Our current understanding of the sound-generating mechanism in the songbird vocal organ, the syrinx, is based on indirect evidence and theoretical treatments. The classical avian model of sound production postulates that the medial tympaniform membranes (MTM) are the principal sound generators. We tested the role of the MTM in sound generation and studied the songbird syrinx more directly by filming it endoscopically. After we surgically incapacitated the MTM as a vibratory source, zebra finches and cardinals were not only able to vocalize, but sang nearly normal song. This result shows clearly that the MTM are not the principal sound source. The endoscopic images of the intact songbird syrinx during spontaneous and brain stimulation-induced vocalizations illustrate the dynamics of syringeal reconfiguration before phonation and suggest a different model for sound production. Phonation is initiated by rostrad movement and stretching of the syrinx. At the same time, the syrinx is closed through movement of two soft tissue masses, the medial and lateral labia, into the bronchial lumen. Sound production always is accompanied by vibratory motions of both labia, indicating that these vibrations may be the sound source. However, because of the low temporal resolution of the imaging system, the frequency and phase of labial vibrations could not be assessed in relation to that of the generated sound. Nevertheless, in contrast to the previous model, these observations show that both labia contribute to aperture control and strongly suggest that they play an important role as principal sound generators.

Os smart grids representam a nova geração dos sistemas elétricos de potência, combinando avanços em computação, sistemas de comunicação, processos distribuídos e inteligência artificial para prover novas funcionalidades quanto ao acompanhamento em tempo real da demanda e do consumo de energia elétrica, gerenciamento em larga escala de geradores distribuídos, entre outras, a partir de um sistema de controle distribuído sobre a rede elétrica. Esta estrutura modifica profundamente a maneira como se realiza o planejamento e a operação de sistemas elétricos nos dias de hoje, em especial os de distribuição, e há interessantes possibilidades de pesquisa e desenvolvimento possibilitada pela busca da implementação destas funcionalidades. Com esse cenário em vista, o presente trabalho utiliza uma abordagem baseada no uso de sistemas multiagentes para simular esse tipo de sistema de distribuição de energia elétrica, considerando opções de controle distintas. A utilização da tecnologia de sistemas multiagentes para a simulação é baseada na conceituação de smart grids como um sistema distribuído, algo também realizado nesse trabalho. Para validar a proposta, foram simuladas três funcionalidades esperadas dessas redes elétricas: classificação de cargas não-lineares; gerenciamento de perfil de tensão; e reconfiguração topológica com a finalidade de reduzir as perdas elétricas. Todas as modelagens e desenvolvimentos destes estudos estão aqui relatados. Por fim, o trabalho se propõe a identificar os sistemas multiagentes como uma tecnologia a ser empregada tanto para a pesquisa, quanto para implementação dessas redes elétricas.

Desde seu lançamento, em 2002, a Norma IEC 61850 vem evoluindo para se tornar o padrão adotado nos Sistemas de Automação de Subestações. Dentre seus vários aspectos, destacam- se os serviços de tempo real, que permitem a implementação de funções de automação e de proteção dentro da subestação através da troca de mensagens específicas entre Dispositivos Eletrônicos Inteligentes através de um barramento digital de rede de dados. O objetivo central deste trabalho é explorar algumas das questões que envolvem a implementação de uma classe de serviços de tempo real: a transmissão de valores amostrados através de Serviços SMV, definidos pela Norma IEC 61850-9. Primeiramente, apresenta-se um breve resumo das principais características da Norma IEC 61850 que possibilitam o atendimento dos três requisitos por ela estabelecidos como base: a interoperabilidade entre dispositivos de diferentes fabricantes, a versatilidade na configuração e reconfiguração do Sistema de Automação da Subestação, e a possibilidade de implementação de novas tecnologias. Em seguida, explora-se com maior profundidade todos os aspectos relevantes à implementação dos Serviços SMV. Devido à complexidade deste assunto, o autor propõe abordá-lo sob a ótica de cinco tópicos interdependentes: variações da Norma IEC 61850-9, confiabilidade do barramento de processo, sincronismo de tempo, análise da qualidade da medição e segurança cibernética. Com base nos resultados apresentados neste estudo, propõem-se duas plataformas, um protótipo de Transformador de Potencial Óptico e um protótipo de Relé de Proteção Diferencial para transformadores de potência, com o objetivo de explorar alguns dos aspectos pertinentes à implementação de um barramento de processo de acordo com a Norma IEC 61850-9. Também foram realizados testes de geração e transmissão de mensagens contendo valores de amostras de tensão/corrente do sistema elétrico (denominadas de SV Messages) com a finalidade de implementá-las de fato e avaliar as ferramentas de mercado disponíveis. Por fim foi proposto um modelo para a simulação do sistema de potência em conjunto com a rede de comunicação utilizando o programa Matlab/Simulink. O autor espera que este trabalho contribua para esclarecer os vários conceitos envolvidos na implementação do barramento de processo definido pela Norma IEC 61850-9, auxiliando na pesquisa e no desenvolvimento de novas ferramentas e dispositivos, e no aprimoramento da Norma IEC 61850.

L’empire colonial est un élément central de la construction officielle de l’identité nationale portugaise. Le processus d’indépendance des anciennes colonies après le 25 avril 1974 a conduit à la reconfiguration des manières de raconter le passé. Basé sur deux études de cas, cet article prétend analyser comment des nouvelles médiations et des nouveaux récits ont été utilisés pour reconfigurer cette mémoire. Le cas de la construction biographique du joueur de football mozambicain Eusébio da Silva Ferreira, le grand héros du football portugais, et l’analyse de l’héritage de l’architecture coloniale moderne portugaise visent à démontrer le rôle que ces récits produits dans des champs d’activités spécifiques ont joué dans le maintien d’un discours portant sur la grandeur coloniale, discours qui est lui-même une dimension de l’institutionnalisation de ces champs.

Nationalism remains central to politics in and among the new nation-states. Far from »solving« the region's national question, the most recent reconfiguration of political space – the replacement of the Soviet Union, Yugoslavia, and Czechoslovakia by some twenty would-be nation-states – only recast it in a new form. It is this new phase and form of the national question that I explore in this paper. I begin by outlining a particular relational configuration – the triadic relational nexus between national minorities, nationalizing states, and external national homelands – that is central to the national question in post-Soviet Eurasia. In the second, and most substantial, section of the paper, I argue that each of the »elements« in this relational nexus – minority, nationalizing state, and homeland – should itself be understood in dynamic and relational terms, not as a fixed, given, or analytically irreducible entity but as a field of differentiated positions and an arena of struggles among competing »stances.« In a brief concluding section, I return to the relational nexus as a whole, underscoring the dynamically interactive quality of the triadic interplay.

In the wake of the disclosures surrounding PRISM and other US surveillance programmes, this paper assesses the large-scale surveillance practices by a selection of EU member states: the UK, Sweden, France, Germany and the Netherlands. Given the large-scale nature of these practices, which represent a reconfiguration of traditional intelligence gathering, the paper contends that an analysis of European surveillance programmes cannot be reduced to a question of the balance between data protection versus national security, but has to be framed in terms of collective freedoms and democracy. It finds that four of the five EU member states selected for in-depth examination are engaging in some form of large-scale interception and surveillance of communication data, and identifies parallels and discrepancies between these programmes and the NSA-run operations. The paper argues that these programmes do not stand outside the realm of EU intervention but can be analysed from an EU law perspective via i) an understanding of national security in a democratic rule of law framework where fundamental human rights and judicial oversight constitute key norms; ii) the risks posed to the internal security of the Union as a whole as well as the privacy of EU citizens as data owners and iii) the potential spillover into the activities and responsibilities of EU agencies. The paper then presents a set of policy recommendations to the European Parliament.

This article argues that welfare-to-work or activation policies, which have been adopted across a range of OECD countries during the last two decades, do not only have led to changes in the substance of the welfare state but also to transformations in its institutional configuration. This institutional transformation includes the spatial reconfiguration of the welfare state, which has given new roles to the supra-national, national, and sub-national levels of government as well as private actors in the management and creation of labor market policies. By bringing institutions into these debates, this article seeks to expand the literature on welfare-to-work and activation as to date authors working on this topic have said very little about the degree, types, and reasons for the spatial re-configuration of welfare-to-work policies across different states. To fill a gap in the literatures on changes in the welfare state and its territorial configuration in particular, we compare trends in the re-configuration of welfare-to-work policies in Italy, Germany and the United Kingdom. We find that there is a cross-national trend, when it comes to the institutional effects of the implementation of activation. These trends bear a tension between decentralization and centralization, as both central and sub-national levels of government have acquired new responsibilities to implement the activation paradigm.

The globally warm climate of the early Pliocene gradually cooled from 4 million years ago, synchronous with decreasing atmospheric CO2 concentrations. In contrast, palaeoceanographic records indicate that the Nordic Seas cooled during the earliest Pliocene, before global cooling. However, a lack of knowledge regarding the precise timing of Nordic Seas cooling has limited our understanding of the governing mechanisms. Here, using marine palynology, we show that cooling in the Nordic Seas was coincident with the first trans-Arctic migration of cool-water Pacific mollusks around 4.5 million years ago, and followed by the development of a modern-like Nordic Seas surface circulation. Nordic Seas cooling precedes global cooling by 500,000 years; as such, we propose that reconfiguration of the Bering Strait and Central American Seaway triggered the development of a modern circulation in the Nordic Seas, which is essential for North Atlantic Deep Water formation and a precursor for more widespread Greenland glaciation in the late Pliocene.

Developing the social identity theory of leadership (e.g., [Hogg, M. A. (2001). A social identity theory of leadership. Personality and Social Psychology Review, 5, 184-200]), an experiment (N=257) tested the hypothesis that as group members identify more strongly with their group (salience) their evaluations of leadership effectiveness become more strongly influenced by the extent to which their demographic stereotype-based impressions of their leader match the norm of the group (prototypicality). Participants, with more or less traditional gender attitudes (orientation), were members, under high or low group salience conditions (salience), of non-interactive laboratory groups that had instrumental or expressive group norms (norm), and a male or female leader (leader gender). As predicted, these four variables interacted significantly to affect perceptions of leadership effectiveness. Reconfiguration of the eight conditions formed by orientation, norm and leader gender produced a single prototypicality variable. Irrespective of participant gender, prototypical leaders were considered more effective in high then low salience groups, and in high salience groups prototypical leaders were more effective than less prototypical leaders. Alternative explanations based on status characteristics and role incongruity theory do not account well for the findings. Implications of these results for the glass ceiling effect and for a wider social identity analysis of the impact of demographic group membership on leadership in small groups are discussed. Despite more than 30 years of archaeological research, not a single detailed site report has ever been published for a village site in Torres Strait. This paper presents the results of small-scale excavations at the 700 year old village of Kurturniaiwak on Badu island in mid-western Torres Strait. It represents the first in an ongoing series of systematic excavations of village sites in this part of Torres Strait. Initial results support conclusions of major socio-cultural change for the region as recently proposed by McNiven, and indicate that a major reconfiguration of settlement-subsistence-ritual systems probably took place in western Torres Strait sometime between 600 and 800 years ago.

Pervasive computing applications must be sufficiently autonomous to adapt their behaviour to changes in computing resources and user requirements. This capability is known as context-awareness. In some cases, context-aware applications must be implemented as autonomic systems which are capable of dynamically discovering and replacing context sources (sensors) at run-time. Unlike other types of application autonomy, this kind of dynamic reconfiguration has not been sufficiently investigated yet by the research community. However, application-level context models are becoming common, in order to ease programming of context-aware applications and support evolution by decoupling applications from context sources. We can leverage these context models to develop general (i.e., application-independent) solutions for dynamic, run-time discovery of context sources (i.e., context management). This paper presents a model and architecture for a reconfigurable context management system that supports interoperability by building on emerging standards for sensor description and classification.

Essa pesquisa estuda o papel de grupos religiosos pentecostais junto a migrantes em uma região periférica da cidade de São Carlos no interior de São Paulo. Tomamos como foco de estudo duas igrejas localizadas na região periférica dessa cidade, especificamente do bairro denominado Cidade Aracy. Apresentamos as diferentes fases do desenvolvimento, formação e constituição do bairro em estudo com as configurações assumidas pelo espaço em seu processo de crescimento, desenvolvimento e constituição de periferia. Utilizamos o conceito de periferia urbana vinculado às condições de segregação destacando o componente migratório dos moradores da região em estudo. Analisamos finalmente as características de grupos pentecostais, prestando especial atenção ao papel por eles cumprido na acolhida e na adaptação dos migrantes de outras regiões do país e do Estado. Nosso tema situa-se no contexto maior do mundo urbano como caraterística fundamental da modernidade com as reconfigurações das formas religiosas. Nosso campo teórico combina a sociologia da religião e a sociologia urbana. A pesquisa incluiu observação intensa de campo, mapeamento dos grupos religiosos, aplicação de questionários e entrevistas.
