A new voltammetric method for the determination of Delta(9)-tetrahydrocannabinol (Delta(9)-THC) is described. The voltammetric experiments were accomplished in N-N dimethylformamide/water (9: 1, v/v), using tetrabutylammonium tetrafluoroborate (TBATFB) 0.1 mol/L as supporting electrolyte and a glassy carbon disk electrode as the working electrode. The anodic peak current was observed at 0.0 V (vs. Ag/AgCl) after a 30 s pre-concentration step under an applied potential of -1.2 V (vs. Ag/AgCl). A linear dependence of Delta(9)-THC detection was obtained in the concentration range 2.4-11.3 ng/mL, with a linear correlation coefficient of 0.999 and a detection limit of 0.34 ng/mL. The voltammetric method was used to measure the content of Delta(9)-THC in samples (hemp and hashish) confiscated by the police. The elimination of chemical interferences from the samples was promptly achieved through prior purification using the TLC technique, by employing methanol/water (4: 1, v/v) as the mobile phase. The results showed excellent correlation with results attained by HPLC.

The Caribbean Meeting of Experts on Implementation of the SIDS Programme of Action, held at the Holiday Inn Hotel, Port of Spain, Trinidad and Tobago, 17-19 May 1995 was convened to review progress towards implementation of the SIDS Programme of Action (SIDS-POA), to discuss constraints on the effective implementation of the Programme and to agree on priority areas for action. It was organized by the Economic Commission for Latin America and the Caribbean/Caribbean Development and Cooperation Committee (ECLAC/CDCC), in collaboration with the United Nations Development Programme’s Special Unit for Technical Cooperation among Developing Countries (UNDP/TCDC), the United Nations Environment Programme (UNEP), the University of the West Indies Centre for Environment and Development (UWICED), and the Caribbean Community (CARICOM). A copy of the programme and a list of documents are attached to this report as Annex I and II respectively.

This work focuses on the study of video compression standard MPEG. To this end, a study was undertaken starting from the basics of digital video, addressing the components necessary for the understanding of the tools used by the video coding standard MPEG. The Motion Picture Experts Group (MPEG) was formed in the late '80s by a group of experts in order to create international standards for encoding and decoding audio and video. This paper will discuss the techniques present in the video compression standard MPEG, as well as its evolution. Will be described in the MPEG-1, MPEG-2, MPEG-4 and H.264 (MPEG-4 Part 10), however, the last two will be presented with more emphasis, because the standards are present in most modern video technologies, as in HDTV broadcasts

Synthacaine is a New Psychoactive Substance which is, due to its inherent psychoactive properties, reported to imitate the effects of cocaine and is therefore consequently branded as legal cocaine. The only analytical approach reported to date for the sensing of Synthacaine is mass spectrometry. In this paper, we explore and evaluate a range of potential analytical techniques for its quantification and potential use in the field screening Synthacaine using Raman spectroscopy, presumptive (colour) testing, High Performance Liquid Chromatography (HPLC) and electrochemistry. HPLC analysis of street samples reveals that Synthacaine comprises a mixture of methiopropamine (MPA) and 2-aminoindane (2-AI). Raman spectroscopy and presumptive (colour) tests, the Marquis, Mandelin, Simon's and Robadope test, are evaluated towards a potential in-the-field screening approach but are found to not be able to discriminate between the two when they are both present in the same sample, as is the case in the real street samples. We report for the first time a novel indirect electrochemical protocol for the sensing of MPA and 2-AI which is independently validated in street samples with HPLC. This novel electrochemical approach based upon one-shot disposable cost effective screen-printed graphite macroelectrodes holds potential for in-the-field screening for Synthacaine.
Theoretical approaches to forensic entomology: I. Mathematical model of postfeeding larval dispersal

An overall theoretical approach to model phenomena of interest for forensic entomology is advanced. Efforts are concentrated in identifying biological attributes at the individual, population and community of the arthropod fauna associated with decomposing human corpses and then incorporating these attributes into mathematical models. In particular in this paper a diffusion model of dispersal of post feeding larvae is described for blowflies, which are the most common insects associated with corpses.

Colombian Reference National Laboratory, GENES LTDA, have organized and coordinated for the past two years (2009 and 2010) the Quality Control Exercise for laboratories undertaking paternity, maternity and forensic tests with DNA markers. Twenty-two laboratories have participated in 2009, increasing the number to 27 in 2010. Laboratories in Colombia, Brazil, Ecuador, Peru, Dominican Republic and Panama have participated in these exercises. There have been some similarities in the two controls: A practical exercise, three blood samples on FTA cards were sent to each participating laboratory to be genotyped for DNA markers using the routine methodologies in their laboratories; theoretical exercises including optional and obligatory cases. For the theoretical exercises, the participating laboratories should calculate the partial and final PI or BRI (Biological Relationship Index or Paternity Index). Forty-nine and 52 markers were under consensus for 2009 and 2010, respectively, distributed in autosomal, Y and X chromosomes STR. With respect to 2008, 12 and 15 additional markers were under consensus for 2009 and 2010, respectively. The rate of reporting error was 2.9% in 2009 while in 2010, 4.7% error was reported. The Proficiency Test conducted through the Colombian National Reference Laboratory has become a useful tool for quality assurance of all Colombian laboratories and some of Latin America that do DNA testing to establish biological relationships and an excellent opportunity for ongoing training of experts from the region.

Electrochemical lead analyses of gunshot residues (GSRs) were performed using an acidic solution with a bare gold microelectrode in the presence of chloride ions. GSRs from four different guns (0.38 in. revolver, 12 caliber pump-action shotgun, 0.38 repeating rifle, and a 0.22 caliber semi-automatic rifle) and six different types of ammunition (CleanRange (R), normal, semi-jacketed, especial 24g (R), 3T (R), CBC (R), and Eley (R)) were analyzed. Results obtained with the proposed methodology were compared with those from an atomic absorption spectrometry analysis, and a paired Student's t-test indicated that there was no significant difference between them at the 95% confidence level. With this methodology, a detection limit of 1.7 nmol L-1 (3 sigma/slope), a linear range between 10 and 100 nmol L-1, and a relative standard deviation of 2.5% from 10 measurements were obtained. La ricerca è strutturata in due sezioni: nella prima, dopo una premessa storica sul suicidio ed una lettura dei relativi dati statistici italiani integrata dall’analisi delle principali teorie sociologiche e dei principali aspetti psicopatologici e di psicologia clinica, vengono esaminati i risultati forniti da numerosi studi scientifici sul tema complementare delle morti equivoche, con particolare riferimento alle categorie a rischio rappresentate da anziani, carcerati, piloti di aerei, soggetti dediti a pratiche di asfissia autoerotica o roulette russa, istigatori delle forze di polizia e suicida stradali. Successivamente sono esaminati gli aspetti investigativi e medico-legali in tema di suicidi e morti equivoche con particolare riferimento alla tecnica dell’autopsia psicologica analizzandone le origini ed evoluzioni, il suo ambito di utilizzo ed i relativi aspetti metodologici. Nella seconda sezione del lavoro il tema dei suicidi e delle morti equivoche viene approfondito grazie all’apporto di professionisti di discipline diverse esperti in materia di autopsia psicologica ed indagini giudiziarie. A questi è stata presentata, con l’utilizzo della tecnica qualitativa “Dephi, una iniziale ipotesi di protocollo di autopsia psicologica, con le relative modalità applicative, al fine di procedere ad una sua revisione ed adattamento alle esigenze operative italiane grazie alle specifiche esperienze professionali e multidisciplinari maturate dagli esperti. I dati raccolti hanno permesso di giungere alla formulazione di un protocollo di autopsia psicologica, basato sulla elaborazione di domande generali, specifiche e conclusive, a risposta aperta, che possono esser formulate, secondo le modalità previste, alle persone affettivamente significative per la vittima nei confronti della quale si intende procedere con tale strumento investigativo.
