Com a crescente utilização das ferramentas de comunicação digitais, emergem as discussões em torno de um arcabouço regulatório que possa, ao mesmo tempo, lidar com as necessidades de proteção dos usuários da internet e promover a inovação e o acesso ao conhecimento. Dada a novidade do tema, diferentes caminhos foram trilhados no Brasil: da ausência de regulação para a construção de novos tipos penais à posterior evolução para a construção de um quadro de direitos civis para a rede mundial de computadores no país. Sendo assim, esta dissertação busca explorar de que forma a agenda brasileira de regulação da internet adentra a agenda governamental e quais os principais atores presentes nessa discussão, dentro e fora do governo. Esta pesquisa busca reconstruir, por meio da análise documental e de entrevistas, as discussões em torno do tema da regulação da rede e investigar a influência do contexto político e institucional para a formação dessa agenda. Além disso, procura investigar quais as principais visões e ideias dos grupos atuantes em torno da regulação da internet e quais os resultados na proposição de leis no Congresso. Essa dissertação é baseada em um estudo de caso único, cujo objeto é o Projeto de Lei do Marco Civil da Internet. A metodologia empregada é qualitativa, realizada por meio de entrevistas semiestruturadas com a equipe do governo federal que participou da formulação do projeto de lei, com atores da sociedade civil atuantes no tema, além de atores-chave do Congresso Nacional. Espera-se, a partir daí, reconstruir historicamente o processo de formulação da agenda de regulação da internet, mapeando os seus principais atores e suas ideias, valores e interesses em torno da questão, buscando compreender de que forma esse tema adentra a agenda governamental.

Popular, o chefe de Estado americano entrou para o livro dos recordes como o mais rápido a obter 1 milhão de seguidores - foram apenas 5 horas.

A chegada de Ronaldinho Gaúcho ao Fluminense movimentou o futebol brasileiro e as redes sociais. Em levantamento feito pela equipe do site Brasileirão na Rede, da Fundação Getúlio Vargas (FGV), o impacto do R10 no Flu foi enorme. É disparado o atleta mais citado. Na pesquisa, Fred também sempre aparece entre os dez mais citados.

Este artigo pretende conectar aspectos gerais das teorias deliberativas de democracia a mecanismos específicos disponíveis aos usuários das redes sociais. Aponta-se quais ferramentas das redes sociais colaboram com a constituição de uma esfera pública e o desenvolvimento de uma democracia deliberativa, especialmente quando incorporadas pela comunicação do Estado. Para tanto, reconstruímos sistematicamente a estrutura teórica da democracia deliberativa e, em seguida, avaliamos ferramentas específicas, ilustrando-as com exemplos nacionais de seu uso. Julgamos que esse tipo de análise é relevante para que se determine no futuro como estruturar a comunicação entre órgãos estatais e sociedade, de maneira a maximizar seu potencial deliberativo.

Aborda a questão das Redes Sociais Virtuais como ferramenta na comunicação e no repasse de informações nas Bibliotecas Universitárias Federais brasileiras. Objetiva analisar o uso das Redes Sociais como recurso estratégico na comunicação e na melhoria de produtos e serviços no ambiente de bibliotecas universitárias brasileiras, observando suas vantagens e dificuldades de manutenção na visão dos profissionais bibliotecários. A metodologia empregada foi a da pesquisa bibliográfica e estudo de caso, utilizando como universo de pesquisa as Bibliotecas Universitárias Federais do Brasil, com observações e aplicação de questionário como instrumento para coleta de dados. Ressalta ao final que o uso das Redes Sociais torna-se relevante na atual sociedade, como também nas Bibliotecas Universitárias, por possibilitar um repasse de informação mais eficiente e uma comunicação mais ativa e participativa em seus ambientes.

Com a incorporação de conceitos da automação em ambientes hospitalares surge uma série de novos requisitos pertinentes a área médica. Dentre esses requisitos, um que merece destaque é a necessidade do estabelecimento de uma rede de comunicação segura e eficiente entre os elementos do ambiente hospitalar, visto que, os mesmos encontram-se de maneira distribuída. Nesse sentido, existe uma série de protocolos que podem ser utilizados no estabelecimento dessa rede, dentre os quais, um que merece destaque é o PM-AH (Protocolo Multiciclos para Automação Hospitalar) justamente por ser voltado a automatização de ambientes hospitalares tanto no que diz respeito ao cumprimento dos requisitos impostos nesse tipo de ambiente, como pelo fato de ser projetado para funcionar sobre a tecnologia Ethernet, padrão esse que é comumente utilizado pela rede de dados dos hospitais. Em decorrência disso, o presente trabalho aborda uma análise de desempenho comparativa entre redes PM-AH e puramente Ethernet visando atestar a eficiência do primeiro no que diz respeito ao cumprimento dos requisitos impostos pela automação hospitalar

Over the last decades, the digital inclusion public policies have significantly invested in the purchase of hardwares and softwares in order to offer technology to the Brazilian public teaching institutions, specifically computers and broadband Internet. However, the teachers education to handle these artefacts is put away, even though there is some demand from the information society. With that, this dissertation chooses as an object of study the digital literacy practices performed by 38 (thirty-eight) teachers in initial and continuous education by means of the extension course Literacies and technologies: portuguese language teaching and cyberculture demands. In this direction, we aim at investigating the digital literacy practices of developing teachers in three specific moments: before, while and after this extension action with the intent to (i) delineate the digital literacy practices performed by the collaborators before the formative action; (ii) to narrate the literacy events made possible by the extension course; (iii) to investigate the contributions of the education course to the collaborators teaching practice. We sought theoretical contributions in the literacy studies (BAYNHAM, 1995; KLEIMAN, 1995; HAMILTON; BARTON; IVANIC, 2000), specifically when it comes to digital literacy (COPE, KALANTZIS, 2000; BUZATO, 2001, 2007, 2009; SNYDER, 2002, 2008; LANKSHEAR & KNOBEL, 2002, 2008) and teacher education (PERRENOUD, 2000; SILVA, 2001). Methodologically, this virtual ethnography study (KOZINETS, 1997; HINE, 2000) is inserted into the field of Applied Linguistics and adopts a quali-quantitative research approach (NUNAN, 1992; DÖRNYEI, 2006). The data analysis permitted to evidentiate that (i) before the course, the digital literacy practices focused on the personal and academic dimensions of their realities at the expense of the professional dimension; (ii) during the extension action, the teachers collaboratively took part in the hybrid study sessions, which had a pedagogical focus on the use of ICTs, accomplishing the use of digital literacy practices - unknown before that; (iii) after the course, the attitude of the collaborator teachers concerning the use of ICTs on their regular professional basis had changed, once those teachers started to effectively make use of them, promoting social visibility to what was produced in the school. We also observed that teachers in initial education acted as more experienced peers in collaborative learning process, offering support scaffolding (VYGOTSKY, 1978; BRUNER, 1985) to teachers in continuous education. This occurred because of the undergraduates actualize digital literacy practices were more sophisticated, besides the fact being integrate generation Y (PRENSKY, 2001)

The Wireless Sensor Networks (WSN) methods applied to the lifting of oil present as an area with growing demand technical and scientific in view of the optimizations that can be carried forward with existing processes. This dissertation has as main objective to present the development of embedded systems dedicated to a wireless sensor network based on IEEE 802.15.4, which applies the ZigBee protocol, between sensors, actuators and the PLC (Programmable Logic Controller), aiming to solve the present problems in the deployment and maintenance of the physical communication of current elevation oil units based on the method Plunger-Lift. Embedded systems developed for this application will be responsible for acquiring information from sensors and control actuators of the devices present at the well, and also, using the Modbus protocol to make this network becomes transparent to the PLC responsible for controlling the production and delivery information for supervisory SISAL

The thesis investigated how social networks online that allows anonymous postings can be used by teachers and students to promote the meeting between the sexual education and the needs and expectations of young people face a crosscutting theme, remarkably a taboo. It needs teaching strategies more efficient than those traditionally defended. With this experience, found in a short course about sexuality and health, we sought to go beyond the use of social networks for social entertainment, showing they can be an field that favors the process of teaching and learning. The research was based on the convergence of the communication concepts from Paulo Frere and another from Jürgen Habermas, as well as the philosophical concepts of utopia, ideology and dialectic are interrelated not only among themselves, but also inside an education field. Methodologically in this thesis, we adopted the category of qualitative research; the method is a combination of case study with action research. The technique was the use of questionnaires, data collection was in attendance and the types of data were primary. Finally, we present, then, the idea the communication is not in the middle, but in the trusty relationship established between the interlocutors. In this way, we can think when a student has met their need to be able answer his questions about sex with their teacher through an online social network that allows anonymity and through which the student knows who responds is their teacher, but the teacher can not distinguish the identity of his students, this dialogic relationship serves to get claims of the validity that are characterized as potential communicative action

The networks terminology has been growing in different meanings, in which emergent structures coming from one not so recently typology aquired, in the 90 s, fluid shapes impelled by waves without borders of the New Information and Communication Technologies. Ever since, the pattern and the morphology are being multiply and strengthen. With this backdrop, this study deals with the Education for Environment Networks, as a political and social, educative and cultural alternative intervention, as an answer for some contemporary demands. But what are these networks? In wich way they organize themselves to germinate political actions? Where is the core of these actions? What are their limits or potentialities? These are some of the questions that are presented along the study proposed. Therefore, we have in view to unveil the network social and environmental pedagogic dimension, as an alternative proposal towards to the planetary cintzenship formation for persons and coletivity. The study employs the exploration reasearch as the analysis of the organizational reference basis and the dinamics of conections that support the dialogue among the groups that belong to the Education for Environment Networks. We conclude that the networks overcome themselves as a powerfull tool to articulate and moblize people. They establish a potential pedagogic act for political and social intervention, as an alternative proposal for the citizen formation and his world vision. We sinalize that the networks are sometimes limited by the poorness of knowledge that still remains on those who find themselves twisted on them, and on the decreasing optics by those who are absent.

The SONET/SDH Ring Assignment Problem (PALAS) treats to group localities in form of some rings, being respected the traffic's limitations of the equipment. Each ring uses a DXC (Digital Cross Connect) to make the communication with the others, being the DXC the equipment most expensive of the net, minimizing the number total of rings, will minimize the total net cost, problem's objective . This topology in rings provides a bigger capacity of regeneration. The PALAS is a problem in Combinatorial Optimization of NP-hard Class. It can be solved through Heuristics and Metaheuristics. In this text, we use Taboo Search while we keep a set of elite solutions to be used in the formation of a part of the collection of vocabulary's parts that in turn will be used in the Vocabulary Building. The Vocabulary Building will be started case Taboo Search does not reach the best solution for the instance. Three approaches had been implemented: one that only uses vocabulary's parts deriving of Taboo Search, one that it only uses vocabulary's parts randomly generated and a last one that it uses half come of the elite and half randomly generated

This study discusses the use of information technologies for knowledge management in networks of franchises in the Rio Grande do Norte/Brazil, whose management and operation are complex activities, characterized by the geographic spread of their network unities, creating barriers to communication and information sharing between franchisors, franchisees and final customers. In view of this, the following hypotheses were formulated: the knowledge management can be a positive alternative for improving communication between units; and information technology can eliminate many problems related mainly to capture and share knowledge. In general, it aims to investigate, in qualitative and quantitative aspects, how information technology can support knowledge management in networks of franchises. Specifically purposes to register the existence of managerial practices related to knowledge management in enterprises at the franchising sector; to verify whether they have the technological resources with the potential to facilitate the sharing of information; to identify what are the technologies of information and communication used in the organizational environment; and suggest measures that will facilitate the process of organizational learning, using information technology and communication as tools. It concludes that knowledge management becomes a positive alternative, especially in strengthening of bonds of communication and sharing of knowledge between the franchises. In this regard, information technology must provide all the services of the corporation to facilitate communication between franchisor and franchisee, through a single and integrated system. However, they still show unsuitable for more sophisticated technology platforms

Internet applications such as media streaming, collaborative computing and massive multiplayer are on the rise,. This leads to the need for multicast communication, but unfortunately group communications support based on IP multicast has not been widely adopted due to a combination of technical and non-technical problems. Therefore, a number of different application-layer multicast schemes have been proposed in recent literature to overcome the drawbacks. In addition, these applications often behave as both providers and clients of services, being called peer-topeer applications, and where participants come and go very dynamically. Thus, servercentric architectures for membership management have well-known problems related to scalability and fault-tolerance, and even peer-to-peer traditional solutions need to have some mechanism that takes into account member's volatility. The idea of location awareness distributes the participants in the overlay network according to their proximity in the underlying network allowing a better performance. Given this context, this thesis proposes an application layer multicast protocol, called LAALM, which takes into account the actual network topology in the assembly process of the overlay network. The membership algorithm uses a new metric, IPXY, to provide location awareness through the processing of local information, and it was implemented using a distributed shared and bi-directional tree. The algorithm also has a sub-optimal heuristic to minimize the cost of membership process. The protocol has been evaluated in two ways. First, through an own simulator developed in this work, where we evaluated the quality of distribution tree by metrics such as outdegree and path length. Second, reallife scenarios were built in the ns-3 network simulator where we evaluated the network protocol performance by metrics such as stress, stretch, time to first packet and reconfiguration group time

This thesis proposes the specification and performance analysis of a real-time communication mechanism for IEEE 802.11/11e standard. This approach is called Group Sequential Communication (GSC). The GSC has a better performance for dealing with small data packets when compared to the HCCA mechanism by adopting a decentralized medium access control using a publish/subscribe communication scheme. The main objective of the thesis is the HCCA overhead reduction of the Polling, ACK and QoS Null frames exchanged between the Hybrid Coordinator and the polled stations. The GSC eliminates the polling scheme used by HCCA scheduling algorithm by using a Virtual Token Passing procedure among members of the real-time group to whom a high-priority and sequential access to communication medium is granted. In order to improve the reliability of the mechanism proposed into a noisy channel, it is presented an error recovery scheme called second chance algorithm. This scheme is based on block acknowledgment strategy where there is a possibility of retransmitting when missing real-time messages. Thus, the GSC mechanism maintains the real-time traffic across many IEEE 802.11/11e devices, optimized bandwidth usage and minimal delay variation for data packets in the wireless network. For validation purpose of the communication scheme, the GSC and HCCA mechanisms have been implemented in network simulation software developed in C/C++ and their performance results were compared. The experiments show the efficiency of the GSC mechanism, especially in industrial communication scenarios.
