In Brazil the theme quality in public construction has been widely discussed in the early 1990s, with the creation of the Brazilian Program of Quality and Productivity for the Habitat (PBQP-H) which is strongly influenced by the wave of studies on issues of quality in the world, such as the ISO 9000. Over the years, other approaches have emerged and been consolidated, evolving from market and customer´s needs. An example is the Six Sigma methodology. This study aims to examine the Six Sigma, ISO 9000 and PBQP-H methodologies, noting the common elements, differences, gaps and how the methods are complementary, so that with the ongoing work, proposed initiatives can be developed to improve the quality that enables its application in public construction. Still aiming to optimize the deployment of the proposed initiatives, it was performed an analysis of ISO 9001 and PBPQ-H certifications in Brazil and in the state of Rio Grande do Norte, with respect to the construction industry and a case study to identify the factors that influence the adoption of initiatives to improve quality, and check if the selected construction company is prepared to implement the proposed initiatives. This research is characterized as exploratory and applied, with literature review and a case study. The data collection instrument was a questionnaire and the statistical analysis used a multidimensional scaling method. The conclusion is that the methodologies are compatible and complementary, and their integration could potentialize the goals set. It was identified that the state of Rio Grande do Norte has a few number of certifications in construction. Nine initiatives are proposed for implementation at construction companies. In the case study it was found that the studied company would be able to implement the suggestions proposed and the requirement for certification by clients and funding institutions influence the adoption of quality improvement initiatives. This result confirms the literature which states that top management support is crucial for the successful implementation of quality methodologies

Post dispatch analysis of signals obtained from digital disturbances registers provide important information to identify and classify disturbances in systems, looking for a more efficient management of the supply. In order to enhance the task of identifying and classifying the disturbances - providing an automatic assessment - techniques of digital signal processing can be helpful. The Wavelet Transform has become a very efficient tool for the analysis of voltage or current signals, obtained immediately after disturbance s occurrences in the network. This work presents a methodology based on the Discrete Wavelet Transform to implement this process. It uses a comparison between distribution curves of signals energy, with and without disturbance. This is done for different resolution levels of its decomposition in order to obtain descriptors that permit its classification, using artificial neural networks

The scarcity of natural resources and the search for alternative energy sources promote a rapid change in the energy world. Among the renewable energy sources, solar energy is the most promising, presenting technology of greatest growth rate nowadays. Researchers around the world are seeking ways to facilitate their progress, developing technologies with higher efficiency and lower cost. As a contribution to global progress, this master thesis proposes the development of a strategy of maximum power tracking based on perturbation and observation method for photovoltaic systems. The proposed control strategy is based on active power balance of the system, with a reduced number of sensors. In energy systems, the balance of entrances, exits and losses are fundamental to rationalize the energy consumption, independently of the source (sun, natural gas, wind, water, firewood or oil). This estimate is important so much in the phase of project of the facilities, as in the exploration or operation. In the project phase it indicates the energy needs of the process and the contribution of the energy in the cost of the product and the capacity of storage of the fuel and in the operation phase it allows to evaluate the use of the energy in the process of it burns, showing the weak points that should suffer intervention to improve the efficiency. With this tool, it can be implemented routines of calculation of thermal balances in ovens of it burns of structural ceramic, in way to generate an optimized mathematical model for application in the current and promising structural ceramic brazilian industry. The ceramic oven in study is located in the metropolitan area of Natal (Rio Grande do Norte) and it is a continuous oven of the type wagons tunnel, converted of firewood for natural gas and it produces blocks of red ceramic. The energy balance was applied in the oven tunnel before and after the conversion and made the comparisons of the energy efficiencies (it burns to the firewood and it burns to natural gas), what showed that the gaseous fuel is more efficient when we burn structural ceramic in ovens tunnels. When we burn natural gas, the requested energy is smaller and better used. Tests were accomplished in the burned product that showed the best quality of the burned brick with natural gas. That quality improvement makes possible to accomplish new interventions for the most rational use of the energy in the oven tunnel of the Ceramic in study and in the industries of structural ceramic of the whole Brazil, that need control tools of burning and of quality

The information tecnology (IT) has, over the years, gaining prominence as a strategic element and competitive edge in organizations, public or private. In the judiciary, with the implementation of actions related to Judiciário Eletrônico, information technology (IT), definitely earns its status as a strategic element and significantly raises the level of dependence of the organs of their services and products. Increasingly, the quality of services provided by IT has direct impact on the quality of services provided by the agency as a whole. The Ministério Público do Estado do Rio Grande do Norte (MPRN) deployments shares of Electronic Government, along with an administrative reform, beyond these issues raised, caused a large increase in institutional demand for products and services provided by the Diretoria de Tecnologia da Informação (DTI), a sector responsible for the provision of IT services. Taking as starting point strategic goal set by MPRN to reach a 85% level of user satisfaction in four years, we seek to propose a method that assists in meeting the goal, respecting the capacity constraints of the IT sector. To achieve the proposed objective, we conducted a work in two distinct and complementary stages. In the first step we conducted a case study in MPRN, in which, through an internal and external diagnosis of DTI, accomplished by an action of internal consulting and one research of the user satisfaction, we seek to identify opportunities of change seeking to raise the quality perceived of the services provided by the DTI , from the viewpoint of their customers. The situational report, drawn from the data collected, fostered changes in DTI, which were then evaluated with the managers. In the second stage, with the results obtained in the initial process, empirical observation, evaluation of side projects of quality improvement in the sector, and validation with the managers, of the initial model, we developed an improved process, gazing beyond the identification of gaps in service a strategy for the selection of best management practices and deployment of these, in a incremental and adaptive way, allowing the application of the process in organs with little staff allocated to the provision of information technology services

Este estudo de Educação Ambiental envolveu crianças de 6 a 11 anos de idade de um bairro de classe popular - Cohab I - na cidade de Botucatu. O objetivo principal do projeto foi contribuir para desenvolver nas crianças atitudes de cuidado com o meio onde vivem, proporcionando oportunidades de aquisição de conhecimentos, valores, atitudes e interesse ativo para protegê- lo e melhorá-lo. Trata-se de um estudo desenvolvido com os referenciais da metodologia da pesquisa-ação participativa, que considera fundamental a participação dos sujeitos envolvidos tanto no processo de produção de conhecimentos quanto na tomada de decisões. Através de conversas, atividades e brincadeiras variadas, as crianças construíram conhecimentos sobre o bairro, percebendo como podem e devem exercer ali um importante papel social de melhoria da qualidade de vida no ambiente em que vivem. As crianças foram incentivadas a participar e levar essa preocupação aos adultos.

The neutral wire in most existing power flow and fault analysis software is usually merged into phase wires using Kron's reduction method. In some applications, such as fault analysis, fault location, power quality studies, safety analysis, loss analysis etc., knowledge of the neutral wire and ground currents and voltages could be of particular interest. A general short-circuit analysis algorithm for three-phase four-wire distribution networks, based on the hybrid compensation method, is presented. In this novel use of the technique, the neutral wire and assumed ground conductor are explicitly represented. A generalised fault analysis method is applied to the distribution network for conditions with and without embedded generation. Results obtained from several case studies on medium- and low-voltage test networks with unbalanced loads, for isolated and multi-grounded neutral scenarios, are presented and discussed. Simulation results show the effects of neutrals and system grounding on the operation of the distribution feeders.

This paper explains the conceptual design of instrumentation that measures electric quantities defined in the Std. 1459-2000. It is shown how the instantaneous-space-phasor approach, based on alpha, beta, 0 components, can be used to monitor electric energy flow, evaluate the utilization of transmission line, and quantify the level of harmonic pollution injected by nonlinear loads.

This paper presents the instantaneous-space-phasor (ISP) definition and describes its properties and possible applications for three-phase systems. It is shown that the ISP provides the mathematical base for a new approach to the measurement of active, reactive, and apparent power. Moreover, the ISP helps separate the positive and negative-sequence components and fits perfectly into the Buchholz-Goodhue apparent power definition.

In order to investigate effects of neutrals and system grounding on the operation of the distribution feeders with faults, in this research a hybrid short circuit algorithm is generalized. In this novel use of the technique, the neutral wire and assumed ground conductor are explicitly represented. Results obtained from several case studies using IEEE 34-node test network are presented and discussed.

This paper proposes a dedicated algorithm for lation of single line-to-ground faults in distribution systems. The proposed algorithm uses voltage and current phasors measured at the substation level, voltage magnitudes measured at some buses of the feeder, a database containing electrical, operational and topological parameters of the distribution networks, and fault simulation. Voltage measurements can be obtained using power quality devices already installed on the feeders or using voltage measurement devices dedicated for fault location. Using the proposed algorithm, likely faulted points that are located on feeder laterals geographically far from the actual faulted point are excluded from the results. Assessment of the algorithm efficiency was carried out using a 238 buses real-life distribution feeder. The results show that the proposed algorithm is robust for performing fast and efficient fault location for sustained single line-to-ground faults requiring less than 5% of the feeder buses to be covered by voltage measurement devices. © 2006 IEEE.

This paper is based on the analysis and implementation of a new drive system applied to refrigeration systems, complying with the restrictions imposed by the IEC standards (Harmonic/Flicker/EMI-Electromagnetic Interference restrictions), in order to obtain high efficiency, high power factor, reduced harmonic distortion in the input current and reduced electromagnetic interference, with excellent performance in temperature control of a refrigeration prototype system (automatic control, precision and high dynamic response). The proposal is replace the single-phase motor by a three-phase motor, in the conventional refrigeration system. In this way, a proper control technique can be applied, using a closed-loop (feedback control), that will allow an accurate adjustment of the desirable temperature. The proposed refrigeration prototype uses a 0.5Hp three-phase motor and an open (Belt-Drive) Bitzer IY type compressor. The input rectifier stage's features include the reduction in the input current ripple, the reduction in the output voltage ripple, the use of low stress devices, low volume for the EMI input filter, high input power factor (PF), and low total harmonic distortion (THD) in the input current, in compliance with the IEC61000-3-2 standards. The digital controller for the output three-phase inverter stage has been developed using a conventional voltage-frequency control (scalar V/f control), and a simplified stator oriented Vector control, in order to verify the feasibility and performance of the proposed digital controls for continuous temperature control applied at the refrigerator prototype. ©2008 IEEE.
