Local Strategic Partnerships are being established in England to provide an inclusive, collaborative and strategic focus to regeneration strategies at the local level. They are also required to rationalise the proliferation of local and micro-partnerships set up by a succession of funding initiatives over the last 25 years. This article explores their remit, resources and membership and discusses how this initiative relates to theoretical work on urban governance, community engagement and leadership. It concludes by debating whether urban policy in England is now entering a new and more advanced phase based on inter-organisational networks with a strategic purpose. But questions remain about whether the institutional capacity is sufficient to deliver strong local leadership, accountability and community engagement.

Programmes supporting micro and small enterprises in developing countries have been showing that capital is not enough to allow business success: survival and growth. Literature does not provide comprehensive and practical tool to support business development in this context, but allowed the collection of forty-nine success variables that were studied in a sample of successful and unsuccessful businesses in the Island of Mozambique to discover what were the key factors affecting those businesses’ performance. Empirical data gave the insights for the development of a model to screen and improve business potential of micro and small enterprises in this context.

According to a recent Eurobarometer survey (2014), 68% of Europeans tend not to trust national governments. As the increasing alienation of citizens from politics endangers democracy and welfare, governments, practitioners and researchers look for innovative means to engage citizens in policy matters. One of the measures intended to overcome the so-called democratic deficit is the promotion of civic participation. Digital media proliferation offers a set of novel characteristics related to interactivity, ubiquitous connectivity, social networking and inclusiveness that enable new forms of societal-wide collaboration with a potential impact on leveraging participative democracy. Following this trend, e-Participation is an emerging research area that consists in the use of Information and Communication Technologies to mediate and transform the relations among citizens and governments towards increasing citizens’ participation in public decision-making. However, despite the widespread efforts to implement e-Participation through research programs, new technologies and projects, exhaustive studies on the achieved outcomes reveal that it has not yet been successfully incorporated in institutional politics. Given the problems underlying e-Participation implementation, the present research suggested that, rather than project-oriented efforts, the cornerstone for successfully implementing e-Participation in public institutions as a sustainable added-value activity is a systematic organisational planning, embodying the principles of open-governance and open-engagement. It further suggested that BPM, as a management discipline, can act as a catalyst to enable the desired transformations towards value creation throughout the policy-making cycle, including political, organisational and, ultimately, citizen value. Following these findings, the primary objective of this research was to provide an instrumental model to foster e-Participation sustainability across Government and Public Administration towards a participatory, inclusive, collaborative and deliberative democracy. The developed artefact, consisting in an e-Participation Organisational Semantic Model (ePOSM) underpinned by a BPM-steered approach, introduces this vision. This approach to e-Participation was modelled through a semi-formal lightweight ontology stack structured in four sub-ontologies, namely e-Participation Strategy, Organisational Units, Functions and Roles. The ePOSM facilitates e-Participation sustainability by: (1) Promoting a common and cross-functional understanding of the concepts underlying e-Participation implementation and of their articulation that bridges the gap between technical and non-technical users; (2) Providing an organisational model which allows a centralised and consistent roll-out of strategy-driven e-Participation initiatives, supported by operational units dedicated to the execution of transformation projects and participatory processes; (3) Providing a standardised organisational structure, goals, functions and roles related to e-Participation processes that enhances process-level interoperability among government agencies; (4) Providing a representation usable in software development for business processes’ automation, which allows advanced querying using a reasoner or inference engine to retrieve concrete and specific information about the e-Participation processes in place. An evaluation of the achieved outcomes, as well a comparative analysis with existent models, suggested that this innovative approach tackling the organisational planning dimension can constitute a stepping stone to harness e-Participation value.

This work project was conducted under a Direct Research internship (DRI) that consists on an individual dissertation established on a given organization. DRI has a problem solving format to an empirical question to be addressed, «Which country has the highest potential for the next step of XY internationalization process? ». In order to achieve the project’s purpose, it was conducted a scanning process using a top-down approach over an initial list of nine countries given by XY. To do so it was developed an international scanning framework based on different domains and weights that allowed to achieve the top two countries with highest potential. After an in depth analysis over the final set, it was recommended Switzerland as the best country to make the next step of XY internationalization in Europe.

Ce mémoire explore la formation des artistes comme entrepreneurs d’eux-mêmes à travers les pratiques de leurs associations professionnelles. Le premier chapitre brosse un portrait du champ culturel québécois et y situe plus spécifiquement les associations qui font l’objet de ce mémoire. L’approche adoptée en est une de gouvernementalité et ce chapitre s’attarde aussi aux sujets constitués dans le dispositif du champ culturel. Le deuxième chapitre aborde les questions méthodologiques soulevées par l’étude : la construction d’une archive et les détails des entretiens conduits. L’archive foucaldienne a été adaptée afin d’y inclure des entretiens. L’objectif était de pouvoir analyser à la fois la subjectivation impliquée par les pratiques des associations et l’exercice du pouvoir sur soi par les artistes. Les troisième, quatrième et cinquième chapitres rendent compte des analyses effectuées. Le troisième chapitre vise à définir l’inclusion dans les associations, c’est-à-dire quels artistes ont accès à leurs services. Avant même que les artistes puissent investir sur eux-mêmes à travers les services des associations, le processus d’adhésion implique déjà une certaine entreprise de soi. Ce chapitre jette les bases du suivant en introduisant la notion de sécurité sur le marché du travail. Le quatrième chapitre aborde plus précisément le sujet entrepreneur de soi qui investit dans sa sécurité à travers des services offerts par les associations : la formation et les caisses de sécurité. Il présente aussi le membership comme investissement en soi, qui donne accès à d’autres investissements, et explore l’inflexibilité des associations comme frein à l’entreprise de soi à travers l’idée d’expérience. Le cinquième chapitre, prenant en compte que les parcours des artistes ne sont isolés, les situe dans un contexte plus large que celui des associations. Il aborde ainsi les notions de marché, de passion et de responsabilisation. La conclusion de ce mémoire en résume le propos général et offre une réflexion épistémologique ainsi qu’une réflexion sur la position schizophrénique du sujet dans le contexte néolibéral.

La formation est une stratégie clé pour le développement des compétences. Les entreprises continuent à investir dans la formation et le développement, mais elles possèdent rarement des données pour évaluer les résultats de cet investissement. La plupart des entreprises utilisent le modèle Kirkpatrick/Phillips pour évaluer la formation en entreprise. Cependant, il ressort de la littérature que les entreprises ont des difficultés à utiliser ce modèle. Les principales barrières sont la difficulté d’isoler l’apprentissage comme un facteur qui a une incidence sur les résultats, l’absence d’un système d’évaluation utile avec le système de gestion de l’apprentissage (Learning Management System - LMS) et le manque de données standardisées pour pouvoir comparer différentes fonctions d’apprentissage. Dans cette thèse, nous proposons un modèle (Analyse, Modélisation, Monitoring et Optimisation - AM2O) de gestion de projets de formation en entreprise, basée sur la gestion des processus d’affaires (Business Process Management - BPM). Un tel scénario suppose que les activités de formation en entreprise doivent être considérées comme des processus d’affaires. Notre modèle est inspiré de cette méthode (BPM), à travers la définition et le suivi des indicateurs de performance pour gérer les projets de formation dans les organisations. Elle est basée sur l’analyse et la modélisation des besoins de formation pour assurer l’alignement entre les activités de formation et les objectifs d’affaires de l’entreprise. Elle permet le suivi des projets de formation ainsi que le calcul des avantages tangibles et intangibles de la formation (sans coût supplémentaire). En outre, elle permet la production d’une classification des projets de formation en fonction de critères relatifs à l’entreprise. Ainsi, avec assez de données, notre approche peut être utilisée pour optimiser le rendement de la formation par une série de simulations utilisant des algorithmes d’apprentissage machine : régression logistique, réseau de neurones, co-apprentissage. Enfin, nous avons conçu un système informatique, Enterprise TRaining programs Evaluation and Optimization System - ETREOSys, pour la gestion des programmes de formation en entreprise et l’aide à la décision. ETREOSys est une plateforme Web utilisant des services en nuage (cloud services) et les bases de données NoSQL. A travers AM2O et ETREOSys nous résolvons les principaux problèmes liés à la gestion et l’évaluation de la formation en entreprise à savoir : la difficulté d’isoler les effets de la formation dans les résultats de l’entreprise et le manque de systèmes informatiques.

Die Bedeutung des Dienstgüte-Managements (SLM) im Bereich von Unternehmensanwendungen steigt mit der zunehmenden Kritikalität von IT-gestützten Prozessen für den Erfolg einzelner Unternehmen. Traditionell werden zur Implementierung eines wirksamen SLMs Monitoringprozesse in hierarchischen Managementumgebungen etabliert, die einen Administrator bei der notwendigen Rekonfiguration von Systemen unterstützen. Auf aktuelle, hochdynamische Softwarearchitekturen sind diese hierarchischen Ansätze jedoch nur sehr eingeschränkt anwendbar. Ein Beispiel dafür sind dienstorientierte Architekturen (SOA), bei denen die Geschäftsfunktionalität durch das Zusammenspiel einzelner, voneinander unabhängiger Dienste auf Basis deskriptiver Workflow-Beschreibungen modelliert wird. Dadurch ergibt sich eine hohe Laufzeitdynamik der gesamten Architektur. Für das SLM ist insbesondere die dezentrale Struktur einer SOA mit unterschiedlichen administrativen Zuständigkeiten für einzelne Teilsysteme problematisch, da regelnde Eingriffe zum einen durch die Kapselung der Implementierung einzelner Dienste und zum anderen durch das Fehlen einer zentralen Kontrollinstanz nur sehr eingeschränkt möglich sind. Die vorliegende Arbeit definiert die Architektur eines SLM-Systems für SOA-Umgebungen, in dem autonome Management-Komponenten kooperieren, um übergeordnete Dienstgüteziele zu erfüllen: Mithilfe von Selbst-Management-Technologien wird zunächst eine Automatisierung des Dienstgüte-Managements auf Ebene einzelner Dienste erreicht. Die autonomen Management-Komponenten dieser Dienste können dann mithilfe von Selbstorganisationsmechanismen übergreifende Ziele zur Optimierung von Dienstgüteverhalten und Ressourcennutzung verfolgen. Für das SLM auf Ebene von SOA Workflows müssen temporär dienstübergreifende Kooperationen zur Erfüllung von Dienstgüteanforderungen etabliert werden, die sich damit auch über mehrere administrative Domänen erstrecken können. Eine solche zeitlich begrenzte Kooperation autonomer Teilsysteme kann sinnvoll nur dezentral erfolgen, da die jeweiligen Kooperationspartner im Vorfeld nicht bekannt sind und – je nach Lebensdauer einzelner Workflows – zur Laufzeit beteiligte Komponenten ausgetauscht werden können. In der Arbeit wird ein Verfahren zur Koordination autonomer Management-Komponenten mit dem Ziel der Optimierung von Antwortzeiten auf Workflow-Ebene entwickelt: Management-Komponenten können durch Übertragung von Antwortzeitanteilen untereinander ihre individuellen Ziele straffen oder lockern, ohne dass das Gesamtantwortzeitziel dadurch verändert wird. Die Übertragung von Antwortzeitanteilen wird mithilfe eines Auktionsverfahrens realisiert. Technische Grundlage der Kooperation bildet ein Gruppenkommunikationsmechanismus. Weiterhin werden in Bezug auf die Nutzung geteilter, virtualisierter Ressourcen konkurrierende Dienste entsprechend geschäftlicher Ziele priorisiert. Im Rahmen der praktischen Umsetzung wird die Realisierung zentraler Architekturelemente und der entwickelten Verfahren zur Selbstorganisation beispielhaft für das SLM konkreter Komponenten vorgestellt. Zur Untersuchung der Management-Kooperation in größeren Szenarien wird ein hybrider Simulationsansatz verwendet. Im Rahmen der Evaluation werden Untersuchungen zur Skalierbarkeit des Ansatzes durchgeführt. Schwerpunkt ist hierbei die Betrachtung eines Systems aus kooperierenden Management-Komponenten, insbesondere im Hinblick auf den Kommunikationsaufwand. Die Evaluation zeigt, dass ein dienstübergreifendes, autonomes Performance-Management in SOA-Umgebungen möglich ist. Die Ergebnisse legen nahe, dass der entwickelte Ansatz auch in großen Umgebungen erfolgreich angewendet werden kann.

The main goal of SIX SIGMA is to optimize the performance of processes. A still open question is: "What are the adequate Quality criteria and methods to ensure such performance? What must we do to get Quality governance?" This paper describes a method including an Enterprise Engineering method and SIX SIGMA strategy to reach Quality Governance

This paper provides an overview of an Enterprise Engineering method called IEM (Integrated Enterprise Modeling) and it describes the usage of SIX SIGMA approach for performance measurement of an enterprise. Based on these two instruments a methodology including procedure and tools is developed, which allows enterprises to define their adequate quality criteria for performance, to measure performance and quality and to derive reasonable actions to take for optimization. Determination of adequate quality and performance criteria and reasonable measures for the enterprise organization means “Quality Governance”.

Web services from different partners can be combined to applications that realize a more complex business goal. Such applications built as Web service compositions define how interactions between Web services take place in order to implement the business logic. Web service compositions not only have to provide the desired functionality but also have to comply with certain Quality of Service (QoS) levels. Maximizing the users' satisfaction, also reflected as Quality of Experience (QoE), is a primary goal to be achieved in a Service-Oriented Architecture (SOA). Unfortunately, in a dynamic environment like SOA unforeseen situations might appear like services not being available or not responding in the desired time frame. In such situations, appropriate actions need to be triggered in order to avoid the violation of QoS and QoE constraints. In this thesis, proper solutions are developed to manage Web services and Web service compositions with regard to QoS and QoE requirements. The Business Process Rules Language (BPRules) was developed to manage Web service compositions when undesired QoS or QoE values are detected. BPRules provides a rich set of management actions that may be triggered for controlling the service composition and for improving its quality behavior. Regarding the quality properties, BPRules allows to distinguish between the QoS values as they are promised by the service providers, QoE values that were assigned by end-users, the monitored QoS as measured by our BPR framework, and the predicted QoS and QoE values. BPRules facilitates the specification of certain user groups characterized by different context properties and allows triggering a personalized, context-aware service selection tailored for the specified user groups. In a service market where a multitude of services with the same functionality and different quality values are available, the right services need to be selected for realizing the service composition. We developed new and efficient heuristic algorithms that are applied to choose high quality services for the composition. BPRules offers the possibility to integrate multiple service selection algorithms. The selection algorithms are applicable also for non-linear objective functions and constraints. The BPR framework includes new approaches for context-aware service selection and quality property predictions. We consider the location information of users and services as context dimension for the prediction of response time and throughput. The BPR framework combines all new features and contributions to a comprehensive management solution. Furthermore, it facilitates flexible monitoring of QoS properties without having to modify the description of the service composition. We show how the different modules of the BPR framework work together in order to execute the management rules. We evaluate how our selection algorithms outperform a genetic algorithm from related research. The evaluation reveals how context data can be used for a personalized prediction of response time and throughput.

Se quiere enfocar la investigación hacia como las empresas están realizando la penetración de mercados internacionales pensando en la comunidad en la que están ingresando, sus costumbres, creencias y aspectos sociales.
