As lideranças avançaram nas negociações sobre o texto final das disposições transitórias. E o primeiro turno de votação acabará nesta semana. A votação das disposições irá começar hoje. A previsão é que haja quórum para votar os temas que já conseguiram o consenso das lideranças. Há 48 dispositivos a serem votados para acabar o primeiro turno. Entre eles está o código de defesa do consumidor, a legalização dos cassinos, a transformação dos territórios de Roraima e Amapá em estados, e a estabilidade para os servidores públicos. Os líderes irão se reunir hoje para negociar os últimos 11 artigos que faltam ser analisados. A estabilidade do servidor já é um dos temas em que já ocorreu um acordo. A estabilidade está assegurada para os servidores que tenham mais de cinco anos de trabalho, ficando fora aqueles que exercem cargo de confiança. Hoje os líderes recomeçam a discutir a anistia aos microempresários, ainda há várias divergências. A discussão sobre quem irá se responsabilizar pelo custo da anistia continua.

Final report on a three year study designed to investigate the effects of the Maryland hydraulic escalator clam dredge on populations and recruitment of the soft-shell clam, Mya arenaria. Experimental plots were established in the Potomac river, Maryland, and were dredged ina commerical manner by removing only legal size clams. quarterly samples were taken in the experimental and control plots by means of a van Veen grab for juvenile clams and the hydraulic dredge for older, deeper burrowing clams. Sediment samples were taken at selected periods for organic carbon and grain size analysis. Clams were separated into two size-groups. (PDF contains 38 pages)

The governing council of Naca has resolved to effect a shift in emphasis from aquaculture development to aquaculture for development. This will require engaging partners from a broad spectrum of government and development agencies, the nature of the information that will need to be gathered and the strategies used for disseminating information and initiating action. The vehicle for operationalising this shift is STREAM - Support to Regional Aquatic Resources Management. This report outlines the nature of the STREAM network, its relationship to NACA's vision, mission, objectives and operating principles, and how STREAM differs from previous NACA's networks. Because STREAM is different, a theoretical basis for network communication is presented along with an outline of the preliminary steps in getting the network up and running. (Pdf contains 33 pages).

Sediments are an important location in determining the fate of nutrients entering the estuary. Role of sediments needs to be incorporated into water quality models. Purpose of this study was to estimate the portion of sediment oxygen consumption (SOC) and sediment ammonium (NH4+) release directly attributable to benthic invertebrates via the respiratory use of oxygen and catabolic release of ammonium. Mozambique tilapia (Oreochromis mossambicus) is an indigenous tilapia species in southern Africa, until now the majority of genetic research has been carried out on Asian species of tilapia but this project aims to look at this African species. Those most suited to further development in aquaculture in southern Africa have now been identified. The genetic characterisation of strains has been completed. This information has aided the choice of strains for use in small scale aquaculture and for genetically male tilapia (GMT) production. They will form the basis of future strategies for further genetic improvement, and management of genetic diversity of Mozambique tilapia. The information will also contribute towards responsible management and development of genetic resources, particularly with regard to indigenous species of tilapia. Good progress has been made with the adaptation and implementation of producing the supermale fish required to produce all male offspring, resulting in faster growing populations of tilapia. The presence of the project and its associated activity has been a catalyst for a surge in interest in tilapia culture throughout southern Africa. [PDF contains 183 pages]

The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. We have developed a hierarchy of target levels, designated to address sustainability, efficiency, and recovery scenarios. Targets were derived from: 1) reported catches and effort in the commercial fishery, 2) statistics from fishery-independent surveys, and 3) knowledge of the biology of blue crab. Targets that are recommended include population sizes, catches, and effort levels, as well as reference fishing mortality rates. They are intended to be conservative and risk-averse.
