This article discusses the project of the Information Society and the discourses that undergo it, as part of a political and ideological conception universalized by those countries that created and dominate computer technology, which is in turn is aligned with the Post-Fordist industrial capitalist order and its emphasis on economic accumulation and consumerism. We explain how information technology creates routines and legitimate social orders, taking for analyzes the case of the Clinton-Gore policy in the United States, when the discourse of the computer society was associated with the development and social welfare. This association is revealed in the speech made by Clinton in the city of Knoxville in year 1996. There we see the beginnings of the concern about the Digital Divide as a new form of "social disease" that prevents the passage to a better world, focused on productivity, accumulation and consumption in information-dense societies. This generates a clash between the industrial-graph-centric world and the oral-pre-industrial communities, as a result of attempting to transplant the institutional forms of the developed West. We explain the pillars of the new computerized order, and how they replaced previous epic narratives creating techno-deterministic or techno-phobic discourses in prejudice of more critical approaches. We identify the effects such deterministic discourses that connote the association between the Information Society, welfare and development, questioning the urgency of deploying this system at global level without profound critical discussion, clear goals focused on the benefit of the human beings, and the open participation of the users of the system.

Parasites of the genus Trypanosoma are common in bats and those of the subgenus Schizotrypanum are restricted to bats throughout the world, with the exception of Trypanosoma (Schizotrypanum) cruzi that also infects other mammals and is restricted to the American Continent. We have characterized trypanosome isolates from Molossidae bats captured in Mozambique, Africa. Morphology and behaviour in culture, supported by phylogenetic inferences using SSU (small subunit) rRNA, gGAPDH (glycosomal glyceraldehyde 3-phosphate dehydrogenase) and Cyt b (cytochrome b) genes, allowed to classify the isolates as a new Schizotrypanum species named Trypanosoma (Schizotrypanum) erneyi sp. nov. This is the first report of a Schizotrypanum species from African bats cultured, characterized morphologically and biologically, and positioned in phylogenetic trees. The unprecedented finding of a new species of the subgenus Schizotrypanum from Africa that is closest related to the America-restricted Trypanosoma (Schizotrypanum) cruzi marinkellei and T. cruzi provides new insights into the origin and evolutionary history of T. cruzi and closely related bat trypanosomes. Altogether, data from our study support the hypothesis of an ancestor trypanosome parasite of bats evolving to infect other mammals, even humans, and adapted to transmission by triatomine bugs in the evolutionary history of T. cruzi in the New World. The New World genus Cathorops in the family Ariidae (Sea Catfishes) includes species that inhabit estuarine and coastal waters as well as freshwaters, playing an important role in Neotropical coastal and estuarine fisheries. The relatively conserved external morphology coupled with the marked sexual dimorphism and ontogenetic variation makes it difficult to recognize and diagnose the species. One of the major problems concerns the nomenclatural and geographical limits, of C. spixii, described from tropical Brazil and often treated as the only coastal marine species in the genus from the Western Atlantic. Examination of types of nominal species as well as comprehensive collections of non-types from Caribbean and Atlantic South America, lead us to conclude that C. spixii is restricted to Brazil and that C. nuchalis is a valid species, ranging from Venezuela to Guyana. The nominal species Arius laticeps, Arius nigricans, and Arius variolosus are synonyms of C. nuchalis, C. spixii, and C. arenatus, respectively. We also describe a new species in the Cathorops mapale species group from Colombia and Venezuela.

The global distribution of bat taxa indicates that the Atlantic and Pacific Oceans are effective barriers to movement between the Old and New Worlds. For instance, one of the major suborders, Yinpterochiroptera, has an exclusively Old World distribution, and within the other, Yangochiroptera, no species and only five genera are common to both. However, as bats are sometimes blown out to sea, and have colonised isolated islands, occasional natural movement between the New and Old Worlds does appear to be possible. Here we identify new genotypes of a blood parasite, Trypanosoma dionisii, in Old World bats that are closely related to South American strains. Using highly conservative calibration points, divergence of Old and New World strains is estimated to have occurred 3.2-5.0 million years ago (MYA), depending on the method used (upper 95% CL for maximum time 11.4 MYA). The true date of divergence is likely to be considerably more recent. These results demonstrate that taxon-specific parasites can indicate historical movements of their hosts, even where their hosts may have left no lasting phylogenetic footprint. Deutsch:Diese Arbeit beschäftigt sich zum einen mit der Synthese neuer, vernetzbarer, ferroelektrischer Verbindungen, welche eine höhere spontane Polarisation und damit ein besseres Schaltverhalten nach Vernetzung aufweisen sollten. Dazu wurde in bekannte Systemen die Halogene Fluor, Chlor und Brom erfolgreich eingebaut. Desweiteren konnten neue Untersuchungmethoden für ferroelektrische, flüssigkristalline Netzwerke erfolgreich angewendet und weiterentwickelt werden. Damit gelang es z. B. neue Erkenntnisse über die elastischen Eigenschaften von LC-Elastomeren zu gewinnen, wobei es erstmalig gelang, Seifenblasen aus LC-Polymeren herzustellen und durch UV-Bestrahlung zu vernetzen. Durch die Messung des Radius in Abhängigkeit des Druckes war es möglich festzustellen, daß sich das Verhalten des Polymers, welches zunächst oberflächenspannungskontrolliert war, nach UV-Bestrahlung, in ein elastisches Verhalten änderte. Aus der Radius vs. Druckbeziehung war es möglich, Daten über die elastischen Eigenschaften zu erhalten. Die Ballone zeigten dabei typische, gummielastische Eigenschaften. Ein Einfluß der Mesophase (d.h. SA oder SC-Phase) auf die Eigenschaften der Ballone konnte dabei nicht festgestellt werden. Für die beiden hier untersuchten Systeme des inter- und intralyer vernetzbaren System konnte festgestellt werden, daß ihr elastisches Verhalten sehr ähnlich ist, ganz im Gegensatz zu den früheren elektrooptischen Untersuchungen. D. h. beide Systeme zeigten nach der Vernetzung bis auf einen Faktor 2 das gleiche elastische Verhalten. Im Gegensatz zu nematischen Elastomeren, welche am Phasenübergang zum Teil große thermoelastische Änderungen zeigen, zeigten die hier untersuchten Elastomere keine Änderung der elastischen Eigenschaften beim Phasenübergang, was sich u.a. auf die relativ hohen Vernetzungsdichten zurückführen läßt. Weiterhin wurde die Elektrostriktion in ferroelektrischen flüssigkristallinen Elastomerenfilmen untersucht, welche zu einem neuen Weltrekord des elektrostriktiven Effektes führte. Es wurden Schichtdickenänderungen von 4% bei einem angelegten Feld von 1,5 kV gemessen. Röntgenstreuexperimente an gespincoateten, vernetzten Polymerfilmen haben überdies gezeigt, daß der gemessene Effekt voll und ganz auf den elektroklinen Effekt zurück zu führen ist. Zum Schluß wurde ein neuer Weg ausgearbeitet, um flüssigkristalline Netzwerke unter Einsatz von weniger präparativer Chemie zu erhalten. Dazu wurde die Möglichkeit der Netzwerkbildung mit organischen Gelbildnern untersucht. In diesem Zusammenhang ist es erstmalig gelungen, ferroelektrische Flüssigkristalle reversibel in dem einen oder anderen Zustand orientiert zu stabilisieren, wobei beliebig oft zwischen den stabilisierten Zuständen gewechselt werden konnte.

Joaquín Camaño fu un gesuita della Provincia del Paraguay, vissuto nell' esilio italiano la maggior parte della sua vita dal 1767 al 1820. Il suo lavoro e la sua fama possono essere considerati di minore importanza se paragonati a molti altri gesuiti esiliati per ordine di Carlo III alla fine del XVIII secolo in Emilia-Romagna. Attraverso la mia ricerca approfondisco il ruolo di J. Camaño quale personaggio minore che entra nella vita degli altri espulsi tramite un dinamico network relazionale di cui è stato uno dei principali artefici. Il mio obiettivo è stato quello di studiare l'impatto che ebbero gli esuli gesuiti americani, attraverso la vita di Joaquin Camaño, sul mondo intellettuale italiano, europeo ed americano dopo l'espulsione del 1767. Egli, con i suoi studi, si inserisce nella rinnovata e vivace retorica del “Mondo Nuovo” che in quegli anni assume un grande dinamismo. Nato nella modesta città di La Rioja, in Argentina, si erge come un brillante cartografo, etnografo e linguista nel contesto dell'Illustrazione europea grazie alla sua particolare vita da missionario. Dopo l'espulsione, Joaquin Camaño, insieme ad altri numerosi confratelli americani, arriverà a Faenza, nello Stato Pontificio, dedicandosi allo studio della cartografia, dell'etnografia e delle lingue americane. Le sue ricerche si collocano in un momento nevralgico per la storia del pensiero linguistico-antropologico, quando l'osservazione diretta e la riflessione teorica dei fenomeni si misuravano con la grande varietà umana ormai riscontrata nel mondo.

Self-control is a prerequisite for complex cognitive processes such as cooperation and planning. As such, comparative studies of self-control may help elucidate the evolutionary origin of these capacities. A variety of methods have been developed to test for self-control in non-human primates that include some variation of foregoing an immediate reward in order to gain a more favorable reward. We used a token exchange paradigm to test for self-control in capuchin monkeys (Cebus apella). Animals were trained that particular tokens could be exchanged for food items worth different values. To test for self-control, a monkey was provided with a token that was associated with a lower-value food. When the monkey exchanged the token, the experimenter provided the monkey with a choice between the lower-value food item associated with the token or another token that was associated with a higher-value food. If the monkey chose the token, they could then exchange it for the higher-value food. Of seven monkeys trained to exchange tokens, five demonstrated that they attributed value to the tokens by differentially selecting tokens for higher-value foods over tokens for lower-value foods. When provided with a choice between a food item or a token for a higher-value food, two monkeys selected the token significantly more than expected by chance. The ability of capuchin monkeys to forego an immediate food reward and select a token that could then be traded for a more preferred food demonstrated some degree of self-control. Thus, results suggest a token exchange paradigm could be a successful technique for assessing self-control in this New World species.

Recent publishing on the migration phenomena in the communitarian and globalized Europe, puts in evidence a fundamental racism which is capable of making cultural processes grow and feed both chaos and social disorder. As a matter of fact we are approaching the ending debates on multicultural citizenship as well as on solidary integration and antiracism. Since the appearing of these phenomena, namely the huge post colonial migration in the nineteen-eighties, by which the colonized countries became almost “emigrant nurseries”, one could expect their stabilization. On the contrary, globalization and migration (twin subjects) everywhere still produce, at various levels, social disturbances together with some chauvinistic limitations as an ultimate kind of western prosperity defense. The peculiar European features of this new racism, less than ideological (superiority, homogeneity and civilizing mission), are confined to the concepts of patriotism, inequality and exclusion. In these terms one can understand why the new economic expansionism and the quest for new world markets makes European policies unstable, which remain undecided between conservatism, liberalism and extreme right. All this explains at least two things: the existing ambiguities of some European policies aiming to enhance particular forms of protectionism, and the difficulties in which the antiracist thought seems to be embedded. Indeed, according to what Walter Lorenz has already made clear, by using a well founded methodology, which prevents any fruitless protestations, it is impossible to contrast racism and nationalism. In such context, the educational field should try to use an operative epistemology. In other words the antiracist thought should dispose of competences and skills and, especially, personal and reflective capabilities. All this in order to avoid that which, in different historical scenes, permit the revival of the sense of moral opprobrium could not be identified with the political alibi to maintain privileges as well as advantages for the exclusive benefit of wealthy countries.

A unified solution framework is presented for one-, two- or three-dimensional complex non-symmetric eigenvalue problems, respectively governing linear modal instability of incompressible fluid flows in rectangular domains having two, one or no homogeneous spatial directions. The solution algorithm is based on subspace iteration in which the spatial discretization matrix is formed, stored and inverted serially. Results delivered by spectral collocation based on the Chebyshev-Gauss-Lobatto (CGL) points and a suite of high-order finite-difference methods comprising the previously employed for this type of work Dispersion-Relation-Preserving (DRP) and Padé finite-difference schemes, as well as the Summationby- parts (SBP) and the new high-order finite-difference scheme of order q (FD-q) have been compared from the point of view of accuracy and efficiency in standard validation cases of temporal local and BiGlobal linear instability. The FD-q method has been found to significantly outperform all other finite difference schemes in solving classic linear local, BiGlobal, and TriGlobal eigenvalue problems, as regards both memory and CPU time requirements. Results shown in the present study disprove the paradigm that spectral methods are superior to finite difference methods in terms of computational cost, at equal accuracy, FD-q spatial discretization delivering a speedup of ð (10 4). Consequently, accurate solutions of the three-dimensional (TriGlobal) eigenvalue problems may be solved on typical desktop computers with modest computational effort.

Para analizar este complejo proceso se ha ensayado un recorrido que sigue los avatares y alternativas que se producen en la incorporación de las ideas que se gestaron en el urbanismo moderno en el Uruguay de la primera mitad del siglo XX. Ideas que se intensifican a partir de los años veinte. A través de una primer parte, se analizan las ideas que transitan los primeros años del urbanismo hasta los años treinta. Este es un período de preconstitución disciplinaria y búsqueda de imágenes urbanas análogas que por afinidad cultural, en general, recurren al repertorio europeo. Es un momento de constitución ciudadana y de su espacio cívico y, para ello, se responde al imaginario colectivo con propuestas urbanas que reflejan las ideas de ciudad presentes en el panorama internacional. Al aplicarse a un territorio sin tensiones sociales, las ideas y propuestas urbanas se presentan como una oportunidad de ensayo para los técnicos extranjeros y nacionales. El mito de la oportunidad que ofrece el Nuevo Mundo hace que un personaje reconocido llegue, casi sin prefigurarlo, a hacer una breve visita por Montevideo. La segunda parte describe al viajero Le Corbusier con sus ideas, sus propuestas sudamericanas y el Plan de Montevideo. La fugaz visita deja huellas indelebles, en el huésped y en sus anfitriones. Los caminos rápidamente se bifurcan pese a eventuales reencuentros. En Le Corbusier, Montevideo implica un punto de inflexión en la serie de planes que va a gestar. En los anfitriones abrazando aun más la bandera de la renovación desplegada antes de la visita, pese a no compartir el plan corbusiano para Montevideo, los impulsa a seguir el proceso de construcción moderna. A partir de la tercera parte, se indaga en el impulso moderno dejado por Le Corbusier, junto a la casi coincidente “celebración del futuro” donde se propone el Plan del Centenario para Montevideo. A partir del plan y su debate, sus consiguientes marchas y contramarchas, se muestra que las ideas modernas al igual que en toda celebración tuvieron momentos de apoteosis y entusiasmo, quedando luego, tan sólo las cenizas y los resplandores de la celebración, materializadas en algunos fragmentos de ideas urbanas. En la cuarta parte se analizan las ideas y propuestas en torno al proyecto urbano de la centralidad capitalina. Marchas y contramarchas, protagonizadas por anfitriones e integrantes del auditorio de Le Corbusier muestran un devenir donde se entrecruza la ciudad moderna, el crecimiento real, con las ideas urbanas que el amplio espectro cultural arquitectónico uruguayo conserva desde su constitución. La quinta parte desarrolla las propuestas estructuradas en torno a la expansión del balneario verificando las ideas de urbanismo que con naturalidad evaden la transposición literal o acrítica y se acondicionan y acomodan al territorio, conservando con intensidad, la esencia del pensamiento moderno. La relación entre la urbanidad y el horizonte marino permite el ensayo de una serie de estrategias proyectuales para la urbanización del borde costero que caracterizan y definen a la rambla montevideana y al conjunto de proyectos balnearios modernos. ABSTRACT In order to analyze this complex process, we have pursued a path that takes into consideration the vicissitudes and alternatives produced in the incorporation of the ideas conceived in modern urbanism in Uruguay in the first half of the twentieth century. These ideas have been intensified since the 1920s. The first part of the thesis analyzes the ideas of the first years of urbanism until the 1930s. This was a period of disciplinary pre-constitution and search of analogous urban images which, due to their cultural affinity, in general, resorted to the European repertoire. It was a moment of citizen constitution and the establishment of its civic space, and for that the collective imagination was responded with urban designs that reflected the ideas of the city, which could also be found in the international scene. As they were applied to a territory without social tensions, the ideas and urban designs were presented as an opportunity for rehearsal to foreign and national technicians. The myth of the opportunity offered by the New World caused the arrival of a well-known character that, almost without foreshadowing it, paid a short visit to Montevideo. The second part describes Le Corbusier, the traveler, with his ideas, his South American schemes and the Plan for Montevideo. His fleeting visit left a deep mark on the guest and on his hosts. The paths rapidly forked despite the sporadic reunions. For Le Corbusier, Montevideo marked a turning point in the series of plans that he would conceive. The hosts, who embraced the flag of renovation raised prior to his arrival, in spite of not sharing Le Corbusier’s plan for Montevideo, were encouraged to follow the process of modern construction. The third part of the thesis explores the modern impulse left by Le Corbusier, as well as the almost coincidental “celebration of the future” in which the Plan for the Centenary of Montevideo was proposed. From the plan and its discussion, its consequent progress and obstacles, it was shown that the modern ideas, as in any other celebration, had its moments of apotheosis and enthusiasm, only remaining the ashes and the glow of the celebration, materialized in some fragments of the urban design ideas. The fourth part discusses the ideas and schemes on the urban project of the centrality of the capital. Progress and obstacles, led by the hosts and the members of the auditorium of Le Corbusier, showed a development in which the modern city and the actual growth merged with the urban design ideas preserved, since its constitution, by the wide spectrum of the Uruguayan architectonic culture. Finally, the fifth part develops the schemes formulated for the expansion of the resort and verifies the ideas of urbanism which naturally avoid the literal or uncritical transposition and adjust and accommodate to the territory, preserving with intensity the essence of modern thought. The relation between urbanity and the marine horizon allowed the rehearsal of a series of design strategies for the urbanization of coastal areas which characterize and define the promenade of Montevideo and the whole set of projects of modern resorts.

Durante la Ilustración, el imperio español alcanzó su máxima amplitud y las instituciones oficiales incrementaron su apoyo a las ciencias. Para defender sus fronteras y ejercer con eficacia el poder político, económico y religioso, la Corona y la Iglesia necesitaban obtener información precisa --incluida la climatológica-- de las posesiones españolas y de los pobladores de éstas. Fueron varios los procedimientos empleados para ello: sistema de cuestionarios y relaciones geográficas, estudios medico-topográficos, visitas e inspecciones oficiales, expediciones político-científicas, correspondencia epistolar, artículos periodísticos, etc. Dichos procedimientos fueron aplicados por redes de informadores cuyas actuaciones se basaban en la división del trabajo, el reparto de colaboradores en diferentes lugares, el uso de códigos de comunicación comprensibles, el envío de los resultados a los superiores jerárquicos y la toma de decisiones por las autoridades competentes. Las redes de información estaban sometidas a dictámenes que normalizaban su creación y continuidad temporal, daban forma a su estructura interna, especificaban sus cometidos y obligaban a cumplir protocolos y plazos. En su seno se idearon planes de investigación integrados en el estudio general de la Tierra, el ser humano y la cultura. El beneficio de las actuaciones de sus miembros se plasmó en cubrir grandes ámbitos geográficos con el consiguiente ahorro de tiempo, esfuerzos y medios. En sus correspondientes contextos, los miembros de las redes efectuaron estudios climatológicos conforme a intereses, imposiciones y circunstancias específicas. Así, los médicos se interesaron por las condiciones climáticas que influían en la salud humana; los funcionarios reales y los ingenieros militares describieron los climas locales y regionales aptos para el fomento y el control político, jurídico y educativo de los habitantes de los territorios hispánicos; los expedicionarios estudiaron las interacciones entre los fenómenos naturales y las influencias de los accidentes geográficos en los climas; los clérigos se interesaron por los aspectos estéticos, apologéticos y contemplativos de los climas; finalmente, en la prensa de la época se publicaron registros meteorológicos periódicos y trabajos climatológicos varios. En definitiva, el saber climatológico en el mundo hispánico ilustrado aportó algunos rasgos esenciales a la climatología en una etapa pre-fundacional de esta disciplina. Dichos rasgos se desarrollaron generalmente en una escala local o regional y se refirieron a los siguientes asuntos: el calor como principal agente de las modificaciones atmosféricas, de la formación de vapor acuoso y de las precipitaciones; la influencia del suelo en el aumento de humedad y calor en el aire; el poder de los vientos para trasladar de un lugar a otro el frío o el calor, el vapor de agua, los fenómenos atmosféricos y los agentes responsables de las enfermedades contagiosas; las propiedades del aire atmosférico y su capacidad para interaccionar con el medio ambiente; la condición estática y repetitiva de los climas, si bien se admitió que dichos fenómenos podían sufrir modificaciones; la corroboración experimental de las diferencias climáticas entre las zonas tropicales y medias del planeta; la refutación de que la naturaleza americana y sus habitantes eran inferiores a los europeos; y la demostración de que los principios rectores de los fenómenos físicos del Viejo y el Nuevo Mundo eran idénticos. Desde el último tercio del siglo XVIII, los documentos producidos por los componentes de las redes de información incluyeron datos meteorológicos. Pero no siempre se emplearon los mismos instrumentos de medida ni se siguieron los mismos protocolos de indagación en idénticas condiciones. Además, y salvo excepciones, los períodos durante los cuales se recabaron datos atmosféricos fueron relativamente cortos, y los expertos no efectuaron las mismas operaciones aritméticas con los parámetros. Por esta razón, y por la orientación utilitaria de los ilustrados hispánicos, el saber climatológico no obtuvo en el período y en el ámbito geográfico considerados resultados teóricos apreciables; en cambio, dio lugar a una gran cantidad de actividades prácticas con aplicaciones a la medicina, la agricultura, la náutica, el fomento, la prevención de riesgos naturales, etc. La principal utilidad de este trabajo consiste en servir de complemento a los procedimientos actualmente en uso en historia de la hidrología y en climatología histórica. ABSTRACT During the Enlightenment, the Spanish Empire achieved its highest length and State institutions increased their support to sciences. In order to defend their frontiers and to exercise political, economical and religious power, the Crown and the Church needed exact information --including the climatologic one-- about its possessions and its habitants. Some of the procedures employed to get that objective were: system of questionnaires and geographic relations, medical-topographic studies, official visits and inspections, political-scientific expeditions, direct mail, journalistic articles, etc. Those procedures were applied by informers´ networks which obtained, manned and transmitted every kind of data about the natural and moral reality of the Hispanic territories; their actions were based on the division of tasks, the distribution of collaborators at several places, the use of understandable communication codes and the sending of results to the hierarchical superiors; after, the competent authorities took decisions. The information networks were subjected to rules witch regulated its creation, temporary continuity, interior structure, objectives, protocols and periods. Their memberships invented plans about the general research of the Earth, the human beings and the culture; and they contributed to get benefits because of covering large geographic frames and economizing time, effort and means. According to their specifics contexts, concerns, impositions and circumstances, the informers performed climatologic tasks. Thus, the physicians were interested in the climatic conditions which affected to human health; the royal officers and military engineers described the most propitious climates to patronage and political, lawful and educative control of inhabitants of Hispanic territories; the participants in politic-scientific expeditions studied the interactions among natural phenomena and the influence of geographic aspects on the climate; the clergymen underlined the esthetic, apologetic and contemplative face of climates; finally, in the newspapers were published a lot of meteorological data and climatologic works. So, the climatologic knowledge in the Hispanic enlightened world added these essential aspects --referred in a local and regional area-- during the pre-foundational epoch of the climatology: the heat as first agent of atmospheric modifications, aqueous vapor and precipitations; the influx of the land in the increment of humidity and heat of the air; the power of the winds to convey the cold, the heat, the aqueous vapor, the atmospheric phenomena and the agents which caused contagious maladies; the properties of the air and its faculty to mediate with the environs; the static and repetitive condition of the climate and its possibility to experience change; the experimental confirmation of climatic varieties between tropical and central areas of the planet; the negation of the inferiority of the American nature and inhabitants; the demonstration about the equality of the rules which conducted physical phenomena in the Old and the New world. Since the last third part of the eighteenth century, the documents produced by the members of the networks included meteorological data. But the informers were not used to employ the same measure instruments and homogeneous protocols completion in the same conditions. Exceptions besides, the times of taking atmospheric data, usually were very short; and the experts did not carry out the same arithmetical operations with parameters. Because of this reason and the utilitarian guidance of the informers, during the Hispanic Enlightenment, it was not possible to obtain theoretic conclusions about climatologic knowledge; but there were a lot of practical activities applied to Medicine, Agriculture, Navigation, patronage, prevention of natural risks, etc. The main utility of this work consist in favoring the present procedures of the History of Hydrology and Historic Climatology.

Actualmente en nuestro planeta producimos 1.300 millones de toneladas de residuos urbanos al año. Si los extendemos sobre la superficie de un cuadrado de lado 100 m (una hectárea) alcanzarían una altura de 146 km. ¿Cuál es el origen de nuestros residuos? ¿A dónde va esta basura? ¿Cómo nos afecta? ¿Tiene alguna utilidad? Se trata de un problema antiguo que, en los últimos tiempos, ha adquirido una nueva dimensión por el tipo y la cantidad de residuos generados. Las primeras preocupaciones de la ciudad por ordenar estos problemas dieron lugar al establecimiento de espacios o lugares específicos para la acumulación de los residuos urbanos: los vertederos. Los desechos hoy se generan más rápidamente que los medios disponibles para reciclarlos o tratarlos. Los vertederos de residuos urbanos son y seguirán siendo, a corto y medio plazo, soluciones válidas por ser un método de gestión relativamente barato, sobre todo en los países en vías de desarrollo. Como consecuencia y necesidad de lo anterior, se plantea demostrar que la recuperación y la transformación de estos vertederos de residuos urbanos (lugares del deterioro), una vez abandonados, es posible y que además pueden dar lugar a nuevos espacios públicos estratégicos de la ciudad contemporánea. Son espacios de oportunidad, vacíos monumentales producto de una reactivación arquitectónica y paisajística realizada a partir de complejos procesos de ingeniería medioambiental. Pero las soluciones aplicadas a los vertederos de residuos urbanos desde mediados del siglo XX se han realizado exclusivamente desde la ingeniería para tratar de resolver cuestiones técnicas, un modelo agotado que ya no puede gestionar la magnitud que este problema ha alcanzado, haciéndose necesaria e inevitable la participación de la arquitectura para abrir nuevas líneas de investigación y de acción. En estos primeros compases del siglo XXI existe una “nueva” preocupación, un “nuevo” interés en los paradigmas de lo ecológico y de la sostenibilidad, también un interés filosófico (que igualmente otorga un nuevo valor al residuo como recurso), que dirigen su mirada hacia un concepto de paisaje abierto y diferente a modelos anteriores más estáticos, recuperando como punto de partida el ideal pintoresco. El landscape urbanism se consolida como una disciplina capaz de dar respuesta a lo natural y artificial simultáneamente, que sustituye a las herramientas tradicionales de la arquitectura para solucionar los problemas de la ciudad contemporánea, incorporando las infraestructuras de gran escala, como un vertedero de residuos urbanos, y los paisajes públicos que generan como el verdadero mecanismo de organización del urbanismo de hoy. No se trata solo de un modelo formal sino, lo que es más importante: de un modelo de procesos. Esta nueva preocupación permite abordar la cuestión del paisaje de manera amplia, sin restricciones, con un alto grado de flexibilidad en las nuevas propuestas que surgen como consecuencia de estos conceptos, si bien los esfuerzos, hasta la fecha, parecen haberse dirigido más hacia el fenómeno de lo estético, quedando todavía por explorar las consecuencias políticas, sociales, económicas y energéticas derivadas de los residuos. También las arquitectónicas. El proyecto del landscape urbanism se ocupa de la superficie horizontal, del plano del suelo. Desde siempre, la preparación de este plano para desarrollar cualquier actividad humana ha sido un gesto fundacional, un gesto propio necesario de toda arquitectura, que además ahora debe considerarlo como un medio o soporte biológicamente activo. En términos contemporáneos, el interés disciplinar radica en la continuidad y en la accesibilidad del suelo, diluyendo los límites; en que funcione a largo plazo, que se anticipe al cambio, a través de la flexibilidad y de la capacidad de negociación, y que sea público. La recuperación de un vertedero de residuos urbanos ofrece todas estas condiciones. Un breve recorrido por la historia revela los primeros ejemplos aislados de recuperación de estos lugares del deterioro, que han pasado por distintas fases en función de la cantidad y el tipo de los desechos producidos, evolucionando gracias a la tecnología y a una nueva mirada sobre el paisaje, hasta desarrollar una verdadera conciencia de lo ecológico (nacimiento de una ideología). El Monte Testaccio en Roma (siglos I-III d.C.) constituye un caso paradigmático y ejemplar de vertedero planificado a priori no solo como lugar en el que depositar los residuos, sino como lugar que será recuperado posteriormente y devuelto a la ciudad en forma de espacio público. Una topografía de desechos generada por acumulación, organizada y planificada durante tres siglos, que nos hace reflexionar sobre los temas de producción, consumo y proyecto arquitectónico. El Monte Testaccio revela una fuente de inspiración, un arquetipo de gestión sostenible de los recursos y del territorio. A través de la experiencia en la recuperación y transformación en espacios públicos de casos contemporáneos, como el antiguo vertedero de Valdemingómez en Madrid o el de El Garraf en Barcelona, se han analizado las técnicas y las soluciones empleadas para establecer nuevas herramientas de proyecto planteadas en clave de futuro, que revelan la importancia de los procesos frente a la forma, en los cuales intervienen muchos factores (tanto naturales como artificiales), entre ellos la vida y el tiempo de la materia viva acumulada. Son lugares para nuevas oportunidades y ejemplos de una nueva relación con la naturaleza. La reactivación de los vertederos de residuos, a través del proyecto, nos propone una nueva topografía construida en el tiempo, el suelo como soporte, como punto de encuentro de la naturaleza y los sistemas tecnológicos de la ciudad que posibilitan nuevos modos de vida y nuevas actividades. Los vertederos de residuos son inmensas topografías naturales surgidas de procesos artificiales, atalayas desde las que divisar un nuevo horizonte, un nuevo mundo, un nuevo futuro donde sea posible lograr la reversibilidad de nuestros actos del deterioro. Pero la voluntad de estas recuperaciones y transformaciones no consiste exclusivamente en su reintegración al paisaje, sino que han servido como muestra de las nuevas actitudes que la sociedad ha de emprender en relación a los temas medio ambientales. ABSTRACT Here on our planet we currently produce 1.3 billion tonnes of urban waste per year. If we were to spread this over a surface of 100m2 (one hectare), it would reach a height of 146km. What is the origin of this waste? Where does our refuse go? How does it affect us? Does it have any uses? We are dealing with an old problem which, in recent times, has taken on a new dimension due to the type of waste and the amount generated. Cities’ first concerns in resolving these problems gave rise to the establishment of areas or specific places for the accumulation of urban waste: landfills. These days, waste is generated more quickly than the available resources can recycle or process it. Urban waste landfills are and will continue to be, in the short and mid-term, valid solutions, given that they constitute a relatively cheap method for waste management, especially in developing countries. Consequently and necessarily, we plan to demonstrate that it is possible to recover and transform these urban waste landfills (areas of deterioration) once they have been abandoned and that they can give rise to new strategic public areas in contemporary cities. They are areas of opportunity, monumental vacancies produced by an architectural reactivation of the landscape, which is achieved using complex processes of environmental engineering. But the solutions applied to urban waste landfills throughout the 20th century have used engineering exclusively in the attempt to resolve the technical aspects. This is a worn-out model which can no longer handle the magnitude which the problem has attained and therefore, there is an inevitable need for the participation of architecture, which can open new lines of research and action. In these first steps into the 21st century, there is a “new” concern, a “new” interest in the paradigms of environmentalism and sustainability. There is also a philosophical interest (which assigns the new value of ‘resource’ to waste) and all is aimed towards the concept of an open landscape, unlike the previous, more static models, and the intention is to recover picturesque ideals as the starting point. Landscape urbanism has been established as a discipline capable of simultaneously responding to the natural and the artificial, replacing the traditional tools of architecture in order to resolve contemporary cities’ problems. It incorporates large scale infrastructures, such as urban waste landfills, and public landscapes which are generated as the true organisational mechanism of modern day urbanism. It is not merely a formal model, it is more important than that: it is a model of processes. This new concern allows us to address the matter of landscape in a broad way, without restrictions, and with a great degree of flexibility in the new proposals which come about as a consequence of these concepts. However, efforts to date seem to have been more directed at aesthetic aspects and we have yet to explore the political, social, economic and energetic consequences derived from waste – nor have we delved into the architectural consequences. The landscape urbanism project is involved with the horizontal surface, the ground plane. Traditionally, the preparation of this plane for the development of any human activity has been a foundational act, a necessary act of all architecture, but now this plane must be considered as a biologically active medium or support. In contemporary terms, the discipline’s interest lies in the continuity and accessibility of the land, diffusing the limits; in long term functionality; in the anticipation of change, via flexibility and the ability to negotiate; and in it being a public space. The recovery of an urban waste landfill offers all of these conditions. A brief look through history reveals the first isolated examples of recovery of these spaces of deterioration. They have gone through various phases based on the quantity and type of waste produced, they have evolved thanks to technology and a new outlook on the landscape, and a real environmental awareness has been developed (the birth of an ideology). Monte Testaccio in Rome (1st to 3rd Century AD) constitutes a paradigmatic and exemplary case of a landfill that was planned a priori not only as a place to deposit waste but also as a place that would be subsequently recovered and given back to the city in the form of a public space. This spoil mound, generated by organised and planned accumulation over three centuries, makes us reflect on the themes of production, consumption and architectural planning. Monte Testaccio reveals a source of inspiration, an archetype of the sustainable management of resources and land. Using our experience of contemporary cases of land recovery and its transformation into public spaces, such as the former Valdemingómez landfill in Madrid or the Garraf in Barcelona, we analysed the techniques and solutions used in order to establish new project tools. These are proposed with an eye on the future, seeing as they reveal the importance of the processes over the form and involve many factors (both natural and artificial), including the life and age of the accumulated living matter. They are places for new opportunities and examples of our new relationship with nature. The reactivation of landfills, via this project, is a proposal for a new topography built within time, using the ground as the support, as the meeting point between nature and the technological systems of the city which make it possible for new ways of life and new activities to come about. Landfills are immense natural topographical areas produced by artificial processes, watchtowers from which to discern a new horizon, a new world, a new future in which it will be possible to reverse our acts of deterioration. But the intention behind these recoveries and transformations does not only hope for landscape reintegration but it also hopes that they will also serve as a sign of the new attitudes that must be adopted by society with regard to environmental matters.
