The Intergovernmental Panel on Climate Change warnings regarding the detrimental effects of carbon dioxide emissions and global warming have gained acceptance amongst many governments (IPCC 2001). The UK government has agreed to reduce emissions, implement a package of enabling measures (UKCCP 2000) and issued an Energy White Paper (HMSO 2003) calling for a diversification of energy supply policies which will include renewable sources.

Housing accounts for approximately 25% of UK CO2 emissions and as providers of social housing, Registered Social Landlords (RSLs) and their tenants are major contributors. RSLs are deliverers of national policy in several areas and contribute to the attainment of governmental environmental, social and economic targets and impact upon the wider demands of housing policy, healthcare, education and law & order (DETR 1999, Cole and Shayer 1998).

Photovoltaic (PV) electricity generation could deliver “free” electricity to the low income households historically housed by RSLs. PV helps address such issues as fuel poverty and could be used as a stimulus for creating interest in areas of low demand for social housing.

RSLs provide housing solutions which cross traditional economic, social and environmental divides and this lends their modus operandi to the concept of the triple bottom line. The triple bottom line enables social and environmental aspects to be considered alongside economic considerations within decision-making frameworks (Elkington 1999, Andreason 1995).

Using a qualitative research methodology, this paper assesses current commercial viability of PV installations on RSL developments and identifies key barriers to implementation. The paper also investigates whether the application of the triple bottom line can liberate RSLs from viewing PV as a non-viable option by enabling a greater emphasis to be placed on the social & environmental aspects of PV. The paper considers whether a framework for RSLs to improve their decision-making processes by embracing social & environmental factors is feasible.

This paper presents a triple-random ensemble learning method for handling multi-label classification problems. The proposed method integrates and develops the concepts of random subspace, bagging and random k-label sets ensemble learning methods to form an approach to classify multi-label data. It applies the random subspace method to feature space, label space as well as instance space. The devised subsets selection procedure is executed iteratively. Each multi-label classifier is trained using the randomly selected subsets. At the end of the iteration, optimal parameters are selected and the ensemble MLC classifiers are constructed. The proposed method is implemented and its performance compared against that of popular multi-label classification methods. The experimental results reveal that the proposed method outperforms the examined counterparts in most occasions when tested on six small to larger multi-label datasets from different domains. This demonstrates that the developed method possesses general applicability for various multi-label classification problems.

This paper proposes a method of improving level of service in congested urban railways by means of a triple-track line operation for a highly dense urban area with special travel demand characteristics. Where the future travel demand forecasts show sluggish growth or no growth at all, there is little to no incentives for heavy railway investments like quadruple-track extension and construction of new railway routes to alleviate current railway congestion problems. In such a situation, triple-track line operation can be the best alternative due to its moderate investment cost and ease in land acquisition for just an additional single track along the existing tracks. Our simulation investigation in one of the congested railway lines in Tokyo showed that triple track line operation increases railway capacity by 26% and shortens travel time by 38% in peak direction during morning peak hours. These results are encouraging and are useful for removing current railways problems in Tokyo and in similar urban situations elsewhere.
