La planificación urbana en la consolidación de las ciudades ha venido adquiriendo una gran importancia para el desarrollo urbano, a través de instrumentos de gestión urbana. Dentro de esta investigación se analiza las operaciones estratégicas como un instrumento de gestión que ha tenido cambios en su objetivo, alcance e implementación para poder transformar y mejorar a través de intervenciones urbanas los temas físicos, económicos, sociales y culturales dentro de los territorios. A partir de lo anterior, se identificaron cinco elementos que han limitado la implementación de las operaciones estratégicas que son, una visión a largo plazo, la falta de una gerencia especifica, voluntad política, continuidad y la coordinación y comunicación interinstitucional.

Income segregation across Melbourne’s residential communities is widening, and at a pace faster than in some other Australian cities. The widening gap between Melbourne’s rich and poor communities raises fears about concentrations of poverty and social exclusion, particularly if the geography of these communities is such that they and their residents are increasingly isolated from urban services and employment centres. Social exclusion in our metropolitan areas and the government responses to it are commonly thought to be the proper domain of social and economic policy. The role of urban planning is typically neglected, yet it helps shape the economic opportunities available to communities in its attempts to influence the geographical location of urban services, infrastructure and jobs. Under the current metropolitan strategy ‘Melbourne 2030’ urban services and transport infrastructure are to be concentrated within Principal Activity Centres spread throughout the metropolitan area and it is the intention that lower-income households should have ready access to these activity centres. However, the Victorian state government has few housing policy instruments to achieve this goal and there are fears that community mix may suffer as house prices and rents are bid up in the vicinity of Principal Activity Centres, and lower-income households are displaced. But are these fears justified by the changing geography of house prices in the metropolitan region? This is the key research question addressed in this paper which examines whether the Victorian practice of placing reliance on the market to deliver affordable housing, while intervening to promote a more compact pattern of urban settlement, is effective.

This paper draws on a study of the politics of development planning in London’s South Bank to examine wider trends in the governance of contemporary cities. It assesses the impacts and outcomes of so-called new localist reforms and argues that we are witnessing two principal trends. First, governance processes are increasingly dominated by anti-democratic development machines, characterized by new assemblages of public- and private-sector experts. These machines reflect and reproduce a type of development politics in which there is a greater emphasis on a pragmatic realism and a politics of delivery. Second, the presence of these machines is having a significant impact on the politics of planning. Democratic engagement is not seen as the basis for new forms of localism and community control. Instead, it is presented as a potentially disruptive force that needs to be managed by a new breed of skilled private-sector consultant. The paper examines these wider shifts in urban politics before focusing on the connections between emerging development machines and local residential and business communities. It ends by highlighting some of the wider implications of change for democratic modes of engagement and nodes of resistance in urban politics.

The advancement of GPS technology enables GPS devices not only to be used as orientation and navigation tools, but also to track travelled routes. GPS tracking data provides essential information for a broad range of urban planning applications such as transportation routing and planning, traffic management and environmental control. This paper describes on processing the data that was collected by tracking the cars of 316 volunteers over a seven-week period. The detailed information is extracted. The processed data is further connected to the underlying road network by means of maps. Geographical maps are applied to check how the car-movements match the road network. The maps capture the complexity of the car-movements in the urban area. The results show that 90% of the trips on the plane match the road network within a tolerance.

It is an accepted tenet of planning history that Australia's planning practice in the first half of the 20th century was dominated by experts delivering a package of international planning ideas. Is this story made more    complicated, however by the attitudes of the lay Australian to urban planning at this time? What role have the approaches of planners and planning  bodies played in advising the public of the best routes to take  towards comprehensive and appropriate planning? This paper discusses these  issues with use of examples of the general public's letters to  Melboume's Metropolitan Town Planning Commission (MTPC)( 1923-30) about planning issues in Melbourne; the MTPC's responses; and responsive propaganda generated by prominent Melbourne planner Saxil Tuxen (1885-1975).

This paper presents a theoretical frame and process that may be used to clarify purpose inherent in community engagement activities and strategies, and to evaluate progress against these criteria. Participation, empowerment and civic governance are themes of research and practice embraced by disciplines as diverse as health promotion, community psychology, community development and urban planning. Workshop participants were encouraged to reflect on their own practice in light of the theoretical models developed in these disciplines. In this way, the workshop helped promote understanding of the need – and opportunity – to develop interdisciplinary approaches to conceptualising, implementing and evaluating university-community engagement initiatives.

This paper presents preliminary findings of a project investigating the integration and application of ecological public health principles in Melboume 2030, the Victorian Government's urban planning blueprint for Melboume for the next 30 years. The study examines the political, organisational, social, and inter-personal factors that impact on the integration and application of broad health considerations into urban planning policy in Victoria. We are testing the premise that achieving integrated planning requires a systematic integration of government activity across sectors. Using discourse analysis and key informant interviews, we examined relevant government policy and legislation and its implementation against world's best practice. Preliminary findings show that the degree of leadership in relation to deploying the mission, and implementation processes sustain or impede integrated planning at a whole-of-government and intersectoral level.

These findings may inform a much-needed national agenda on promoting health through integrated planning. Findings will identify future research directions and action to bridge the gap between urban planning and health planning systems

A large proportion of non-communicable disease can be attributed to modifiable risk factors such as poor nutrition and physical inactivity. We present data on planning and transport practitioners' perceptions and responses to government public health guidance aimed at modifying environmental factors to promote physical activity. This study was informed by questions on the role of evidence-based guidance, the views of professionals towards the guidance, the links between guidance and existing legislation and policy and the practicality of guidelines. A key informant 'snowball' sampling technique was used to recruit participants from the main professional planning organisations across England. Seventy-six people were interviewed in eight focus groups. We found that evidence-based public health guidance is a new voice in urban and town planning, although much of the advice is already reflected by the 'accepted wisdom' of these professions. Evidence-based health guidance could be a powerful driver affecting planning practice, but other legislated planning guidance may take priority for planning and transport professionals.

Mobile applications (in short: mobile apps) are software applications designed to run on mobile devices such as smart phones and tablet computers. These technologies have come a long way since the opening of the Apple App Store in 2008, especially in their applications for business, information, communication, health and gaming. Most mobile devices are capable of processing and disseminating information in an efficient way. Smart devices, such as the iPhone or iPad, are equipped with innovative functionalities and unique features for easy delivery of content, information sharing, and collaborative work over the Internet. This is the basis for the use of these technologies in the education industry.

Change has engulfed the coastal fringe of Australia. In balancing the built and natural environment, community needs, cultural significance and economic sustainability, planners aim to improve quality of life and create vibrant communities. Yet managing place change, particularly in coastal areas, is fraught with tensions. Most planning discussions about the rapidity of change, the impact of the Sea Change process and increased development have focused upon the extensiveness of residential expansion and the housing styles that challenge the essence of the character of these coastal towns. Character and sense of place qualities are the very reasons that sea changers desire to engage with and reside within these communities. One aspect missing from this discussion and analysis is the impact that large-scale transformations of iconic buildings are having upon these places. This paper examines the consequences that major commercial development projects have upon the communities of Sorrento and Queenscliff. It considers changes (proposed or realised) to four landmark historic hotels: The Koonya and Continental in Sorrento; and the Ozone and Vue Grand in Queenscliff. This paper focuses on issues of planning, social engagement and community debate.

Os dados de telefonia celular são um instrumento valioso para analisar o comportamento da população urbana, uma vez que informação sobre a mobilidade das pessoas é difícil de obter. Estes podem oferecer estimativas em relação ao deslocamento e à ocupação da população nos espaços públicos, ajudando a elaborar medidas de planejamento urbano mais especificas e eficientes. A fim de examinar a movimentação ao redor da cidade do Rio de Janeiro em dias de grandes eventos, propomos uma metodologia com o objetivo de identificar aspectos desses eventos que permitem conhecer o público e oferecer soluções para os planejadores desenharem estratégias para a organização e segurança desses participantes. With the current proliferation of sensor equipped mobile devices such as smartphones and tablets, location aware services are expanding beyond the mere efficiency and work related needs of users, evolving in order to incorporate fun, culture and the social life of users. Today people on the move have more and more connectivity and are expected to be able to communicate with their usual and familiar social networks. That means communications not only with their peers and colleagues, friends and family but also with unknown people that might share their interests, curiosities or happen to use the same social network. Through social networks, location aware blogging, cultural mobile applications relevant information is now available at specific geographical locations and open to feedback and conversations among friends as well as strangers. In fact, nowadays smartphone technologies aloud users to post and retrieve content while on the move, often relating to specific physical landmarks or locations, engaging and being engaged in conversations with strangers as much as their own social network. The use of such technologies and applications while on the move can often lead people to serendipitous discoveries and interactions. Throughout our thesis we are engaging on a two folded investigation: how can we foster and support serendipitous discoveries and what are the best interfaces for it? In fact, to read and write content while on the move is a cognitively intensive task. While the map serves the function of orienting the user, it also absorbs most of the user’s concentration. In order to address this kind of cognitive overload issue with Breadcrumbs we propose a 360 degrees interface that enables the user to find content around them by means of scanning the surrounding space with the mobile device. By using a loose metaphor of a periscope, harnessing the power of the smartphone sensors we designed an interactive interface capable of detecting content around the users and display it in the form of 2 dimensional bubbles which diameter depends on their distance from the users. Users will navigate the space in relation to the content that they are curious about, rather than in relation to the traditional geographical map. Through this model we envisage alleviating a certain cognitive overload generated by having to continuously confront a two dimensional map with the real three dimensional space surrounding the user, but also use the content as a navigational filter. Furthermore this alternative mean of navigating space might bring serendipitous discovery about places that user where not aware of or intending to reach. We hence conclude our thesis with the evaluation of the Breadcrumbs application and the comparison of the 360 degrees interface with a traditional 2 dimensional map displayed on the devise screen. Results from the evaluation are compiled in findings and insights for future use in designing and developing context aware mobile applications.
