Resumo:
A driving argument behind recent EU treaty reforms was that more qualified majority voting (QMV) was required to reduce the potential dangers of legislative paralysis caused by enlargement. Whilst existing literature on enlargement mostly focuses on the question of what changed in the legislative process after the 2004 enlargement, the question of why these changes occurred has been given far less attention. Through the use of a single veto player theoretical model, this paper seeks to test and explain whether enlargement reduces the efficiency of the legislative process and alters the type of legislation produced, and whether QMV can compensate for these effects. In doing this, it offers a theoretical explanation as to why institutional changes that alter the level of cohesion between actors in the Council have an influence over both the legislative process and its outcomes.

The micro-politics of operational adjustment:veto players and the consolidation of demand in the NHS

Recent reports about procurement within the NHS have been highly critical. One problem identified in the reports is the fragmentation of NHS demand across an unnecessarily large number of suppliers. This fragmentation is said to increase transaction costs, reduce opportunities for scale economies and reduce NHS leverage over suppliers. It has been suggested, therefore, that an important way of improving procurement in the NHS is the better consolidation of demand with a lower number of preferred suppliers. However, such a policy, because it will create ‘winners’ and ‘losers’ within NHS organisations, has political as well as technical and practical ramifications. In this article, the authors present a model, the Veto Players Model, in order to assist managers to address these political ramifications. In the article, the authors not only demonstrate the utility of this model with regard to demand consolidation policies, but also argue that the model provides useful lessons for change management initiatives more generally.

Analisa o processo decisório legislativo de vetos presidenciais pelo Congresso Nacional, no período de 1988 a 2014, para responder às seguintes questões: O que a não decisão do Congresso diz sobre o Legislativo, o sistema político e o veto? Quando e como o Congresso decidiu sobre vetos? As hipóteses formuladas são: o Legislativo exerceria seu poder de agenda ao inovar regras e procedimentos e ao não decidir; e o veto padeceria de obsolescência para o sistema político concreto. Para tanto se consideraram os 1.160 vetos presidenciais apostos no período analisado, bem como o comportamento das sete legislaturas pós-constitucionais que os apreciaram, em 263 sessões de vetos, descrevendo-se o percurso histórico do instituto e das regras e procedimentos utilizados no processo decisório de veto.
