Teniendo en cuenta los importantes aportes efectuados desde los estudios académicos a los procesos de reforma administrativa, la importancia de las reformas administrativas en un mundo cada vez más globalizado y la necesidad de profundizar en las reformas administrativas de las entidades territoriales, este trabajo de investigación tiene por objeto analizar el marco conceptual, normativo y jurisprudencial de las reformas administrativas, estudiando con detalle sus limitaciones y su control, particularmente para el caso de las entidades territoriales en Colombia. De este modo, con ocasión de esta investigación se busca identificar de forma clara el panorama sobre aquellos aspectos en los que las entidades territoriales tienen un mayor o menor grado de autonomía para llevar a cabo sus procesos de reforma administrativa, de tal forma que sea posible identificar algunos riesgos relevantes asociados a dicho panorama. Así, como importantes logros u objetivos de esta investigación se destacan los siguientes: (i) identificar y analizar las principales aproximaciones doctrinales realizadas a nivel mundial sobre las reformas administrativas, (ii) describir aquellos aspectos en los que las entidades territoriales tienen mayor o menor autonomía para adelantar sus procesos de reforma administrativa, (iii) analizar las clases de controles aplicables a estos procesos profundizando en aquellos aspectos que pueden generar su nulidad e (iv) identificar una serie de riesgos a los que están sometidos los procesos de reforma administrativa de las entidades territoriales en Colombia. Todo lo anterior permitirá responder con claridad la siguiente pregunta que ha sido una idea estructural a partir de la cual se ha desarrollado esta investigación: ¿Cuál es el marco conceptual, las limitaciones, los controles y los riesgos de las reformas administrativas a ser adelantadas por las entidades territoriales en Colombia?

El presente documento hace un análisis de la influencia que ejercen los diferentes tipos de liderazgo, carismático y transaccional, de un directivo de una organización sobre los subordinados de la misma, que a su vez afecta positiva o negativamente el nivel de resiliencia de los mismos. De la misma forma, se ha identificado la relación que existe entre el nivel de resiliencia de los subordinados de una organización y el cumplimiento de objetivos corporativos de la misma. Todo lo anterior se justifica en la economía globalizada de la que ahora hacemos parte que obliga a las empresas a generar nuevas estrategias de competitividad dentro de ambientes turbulentos y cambiantes donde, el desarrollar y motivar el recurso humano de la organización toma importancia para la ejecución exitosa de estrategias diferenciales.

Se cuenta la experiencia de un deportado a los campos nazis que logró sobrevivir a la barbarie. La experiencia evidencia cómo desde las aulas se puede rememorar este episodio de la historia de la humanidad. Se desarrollan trabajos relacionados con el fenómeno de la deportación: un grupo de estudiantes de institutos de Córdoba, Huesca, Pamplona, Tarragona y Lérida organizan el viaje conmemorativo 'El convoy republicano' con motivo del 60õ aniversario de la liberación del campo de Mauthausen, a través de la asociación Amical de Mauthausen; en Francia, los amicales de deportados organizan regularmente viajes a los campos con profesores; en Austria, un grupo de estudiantes realizan un proyecto con el objetivo de esclarecer la historia de los 250 republicanos españoles forzados a trabajar en Bretstein en la construcción de una carretera; un grupo de estudiantes de español de la universidad de Graz deciden seguir con la labor de recuperar la historia de aquellos republicanos y publican los resultados de sus trabajos en una página web. En Aragón, los alumnos de dos institutos realizan una investigación sobre la identidad de los deportados recogiendo testimonios de familiares vivos y se complementa el trabajo con lecturas y el visionado de películas relacionadas con el fenómeno de la deportación; y otros alumnos de Navarra realizan un proyecto sobre la historia oral, desarrollado en institutos de diferentes comunidades autónomas, con el objetivo de introducirla en los currículos escolares.

Se celebra el Año Mozart con motivo del 250 aniversario de su nacimiento. El compositor viaja por toda Europa, pero siempre con problemas económicos y muere endeudado. Sus creaciones musicales y éxitos se reparten entre Bolonia, Florencia, Mantua, Milán, Munich, Nápoles y otras ciudades europeas. Su prolífica obra se compone de óperas como La flauta mágica, Don Giovanni, Las Bodas de Fígaro o Cossi fan Tutte; 25 Conciertos para Piano y Orquesta; 6 Conciertos para Violín y Orquesta; 12 conciertos para otros instrumentos; 49 sinfonías; La Marcha Turca o El Réquiem. Además, se utilizan las múltiples posibilidades técnicas y expresivas de la voz en sus obras y se investigan las cualidades de su música para potenciar el desarrollo de pensamientos complejos, como el que requieren las matemáticas.

Eisenia andrei, Lumbricus rubellus and Lumbricus terrestris were exposed to 250, 250 and 350 mg kg(-1) Cu respectively in Cu(NO3)(2(aq)) amended soil for 28 d. Earthworms were then depurated for 24 to 72 h, digested and analysed for Cu and Ti or, subsequent to depuration were dissected to remove any remaining soil particles from the alimentary canal and then digested and analysed. This latter treatment proved impossible for E. andrei due to its small size. Regardless of depuration time, soil particles were retained in the alimentary canal of L. rubellus and L. terrestris. Tissue concentration determinations indicate that E. andrei should be depurated for 24 h, L. rubellus for 48 h and L. terrestris should be dissected. Ti was bioaccumulated and therefore could not be used as an inert tracer to determine mass of retained soil. Calculations indicate that after 28 d earthworms were still absorbing Cu from soil. The Flora of Syria, Palestine and Sinai, a pioneer Flora of the region, was published in 1896 by George Edward Post (1838–1909). Lesser known are his series of Diagnoses plantarum novarum orientalium, published in the Journal of the Linnean Society Botany, and 10 papers, Plantae Postianae, which appeared in Swiss journals from 1890 to 1900. A greatly expanded second edition of the Flora was prepared by John Edward Dinsmore and published in Beirut in 1932 and 1933. Post's plant collection is part of the Post Herbarium (BEI), with about 63 000 specimens, that has been well maintained, despite civil war and inadequate staffing. This work involves the identification of around 150 types in BEI and BM, and improvement of the accessibility of the specimens. © 2009 The Linnean Society of London, Botanical Journal of the Linnean Society, 2009, 159, 315–321.

Five strains of an unusual Gram-negative, catalase-positive, oxidase-positive, coccobacillus-shaped bacterium isolated from the lungs and heart of pigs with pneumonia and pericarditis were characterized by phenotypic and molecular genetic methods. On the basis of cellular morphology and biochemical criteria, the isolates were tentatively assigned to the family Neisseriaceae, although they did not appear to correspond to any recognized genus or species. Comparative 16S rRNA gene sequencing showed that the five unidentified strains were phylogenetically highly related to each other and represent a hitherto unknown subline within the family Neisseriaceae. On the basis of both phenotypic and phylogenetic evidence, it is proposed that the unknown isolates from pigs be classified as a novel genus and species within the family Neisseriaceae, for which the name Uruburuella suis gen. nov., sp. nov. is proposed. The type strain of U. suis is 1258/02(T) (=CCUG 47806(T) =CECT 5685(T)).

We report preliminary results from studies of biological effects induced by non-thermal levels of non-ionizing electromagnetic radiation. Exponentially growing Saccharomyces cerevisiae yeast cells grown on dry media were exposed to electromagnetic fields in the 200–350 GHz frequency range at low power density to observe possible non-thermal effects on the microcolony growth. Exposure to the electromagnetic field was conducted over 2.5 h. The data from exposure and control experiments were grouped into either large-, medium- or small-sized microcolonies to assist in the accurate assessment of growth. The three groups showed significant differences in growth between exposed and control microcolonies. A statistically significant enhanced growth rate was observed at 341 GHz. Growth rate was assessed every 30 min via time-lapse photography. Possible interaction mechanisms are discussed, taking into account Frohlich's hypothesis.

Purpose This paper aims to fill the research and knowledge gap in knowledge management studies in Ghana. Knowledge acquisition is one of the unexploited areas in knowledge management literature, especially in the Ghanaian context. This study tries to ascertain the factors affecting knowledge acquisition in Ghanaian universities. Design/methodology/approach The study used the quantitative approach. The cross-sectional survey was adopted as the research design. A questionnaire consisting of Likert scale questions was used to collect data from the respondents. The items and the constructs were derived from the extant literature. The questionnaire was sent to 350 respondents, out of which 250 were returned fully completed. Data were quantitatively analysed using descriptive methods and factor analysis. Findings This study provides empirical evidence about the factors affecting knowledge acquisition in Ghanaian universities. Findings from the study show that programme content, lecturers’ competence, student academic background and attitude and facilities for teaching and learning influence knowledge acquisition in Ghanaian universities. Research limitations/implications Although the study seeks to generalize the findings, this should be cautiously done, as some scholars have advocated for large sample size. Nonetheless, there are some studies that have used sample size less than the one used in this study. Practical implications The study takes notice of the need for Ghanaian universities to use modern facilities and infrastructures such as electronic libraries and information technology equipment and also provide reading rooms to enhance teaching and learning. Originality/value Studies looking at knowledge acquisition in Ghanaian universities are virtually non-existent, and this study provides empirical findings on the factors affecting knowledge acquisition in Ghanaian universities.

The study evaluated the in vitro influence of pulse-repetition rate of Er:YAG laser and dentin depth on tensile bond strength of dentin-resin interface. Dentin surfaces of buccal or lingual surfaces from human third molars were submitted to tensile test in different depths (superficial, 1.0 and 1.5 mm) of the same dental area, using the same sample. Surface treatments were acid conditioning solely (control) and Er:YAG laser irradiation (80 mJ) followed by acid conditioning, with different pulse-repetition rates (1, 2, 3, or 4 Hz). Single bond/Z-250 system was used. The samples were stored in distilled water at 37 degrees C for 24 h, and then the first test (superficial dentine) was performed. The bond failures were analyzed. Following, the specimens were identified, grounded until 1.0- and 1.5-mm depths, submitted again to the treatments and to the second and, after that, to third-bond tests on a similar procedure and failure analysis. ANOVA and Tukey test demonstrated a significant difference (p < 0.001) for treatment and treatment X depth interaction (p < 0.05). The tested depths did not show influence (p > 0.05) on the bond strength of dentin-resin interface. It may be concluded that Er:YAG laser with 1, 2, 3, or 4 Hz combined with acid conditioning did not increase the resin tensile bond strength to dentin, regardless of dentin depth. Culex (Culex) dolosus (Lynch Arribalzaga, 1891) is re-described and compared with Cx. eduardoi Casal & Garcia ( 1968) based on morphological characteristics. Both species are morphologically similar, and they have been largely misidentified throughout Brazil. Adult male and female, fourth instar larvae, and pupae of Cx. dolosus were examined, based on specimens from Pico do Itapeva, Pindamonhangaba Municipality, Serra da Mantiqueira, Sao Paulo State, southern Brazil. Male genitalia, larvae and pupae are illustrated. Geographical distribution is summarized from published records, and information on bionomics is based on the literature and field data.

Supercritical carbon dioxide (SC-CO(2)) extraction was employed to extract carotenoids from the freeze-dried pulp of pitanga fruits (Eugenia uniflora L.), an exotic fruit, rich in carotenoids and still little explored commercially. The SC-CO(2) extraction was carried out at two temperatures, 40 and 60 degrees C, and seven pressures, 100, 150, 200, 250, 300, 350 and 400 bar. The carotenoids were determined by high-performance liquid chromatography connected to photodiode array and mass spectrometry detectors. Lycopene, rubixanthin and P-cryptoxanthin were the main carotenoids present in the freeze-dried pitanga pulp, whereas beta-cryptoxanthin concentration was negligible in the SC-CO(2) extracts, for all the investigated state conditions. The maximum recovery of carotenoids was obtained at 60 degrees C and 250 bar, extracting 55% of the total carotenoid content, 74% of the rubixanthin and 78% of the lycopene from the pulp. Under these state conditions, the total carotenoid concentration in the extract was 5474 mu g/g, represented by 66% lycopene and 32% rubixanthin. The experimental state conditions produced different SC-CO(2) extracts with respect to the extraction yield and concentration of different carotenoids, indicating that the supercritical carbon dioxide was selective in the extraction of the pitanga carotenoids as a function of temperature and pressure. Of the over 400 known(1) exoplanets, there are about 70 planets that transit their central star, a situation that permits the derivation of their basic parameters and facilitates investigations of their atmospheres. Some short-period planets(2), including the first terrestrial exoplanet(3,4) (CoRoT-7b), have been discovered using a space mission(5) designed to find smaller and more distant planets than can be seen from the ground. Here we report transit observations of CoRoT-9b, which orbits with a period of 95.274 days on a low eccentricity of 0.11 +/- 0.04 around a solar-like star. Its periastron distance of 0.36 astronomical units is by far the largest of all transiting planets, yielding a `temperate` photospheric temperature estimated to be between 250 and 430 K. Unlike previously known transiting planets, the present size of CoRoT-9b should not have been affected by tidal heat dissipation processes. Indeed, the planet is found to be well described by standard evolution models(6) with an inferred interior composition consistent with that of Jupiter and Saturn.

P>Nongeniculate Corallinaceae are poorly known in Brazil. In our endeavor to identify this group of seaweeds along the Brazilian coast we came across some specimens that fit well into the accepted circumscription of Litothamnion Heydrich. Within this genus they could be identified to what has been called L. superpositum Foslie. The specimens were represented by nongeniculate, free living specimens (rhodoliths); lumpy to fruticose growth-form, presenting flared epithallial cells in transversal section; multiporate tetrasporangial conceptacles, with roof protruding above or flush with the surrounding thallus surface; chambers 250-525 mu m in diameter and 150-230 mu m high, roof structured by filaments with 3-5 cells long; and pores in depression. Among the species described from the Brazilian coast, L. heteromorphum (Foslie) Foslie presented anatomical and reproductive characteristics similar to the referred species described from southern Africa and Australia. Therefore, we propose to consider L. heteromorphum as a heterotypic synonym of L. superpositum and extending its distribution to the Western Atlantic.
