It is a pleasure to submit this report of our investigation of the experience of the Iowa Public Employees’ Retirement System for the period of July 1, 2005 through June 30, 2009. The set of assumptions recommended as a result of this study will be used in the June 30, 2010 actuarial valuation of IPERS which will be used to analyze the funding status of the system, calculate the actuarial and statutory employer contribution rates, and disclose employer liabilities for financial statements. The purpose of this report is to communicate the results of our review of the actuarial methods and assumptions to be used in the completion of the upcoming valuation. Our recommendations represent changes from the prior methods or assumptions, which are intended to better anticipate the emerging experience of the System. Actual future experience, however, may differ from these assumptions. In preparing this report, we relied without audit on information supplied by IPERS staff. In our examination, we have found the data to be reasonably consistent and comparable with data used for other purposes. It should be noted that if any data or other information is inaccurate or incomplete, our calculations might need to be revised. We would like to acknowledge the help given by IPERS staff in the preparation of this report. We hereby certify that, to the best of our knowledge and belief, this report is complete and accurate and has been prepared in accordance with generally recognized and accepted actuarial principles and practices which are consistent with the principles prescribed by the Actuarial Standards Board (ASB) and the Code of Professional Conduct and qualification Standards for Public Statements of Actuarial Opinion of the American Academy of Actuaries.

This article examines the extent and limits of nonstate forms of authority in international relations. It analyzes how the information and communication technology (ICT) infrastructure for the tradability of services in a global knowledge-based economy relies on informal regulatory practices for the adjustment of ICT-related skills. By focusing on the challenge that highly volatile and short-lived cycles of demands for this type of knowledge pose for ensuring the right qualification of the labor force, the article explores how companies and associations provide training and certification programs as part of a growing market for educational services setting their own standards. The existing literature on non-conventional forms of authority in the global political economy has emphasized that the consent of actors, subject to informal rules and some form of state support, remains crucial for the effectiveness of those new forms of power. However, analyses based on a limited sample of actors tend toward a narrow understanding of the issues concerned and fail to fully explore the differentiated space in which non state authority is emerging. This article develops a three-dimensional analytical framework that brings together the scope of the issues involved, the range of nonstate actors concerned, and the spatial scope of their authority. The empirical findings highlight the limits of these new forms of nonstate authority and shed light on the role of the state and international governmental organizations in this new context.

The project "Quantification and qualification of ambulatory health care", financed by the Swiss National Science Foundation and covering the Cantons of Vaud and Fribourg, has two main goals: --a structural study of the elements of the ambulatory care sector. This is done through inventories of the professions concerned (physicians, public health nurses, physiotherapists, pharmacists, medical laboratories), allowing to better characterize the "offer". This inventory work includes the collect and analysis of existing statistical data as well as surveys, by questionnaires sent (from September 1980) to the different professions and by interviews. --a functional study, inspired from the US National Ambulatory Medical Care Survey and from similar studies elsewhere, in order to investigate the modes of practice of various providers, with particular regard to interprofessional collaboration (through studying referrals from the ones to the others). The first months of the project have been used for a methodological research in this regard, centered on the use of systems analysis, and for the elaboration of adequate instruments.

This research analyses the actual use and conception of the ICT mobility that a life long learning group of students have. The students have participated in a Mobile Learning experience along an online postgraduate course, which was designed under a traditional e-learning perspective. The students received a tablet PC (iPad) in order to work at the course and also to use it in their personal and professional life. A complete and original pre-test / post-test questionnaire was applied before and after the course. This instrument was scientifically validated. Thru the questionnaire, uses tendency and students perceptions were studied. Frequencies, purposes, habits of use and valuation, as well as the device"s integration into their personal, social and professional life were studied. The analysis intents to apply the 'Social Technographics Profile" by Bernoff (2010) to classify, by profile groups, the users of the actual Internet. Finally a reflexion of the reasons and limits of the theory, in this study, and also the relation to reality is presented. The Inter-coding reliability and validity shows the possibility of applying the instrument on wider samples in order to get a closer look to the uses and actual conceptions of the ubiquitous ICTs.

El presente trabajo pretende mostrar los resultados de un estudio cuya intención era identificar posibles variables que afectan a los procesos y estrategias de integración laboral de personas procedentes de otros países; las necesidades formativas en relación al colectivo de referencia y ampliar el conocimiento del fenómeno en aras de la intervención psicoeducativa y social. A partir de una metodología de investigación de orientación cualitativa se ha concluido que las diferencias en cuanto a las estrategias de integración y sus logros están más determinadas por los niveles de cualificación en el país de origen que por las propias diferencias culturales. The article shows the results of a study carried out by the authors to identify possible variables that affect the processes and strategies of occupational integration of people coming from other countries, to establish training needs in relation to the reference group and to extend the knowledge of the phenomenon for the sake of the educational and social intervention. Using a qualitative research methodology, it was concluded that the differences in integration strategies and their accomplishments are better explained by the levels of qualification attained in the country of origin than by cultural differences.

Aquesta petita investigació es divideix en dues parts. La primera, basada en els estudis teòrics, ofereix una visió de la importància de la creativitat dins i fora l’escola i de la didàctica d’aquesta a través de l’experiència de fer cinema. Fer d’actor, guionista, càmera, maquillador, escenògraf, entre d’altres, és una eina metodològica que potencia la creativitat dels alumnes? Ho investiguem a la segona part d’aquest document mitjançant estratègies d’avaluació de la creativitat. I els resultats indiquen que els infants que han realitzar el projecte de fer cinema tenen més bona qualificació en tots els aspectes avaluats.

Problématique à résoudre Le difficile pari pour tout individu n'est pas tant de réussir sa vie, mais de s'assurer qu'une fois parti, il permettra à ses proches de poursuivre leur propre existence dans une certaine sérénité et avec le seul souvenir des bons moments passés ensemble. Après le choc de la perte de l'être cher, les aléas d'une succession mal réglée ou la découverte d'un testament inconnu auront tôt fait de ternir l'image du défunt et de mettre en lumière les conflits de famille latents. Que l'on ne se fasse aucune illusion, on règle le partage de sa succession comme on a mené sa vie. La répartition de ses biens par le disposant ou le partage ultérieur de ceux-ci après son décès par les héritiers eux-mêmes, voire, en cas de mésentente, par l'autorité judiciaire, sont des opérations particulièrement douloureuses, non pas tant en raison de la valeur économique que ces biens peuvent représenter pour les héritiers, qu'en raison de leur valeur sentimentale. Si le de cujus souhaite, dans la mesure du possible, éviter tout conflit, il peut décider d'organiser lui-même le partage de sa succession en attribuant directement ses biens à ses héritiers. Mais lorsqu'il procède ainsi, quelle catégorie de dispositions à cause de mort prend-il? Règle de partage, legs, institution d'héritier, ou encore charge? Et si, par surcroît, il détermine la valeur à laquelle il entend attribuer un bien, influence-t-il la nature de la disposition prise? C'est particulièrement à cette seconde question que nous entendons répondre, mais pour ce faire, il est indispensable de débuter ce travail par la qualification de l'attribution d'un bien en tant que tel. Notre étude est divisée en deux parties : la première permettra de présenter les différentes lectures juridiques possibles des attributions de biens que tout individu peut faire à ses héritiers légaux ou à des tiers auxquels il souhaite transmettre une partie de son patrimoine; la seconde s'attachera à déterminer quelles sont les conséquences éventuelles d'une estimation de ses biens par le disposant sur les qualifications juridiques retenues. Souvent en effet, le de cujus ne se limite pas à prévoir à qui doit revenir tel ou tel bien, mais fixe également la valeur de reprise de ce bien.
