Históricamente se ha reconocido que los conflictos internos afectan de manera directa variables a nivel individual como la salud de las personas, los niveles de escolaridad y el desplazamiento forzoso de los afectados. Sin embargo, solo hasta la última década las investigaciones académicas se han inclinado en documentar y cuantificar rigurosamente los efectos colaterales de la violencia sobre las condiciones de vida de los individuos. La presente investigación estudia cómo la exposición al conflicto en Colombia ha afectado las decisiones en términos de mercado laboral de las personas. La estrategia de identificación internaliza los reconocidos problemas de endogeneidad del conflicto con variables de actividad y desarrollo económico y presenta resultados robustos a fenómenos de migración interna y desplazamiento. En términos de participación laboral y desempleo, se encuentran efectos heterogéneos a nivel de género como respuestas a la violencia experimentada. En particular, la probabilidad de participación laboral de las mujeres se incremente como consecuencia de la exposición al conflicto, mientras que la de desempleo disminuye. Para los hombres, los resultados muestran una menor probabilidad de participación, efecto contrario al de las mujeres, y un efecto análogo en términos de desempleo. La investigación no encuentra efectos diferenciales en términos de informalidad laboral.

How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.

RESUMO:O prisma central desta pesquisa se insere na dimensão da análise da aplicação das Políticas Púbicas educacionais implantadas pelo governo brasileiro e direcionadas à Educação do Campo aos Jovens e Adultos que vivem nas Comunidades Campesinas dos assentamentos da Reforma Agrária. Com vistas a avaliar se a efetivação dessas políticas estão conseguindo propiciar aos nossos camponês, sua permanência no campo, podendo desfrutar de uma vida mais digna para si, sua família e sua comunidade, foi feita a análise de conteúdos das entrevistas realizadas com os alunos, seus pais e seus professores, no intuito de compreender quais são os benefícios da implantação da EJA na comunidade pesquisada. O estudo mostrou que as Políticas Educacionais direcionadas ao Campo, no município de Conceição do Araguaia-PA, na modalidade EJA, têm conseguido ajudar o homem do campo na luta por melhorias na qualidade de vida de suas comunidades e contribuído enquanto elemento formulador da permanência do homem do campo em suas terras, além de se constituir numa ferramenta de conscientização política por se configurar como uma educação diferenciada da encontrada nos centros urbanos, pois suas diretrizes são direcionadas às especificidades da população campesina e tem como ponto de partida as dificuldades vivenciadas por seus alunos. ABSTRACT: The prism of this research is inserted in the dimension of the analysis of the implementation of educational public policy implemented by the Brazilian government and directed the Rural Education, for young people and adults living in agrarian reform settlements. With the aim to value whether the implementation of these policies are able to provide our peasant his stay in the countryside can enjoy a better life for himself, his family and his community, has made the content analysis of interviews with students, their parents and their teachers in order to understand what are the benefits of the implementation of Adult and Young people Education in this pesquised community. The study showed that policies aimed at the educational field, in the municipality of Conceição do Araguaia-PA, in the form Adult and Young People Education, has succeeded in helping the people in the field fighting for improvements in quality of life of their communities and contributed as part formulator of the permanence of the countryside on their land, and from being a tool for political awareness to configure itself as a differentiated education that found in urban centers, because their directives are geared to the specificities of the peasant population and its starting point the difficulties experienced by their students.

The main thesis of this paper is that Freire’s original experience in Angicos anticipated a grand design for social transformation of educational systems. As such it brought together two key concepts that formulated the basis of his educational system: popular culture as an counter-hegemonic project and popular education, more particularly what was later called citizen schools or public popular education as keystone of his new educational system. I use the term Paulo Freire System to show that his original attempts were not only to challenge pedagogical the prevailing banking education system that was so pervasive in Brazil and Latin American at the time. In challenging the hegemony of banking education, its narrative, theoretical foundations, epistemology and methodology, Freire and his team sought to create a new system that could replace the old one. They saw banking education not only as obsolete in terms of modernization of systems but also oppressive in gnoseological, epistemological and political terms. In the conclusion of this paper I will discuss the twins obsessions of Freire, already present in the Angicos experience and that will stay with him throughout his life: the relationship between democracy, citizenship and education, and education as a postcolonial ethical act of social transformation. I would like to emphasize therefore that the Paulo Freire system, as conceived in the Angicos experience and its aftermath was a much larger and comprehensive system that originally considered, even by his critics.

Esta dissertação teve como diretriz principal percecionar até que ponto a educação se torna eficaz como política pública capaz de ajudar a enfrentar a criminalidade. Tal enfrentamento ocorre por dois vieses distintos; O primeiro tem caráter mais preventivo, de modo que a educação tem sua atuação voltada à prevenção da criminalidade; enquanto o segundo viés consiste em prevenir a reincidência criminal com a aplicação de políticas educativas a apenados. Neste trabalho de investigação realizou-se uma breve revisão bibliográfica, abrangendo alguns autores teóricos que enfatizaram como se dá o processo de aquisição e desenvolvimento do conhecimento no indivíduo, dentre os quais constam: Descartes, Rousseau, Kant, além de Piaget e Vygotsky. A pesquisa consistiu em levantamento nos processos julgados pela comarca de João Pessoa do Tribunal do Júri no ano de 2011, a fim de verificar o grau de escolaridade dos réus, bem como no Estabelecimento Prisional, com vistas a levantamentos sobre a reincidência criminal. Os resultados da pesquisa demonstraram que é latente a eficácia da educação como política pública de combate a criminalidade. Foi apurada também, a enorme economia financeira que produziria uma maior concentração de investimentos educativos em detrimento de investimentos em segurança pública.

El artículo estudia los antecedentes de la creación de políticas públicas sobre la niñez en el Ecuador a inicios del siglo XX. Se analizan la relación entre el trabajo infantil y la educación, los conceptos tradicionales y precapitalistas con los que se articuló el Código de la Niñez de 1938, el papel de los gremios y sociedades de artesanos en relación con el trabajo infantil y el aprendizaje de los oficios como aspectos elementales en la incorporación de la niñez al trabajo y el mundo obrero.

Private governance is currently being evoked as a viable solution to many public policy goals. However, in some circumstances it has shown to produce more harm than good, and even disastrous consequences as in the case of the financial crisis that is raging in most advanced economies. Although the current track record of private regulatory schemes is mixed, policy guidance documents around the world still require that policy-makers give priority to self- and co-regulation, with little or no additional guidance being given to policymakers to devise when, and under what circumstances, these solutions can prove viable from a public policy perspective. With an array of examples from several policy fields, this paper approaches regulation as a public-private collaborative form and attempts to identify possible policy tools to be applied by public policy-makers to efficiently and effectively approach private governance as a solution, rather than a problem. We propose a six-step theoretical framework and argue that IA techniques should: i) define an integrated framework including both the possibility that private regulation can be used as an alternative or as a complement to public legislation; ii) involve private parties in public IAs in order to define the best strategy or strategies that would ensure achievement of the regulatory objectives; and iii) contemplate the deployment of indicators related to governance and activities of the regulators and their ability to coordinate and solve disputes with other regulators.

The economic and financial crisis in Europe is affecting the financing of long-term infrastructure investment. There are multiple clearly identifiable channels: reduced demand for long-term investment, a tightening prudential framework for lending, upward adjustment of risk perception, complex transition of the financial system, and increasing macroeconomic, sovereign and regulatory risk. Some of the identified channels are potentially dangerous spillovers from the crisis that entail the risk of a downward spiral (eg increasing regulatory risk), while others are efficient market responses (eg reduced investment demand, correction of pricing of risk). Consequently, public policy instruments should not address the accessibility of long-term finance per se, but should explicitly target the critical channels.

Three potential explanations of past reforms of the Common Agricultural Policy (CAP) can be identified in the literature: a budget constraint, pressure from General Agreement on Tariffs and Trade/World Trade Organization (GATT/WTO) negotiations or commitments and a paradigm shift emphasising agriculture’s provision of public goods. This discussion on the driving forces of CAP reform links to broader theoretical questions on the role of budgetary politics, globalisation of public policy and paradigm shift in explaining policy change. In this article, the Health Check reforms of 2007/2008 are assessed. They were probably more ambitious than first supposed, although it was a watered-down package agreed by ministers in November 2008. We conclude that the Health Check was not primarily driven by budget concerns or by the supposed switch from the state-assisted to the multifunctional policy paradigm. The European Commission’s wish to adopt an offensive negotiating stance in the closing phases of the Doha Round was a more likely explanatory factor. The shape and purpose of the CAP post-2013 is contested with divergent views among the Member States.

The transfer of some decision-making authority from the domestic to the supranational arena as a result of the establishment of the World Trade Organization (WTO) in 1995 potentially changed domestic policy dynamics. The WTO agreements reflect the trade policy concerns addressed in the Uruguay Round in the late 1980s and early 1990s. This article applies and adapts historical institutionalism to explain how international organizations may constrain and facilitate certain domestic policy options. It demonstrates that, while the WTO legal framework has become more receptive of environmental sustainability concerns, the social sustainability concerns that were increasingly entering the debate over biofuel policies were not easily accommodated, and this was seen as a constraint on the content of the European Union’s (EU) policy adopted in 2009. Only the environmental dimension of a broader concept of sustainability was included in the policy design.

Public–private partnerships (PPPs) are new in Russia and represent project implementation in progress. The government is actively pursuing PPP deployment in sectors such as transportation and urban infrastructure, and at all levels including federal, regional and especially local. Despite the lack of pertinent laws and regulations, the PPP public policy quickly transforms into a policy paradigm that provides simplified concepts and solutions and intensifies partnership development. The article delineates an emerging model of Russia’s PPP policy paradigm, whose structure includes the shared understanding of the need for long-term collaboration between the public sector and business, a changing set of government responsibilities that imply an increasing private provision of public services, and new institutional capacities. This article critically appraises the principal dynamics that contribute to an emerging PPP policy paradigm, namely the broad government treatment of the meaning of a partnership and of a contractual PPP; a liberal PPP approval process that lacks clear guidelines and consistency across regions; excessive emphasis on positive PPP externalities and neglect of drawbacks; and unjustifiably extensive government financial support to PPPs. Whilst a paradigm appears to be useful specifically for the policy purpose of PPP expansion, it may also mask inefficiencies such as higher prices of public services and greater government risks.
