ENGLISH: During 1961 the government of Ecuador, with the financial assistance of the Special Fund of the United Nations and the technical assistance of FAO experts, initiated an extensive program of fisheries research centered in a fisheries institute established in Guayaquil. In cooperation with this program, and in connection with Ecuador's adherence in 196l to the Convention for the Establishment of an Inter-American Tropical Tuna Commission, a two-and-a-half year investigation of the ecology of the Gulf of Guayaquil and adjacent waters was started by the Inter-American Tropical Tuna Commission. SPANISH: En 1961 el gobierno del Ecuador con el apoyo financiro del Fondo Especial de las Naciones Unidas y la asistencia tenica de los expertos de la FAO, inicio un programa extensivo de investigacion pesquera centralizado en el instituto de pesquerias establecido en Guayaquil. ENGLISH: To learn more about the early life of yellowfin tuna in their immediate environment, the Inter-American Tropical Tuna Commission initiated a 2-year cooperative investigation with the Direccion General de Pesca e Industrias Conexas (DGP) of Mexico in August 1966. The project called for monthly cruises of about 5 days duration to be made in a triangular track between Mazatlan, Cape San Lucas and the Tres Marias Islands. Laboratory space for the field work was provided by the DGP in their biological station in Mazatlan and the research vessel Yolanda, property of the DGP, was made available for the monthly cruises. SPANISH: Con el fin de obtener un conocimiento mas avanzado sobre la vida temprana de estos atunes aleta amarilla, y del ambiente que los rodea, 1a Comision Interamericana del Atun Tropical inicio una investigacion colaborativa de 2 anos con la Direccion General de Pesca e Industrias Conexas (DGP) de Mexico, en agosto de 1966. El proyecto requirio cruceros mensuales de unos 5 dias de duracion para que fueran realizados en un rumbo triangular entre Mazatlan, Cabo San Lucas y las Islas Tres Marias. Estimates of dolphin school sizes made by observers and crew members aboard tuna seiners or by observers on ship or aerial surveys are important components of population estimates of dolphins which are involved in the yellowfin tuna fishery in the eastern Pacific. Differences in past estimates made from tuna seiners and research ships and aircraft have been noted by Brazier (1978). To compare various methods of estimating dolphin school sizes a research cruise was undertaken with the following major objectives: 1) compare estimates made by observers aboard a tuna seiner and in the ship's helicopter, from aerial photographs, and from counts made at the backdown channel, 2) compare estimates of observers who are told the count of the school size after making their estimate to the observer who is not aware of the count to determine if observers can learn to estimate more accurately, and 3) obtain movie and still photographs of dolphin schools of known size at various stages of chase, capture and release to be used for observer training. The secondary objectives of the cruise were to: 1) obtain life history specimens and data from any dolphins that were killed incidental to purse seining. These specimens and data were to be analyzed by the U.S. National Marine Fisheries Service ( NMFS ) , 2) record evasion tactics of dolphin schools by observing them from the helicopter while the seiner approached the school, 3) examine alternative methods for estimating the distance and bearing of schools where they were first sighted, 4) collect the Commission's standard cetacean sighting, set log and daily activity data and expendable bathythermograph data. ENGLISH: Project Little Window was planned to provide some answers to the important scientific question of whether or not the HRIR (high resolution infrared radiometer) sensors aboard NASA and NOAA satellites can provide useful data for much of the oceanographic community. The sensors aboard these satellites were designed in response to the initial needs of meteorologists for temperature measurements integrated over a distance of 5-10 nautical miles and extending over a range from 30°C to about -75°C (i2-4°C). To this end the sensors have been a very powerful tool to the meteorologist in preparing daily weather advisories and in carrying out research. SPANISH: El proyecto Little Window fue planeado para suministrar algunas respuestas al importante tema científico sobre si los captadores (ltsensors") infrarrojos de alta resoluci6n (IRAR) a bordo de los satélites NASA y NOAA, pueden o no proveer datos útiles para la mayor1a de los oceanógrafos. Los captadores a bordo de estos satélites fueron concebidos en respuesta a las necesidades iniciales de los meteor6logos para obtener mediciones de temperatura integradas sobre una distancia de 5-10 millas náuticas, y entre 30°c y aproximadamente -75°C (~2-4°C). Con este fin los captadores han sido un instrumento poderoso para el meteor6logo en la preparaci6n de las informaciones diarias de tiempo y en la realizaci6n de las investigaciones. ENGLISH: In May 1971, a joint united states - Mexican experiment, Project Little Window 2, (LW-2) involving data collected by satellite, aircraft and ship sensors was made in the southern part of the Gulf of California. LW-2 was planned as an improved and enlarged version of LW-l (conducted the previous year; Stevenson and Miller, 1971) with field work scheduled to be made within a 200 by 200 km square region in the Gulf of California. The purposes of the new field study were to determine through coordinated measurements from ships, aircraft and satellites, the utility of weather satellites to measure surface temperature features of the ocean from space and specifically to evaluate the high resolution infrared sensors aboard N~ 1, ITOS 1 and NIMBUS 4 and to estimate the magnitude of the atmospheric correction factors needed to bring the data from the spacecraft sensors into agreement with surface measurements. Due to technical problems during LW-2, however, useful data could not be obtained from ITOS 1 and NIMBUS 4 so satellite information from only NOAA-1 was available for comparison. In addition, a new purpose was added, i.e., to determine the feasibility of using an Automatic picture Transmission (APT) receiver on shore and at sea to obtain good quality infrared data for the local region. SPANISH: En mayo 1971, los Estados Unidos y México realizaron un experimento en conjunto, Proyecto Little Window 2 (LW-2), en el que se incluyen datos obtenidos mediante captadores de satélites, aviones y barcos en la parte meridional del Golfo de California. Se planeó LW-2 para mejorar y ampliar el proyecto de LW-l (conducido el año anterior; Stevenson y Miller, 1971), realizándose el trabajo experimental en una región de 200 por 200 km cuadrados, en el Golfo de California. El objeto de este nuevo estudio experimental fue determinar mediante reconocimientos coordinados de barcos, aviones y satélites la conveniencia de los satélites meteorológicos para averiguar las características de la temperatura superficial del océano desde el espacio, y especialmente, evaluar los captadores infrarrojos de alta resolución a bordo de NOAA 1, ITOS 1 Y NIMBUS 4, y estimar la magnitud de los factores de corrección atmosféricos necesarios para corregir los datos de los captadores espaciales para que concuerden con los registros de la superficie. Sin embargo, debido a problemas técnicos durante LW-2, no fue posible obtener datos adecuados de ITOS 1 y NIMBUS 4, as1 que solo se pudo disponer de la información de NOAA 1 para hacer las comparaciones. Además se quiso determinar la posibilidad de usar un receptor de Trasmisión Automático de Fotografias (APT) en el mar para obtener datos infarojos de buena calidad en la región local. ENGLISH: This report, published in response to the large volume of requests for information received by the IATTC, provides information on the catches, effort, and composition of the purse-seine and baitboat fleets which fished for tunas and tuna-like species in the eastern Pacific Ocean (EPO) in the 1979-1992 period. It does not include data for longline fisheries operating in the EPO; that information may be found in the IATTC's Annual and other reports. The IATIC has published similar data for other periods in its Bulletin series (Shimada, 1958; Alverson, 1959, 1960, ~963; Martin, 1962; Calkins and Chatwin, 1967, 1971; Calkins, 1975; Orange and Calkins, 1981) and in its weekly, quarterly, and annual reports. This report presents maps and statistics of summaries by season (dry and wet) of temperature, salinity, density, oxygen concentration, and oxygen saturation at six depths (0, 3, 10, 30, 50, and 100 m) in the Pacific Ocean off the Azuero Peninsula, Panama. Profiles made with a conductivity-temperature-pressure (CTD) probe on a 14-station grid from July 1989 through August 1991 provide the basis for these products. (PDF contains 37 pages.)

ENGLISH: This report presents fine-scale spatial summaries of annual catch and effort information compiled by the IATTC staff. These data summaries are presented in a graphical format, and display only information collected from purse-seine vessels fishing in the eastern Pacific Ocean (EPO) during 1965-1998. Data collected from baitboat and longline vessels fishing in the EPO are not considered in this report. Equivalent data from Japanese longline vessels fishing in the EPO are presented by Uosaki and Bayliff(1999) for 1988-1992 and by' references cited in that publication for 1956-1987. SPANISH: Este informe presenta resúmenes espaciales a escala fina de información sobre captura y esfuerzo anuales compilada por el personal de la CIAT. Se presentan los resúmenes en formato gráfico, e incluyen solamente información tomada de barcos cerqueros pescando en el Océano Pacifico oriental (OPO) durante 1965-1998. No se consideran en el informe datos provenientes de barcos de camada y palangreros que pescan en el OPO. Se presentan datos equivalentes de barcos palangreros japoneses pescando en el OPO en Uosaki y Bayliff (1999) para 1988-1992 yen las referencias citadas en dicha publicación para 1956-1987. Em 2006, a Comissão Interamericana dos Direitos Humanos da OEA (CIDH) condenou o Estado brasileiro pela prática habitual de não assegurar às vítimas dos crimes raciais e do racismo o acesso às garantias jurídicas do Pacto de São José da Costa Rica, o que constitui uma violação dos direitos humanos internacionais. No presente trabalho, desenvolvo uma análise dessa decisão da CIDH e do fato interno que lhe deu origem: uma denúncia de prática de crime racial que foi indevidamente arquivada pela justiça brasileira. O meu objetivo é analisar a decisão da CIDH, a fim de buscar explicações e sugerir possíveis soluções para uma contradição histórica: porque o Brasil tem leis vigentes e válidas contra os crimes raciais e o racismo que não têm efetividade (?). Essa decisão da CIDH é uma importante fonte de informações sobre as nossas práticas racializadoras que geram a (1) falta de acesso à justiça e a (2) falta de justiça para as negras e os negros que são vitimados pela discriminação racial. Acredito que esse tipo de análise fomentará a produção de diagnósticos que auxiliarão na criação, execução, avaliação e monitoramento das políticas públicas focadas na promoção e na garantia da igualdade entre os direitos dos nossos cidadãos e cidadãs, independentemente da cor, raça, gênero ou origem.

A Revolução Cubana foi o evento mais importante das relações interamericanas no século XX. Ela foi responsável pela quebra da homogeneidade da sociedade americana, introduzindo, no continente, tensões típicas da Guerra Fria. O processo revolucionário cubano obrigou aos Estados Unidos a rever a sua política para a América Latina que, entre as décadas de 1940 e 1950, tratava o subcontinente como uma área secundária. A Revolução nas Caraíbas teve impactos diretos também na formulação da política externa brasileira. Durante o governo Juscelino Kubitschek, a Operação Pan-Americana previa um plano de integração com o objetivo de eliminar o subdesenvolvimento. O rechaço da iniciativa por parte do governo cubano, foi um dos fatos determinantes para o abandono da Operação. A administração subseqüente, do presidente Jânio Quadros, foi responsável por uma profunda reformulação na diplomacia do Brasil. A Política Externa Independente previa a defesa da autodeterminação dos povos e não-intervenção em assuntos internos que, aplicados ao caso cubano, foram encarados por setores conservadores como apoio a um regime socialista. A condecoração do líder revolucionário Ernesto Che Guevara e a oposição aos princípios da Política Externa Independente (PEI) foram fatores que culminaram na renúncia do presidente brasileiro.

The Inter-American Tropical Tuna Commission (IATTC) hosted a meeting, sponsored jointly by the IATTC and the Australian Fisheries Service, to discuss and report on the strengths and weaknesses of stock assessment techniques used on bluefin tuna stocks in the Pacific, Indian, and Atlantic Oceans and the Mediterranean Sea. The meeting was held in La Jolla, California, on Mat 25-31, 1990.

Two working parties, the Working Party on Tuna Tagging in the Pacific and Indian Oceans and the Working Party on Tuna Tagging in the Atlantic and Adjacent Seas, were formed by the Food and Agriculture Organization (FAD) of the United Nations in 1966 (Anonymous, 1966c). The conveners of these working parties were Dr. James Joseph of the Inter-American Tropical Tuna Commission (IATTC) and Mr. FrankJ. Mather, III, of the Woods Hole Oceanographic Institution (WHOI). In 1969 it was recommended that the working parties direct their attention toward billfishes, as well as tunas (Anonymous, 1969h: 5). One report (Joseph and working party, 1969) was published by the Pacific and Indian Oceans group and two (Mather and working party, 1969 and 1972) were published by the Atlantic Ocean and adjacent seas group. Each of the three working party reports included a bibliography of tuna and billfish tagging. The compiler of this bibliography, beginning in 1970, prepared numerous memoranda to the members of the working party, most of which included lists of papers on tuna and billfish tagging which had come to his attention, either directly or through members of the working party. The bibliographies in the three working party reports and the lists of references in the memoranda form the basis for the present bibliography.

The annual catches of big eye are exceeded by those of only two other species of tuna, skipjack, Katsuwonus pelamis, and yellowfin, Thunnus albacares. However, because most of the bigeye caught are consumed fresh, whereas most of the skipjack and yellowfin caught are canned, the economic value of big eye exceeds that of any other species of tuna. Despite its importance, less is known of the biology of bigeye than of the biology of any of the other principal market species of tunas. Historically, bigeye have been harvested mostly by longlines, which take only medium to large fish. During recent years, however, greater amounts of small bigeye have been caught by purse seines and other surface gear. This is a matter of concern for several reasons. First, long line fishermen are concerned that the harvesting of small bigeye will decrease the amounts of medium to large bigeye available to them. Second, since small bigeye are canned, rather than eaten fresh, consumers are concerned about the possible decrease in the supply of high-quality fresh fish. Third, economists are concerned about the possible economic loss associated with harvesting fish at less than their maximum economic value. Fourth, biologists are concerned about the possibility that harvesting of small bigeye could decrease the overall catches of that species. These concerns cannot be properly addressed until more knowledge of the biology of big eye is available. The purposes of the meeting were to review and discuss the information available and to make recommendations for further research.

An estimation method for the three-dimensional underwater shape of tuna longlines is developed, using measurements of depth obtained from micro-bathythermographs (BTs) attached to the main line at equally spaced intervals. The shape of the main line is approximated by a model which consists of a chain of unit length lines (folding-rule model), where the junction points are placed at the observed depths. Among the infinite number of possible shapes, the most likely shape is considered to be the smoothest one that can be obtained with a numerical optimization algorithm. To validate the method, a series of experimental longline operations were conducted in the equatorial region of the eastern Pacific Ocean, using 13 or 14 micro-BTs per basket of main line. Concurrent observations of oceanographic conditions (currents and temperature structure) were obtained. The shape of the main line can be calculated at arbitrary times during operations. Shapes were consistent with the current structure. On the equator, the line was elevated significantly by the Equatorial Undercurrent. It is shown that the shape of main line depends primarily upon the vertical shear and direction of the current relative to the gear. Time sequences of calculated shapes reveals that observed periodic (1-2 hours) oscillations in depth of the gear was caused by swinging movements of the main line. The shortening rate of the main line is an important parameter for formulating the shape of the longline, and its precise measurement is desirable.
