a importância das emendas na competição eleitoral, as eleições municipais intermediárias também são exploradas. Os dados utilizados abrangem as eleições e Orçamento Federal do período de 1994 a 2006. Como resultado se verifica que aspectos ligados às características individuais dos deputados têm forte poder explicativo sobre os votos totais obtidos por estes. Adicionalmente, encontra-se evidência de um efeito local das emendas sobre os eleitores e que a relação estabelecida entre deputado e município determina grande parte da votação municipal obtida em uma tentativa de reeleição.

This article first presents an econometric study suggesting that intergovernmental transfers to Brazilian municipalities are strongly partisan motivated. In light of that stylized fact, it develops an extension to Rogoff (1990)’s model to analyze the effect of partisan motivated transfers into sub-national electoral and fiscal equilibria. The main finding is that important partisan transfers may undo the positive selection aspect of political budget cycles. Indeed, partisan transfers may, on one hand, eliminate the political budget cycle, solving a moral hazard problem, but, on the other hand, they may retain an incompetent incumbent in office, bringing about an adverse selection problem.

This paper analyzes how heterogeneity in two dimensions, competency and character, a¤ects political budget cycles. Competency is the e¢ciency in running the government. Character is the degree of opportunism. In this expanded space, previous results in the literature on the separating nature of the signaling equilibrium hold if heterogeneity in opportunism is low. With high heterogeneity in opportunism, no separating equilibrium exists. Rather, the equilibrium is partially pooling: only extreme types can be distinguished.
