La finca Solà i Comes, situada a la solana del municipi de Bellver de Cerdanya, enfront la serra del Cadí-Moixeró, és un espai natural que combina el paisatge forestal amb un mosaic de prats i pastures, aprofitats per l’activitat ramadera extensiva que es practica a la zona. Les activitat agrícoles i ramaderes són, des de temps enrere, activitats fortament lligades al medi natural: el clima, la geologia i els ecosistemes han determinat els tipus de cultiu i també el tipus de ramaderia. I al seu torn, aquestes activitats han actuat sobre el medi, modelant el paisatge i configurant uns hàbitats amb unes condicions ecològiques molt específiques que mantenen una relació molt intensa amb els hàbitats naturals més propers (com les zones arbustives, marges, bosquets, cursos d’aigua...) i que constitueixen importants extensions del paisatge del nostre país. La diversitat biològica que produeixen aquests espais és essencial per mantenir un equilibri ambiental i obtenir uns recursos dels quals depèn la nostra qualitat de vida i el desenvolupament de bona part de la nostra activitat econòmica. En aquest pla de gestió es vol donar importància no només a la conservació dels hàbitats, sinó també a la principal activitat econòmica que fa possible que aquests hàbitats romanguin igual que fa uns anys: la ramaderia extensiva actualment en fort retrocés a Catalunya i a la resta d’Europa. En el document del pla de gestió es fa una descripció detallada del conjunt de la finca que inclou tots els àmbits, partint del punt de vista administratiu fins al físic, ecològic, biològic i socioeconòmic. Una vegada situats en el context de la zona d’estudi, s’avaluen els objectius que es volen dur a terme i es proposen mesures de gestió per poder-los assolir. A continuació, es fa un breu resum dels aspectes descriptius de la zona d’estudi, destacant els punts més rellevants, i es comenten les mesures de gestió proposades a línies generals per a cadascun. Les mesures de gestió proposades són fruit d’una avaluació dels factors limitants que trobem sobre els objectius ideals plantejats per a l’espai. D’aquesta avaluació se’n deriven els objectius operacionals a partir dels quals es creen les propostes de gestió.

Relatoria del seminario internacional “Polarización y conflictos en América Latina. Retos para la transformación de conflictos y la seguridad humana”, celebrado en Barcelona en mayo de 2011 y organizado por el Instituto Catalán Internacional para la Paz (ICIP). El seminario tuvo como objeto profundizar en el análisis de las causas de la polarización política y social en América Latina al ser éstas causas frecuentes de inestabilidad, obstáculos al desarrollo y dificultades para el asentamiento de la paz y el sistema democrático. Además el seminario fue el inicio de una línea de investigación y de elaboración de propuestas para el estudio de la polarización y la nueva conflictividad en América Latina.

El partido anti-inmigración Plataforma per Catalunya (PxC) ha experimentado un progresivo crecimiento en la franja temporal que va desde su primera participación electoral en 2003 hasta las municipales de 2011. En dicho periodo temporal ha pasado de ser una formación presente exclusivamente en el ámbito local, y con un apoyo fuertemente concentrado en ciertos municipios de Cataluña, a recibir votos y tener secciones locales consolidadas en gran parte del territorio catalán. El texto trata de ofrecer claves interpretativas para entender tanto los éxitos como las debilidades de PxC a lo largo del ciclo electoral 2003-2011. Partiendo de la base de que actualmente existe en España una demanda electoral suficiente para el éxito de una formación como PxC, este trabajo se centra en el análisis de la estrategia política y electoral desarrollada por el partido para aprovechar dicha demanda, y en su interacción con el contexto social y político de la Cataluña de la primera década del siglo XXI.

The remit of the Institute of Public Health in Ireland (IPH) is to promote cooperation for public health between Northern Ireland and the Republic of Ireland in the areas of research and information, capacity building and policy advice. Our approach is to support Departments of Health and their agencies in both jurisdictions, and maximise the benefits of all-island cooperation to achieve practical benefits for people in Northern Ireland and the Republic of Ireland.IPH has a keen interest in the interactions between transport and health. IPH has produced two papers in the recent past on this topic, the most recent being Active travel – healthy lives published in January 2011 which built on the 2005 publication Health impacts of transport. The IPH welcomes the draft transport strategy in terms of addressing each of the key messages outlined in the Active travel – healthy lives paper.IPH is interested in this area not only in terms of increasing ‘active travel’ for healthier lives, but also in terms of the environmental and social impacts of inequitable access to forms of private and public transport.

On 17 November 2011, the First Minister and deputy First Minister published the draft Programme for Government 2011-2015 for consultation. IPH recognise that health is influenced by a wide range of social determinants, including economic, biological, environmental and cultural factors such as housing, the environment, income, employment and access to education and health services . Improvements to health can be achieved through a well-designed PfG which addresses the economy, creates safer communities and delivers efficient public services.  IPH welcome this opportunity to submit our views to the Northern Ireland Executive on the Draft Programme for Government 2011-15. Key points from the IPH response include: • Northern Ireland has a poor population health status in key areas when compared to other regions in the United Kingdom and in the Republic of Ireland. IPH support and particularly welcome allocation of an increased proportion of the Northern Ireland budget to public health. • IPH endorses the perspective in the PfG that good population health makes a central contribution to economic and social development.   However we would welcome greater acknowledgement of the links between social deprivation and health outcomes.  • IPH welcomes the adoption of a social determinants of health approach to improving population health and tackling health inequalities which is in line with current health policy and recent policy developments across the United Kingdom and internationally (See report of the Commission on the Social Determinants of Health (CSDH))

The increase in population and vehicles has placed significant pressures on Northern Ireland’s transportation networks coupled with fiscal constraints and the need to reduce our environmental impacts.  The revised Strategy concentrates on moving people rather than vehicles, creating space on the networks for people and also for freight and on maintaining what is in place and using it in a smarter way.  At its core is a move towards greater sustainability which will contribute positively to growing the economy, improving the quality of life for all and reducing the transport impacts on the environment.

Before each census the CSO engages in an extensive public consultation process. Consultation on the content of Census 2011 took place in 2008 and the content has been agreed by the Government. The second phase of the consultation process sought the views of the public on the outputs that will be produced from the 2011 census. IPH responded to a series of CSO questions that were posted on the CSO website.

The Institute of Public Health in Ireland welcomes the opportunity to comment on the consultation paper on the New Strategic Direction for Alcohol and Drugs 2006-2011 (NSD). We particularly welcome the approach taken in the strategy, which, from the conceptual base of the Programme Logic Approach, is firmly based on desired outcomes and the pathways leading to them. The Institute aims to improve health in Ireland, North and South by working to combat health inequalities and influence public policies in favour of health. The Institute applies a holistic model of health which emphasises a wide range of social determinants, including economic, environmental, social and biological factors, as well as the health and social services. The Institute’s work is based on the premise that improving health and reducing health inequalities can only be achieved through addressing these broader determinants of health.

IPH has now applied the methodology to longstanding health conditions among young children across the island of Ireland. This report, based on a systematic analysis of data from the Growing Up in Ireland National Longitudinal Study of Children in the Republic of Ireland, is the first comprehensive look at longstanding health conditions among young children in Ireland. Estimated prevalence (per cent and number of cases) of longstanding health conditions among three-year-olds in the Republic of Ireland in 2011 by administrative counties/cities. The conditions are carer-reported: - "Longstanding illness, condition or disability” (where longstanding was defined as “anything that has troubled him/her over a period of time or that is likely to affect him/her over a period of time”) - Diagnosed asthma or asthma symptoms - Diagnosed eczema/any kind of skin allergy - Sight problem that required correction - Hearing problem that required correction - The estimates are based on data from the Growing Up in Ireland National Longitudinal Study of Children (www.growingup.ie) and population data.
